Part II: Energy Medicine and Encounters with Non-Human Intelligences

we learned that an "experiencer" called Amber (not her real name) feels she
has undergone energy medicine procedures during her interactions with
non-human intelligences. In Part II, we will explore this possibility and
its implications.)

Traditional Chinese Medicine, particularly acupuncture, traces its origins
back to the "Visiting Immortals." Who were (or still are!) these Visiting
Immortals? Where were they visiting from? Were these entities the same
beings that we now call extraterrestrials? A great deal of research and
scholarship suggests that interactions in the past between human beings and
non-human intelligences seem to be related to significant human advances,
such as the development of agriculture and written language. Is there also a
connection between contact with non-human intelligences and the development
of what we call energy medicine?

Do "Experiencers" Undergo Energy Medical Procedures?

In 1998, at a meeting held by a support group for people who have had
encounters with non-human intelligences, the subject of the possible
extraterrestrial use of energy medicine was brought up. The group members
were asked if any of them had memories of undergoing energy medical
procedures during their encounters. The discussion quickly went nowhere.
However, after the meeting, a man in attendance--who is not an "abductee" or
"experiencer"--offered some fascinating information.

He has spoken with a physician who has had ongoing encounters with non-human
intelligences. According to this physician, energy medicine is a central
part of the activities of these beings. The doctor himself has experienced
many energy medicine procedures. He has memories of undergoing interventions
at the hands of the non-human entities that are nearly identical to
acupuncture. This physician said that the entities allowed him to remember
their work on the meridians and acupuncture points of his own body.

The man who reported this noted that energy medicine is beyond the
experience of most people, experiencers or abductees included. In his
opinion, people remember mechanical devices, needles, probes and other
objects involved in invasive procedures because they fit within our current
framework and are familiar to us from ordinary human encounters with
physicians, dentists, hygienists and other health practitioners. However,
the average experiencer has little or no knowledge of energy medicine and,
therefore, does not recognize such procedures when subjected to them.
Experiencers usually perceive nothing more than random lights and colors,
sometimes in association with sensations of heat or vibration. They do not
have a context in which they can understand the energy medicine experiences
they are undergoing.

Amber's Energy Medicine Experiences

In contrast, Amber's encounters with non-human intelligences seem to have
led her directly to the study of energy medicine and healing. When we began
our interview, I asked Amber if she could describe specific instances which
showed how her experiences with non-humans were similar to things she
experienced as a student of energy medicine. She thought for a moment and
then this simple question summoned up a memory that stunned her.

"I've just realized an incredible connection between the two!" she
exclaimed. Amber was silent a moment and then continued. "During my
introductory weekend at the healing school that I attend, in a 'wholeness
healing' exercise, I had an amazing experience with my partner in the dyad.
We were asked to choose a partner. Normally, I would turn to the person next
to me. Instead, I bolted across the room and asked a man--a stranger--to be
my partner. This was completely out of character for me. During the
exercise, I dropped into a state in which I could see him only as a glowing
soul made of light. His two eyes were glowing brightly within the light. The
rest of his body had lost all of its definition."

Amber became thoughtful and quiet. Then she said that her partner's
appearance bore a striking resemblance to the being who has accompanied her
on her return from experiences with non-human intelligences. "I never
realized before how similar this event at the healing school was to the
light being who returned with me in the tunnel," she said in awe. "I also
experienced feelings of warmth and love. But I didn't feel the overwhelming
sense of security and trust during the healing school exercise that I did in
the encounter. Today, I wonder if this was 'shown' to me by the ETs to
somehow encourage me to attend the healing school. The transformation of my

 Shortly after the bombing, Michael Loudenslager was actively helping in
 the rescue and recovery effort. A large number of those at the bomb-site
 either saw or talked with him. During the course of the early rescue
 efforts, however, Mike Loudenslager was seen and heard in a very
 "heated" confrontation with someone (there). Much of his anger stemmed
 from the fact he felt the B.A.T.F. was in large part responsible not
 only for the bombing, but for the death and inury to those inside,
 including all the children.

 To the absolute astonishment of a large number of police officers and
 rescue workers, it was later reported that G.S.A. employee Mike
 Loudenslager's body had been found inside the Murrah Building the
 following Sunday, still at his desk, a victim of the 9:02 A.M. bombing!

I wonder how many other late-recovery bodies were perhaps survivors of the
explosion, who were later killed because they knew too much about
'something'...

I can't forget watching some TV news 'magazine' show the Thursday evening
after the bombing...showing two families still looking for loved ones...
strange thing was, their loved ones were shown on newsclips shot immediately
after the bombing, with onlyu minor injuriesambulatory, helping other
victims...

But they'd disappeared...no one knew where they were...they weren't
admitted to any of the area hospitals, their bodies weren't in the local
morgue...

And I remember at the time hearing or reading about a bus that 'the
authorities' brought in, shortly after the explosion, upon which many of
the victims were put, to be driven to some unknown destination...

This story about missing survivors was dropped by the next day...and by
the weekend, after sufficient periods where rescuers/searchers were ordered
out of the area and only fedspooks were allowed access to the remains of
the Murrah building, did bodies of people who had previously been seen alive
after the explosion start turning up in the wreckage...

Sorry to stick my head in here, but;

I know there's a term for it, and it goes something like this;

You cannot prove the NON-existance of anything.  Without physical evidence,
you cannot prove that something exists, and on the flip side, you would need
physical evidence to prove something didn't exist, and the very existance of
the physical evidence would prove that it did exist.  It's a very difficult
semantic arguement, relying on physical evidence to prove it exists on one
side, and defeating a belief system designed to thwart the very disproval on
the other.

I can't remember a particular quote well enough to post it right now, but
will post it at a later time, when I can find it, just to show the humorous
aspect of trying to prove something doesn't exist.  It's from one of Douglas
Adams' Hitchhiker Books.  You know, the trilogy of 5 books?

The United States Navy is now totally dependent on missiles
purchased from Russia.  Despite a stormy political relationship
between Moscow and Washington, the U.S. Navy has ordered more
Zvezda MA-31 target drones from Russia.  The only U.S. firm that
manufactured U.S. Navy target missiles, Allied Signal Target
Systems, is closing its doors and going out of business.

Curiously, the Russian missile costs more, does not meet the
original U.S. Navy specifications and can only be launched from
aircraft.  Without the Russian target drone, the U.S. Navy will
not have any targets to test its multi-billion dollar Aegis
warships.

"The (Allied Signal) Vandal and MA-31 targets are used to
represent two different threats identified in the Supersonic Sea
Skimming Target (SSST) Operational Requirements Document,"
states a December 1999 U.S. Navy response to this reporter.

"The SSST "C" target will eventually replace both targets.
Until the SSST "C" is fielded, requirements for SSST targets
will be satisfied through the use of the existing inventory of
Vandal targets and limited procurement of the MA-31 targets.
This plan is a result of the date for the fielding the SSST "C"
slipping over the years," states the reply from the Naval Air
Systems Command.

Documents obtained by using the Freedom of Information Act
(FOIA) from the U.S. Navy show that the missile does not meet
the original range requirements.  According to the U.S. Navy
"Foreign Comparative Testing Contract" published in 1995, the
Russian MA-31 "will be capable of meeting the following range
requirements...  25 nmi (nautical miles) at an altitude of 30 ft
and at full throttle."

According to the official Navy response prepared in December
1999, recent tests demonstrated that the Zvezda MA-31 travels
only "16 miles" in the critical low altitude attack mode.

The Navy also noted that the American target drone, the Vandal,
outperforms the Russian missile.  Unfortunately, since the U.S.
drone is launched from a land base, most of the extra range is
wasted.

"The (Allied Signal) Vandal target has a range of 43 - 45 miles
in a sea skimming role.  Much of this range is used to get the
target into position for the user from the land based launcher,"
states the Navy reply.

