These days you don't actually create web pages any more, now you 'blog'. Wordpress (http://wordpress.org/ ) is good for beginners, especially if you'll be the only user. That is an incomplete answer. It depends on what purpose the web page is for. Personal stuff, yes a Blog. Commercial presentation stuff, still get web pages. I have one non profit that has a web page, things that need downloading etc. I am building a new web site for a different non profit, again things that need downloading etc. These still get web pages, not blogs. I just attended a workshop for our service club (statewide) and the young guy running our portion was talking about social networking etc. However he also maintains the state (districts) webpage and encourages all clubs to have web pages. He also said we need to get twitter accounts and face book pages (if possible) for our clubs to increase our networking. Never once did he mention a blog. We also had a professional (re seller of Google services) who talked about this. Never once did they mention blogs instead of webpages.
