Maybe you could be a little more clear? Which is incorrect, it's not a runtime environment? It doesn't do ajax? Javascript...HTML? Flash? Or is it that you know I actually don't like the AIR based program I use? Air has nothing to do with Flash except it can run flash in the air environment, but that's just one thing it does. It can also run ajax/html/javascript, all having nothing to do with flash. I can't speak to the specific app you are wanting to run, the desktop twitter app I use is built on air...and it's not flash. The interface is wonderful for this program.