However, the U.S. Navy allegedly solved the position problem in
1996.  In Oct. 1996, the U.S. Navy purchased an expensive robot
warship designed to fire Allied Vandal target missiles from any
location.  The new warship is not designed to fire the Russian
MA-31 missile.

The Aerial Target Launch Ship (ATLS) cost $3.6 million and was
built by Halter Marine Industries in Mississippi.  The ATLS is
currently stationed at Point Mugu, California.  According to the
ship's designer, Jeffrey Blume, head of the Surface Targets
Division at Point Mugu, the ATLS warship allows for the launch
from undisclosed sites of aerial targets.

"It's called `video game syndrome,'" explained Blume. "If your
kid plays video games long enough he'll know when the bad guy is
going to pop out on the screen.  That's what can happen on
ranges.  One of the advantages of remotely launching an aerial
target is that you can launch it anywhere on the range and the
shooters just know that there's a threat out there, they don't
know where it's coming from."

Videogames aside, the Navy claims the Russian missile is a
realistic threat.

"The MA-31 replicates a threat with higher speeds, higher g
maneuvers and g onset rates, and smaller in size.  The MA-31
also provides a very challenging and representative
anti-radiation missile profile," asserted the official Navy
reply.

Meanwhile, the U.S. Navy is also suffering from a glut of old
missiles that could serve as target drones.  The early Standard
and Sparrow missiles are now retired, and several thousand are
scheduled to be destroyed at great taxpayer expense.  In
addition, the U.S. Navy F-14 Tomcat fighter jet is also
scheduled to be retired along with hundreds of long-range AIM-54
Phoenix missiles.

Could a U.S. Navy missile from existing stocks match the MA-31
performance?

"We have not precluded industry from considering either Sparrow
or Phoenix (or any other missile) as a potential to our SSST
requirements," states the Navy reply.

China and Russia are preparing to enter into a joint venture to
produce a deadly new version of the same Zvezda missile.  Jane's
Defense Weekly reported that China is seeking to buy a second
batch of 40 Sukhoi Su-30MKK super-sonic strike-fighters to
supplement its initial order for 40 aircraft, which was
concluded in August 1999.  The SU-30MKK sale is reported to
include air to air missiles, laser-guided bombs, and large
numbers of the Zvezda Kh-31P mod-2 super-sonic cruise missile.

The new Zvezda Kh-31P mod-2 being sold to China is designed
specifically to attack U.S. Navy Aegis warships and U.S. Army
Patriot radar batteries.  The missile being sold to China is

McCain Burns the Flag


Those commies must have messed up his brain.

SENATOR John McCain, the Vietnam veteran challenging for the Republican
presidential nomination, has infuriated conservatives in the American South
by branding the Confederate flag "a symbol of racism and slavery".

His surprise comments could jeopardise his effort to win the key South
Carolina primary next month. Controversy over the flag has gripped the state,
with anti-racist groups demanding its removal from the Statehouse dome, where
it has flown since 1962.

In a television interview, Mr McCain said: "The Confederate flag is offensive
in many, many ways, as we all know. It's a symbol of racism and slavery, but
I also understand how others do not view it in that fashion." He added that
two of his ancestors from Mississippi fought for the Confederacy in the
American Civil War.

L J Mowery, chairman of the South Carolina League of the South, said he was
"astonished" by the remarks. "McCain is the worst sort of Southerner, one who
has betrayed his culture and heritage. If he was counting on winning the
South Carolina primary then he's just kissed that goodbye. We are proud of
our state and our flag and what it stands for."

More than 6,000 people gathered at the Statehouse in Columbia on Saturday to
protest at moves to take down the "Stars and Bars", as the flag is known. The
National Association for the Advancement of Coloured People has vowed to
continue a tourism boycott of the state until the flag is removed.

Until the weekend, Mr McCain had avoided taking a stance on the issue. Other
Republican candidates, including George W Bush, the front runner, and Steve
Forbes, the multi-millionaire publisher, said it was a matter for South
Carolinians.

NORWALK, Iowa (AP) -- The Department of Education is part of a trend toward
"bureaucratic imperialism" and should be abolished, Republican presidential
hopeful Alan Keyes told a group of Iowa educators Tuesday.

The conservative radio commentator said more decisions and financing should
be placed in the hands of parents and grassroots communities and not the
federal or state governments. He said he would filter a few of the
departments functions into other agencies as part of a massive downsizing of
the federal government, if elected.

``A little less than half of the government survives,'' he said.

Keyes was appearing before about 70 teachers and school administrators with
the Professional Educators of Iowa, a nonpartisan association that opposes
mandatory teacher enrollment in unions. It was part of an education-oriented
day, in which he also spoke to a high school in Monroe.

Keyes said he supports school vouchers and home schooling, which he says
``helps recrystallize the role of parents in the education process.'' His
support of ``Right to Work'' laws, which give employees the choice of whether
to belong to a union, was popular with PEI.
Jim Hawkins, the group's director and a school teacher for 30 years, said he
liked a lot of what he heard.

``He is unwavering in his ethical stance, his eloquence is very impressive,''
Hawkins said. ``Even if he does not win, he's valuable because he's like a
conscience.''
Earlier in the day, Keyes focused on agriculture in an appearance before
about 350 people -- mostly students -- at Monroe PCM High School.

He said there should be an alternative to the Federal Reserve Bank, tailored
for farmers and based on the Biblical principal of ``seven fat years followed
by seven lean years.'' Keyes said his proposed bank would have to save
surplus in times when demands are met and build credit for when times are
bad.

Keyes ended the day with a rally of about 400 people at a motel in Des
Moines, where he delivered one of his trademark orations, invoking the Bible
and the Founding Fathers as he touched on abortion, welfare, national
security, and the income tax -- which he called ``one of the most ingenious
schemes of subjugation in history.''

Broadcasters have turned to new technologies to squeeze more advertising into
news, public affairs and talk programs.
On television, one network has begun inserting billboards into live shots of
Manhattan, while on radio, networks are speeding up the words spoken in live
news and talk shows, even while they are still being spoken, to insert up to
six more minutes of commercials per hour.
On Dec. 30, the “CBS Evening News” became the first U.S. network evening
newscast to use video-insertion technology that digitally alters live video
to insert virtual billboards into the picture. For two nights, Dan Rather
anchored the newscast from Times Square, with billboards appearing behind him
that weren't really there — they were inserted electronically over the actual
live pictures of Times Square.
“Times Square is full of billboards,” said Sandy Genelius, a spokewoman for
CBS News, who defended the digital manipulation of the scene behind Rather in
an interview with free!
CBS News’ internal standards prohibit digital manipulation or other faking of
news footage, but Genelius said this new technology was not yet covered by
the guidelines.
“There is nothing specific in CBS News standards,” she explained. “We’re just
beginning to use this.”
Genelius also drew a distinction between video footage in news reports and
the live video behind anchor Dan Rather when he is on location.
“In terms of covering the news, we never, ever want to mislead the public in
news coverage,” she said. “On all three networks, Dan, Peter (Jennings) and
Tom (Brokaw) are on sets. Ours just happened to be high above Times Square.”
In an interview with Broadcasting and Cable magazine, “CBS Evening News”
director Eric Shapiro said, “My intention is to create some eye-catching ‘CBS
Evening News’ Times Square-type billboards in places where there are none.”
The same device, called PVI L-VIS Live Video Insertion, was introduced to
television football coverage to generate images of the “first-down” lines on
the playing field.
Once the virtual images are superimposed over the actual live picture,
whether of a football game or in a news story, the virtual images appear to
viewers at home to be as real as anything at the scene. People who walk in
front of landmarks replaced by virtual billboards appear to television
viewers to have walked in front of the electronic billboard, making it appear
completely real.
CBS News became the first national news broadcaster to introduce the new
insertion technology last November on its morning news broadcast, “The Early
Show,” placing digital billboards on Manhattan landmarks during live shots of
New York City. Such landmarks as the Plaza Hotel fountain and Fifth Avenue
department stores appear to television viewers as having promotional
advertisements on their surfaces.
“It is only used in bumpers,” said Genelius, referring to the camera shots
used in the seconds immediately preceding each commercial break.
CBS News has only used the “billboards” to promote its own programs. And even
though the technology has been developed to insert commercial announcements
into sports and entertainment events, Genelius said CBS News was using the
device only to promote CBS network programs, not to advertise other products
or services.
“There is no talk of using this for (paid) commercial content,” she said.
However, digital manipulation of video in network news broadcasts has
attracted criticism in the past. ABC News was widely criticized for including
on “World News Tonight” a report on Congress by Cokie Roberts, who was
wearing an overcoat in front of what to viewers seemed to be the U.S.
Capitol. The entire report was taped — some said faked — in a studio at ABC
News, and ABC later apologized for misleading viewers.
And most newspapers and magazines have long considered digital manipulation
of news photographs to be off-limits. National Geographic was heavily
condemned for using computer-controlled manipulators to change a cover photo,
moving the position of one of Egypt’s Great Pyramids.
The CBS News video inserts have come into use just as another technology has
squeezed up to six additional minutes per hour of commercials into a live
radio program.
This technology uses computers to remove minute pauses between words, even as
the anchor or host is speaking, leaving more time for ads and promotions.
Even some radio show anchors have expressed surprise that a new technology
was being used to compress their words. Radio talk-show host Rush Limbaugh

