[Csgo_servers] Can I enable the extra InGame votes?

Hello,

I saw it on major tournaments that the players start the matches by a vote,
and pause the match by a vote, how can I use those?

But they use votes for starting the match aswell.

with any optimization I heard Ubuntu has optimalization in it.
