Dear Cooperation WG readers,

Over the course of the past 6 weeks Europol has been releasing on weekly basis 
new material relating to COVID-19, all is available in the Europol landing 
page:

This morning we have launched a new product that may be of your interest: an 
infographic covering a safety guide for 'the new normal', looking ahead and 
complementing the information contain in the latest Europol public report 
issued a few days ago.

Thanks Sara - I’m bringing in Julf and Achilleas here (As the Coop WG 
Co-Chairs). 

Julf and Achilleas, I know that we’ve discussed having a RIPE NCC update as the 
bulk of the RIPE 80 session, but Europol have been doing some work recently on 
what they’re seeing in relation to online crime during the COVID-19 response. 
I’m half-following the WG Chairs list discussion, but not really clear to what 
extent the times for WG sessions have been finalised… I presume there would 
still be a possibility though, to request a slightly longer Coop WG session if 
there was interest? 

In terms of an update from the RIPE NCC, the momentum seems to be strongly 
behind a focus on the NewIP developments coming through the ITU. Julf and 
Achilleas, Is that your impression as well?

During the COVID-19 pandemic, criminals have been quick to seize opportunities 
to exploit the crisis by adapting their modi operandi and engaging in new 
criminal activities. Cybercriminals have been among the most adept at 
exploiting the pandemic. The threat from cybercrime activities during the 
crisis is dynamic and has the potential to increase further. With a record 
number of potential victims staying at home and using online services across 
the EU, the ways for cybercriminals seeking to exploit emerging opportunities 
and vulnerabilities have multiplied.

Europol has been monitoring the impact of the COVID-19 pandemic on the 
cybercrime landscape since the beginning and has published an updated threat 
assessment of potential further developments in this crime area.

The findings of this report are mainly based on contributions from EU Member 
States and Europol's partner countries.

Main findings:

*   The impact of the COVID-19 pandemic on cybercrime has been the most 
visible and striking compared to other criminal activities.
*   Criminals active in the domain of cybercrime have been able to adapt 
quickly and capitalise on the anxieties and fears of their victims.
*   Phishing and ransomware campaigns are being launched to exploit the 
current crisis and are expected to continue to increase in scope and scale.
*   Activity around the distribution of child sexual exploitation material 
online appears to be on the increase, based on a number of indicators.
*   Both criminal organisations, states and state-backed actors seek to 
exploit the public health crisis to advance geopolitical interests.

Hi Luca,

I think a case-study could be very useful, perhaps could be useful even beyond 
this contingent time, I am reading in some IETF mailing list about setting up 
guidelines for preparedness and resilience, maybe is something the RIPE 
community can have an appetite for as well. I think we can learn a lot from the 
Italian experience, in terms of lessons learned and identification of potential 
safety measures. Wo could volunteer for this (taking into account, obviously, 
the scarce resources that are currently deployed to face the emergency)?

As Italian I follow Sara suggestion.
There are some bottom up experiences that can be shared but think other 
countries already in lockdown can do the same.

delayed as the Commission manages its own COVID-19 adjustments - and work with 
ENISA)
- broader regulatory developments, including in relation to IPv6 adoption 
strategies, and updates on specific relevant national regulatory efforts, such 
as continue to develop in Russia and other countries in the RIPE NCC service.

So while we’re certainly happy to contribute to (or substantially make up) the 
agenda for a Coop session, it would be great to hear if that’s something that 
working group members would find useful, and whether there are any specific 
issues (including, but not limited to the ones I’ve mentioned above) that you’d 
like to hear an update on.

New report triggers discussion about innovation and strategic foresight in EU 
policing

The advent of so-called disruptive technologies - those that fundamentally 
alter the way we live, work and relate to one another - provides criminals with 
new ways to pursue their illegal goals, but also equips law enforcement with 
powerful tools in the fight against crime.

Some of the emerging technologies include Artificial Intelligence (AI), quantum 
computing, 5G, alternative decentralised networks and cryptocurrencies, 3D 
printing and biotech. These are set to have a profound impact on the criminal 
landscape and the ability of law enforcement authorities to respond to emerging 
threats. The disruption comes from the convergence between these new 
technologies, the previously unseen use cases and applications, and the 
challenges posed by existing legal and regulatory frameworks.

The report aims to identify the security threats associated with this and 
points to ways for law enforcement to use the opportunities brought by these 
technologies to combat crime and terrorism. It also highlights the pivotal role 
of the private sector and the importance of law enforcement to engage more with 
these actors. Furthermore, it is of paramount importance that the voice of law 
enforcement is heard when legislative and regulatory frameworks are being 
discussed and developed, in order to have an opportunity to address their 
concerns and needs, particularly with regard to the accessibility of date and 
lawful interception.

Hi all,

Once again I would like to share with you some perspective on public-private 
cooperation, in this case between the EU Law Enforcement Agency (Europol) and 
its network of private partners. EC3, the EU Cybercrime Centre at Europol,  
established the Advisory Groups on Financial Services, Internet Security and 
Communication Providers to foster trust and cooperation between key private 
sector industries and law enforcement in their joint fight against cybercrime. 
They meet separately three times a year to share strategic information related 
to cybercrime threats and trends in their respective business areas, as well as 
to agree on joint initiatives alongside law enforcement.

Last week, network operators from the Advisory Group on Communication Providers 
met with investigators to discuss the security challenges related to 5G, in 
particular lawful interception capabilities, cyber threats and investigative 
challenges. The following day, the Advisory Group on Internet Security gathered 
to discuss attacks against critical infrastructure and the anatomy of an 
Advanced Persistent Threat (APT). Investigators presented case studies on 
different threat actors' Tactics, Techniques and Procedures (TTP), as well as 
how information sharing with law enforcement can be improved.

[cooperation-wg] @EXT: NoMoreRansom project: fourth decryption tool neutralises latest version of GandCrab ransomware

Hi all,

When we talk about public-private cooperation, we often think in very abstract 
terms. It is not always the case.

Today, for instance, a new decryption tool for the latest version of the most 
prolific ransomware family GandCrab has been released free of charge on 
www.nomoreransom.org. Previous decryptors for the 
GandCrab ransomware have helped more than 30 000 victims recover their data and 
save roughly $50 million in unpaid ransoms.

Law enforcement and IT Security companies have joined forces to disrupt 
cybercriminal businesses with ransomware connections. The "No More Ransom" 
website is an initiative by the National High Tech Crime Unit of the 
Netherlands' police, Europol's European Cybercrime Centre and McAfee with the 
goal to help victims of ransomware retrieve their encrypted data without having 
to pay the criminals. The recent tool, for instance, is the fruit of 
cooperation between EU and US police forces. Together with Bitdefender.

The police cannot fight cybercrime, and ransomware in particular, on its own. 
And security researchers cannot do it without support from law enforcement 
agencies. Responsibility for the fight against ransomware is shared between the 
police, the justice department, Europol and IT security companies, and requires 
a joint effort. Together we will do everything in our power to disrupt 
criminals' money-making schemes and return files to their rightful owners, 
without the latter having to pay loads of money.