Secretary of State, and the Secretary of Defense can't handle the CIA, then
nobody can. If they permit the funding from Congress or any other really
covert work to put CIA into areas that they didn't approve, it's their fault
and nobody else's.

This is one of the serious aspects about this recent Iran situation. It seems
as though Congress wants to accept the fact that Poindexter, McFarlane, North
and all those men were doing things that the NSC didn't approve. And they are
legitimizing that which is terrible -- really, for the future, is a terrible
thing to put up with. We've got a law that says if you're going to get into
clandestine operations, it can only be done at the direction of the National
Security Council. And here we have the men who were members of the National
Security Council -- Reagan, Bush, Weinberger, and Schultz -- all walking off
and saying, `We had nothing to do with it.' Now that, for the next era, is
going to create enormous problems, even worse than it did for Reagan.

If Congress doesn't recognize what's happening, they had better do so pretty
soon or else they're going to find covert operations going on that nobody
knows anything about because what they are doing then is regularizing what I
said in my book: that there exists a Secret Team that is out of control. And
now by doing nothing they have regularized it. That's the danger. If they
don't keep the National Security Council directing these organizations,
they'll never get the genie back in the bottle.

Ratcliffe: Which is so curious since we heard such a hue and cry during the
hearings in the summer of '87 regarding, `they're trying to take too much
power away from the executive. The President needs to have more power here in
these operations.' In fact, he already had the power with the NSC.

Prouty: And he denies he used it. The President says, `I've got nothing to do
with what those fellows were doing.' Mr. Bush has said `I didn't do anything
down in Honduras,' or `I didn't do anything when I met with the Israelis.'
It's appalling, because if Congress is going to accept that, they're denying
the role of the National Security Council and then they're permitting almost
anybody else in the government to run covert operations.

Now that's something else people need to understand about covert operations.
We talk about the CIA being in charge of covert operations. Almost any branch
of the government gets into covert operations. And they do it in a team
fashion. That's why I called it The Secret Team. Because I saw just as many
people working in covert operations in the Customs Service, in the Treasury
Service, even in FAA sometimes, as I did when we saw CIA people and defense
people working. It just depends on what type of operation you're in or who
wants it done. It's not the CIA all the time, although they all get together
and say it was the CIA. The CIA might just have had a representative in
there. Or the CIA would provide its special communications and its other
facilities that they have -- as we heard in the case of Ollie North and the
others -- they had these special communications devices and all that. But
other people were doing the job. So we have to learn a lot more about how
these things are done. But if we deny and cancel out the role of the National
Security Council, we're going to be in very, very deep trouble.  There will
be no one in charge at all.

Four Categories of Military Personnel Employed by CIA

Ratcliffe: A very central point, it seems, in The Secret Team book was your
qualifying people who were working either within the military or then in a
position inside the Central Intelligence Agency. Regarding this term
"military," please clarify your use throughout the book, of the four examples
of different types of military personnel you define.

Prouty: In ordinary every day agency business, there is a need for a close
relationship between the agency and the military departments. So hundreds of
experienced intelligence officers are assigned to work with the CIA. The
distinction is they're paid by their service -- they are under the control of
their service commanders -- but they sit in a CIA office and work with the
CIA for the purpose of coordinating intelligence. They bring to the CIA
certain assets that it doesn't have and the CIA exposes them to certain
assets of theirs. So they work together. That's one group of the "team".

Next, there are certain military officers whom the CIA needs to have for its
own purposes. Let's say pilots. That's one career field: helicopter pilots,
aircraft

Part I


Ratcliffe:  We're here with Fletcher Prouty. The date is May 6, 1989 and we
now begin an interview regarding his book The Secret Team, The CIA and Its
Allies in Control of the United States and the World, published by Prentice
Hall in 1973.

In The Context of Its Time:
The National Security Act of 1947

Much of post-World War II American political history and agendas seems to
hinge on events that occurred immediately after World War II. With the
passage of the National Security Act of 1947, can you discuss the original
intent of Congress regarding the role of the CIA as specified in this law.

Prouty: It's very important while discussing the National Security Act of
1947 to be sure we go back into the spirit and the thinking of the time. We
had just ended the greatest world war ever fought in late 1945, with the
surrender of the Japanese on September 2, 1945.

During 1945 and early in 1946, President Truman abolished the OSS. There was
no longer a need for an operational organization of that type now that the
war was over. But there were assets of the OSS, primarily things such as
agents, agents lists, who the agents worked with, and other activities like
that, that you just can't abandon. They have to be taken care of. These were
placed in an office which was concealed in the State Department for quite a
while. President Truman also, by presidential directive, created the National
Intelligence Group and placed it under General Vandenberg, an army officer
and later Chief of Staff of the Air Force, who had considerable experience
with intelligence matters.

Both of these acts by President Truman were more or less standby. He knew
there would have to be some change in the law to act on these intelligence
matters. At that time also, you will remember, the Soviet Union had been our
ally during the war. It was not "the" enemy as it became during the Cold War.
So the National Security Act of 1947, the language of the law was written
during 1946, was based pretty much on the reality of World War II, and not
upon the Cold War realities.

For those of us looking back, that is difficult to think about because we
have so ingrained in us now the fact that the Soviet Union is the enemy,
communism is the enemy, and that the Germans, Japanese, and Italians who were
our enemy in World War II are all now friends. So you must go back into that
era and begin there when you talk about the origins of the CIA and the
passage of this very important law, the National Security Act of 1947.

I was teaching a major year-long course, at Yale called The Evolution of
Warfare. Of necessity I was very interested in these activities of 1946 and
1947 as part of my course. So I read everything I could get from the
congressional hearings, from the newspapers, everything that was going in
those years regarding the creation of this new law. What you could see were
some rather practical things, and then some indications of things that were
going to come.

First of all the Army and Navy had to share their aviation interests with a
new branch of the service: the Air Force. That was one of the facts that the
public recognized about this new law. We created then a single Department of
Defense -- we hadn't had one before. Many of the officers, especially senior
officers, who had fought World War II did not like this term, Department of
Defense. There's a very basic distinction, especially in warfare, but also in
athletics, in sports, in any competition between being on the offense and
being on the defense. On the offense, you know what you're doing. On the
offense, you're planning something. If you're on the offense with a
Department of War, as we used to have, it doesn't mean you're planning to
fight, but it means you're ready to fight. And you let everybody know that.
If you're on the Department of Defense, you're waiting for somebody else to
make a move, and then you react.

