This definitely shouldn't be called by a tool in any sort of automated way, and I don't want to give users the impression that it's a 'normal' thing to do, since that may paper over a real problem. Since the topology has effectively not changed, all you need is the token gone, but if you removetoken it unhelpfully tries to restore the replica count needlessly.
