Not due to bug 484629, AFAIK, I think it was because it never got a "+1"
from the package maintainer (Chuck Bridgham).

Neon M4 has been added to the repository at
http://download.eclipse.org/releases/neon/
That repo is a composite that now contains M4, M3, and M2.
Most of the M4 EPP packages are available at
https://www.eclipse.org/downloads/index-developer.php
A few packages had a problem with an error dialog at startup (See Bug
484629).
A work around was found and applied to those that had the problem, and an
M4a version of those packages will be available early next week.