The philosophy of the entire military structure of this country changed with
this business of the Department of Defense. And coming as it did, right when
we were the most powerful nation in the world, with an enormous army, navy,
and air force, and the nuclear weapon which nobody else had in that period --
to put all of that on the defense was an enormous oversight. Those of us who
were close to all that felt it that way.

There was no way to say that the World War II armies of the United States
were to go on the defense. That really destroyed the structure of the Army
and a lot of people on active service felt that at that time. I say that
because this business of the communists/anti-communists bit, and the idea of
a Department of War or Department of Navy as against a Department of Defense

Judge Upholds Decatur Expulsions

   DECATUR, Ill. (AP) _ A federal judge ruled Tuesday that the
Decatur school board was within its rights to oust six black
students from school for fighting at a football game.
   The ruling was a blow to the Rev. Jesse Jackson and his
crusade
against ``zero tolerance'' anti-violence policies in schools.
   U.S. District Judge Michael McCuskey dismissed the students'
claims that the Decatur school board treated them unjustly because
they are black and violated their right to a fair hearing. McCuskey
issued his ruling from Urbana, where he heard three days of
testimony last month.
   Jackson, whose Rainbow/PUSH Coalition filed the lawsuit on
the
students' behalf, said he would appeal.
   ``The court offered no relief for these youth and showed no
mercy for getting them back in school,'' Jackson said during a news
conference with the students and their parents at his group's
Chicago headquarters.
   Jackson also said he planned two rallies in Decatur _ one
Saturday night, Martin Luther King Jr.'s birthday, and another Jan.
24 in protest of the decision. He also said he had scheduled a
conference Jan. 25 in Springfield on ``zero tolerance'' policies.
   The lawsuit was filed by five of the students who were
expelled
following the Sept. 17 fist fight in the stands at a football game,
and one who withdrew rather than face expulsion. A sixth expelled
student was not involved in the lawsuit.
   The teens initially were expelled for a maximum of two years.
After intervention by Jackson and Gov. George Ryan, the school
board reduced the expulsions to one year and agreed to allow all
six teens to attend alternative schools that are not a part of the
district.
   McCuskey struck down the students' case point by point,
noting
their actions threatened the safety of the community. The fight
cleared the visitors' bleachers at the game but caused no serious
injuries.
   ``In short, this court is not impressed with the students'
position that because no knives or guns were used in the melee that
it was not a significant fight,'' McCuskey wrote.
   School board officials said they were relieved at the
decision
and hoped it could put to rest the racial tension that has built in
the blue-collar central Illinois town.
   ``There's a tremendous amount of healing that has to take
place
in the community. This has been very divisive,'' said Decatur
Superintendent Kenneth Arndt.
   During protests in Decatur late last year, Jackson claimed
the
expulsions were not a racial issue. But in the lawsuit, the
students argued the school district disproportionately expelled
black students and disciplined them more harshly than white
students.
   Tom Kelty, an attorney for the school board, said the
decision
sends the correct message about who determines school policy.
   ``These rules are set at the local level, and it's not the
job
of the federal court _ or any other court _ to interfere with these
rules,'' Kelty said.

(Washington, D.C.) In last week's television episode of "West Wing" - the
series which portrays life in The White House - liberal Hollywood roasted
Larry Klayman and Judicial Watch in an episode which underscores the
importance of the public interest, anti-government corruption watchdog's
work, by creating a not so subtle fictional character named "Harry
Klaypool" and a public interest, anti-government corruption group called
"Freedom Watch." Last week's episode depicted fictionalized scenes from
Judicial Watch's videotaped depositions revealing that "Freedom Watch" had
sued The White House only seven times (sic) and that "Harry Klaypool" was
on a "jihad" to uncover drug use in The White House. At the end of the
show, the White House lawyer and the official being deposed get up and
unilaterally walk out of the deposition, the White House lawyer slams
Klaypool into the wall, and threatens to "pop him like a pinata."

Tonight's episode and subsequent episodes obviously do not bode well for
the character "Klaypool," who the real "Klaypool," Larry Klayman, surmises
will meet an unfortunate end - given Hollywood's allegiances and ties to
the corrupt Clinton Administration.

"That Judicial Watch and Larry Klayman would be roasted by a prime time
‘pop culture' Hollywood show like ‘West Wing,' and that Klayman's character
is openly threatened by a White House official before hundreds of millions
of television viewers, underscores how potent Judicial Watch has been in
uncovering corruption in the Clinton Administration and how much the ‘left'
fears us," stated President Tom Fitton.

The Flu Plague Of 2006
AS Britain reels from the worst outbreak of influenza in more than a decade,
scientists have warned the next epidemic may kill millions. They fear the
virus could mutate into an even bigger killer than the one which wiped out an
estimated 40 million people in 1918. BOB SHIELDS imagines life after the
great plague of 2006 ...IT started with a sniff ... but no-one told us it
would end like this. And the tragedy is, the symptoms were there for us all
to see.
Influenza - flu to most of us - is the Toblerone-shaped bug that kills 4000
in the UK every year. Most of the victims are the elderly or those already
weakened with heart or respiratory problems.

In November, the early cases came creeping into Britain's surgeries. Doctors
wrote them off as the first of winter's wheezers and sneezers.

But as invisible as the bug itself, figures started to grow. Doctors noted
the increase in influenza sufferers, but thought it was just a blip in their
average case list.

Dr Aberdeen wasn't to know that Dr Ayr was experiencing the same 20 per cent
increase in flu victims.

Well, not until it was too late.

Hospitals were first to ring the alarm bells - registrars became anxious as
the number of beds being used by flu sufferers rose.

And there were some deaths that made their figures look a little
uncomfortable.

Regional medical officers got the information on their desks at the end of
the month, but few read the reports. The Christmas party season had started.

Others weren't experienced enough to understand them, but someone did - a
researcher, a post-graduate on exchange from the ER-famed County General in
Chicago, got hold of the figures.

"What's an epidemic here in England?" he asked.

"Four cases per every thousand of the population," he was told.

"Guys, we just got ourselves a flu epidemic."

Newspapers were slow to pick up on the story - until the death of a fit young
rugby player.

Until now, hardened editors felt flu was something that picked off the weak,
those that were in God's waiting room anyway. But the young rugby player's
picture haunted every front page.

Calls to the health department rang alarms bells and the Health Minister was
finally cornered in the Commons.

"It's an epidemic, but not a serious one," he told MPs.

Leader of the Opposition, Michael Portillo, replied with headline- grabbing
gravity.

"Tell that to the families of the victims. There are people dying out there.
Have we learned nothing since Millennium Flu killed 29,000?"

It was all too late. Hospitals began to sag under the volume of referrals
from GPs.

Practices that lost 300 patients a year were now seeing 10 people every day
develop life-threatening illness.

No-one was immune. A famous actor died. Then a senior member of the Royal
Family.

The nation mourned as news of the McAndrew family from Aberdeen arrived on
their screens.

Mrs Susan McAndrew had gone to hospital with her sons Ian, three, and Callum,
five, at noon. She then sat and watched them die, in neighbouring beds,
within 20 minutes of each other.

A Highland primary school of just six pupils was left with just one little
boy. Pictures of him sitting alone in class made every front page.

Kirks and chapels buried the dead - and asked their congregations to pray for
a cure.

Researchers had found the bug, but were helpless against this superflu
strain. Its roots were traced to Grozny, where disease had lived unchecked
since the Russians obliterated the area in 2000.

Locals had called it Yeltsin flu, after the late former Russian leader.

Its virulence was the speed at which it travelled - and killed.

One man sneezing on a Jumbo jet could infect 300 passengers. If any of them
sneezed in a train, office or shop, they could infect thousands more.

The Government was forced to declare a national emergency - but were hammered
for deciding a week after the USA, France, Germany and Italy had announced
similar status.

