Low end would be how much you want to pay for it.  It's like saying aren't
cars low end cars?

For basic home use most off the shelf stuff is just fine.  If you want more
options you can do things like flashing some routers ROMS with linux based
programs that allow you a lot more variables.  Then there are small business
solutions like sonicwall...and for serious home users.

Essentially, yes.

Real firewalls have a few other capabilities (closing ports, eliminating 
some file types, etc.)

I would recommend the Astaro gateway, from www.astaro.com

It is free for home use and does more than just a firewall.

It is on my list of things to learn about, putting it on an older computer.

I've heard good things about astaro, I use ddwrt on a buffalo router, does
what I need it to do.  I also put one at my moms house to more easily enable
remote access when she needs help.

If you have a NAT (Network Address Translation) router between you 
and your ISP, you sorta already have a firewall of sorts. Necessary? 
With Windows, yes. Desirable? Yes, with any computer.
