Call for papers is open ​and the SAFNOG-5 Programme Committee would like
to encourage your participation and contributions to the
upcoming SAFNOG-5 Conference in the form of Presentations and Tutorials.

 


We are looking for presenters who would:

    - Offer a technical tutorial on an appropriate topic;
    - Participate in the technical conference sessions as a speaker;
    - Convene and chair panel sessions of relevant topics.

*Program Material*

The SAFNOG-5 Conference Programme consists of two parts, these being the
Tutorials and Conference Tracks.

Topics proposed must be relevant to Internet Operations and Technologies:

    - IPv4 / IPv6 Routing and Operations
    - IPv6 deployment and transition technologies
    - Internet backbone operations
    - ISP and Carrier services
    - IXPs and Peering
    - Research on Internet Operations and Deployment
    - Software Defined Networking / Network Function Virtualisation
    - Network security issues (NSP-SEC, DDoS, Anti-Spam, Anti-Malware)
    - DNS / DNSSEC
    - Internet policy (Security, Regulation, Content Management,
Addressing, etc)
    - Access and Transport Technologies, including Cable/DSL, LTE/5G,
wireless, metro ethernet, fibre, segment routing
    - Content & Service Delivery (Multicast, Voice, Video,
"telepresence", Gaming) and Cloud Computing


*CfP Submissions*

Draft slides for both tutorials and conference sessions MUST be provided
with CfP submissions otherwise the Programme Committee will be unable to
review the submission. For avoidance of doubt this means that
submissions which do not include slides will be rejected immediately.
For work in progress, the most current information available at time of
submission is acceptable.

All draft and complete slides must be submitted in PDF format only.

Final slides are to be provided by the specified deadline for
publication on the SAFNOG-5 website.

Prospective presenters should note that the majority of speaking slots
will be filled well before the final submission deadline. The PC may, at
their discretion, retain a limited number of slots up to the final
submission deadline for presentations that are exceptionally timely,
important, or of critical operational importance. Every year we turn
away submissions, due to filling up all available programme slots before
the deadline. Presenters should endeavour to get material into the PC
sooner rather than later.

You missed the word "eligible" candidate!

Nomcom has since slated eligible candidate and candidates with different
slates having one or more candidate and candidates nominated.

Appointed != Elected.

We have elections coming up soon and we intend to elect otherwise the board
would have to appoint or reappoint as its within its powers.

True. My statement was exaggerated. My apologies.

An appointed board does not have a mandate from the members though, and for a 
bottom-up community ending up with more appointed than elected board members 
would not be good. I have some stronger words on what my personal feeling is, 
but I'll leave those to your imagination :)  Let's stick to the facts on this 
list.

Hi Sander,

It seems to me that you have not got my points well. I will rephrase them
differently and give my last comments.

Based on the minutes of the board, you sent an email accusing the board of
micromanagement. When I asked you to point it out in the minutes, you
directed me to textbook. I don't know whether the micromanagement you are
referring to the AFRINIC Community is in textbook.  When you claim that
“all responsibility and autonomy of the CEO has been taken away”, I asked
you to prove it. Since you cannot prove it, you disappeared.  Facing your
inability to substantiate your own claims, you are telling me that “it is
more appropriate to stay silent”.

I thank you for this option and I ask you to extend it to the entire
community since it will help us a lot in this community. In Yoruba land we
say that “when you don’t have fact to argue, wisdom suggests you keep
quite.”  Your silence would not give room to disruptive guys who want at
all cost the opportunity to create confusion and crises in this community
with the aims to destroy AFRINIC organization and community.

Abide with your suggestion, it will be Great service to our community.

Noah,

Section 13.8 exists in specific circumstance – to fill a casual vacancy – which 
is only valid until the date of the next election.  So yes – in the event of 
none of the above – the board has the right to appoint for a limited period – 
not a full 3 year term.  Do I believe that is right? No – but it is the rules.

That however – is very different from a 3 year forced appointment

And this build down to: the current "election" is not an election by any 
definition. I looked up the words in Merriam-Webster 
(https://www.merriam-webster.com/dictionary/election):

Definition of election
1a: an act or process of electing
1b: the fact of being elected
2: predestination to eternal life
3: the right, power, or privilege of making a choice

I don't think definition 2 is applicable here. The definitions applicable to 
the current situation are 1a and 3.

Looking a bit further down that page we see:

CHOICE, OPTION, ALTERNATIVE, PREFERENCE, SELECTION, ELECTION mean the act or 
opportunity of choosing or the thing chosen. CHOICE suggests the opportunity or 
privilege of choosing freely. OPTION implies a power to choose that is 
specifically granted or guaranteed. ALTERNATIVE implies a need to choose one 
and reject another possibility. PREFERENCE suggests a choice guided by one's 
judgment or predilections. SELECTION implies a range of choice. ELECTION 
implies an end or purpose which requires exercise of judgment.

All of the applicable definitions require the ability (right) to freely choose. 
When there is no choice, there is no election.

Saul, you are correct.

However, there is an extension to this – remember – the board appoints the 
nomcom – they are in effect – a form of board committee.  Furthermore the board 
approves the slate.  Furthermore – the board are the ones that unilaterally – 
against many objections on these lists – removed the none of the above option 
in the election procedure.

Effectively – by what they have done – they have stripped the member base of 
their rights of self determination and the right to elect their own directors, 
and where choosing to do so – they can put forward a single candidate – and in 
effect – unilaterally appoint that candidate.  We do not know if there was more 
than one nomination – and even if there wasn’t – it still creates an untenable 
situation – because we have no idea if there was or was not anything done in 
the background to ensure that situation could occur.

I would argue very strongly that right now – AfriNIC – is in violation of 
everything that the RIR system stands for – that is – the bottom up – community 
lead approach – where we are guaranteed the right to elect our own leadership – 
it has been stripped away – and this – is the final nail in the coffin for 
anyone who believes the façade that this organization is bottom up under the 
current board – because it is anything but.

Please note: Since this is very much a member issue – and in the interests of 
the community – I have copied in the members list into this reply deliberately 
– it affects both groups.

Besides the fact that we are meant to have the list 30 days before the AGMM, 
there is are some very concerning issues:

  1.  There is only one candidate for the southern region
  2.  He has been suspended from his day job

 as the CEO of ZADNA, basically the organisation that controls domains in .za. 
read the article and draw your own conclusions as to what is going on.
  3.  He is the only candidate that the NOMCOM have advertised

any other candidates.
  5.  There is no longer an option to vote “none of the above”, effectively 
giving the NOMCOM the opportunity to select Directors without the need for an 
election. (what are they supposed to do if there is only one volunteer? Catch 
22, we need to be able to vote “none of the above”)
  6.  From being suspended from his day job he now becomes a director of the 
debatably the most important internet organisation in Africa.

Yes there is also only one candidate for the Eastern Africa as well. Again, 
without the “none of the above” options and only 1 candidate, NOMCOM elects the 
Board of Directors.

I understand the issue on “none of the above” voting option when there are more 
than 1 candidate, but when there is only one candidate, not having it, if you 
have an unsuitable person standing alone, there is no way to keep him out.

This makes no sense at all.