People were dying in their thousands from Yeltsin Flu. And that was only the
UK. The Euro Parliament was stunned when doctors revealed 26,000 EEC victims
a day.

"It's not an epidemic - it's a plague," said one newspaper's front page.

"It's the Aids of the innocents," screamed another.

Prime Minister Gordon Brown was forced to announce a total shutdown of all
but essential industries.

"People are catching this bug in schools, in factories, in shops and offices.
This Government has no alternative but to close them ... close them tonight,"
he told a hushed Commons.

It was a gamble. With the threat of food shortages, people would hoard or
even loot if they had been given any longer notice.

"I regret to announce a 24-hour curfew in mainland UK," he added.

"Essential services - hospital staff, doctors, the police, this House,
certain government agencies and the BBC will remain exempt. The Army will be
mobilised to help maintain this curfew until further notice."

Harriman  Company's American investors and Thyssen started in the 1920s,
through the Union Banking Corporation, which began trading in 1924. In just
one three-year period, the Harriman firm sold more than $50 million of
German bonds to American investors. 'Bert' Walker was Union Banking's
president, and the firm was located in the offices of Averill Harriman's
company at 39 Broadway in New York.

"In 1926 Bert Walker did a favor for his new son-in-law, Prescott Bush. It
was the sort of favor families do to help their children make a start in
life, but Prescott came to regret it bitterly. Walker made Prescott vice
president of W. A. Harriman. The problem was that Walker's specialty was
companies that traded with Germany. As Thyssen and the other German
industrialists consolidated Hitler's political power in the 1930s, an
American financial connection was needed. According to our sources, Union
Banking became an out-and-out Nazi money-laundering machine. . . .

"In [1931], Harriman  Company merged with a British-American investment
company to become Brown Brothers, Harriman. Prescott Bush became one of the
senior partners of the new company, which relocated to 59 Broadway, while
Union Banking remained at 39 Broadway. But in 1934 Walker arranged to put
his son-in-law on the board of directors of Union Banking.

"Walker also set up a deal to take over the North American operations of the
Hamburg-Amerika Line, a cover for I.G. Farben's Nazi espionage unit in the
United States. The shipping line smuggled in German agents, propaganda, and
money for bribing American politicians to see things Hitler's way. The
holding company was Walker's American Shipping  Commerce, which shared the
offices at 39 Broadway with Union Banking. In an elaborate corporate paper
trail, Harriman's stock in American Shipping  Commerce was controlled by
yet another holding company, the Harriman Fifteen Corporation, run out of
Walker's office. The directors of this company were Averill Harriman, Bert
Walker, and Prescott Bush. . . .

How the Harrimans Hired Hitler

It was not inevitable that millions would be slaughtered under fascism and
in World War II. At certain moments of crisis, crucial pro-Nazi decisions
were made outside of Germany. These decisions for pro-Nazi actions were more
aggressive than the mere `` appeasement '' which Anglo-American historians
later preferred to discuss.

Private armies of 300,000 to 400,000 terrorists aided the Nazis' rise to
power. W.A. Harriman's Hamburg-Amerika Line intervened against Germany's
1932 attempt to break them up.

The 1929-31 economic collapse bankrupted the Wall-Street-backed German Steel
Trust. When the German government took over the Trust's stock shares,
interests associated with Konrad Adenauer and the anti-Nazi Catholic Center
Party attempted to acquire the shares. But the Anglo-Americans--Montagu
Norman, and the Harriman-Bush bank--made sure that their Nazi puppet Fritz
Thyssen regained control over the shares and the Trust. Thyssen's
bankrolling of Hitler could then continue unhindered.

Unpayable debts crushed Germany in the 1920s, reparations required by the
Versailles agreements. Germany was looted by the London-New York banking
system, and Hitler's propaganda exploited this German debt burden.

But immediately after Germany came under Hitler's dictatorship, the
Anglo-American financiers granted debt relief, which freed funds to be used
for arming the Nazi state.

The North German Lloyd steamship line, which was merged with Hamburg-Amerika
Line, was one of the companies which stopped debt payments under a Hitler
decree arranged by John Foster Dulles and Hjalmar Schacht.

Kuhn Loeb and Co.'s Felix Warburg carried out the Hitler finance plan in New
York. Kuhn Loeb asked North German Lloyd bondholders to accept new lower
interest steamship bonds, issued by Kuhn Loeb, in place of the better
pre-Hitler bonds.

The Opposition
New York attorney Jacob Chaitkin, father of coauthor Anton Chaitkin, took
the cases of many different bondholders who rejected the swindle by
Harriman, Bush, Warburg, and Hitler. Representing a women who was owed $30
on an old steamship bond--and opposing John Foster Dulles in New York
municipal court--Chaitkin threatened a writ from the sheriff, tying up the
30,000 ton transatlantic liner Europa until the client received her $30.

 WASHINGTON -- I woke up feeling intensely guilty.

  When I was young, I used to go into a dark box at church and
confess all
  kinds of guilt: about talking back to my parents, about
unkindnesses,
  about impure thoughts.

  But now I feel guilty about just one thing: not being a
millionaire. On the
  glowing boxes of my adulthood, the TV and computer, people are
  constantly getting rich quick.

  When Time Warner merged with AOL, some predicted the end of print,
  and my life passed before my eyes. But I was far more disturbed
that I
  had lost yet another opportunity to cash in, or to cash out.

  I worked at Time in the early 80's. The magazine was not on the
cutting
  edge of technology then. When Time made the computer "Man of the
  Year" in 1982, we were still pounding out our stories on
typewriters.

  I didn't hold onto my Time stock. And on Monday many of my old
  colleagues became multimillionaires. If there's a way to lose
money, I'll
  find it.

  I called a Washington psychoanalyst named Justin Frank. I told him I
  didn't want to feel deeply inadequate just because I didn't know
how to
  day-trade.

  He confessed his own feelings of inadequacy. "As a psychoanalyst, I
  subjectively feel like a dinosaur because I am exploring things in
depth,
  and in the meantime everyone around me has gotten rich.

  "Yesterday I was driving somewhere and my children said, 'Dad,
you're
  smart and funny and hip. Why didn't you invest in Internet stocks?
  What's wrong with you?' I told them, 'I'll take this under
advisement.'

  To trade or not to trade. I never cared about money before. It was

  Once upon a time, money was an occasion for guilt. The robber barons
  who had exploited the poor would cleanse their lucre by buying
great art
  or pouring it into charity; the Guilted Age. But now the only
remorse that
  people feel about money is, why haven't they made more?

  "Once, new money tried to disguise itself as old money," says
Michael
  Lewis, who wrote "The New New Thing," about a Silicon Valley
  billionaire. "It gave some of itself away. It dressed itself up in
airs and
  pretensions. Now old money cringes in the face of new money. Now
  even new money gets stale fast, and has a sell-by date."

  We are obsessed about making money with our money. Making an
  honest living does not seem like a particularly sensible thing to do
  anymore when you can simply hold onto a stock that rises to the
  stratosphere.

  "I have never seen so many disgruntled people at the peak of a bull
  market," says James Stewart, the author of "Den of Thieves," about
the
  Wall Street scandals of the 80's, who is now an editor at Smart
Money.
  "People look at their portfolios going up 40 percent last year and
they are
  whining and complaining to me that they didn't own Qualcomm. They
  don't even know what Qualcomm makes. If they had Qualcomm, they
  whine they wish they had more of it.

  "Everybody brags about their gains. Nobody talks about their
losses. As
  a subject for boasting, portfolios have supplanted sports and sex."

  Jim Cramer, the money manager who founded TheStreet.com, agrees:
  "People used to be mortified to talk about how much money they made.
  Now they get in my face and say, 'I caught 79 points on Oracle,
what did
  you catch?' "

  In the old days, you had to be intrepid or an M.B.A. to get in on a

Democratic Presidential candidate Harder seems to be taking up the mantle of
Jimmy Carter, who in his 1976 campaign was the only major Presidential
candidate to announce a personal UFO experience.  Once Carter was elected,
myself and several prominent UFOlogists were able to work with his White
House on a proposal to study extraterrestrial communications, together with
the National Science Foundation.

Just was the proposal was to be approved in the fall of 1977, a meeting was
held between the project personnel, high Stanford Research Institute
officials, and SRI-Pentagon Liaison advising us to desist on the project or
be fired. The project was effectively stopped by SRI-Pentagon liaison, and
the White House never recovered
its momentum in this area.

Jimmy Carter remains an unheralded champion of the extraterrestrial
initiative, although he himself was prevented from opening to the
extraterrestrial initiative during his term in office.  We had a good chance
with the combined White House-NSF
study in 1977, until we experienced the direct intervention of
Pentagon-intelligence
forces.  Now, of course, the wife of a former CIA director is in charge of
the NSF research office, and is part of a continued disinformation network to
maintain official
denials of the extraterrestrial initiative.

It would be interesting to channel through some International agency, or
government other than the US which would be willing to spear-head an opening
with the extraterrestrial initiative.  Practically speaking, it may be
grass-roots human efforts that eventually bring about a reintegration with ET
society.  At present, human governments seem to be part of the problem and
not the solution.  After the 2000 race is over, perhaps Dr. Harder can be
persuaded to take a leading roll in a grass-roots movement to meet the
extraterrestrial initiative half-way.

Perhaps Jimmy Carter and/or Dr. Harder could be persuaded to team up as
public motivators of a grass-roots effort. Goal: A Decade of Human Education
and Community Politics about the Extraterrestrial Initiative.  By our best
reading, that seems to be the dynamics even the extraterrestrials may be
signaling.

WASHINGTON –– Government lawyers studying ways to limit Microsoft's expansive
influence in the technology industry want to break the software giant into
three parts, arguing that lesser remedies in the antitrust trial would be
inadequate, people close to these discussions confirmed today.

If U.S. District Thomas Penfield Jackson were to agree to such a dramatic
solution, such a breakup of Bill Gates' software empire would carry enormous
implications for the way consumers buy and use programs for their computers.

Justice Department lawyers laid out their favored proposal to break Microsoft
into three parts during a secret meeting last week in Washington with
representatives of the 19 states also suing the company over alleged
antitrust violations, according to people close to the case who spoke on
condition of anonymity.

The Justice Department, which last month disclosed it had hired as its
adviser a financial consulting firm, Greenhill  Co. LLC of New York, argued
that any lesser sanctions – such as prohibiting the company from abusing its
influence – would be inadequate to rein in Microsoft's aggressive behavior.

Attorneys general for the 19 states are deciding among themselves whether to
endorse the Justice proposal but are said to be leaning in favor of it, and
the plan could be presented next week when government lawyers meet privately
in Chicago with the federal mediator assigned to the case, according to
people close to the case.

USA Today reported in today that the government favored breaking Microsoft
into two parts, not three. The Justice Department, in a statement, said the
story was "inaccurate in several important respects, and it does not
adequately represent our views."

   SACRAMENTO, Calif. (Reuters) - A California State Assembly panel has
approved a bill that would require
   handgun owners to register their weapons and get renewable licenses
to use them.

   The measure, passed 5-2 by the Assembly's Public Safety Committee on
Tuesday, would give California one of the
   toughest handgun laws in the nation.

   The vote in the Democratic-controlled committee came despite a call
from Democratic Gov. Gray Davis for an
   election-year moratorium on new gun legislation.

   Hawaii, New York, Massachusetts and Illinois all require some form of
licensing or registration, but this proposal is
   more comprehensive, the bill's sponsor said Wednesday.

   "It seems pretty straightforward to me that if we deem it prudent to
license and register cars then we should do the
   same with guns," Democratic Assemblyman Kevin Shelley said in a
telephone interview.

   The bill calls for handgun owners to get four-year licenses and
submit thumbprints to the California Justice Department.
   It also would require handgun owners to take a written and practical
test and would subject them to annual registration
   renewals.

   The measure seeks to create a tracking system that would make it
easier for police to find stolen handguns and to
   ensure that people who buy the weapons know how to use them, Shelley
said.

   A spokesman for Assembly Republican leader Scott Baugh said the
lawmaker agrees with the governor's call for a
   moratorium and believes the state must enforce the laws already on
the books instead of passing new ones.

   The National Rifle Association, which also opposes the bill,
estimates there are some 7 million to 10 million handguns
   in California.

   The bill now goes to the Appropriations Committee and by law must
move out of the Assembly by Jan. 31.

The Nodong launch facility increasingly mesmerized American security planning during the 1990s, with  the various North Korean missiles tested from this site constituting the primary threat driving American theater and national missile defense programs. It is fittingly paradoxical that tens of billions of dollars should have been spent, and a range of national policies reoriented, on account of this  distressing modest and underwhelming missile test facility. The newly available commercial IKONOS satellite imagery reveals the vaunted Nodong test site as a facility barely worthy of note, consisting of the most minimal imaginable test infrastructure. 


It is quite evident that this facility was not intended to support, and in many respects is incapable of supporting, the extensive test program that would be needed to fully develop a reliable missile system. In the United States, typically at least twenty test flights are required in the development of a large intercontinental ballistic missile, while smaller missiles are typically tested a larger number of times before being declared operational. The most noteworthy features of the Nodong facility are those that are entirely absent: the transportation links, paved roads, propellant storage, and staff housing that would be needed to support an extensive test program.


The North Korean missile program has always been distinguished by the disparity between the extremely modest and protracted North Korean test activities and the vast scale of the American response to this program. The modest ambitions of the North Korean test program are clearly revealed by the scale and nature of the Nodong test facility, which is surely the antithesis of Cape Canaveral. The Nodong facility betrays no indication of permanent occupancy, but rather gives every evidence of consisting of a temporary encampment to which launch crews might from time to time repair to test their handiwork. There is a complete absence of any manner of industrial support or other test facilities, and the bare bones test infrastructure is connected by no more than a spidery network of unpaved trails. 

The Nodong launch complex is located at some remove from major transporation nodes such as the port at Kimchaek or the highway airstrip south of Kilchli. There are no railway connections, nor even paved roads connecting the launch complex with the outside world. While this profound isolation may be only a modest barrier to a test program consisting of a single launch every few years, it is evidently inconsistent with the transportation requirements posed by a serious missile test programs with launches every few months, such as are conducted by America, Russia or China. Although the dirt and gravel roads that connect the facilities at the test site may suffice for tests at intervals of years, a serious test program would generate frequent vehicular traffic that would neccessitate paved roads, since dirt and gravel roads would quickly collapse into a sea of muddy ruts and wallows. Infrequent testing can be supported by trucking in precisely that quantity of propellant needed for the test at hand, but missile test facilities normally include separate liquid propellant storage areas sufficient to support a number of tests. While infrequent launch campaigns may be treated as campground outtings, extensive test programs require the sustained presence of hundreds of personnel, and permanent housing nearby to support this sustained presence.

North Korean ballistic missiles are test fired from a facility on North Korea's eastern coast not far from the town of Nodong, and about 10 km from the town of Taepodong. Initial construction of this missile base in  Musudan-Ri, Hwadae County, North Hamgyong Province, was reportedly completed in 1988. Since that time, a total of two missile tests have been conducted from this facility. A prototype of the Nodong-1 missile was detected on a launch pad in May 1990. Wiccan Fights Suspension From School

LAURINBURG, N.C. (Reuters) - A North Carolina high school teacher suspended
after telling administrators she practices a pagan religion associated with
witchcraft said on Tuesday she would fight to get her job back.
Shari Eicher, an 11th-grade English teacher at Scotland High School in
Laurinburg, North Carolina, about 85 miles (135 km) southeast of Charlotte,
said she was escorted off campus by school officials and suspended
indefinitely with pay on Monday because of her religious beliefs.

Eicher and her husband, Richard, are practicing Wiccans, a pagan religion
whose adherents worship nature and focus on positive energy. Although the
religion is associated with witchcraft, Wiccans say the connection is
misunderstood and the faith has nothing to do with devil worship.

"I do my job the way it is supposed to be done," Eicher said. "My students
learn what they're supposed to learn. What I do in my private time and how I
worship my concept of deity are none of their business."

Eicher said she has contacted the North Carolina Education Association for
legal help in appealing her suspension.

Scotland County Schools Superintendent Shirley Prince said an investigation
was under way, but declined further comment.

Eicher said she did not discuss Wicca with students, and disclosed her
religious beliefs to administrators after a reporter asked her about an
Internet Web site maintained by her husband about a local Wicca group
(http://www.witchvox.com).

Eicher said she did not keep her beliefs a secret from administrators at
Scotland High School, where she has taught for three years. She said she was
told it would not be a problem as long as her beliefs did not interfere with
her teaching.

Eicher and her husband said they were ordained Wicca ministers and had been
Wiccans for 16 months.

They said rumors about their beliefs surfaced in their hometown of Wagram,
about 10 miles (15 km) north of Laurinburg in southeastern North Carolina.

On his Web site, Richard Eicher said he also planned to file a lawsuit over
his dismissal from a local company because of his religious beliefs.

  "confirms" that Communist China is indeed a
  threat to the Panama Canal -- an assessment
  directly contradicting the public testimony
  given to the Senate by the U.S. military,
  according to Rep. Bob Barr, R.-Ga.

  "This Southern Command intelligence
  assessment confirms what I and many others
  have been saying in reaction to the turnover of
  the Panama Canal on December 31," said Barr in
  an exclusive WorldNetDaily interview.
  "Specifically, we have argued that Communist
  China has gained a foothold in this strategic part
  of our hemisphere," he said.

  On Monday, WorldNetDaily reported that
  Judicial Watch, a legal
  watchdog group based
  in Washington, D.C.,
  forced the Clinton
  administration to
  release an intelligence
  report on the Chinese
  threat to the Panama
  Canal. The document,
  titled "Intelligence
  Assessment," was
  prepared by the U.S.
  Southern Command
  Joint Intelligence
  Center, and is classified "SECRET//X1."

  On Oct. 22, 1999, Gen. Charles E. Wilhelm,
  USMC, Commander of the Southern Command,
  testified before the Senate Armed Services
  Committee on the Panama Canal. Wilhelm's
  testimony appears to contradict the secret
  intelligence assessment prepared by his own
  command.

  The "SECRET" U.S. military assessment was
  prepared on Oct. 26, 1999, four days after
  Wilhelm's testimony. WorldNetDaily has
  acquired a copy of the general's statements to
  the Senate, during which he stated there was no
  threat from state-sponsored or "transnational"
  crime against Panama.

  "Transnational crime in Panama will likely
  increase after the U.S. withdraws, but presently,
  there is no identified threat to Canal operations
  from transnational criminals," the general stated.

  However, according to the secret U.S. Southern
  Command assessment, the Chinese firm that
  acquired control of the Canal, "Hutchison
  Whampoa," is indeed considered a threat.

  "Hutchison's containerized shipping facilities in
  the Panama Canal, as well as the Bahamas,
  could provide a conduit for illegal shipments of
  technology or prohibited items from the west to
  the PRC, or facilitate the movement of arms and
  other prohibited items into the Americas,"
  warns the report.

  In addition, Wilhelm openly stated to the Senate
  Armed Services Committee, "We are not aware
  of any current internal or external threat to the
  Panama Canal, and we have no evidence that it
  has been targeted by terrorists or foreign
  governments."

  He added, "Potential future external threats
  could include a hostile foreign power and/or
  transnational criminal organizations. Cuba and
  China have strong economic interests in
  Panama, but do not pose a threat to the security
  of the Canal at this time."

A few years ago, even a few weeks ago, we might have opposed the AOL-Time
Warner merger.

But now we're ready to leave twentieth century thinking behind.

We recognize that this merger has "synergies that make some observers
drool," as the Wall Street Journal explained. AOL will highlight InStyle
magazine? Moviefone will pitch Warner Brother movies? Time Warner will
include AOL disks in promotional mailings? That's progress, baby!

In the past, we might have echoed the concerns of those who worried that
the merger might interfere with open access to high-speed internet
connections. AOL has been a leading proponent of open access -- meaning
those who control high-speed internet access through cable systems or
other means not have the power to discriminate against internet service
providers that they do not control or favor. In buying Time Warner, AOL
suddenly acquires one of the largest cable systems in the country, and
gains a material interest in opposing open access.

But that's OK. We're satisfied by AOL's verbal commitment that it will
voluntarily permit open access in the cable systems it will control (though
Time Warner currently has contractual obligations through 2001 to favor
Roadrunner internet service).

A few months ago, we might have agreed with media critics like George
Gerbner, who say that goliaths like AOL-Time Warner undermine media
diversity, that they are so big that their vast size means there will be an
array of issues they cannot cover properly because they have a vested
interest in the outcome.

Now, we say, "C'mon George." AOL Chief Steve Case says he understands and
is eager to learn more about the importance of journalistic integrity.

Not along ago, we might have sympathized with the views of Robert McChesney,
author of Rich Media, Poor Democracy: "This is the last nail in the coffin
for anyone who believed that the internet is the last stronghold of media
competition."

Now, we tell Bob to get over it. The internet's still a free medium --
hey, AOL-Time Warner isn't stopping us from sending this column around the
net. And you want media democracy? Broadband CNN news content will be
distributed on AOL Plus!

Just a short time ago, we might have noted the consensus that the AOL-Time
Warner merger will spur a slew of new media and internet consolidations
("It's what the future is," a chief executive who runs theme parks and a
movie studio told the Washington Post. "It sure feels like you need to be
bigger -- bigger yet."), and urged that antitrust authorities block the
merger to prevent this trigger effect.

Now, we say, "More mergers? That means more synergy!" (As the late Walter
Adams, one of the leading critics of corporate giantism, said, no merger was
ever announced without a ritual incantation of the synergistic gains to be
realized.)

More mergers is exactly what we need.

Microsoft needs a media company to compete. It is already partnered with
NBC, so we figure it should buy NBC. GE currently owns NBC -- Microsoft
might as well buy General Electric, too.

And as long as its on a buying spree, it seems highly inefficient to have
two major multinationals based in Seattle. Microsoft should purchase Boeing.
And once you have planes, you might as well get cars. We recommend buying
GM, Ford and Daimler-Chrysler, Toyota and the rest.

Meanwhile, it is obvious that, with the oil companies facing a serious
political challenge on the global warming issue, they need their own voice.
We recommend they purchase Disney-ABC. Of course, that would be after
Exxon-Mobil finishes buying BP-Arco and the other oil companies. With oil
naturally comes chemicals (DuPont, Dow, etc.) and with chemicals comes
pharmaceuticals. They should all gravitate to the Exxon-Mobil-Disney pole.

Don't worry about competition, the oil companies still face competition
from other energy sources, like the food companies.

Speaking of which, with the chicken, beef and pork processors all rapidly
consolidating, the grain traders merging, the seed business quickly moving
toward monopoly, supermarkets combining and food processors growing
larger, it is time to speed the process of creating a single food company.
Let's call it Philip Morris -- already the largest food company in the
United States.

The food/tobacco company probably should consider merging with AOL-Time
Warner. Just think of the synergy of ordering all your food through AOL!

Among the major U.S. media companies, that leaves Viacom-CBS in need of some
strategic partners. The merger with ATT -- once it has joined with MCI
Worldcom-Sprint, and the already combining Baby Bells -- seems obvious: a
pairing of leading cable companies to gain efficiency.

Then there's Wal-Mart and the other major retailers. They need a major
internet presence. Hook them up with the ATT-Viacom combine, and throw in
Yahoo! and Amazon.com for a little bit of internet spice.

 approved a bill that would require
handgun owners to register their weapons and get renewable licenses
 to use them.
 
The measure, passed 5-2 by the Assembly's Public Safety Committee on
 Tuesday, would give California one of the
toughest handgun laws in the nation.
 
The vote in the Democratic-controlled committee came despite a call
 from Democratic Gov. Gray Davis for an
election-year moratorium on new gun legislation.
 
Hawaii, New York, Massachusetts and Illinois all require some form of
 licensing or registration, but this proposal is
more comprehensive, the bill's sponsor said Wednesday.
 
"It seems pretty straightforward to me that if we deem it prudent to
 license and register cars then we should do the
same with guns," Democratic Assemblyman Kevin Shelley said in a
 telephone interview.
 
The bill calls for handgun owners to get four-year licenses and
 submit thumbprints to the California Justice Department.
It also would require handgun owners to take a written and practical
 test and would subject them to annual registration
renewals.
 
The measure seeks to create a tracking system that would make it
 easier for police to find stolen handguns and to
ensure that people who buy the weapons know how to use them, Shelley
 said.
 
A spokesman for Assembly Republican leader Scott Baugh said the
 lawmaker agrees with the governor's call for a
moratorium and believes the state must enforce the laws already on
 the books instead of passing new ones.
 
The National Rifle Association, which also opposes the bill,
 estimates there are some 7 million to 10 million handguns
in California.
 
The bill now goes to the Appropriations Committee and by law must
 move out of the Assembly by Jan. 31.

A methamphetamine ring based in Mesquite was set up by a CIA operative
to funnel money to the Nicaraguan contras, one of the alleged participants
has testified
in federal court. The testimony came during a hearing in Tulsa, where Loran
Eugene Hall, Jr.
[a name well-known to students of the John Kennedy assassination] appeared
Monday to plead
guilty to drug charges. He told the court that his father, Loran Eugene
Hall, Sr. of
Mesquite was a CIA agent who recruited him and others to manufacture speed
to raise money
for the contras, said Jack Morgan, assistant U.S. attorney for the Northern
District of
Oklahoma

Court documents indicate the ring was broken when the Oklahoma State Bureau
of
Narcotics investigators and Mesquite police trailed Loran Hall, Jr. after he
purchased
glassware and chemicals at a Grand Prairie chemical store. Mr. Hall and
another man were
arrested in Noble County, Okla., as they were carrying those items and
several high-caliber
forearms to Kansas in a stolen truck, according to the indictment
Mr. Morgan, a Mesquite police investigator and defense attorney representing
Hall family
members all said there was evidence suggesting that Loran Hall, Sr. worked
for the CIA in some
capacity. "He has a long history of involvement with the CIA attempts to
overthrow Castro," Mr. Morgan said.
"He was involved in the ill-famed Bay of Pigs invasion. In 1961, he got
arrested with a truckload of guns in Texas, and he was transporting them
from California to Florida for that invasion." His name also has surfaced in
congressional investigations of the John F. Kennedy assassination. The elder
Mr. Hall was described in a 1979 House Select Committee on Assassinations
report as a onetime resident of Cuba with ties to anti-Castro groups in the
United States and  organized crime on both countries.

And, Mr. Morgan said, his name is the subject of a chapter in the book Coup
d'etat in America, which speculates about CIA involvement in a plot to kill
President Kennedy. The chapter, titled "Loran Hall and the Free Cuba
Committees," details allegations of CIA financing and  orchestration of a
plot by anti-Castro groups to kill President Kennedy." "In the last few
years, he supposedly was involved with CIA attempts to overthrow the
Nicaraguan  government," Mr. Morgan said.

Loran Hall, Jr., told detectives that his father had been a CIA officer for
17 years, had run
guns to Central America and participated in incidents in which helicopters
appeared at his
father's Kansas farm bearing "men with automatic weapons who answered to
military titles
such as colonel and major"... "There's quite an extensive history on his
father's CIA
involvement," Mr. Heflet said. "My client told me that a lot of his dad's
involvement -
specifically in the Kennedy assassination - has been sealed up, and we never
may find out
what it was."

f you were watching the "CBS Evening News" broadcast live from Times Square
on New Year's Eve, you might have seen a billboard advertising CBS News out
in the square behind Dan Rather. You might have looked at the well-placed
billboard and wondered just exactly how it was that CBS was able to place
its ad so fortuitously.

The truth is, it didn't. The billboard and the advertisement for CBS did not
exist. The image was digitally imported onto the live CBS broadcast and used
to obliterate real objects, the NBC Astrovision underneath the New Year's
ball and a Budweiser ad.

Inserting digital images has become increasingly common in sports and
entertainment programming -- usually to insert advertising and corporate
logos and first down markers in football -- but has generally been
considered out of line on news shows, a type of programming in which the
assumption of reality is considered sacrosanct and not informing viewers is
considered a breach of journalistic guidelines. CBS contends such practices
do not cross ethical boundaries.

CBS News is using the technology as part of a broad agreement the network
signed last year with a technology company, Princeton Video Image, to
provide branding services for a variety of CBS programs. The technology has
been used regularly on "The Early Show" and the news magazine "48 Hours" and
was used on the Evening News on Dec. 30 and 31, according to CBS news
executives.

"The Early Show" has been using it almost every day since the show's debut
on Nov. 1.

News show logos that appear real are being inserted on the sides of
structures, like the General Motors building,

on the back of a horse-drawn carriage in Central Park, in the fountain
outside the Plaza Hotel and, yesterday, in the center of Wollman Rink.

In some instances, the logo clearly resembles a large billboard advertising
CBS News.

"We were looking for some way to brand the neighborhood with the CBS logo,"
said Steve Friedman, the executive producer of "The Early Show" who is
entrusted with bringing the program, in which CBS invested at least $30
million, up in the ratings from its current No. 3 spot. "It's a great way to
do things without ruining the neighborhood. Every day we have a different
way of using it, whether it's logos or outlines. And we haven't even
scratched the surface of its uses yet."

Mr. Friedman said that the practice did not press the boundaries of ethical
guidelines for CBS News.

"It does not distort the content of the news," he said, and compared the use
of the technology with earlier visual innovations.

"I remember the hue and cry when people started to use graphics on news."

The CBS News deal with Princeton Video Image was reported in the Jan. 3
issue of the trade magazine Broadcasting  Cable.

Eric Shapiro, the director of the "CBS Evening News" and CBS News Special
Events, said he might use the technology again on "Evening News" and that
the news division examines each case individually before putting the virtual
logos on the air. "The technique, I find, works best if you put it someplace
where there is intended to be something," he said. "If it feels that it is
not correct to use it, then we obviously won't use it."

Mr. Rather, he said, knew about the use of the virtual technology during the
broadcast and did not protest the practice.

"But he did not know in advance," Mr. Shapiro said. "These are not things he
needs to worry about. He spends most of his time worrying about the content
of the broadcast. But as a production technique he was most certainly aware
that it was happening around him."

Mr. Rather did not return a phone call seeking comment last night. Bryant
Gumbel and Jane Clayson, anchors of "The Early Show," could not be reached
for comment.

Harry Jessell, the editor of Broadcasting  Cable magazine, said the
practice alarmed him.

"I think it does raise some ethical questions for CBS," he said. "You would
think that a TV news organization would not tamper with video, especially
live video. Viewers should be able to rely on the fact that what they are
seeing is actually there."

Network news has flirted with similar technological issues once before. In
1994, the use of a fake backdrop caused an outcry in 1994 when the ABC
journalist Cokie Roberts appeared in front of a picture of Capitol Hill.
Peter Jennings, the ABC News anchor, introduced a report from Ms. Roberts,
and said that she was reporting from Capitol Hill; Ms. Roberts, wearing a
coat, appeared in front of what looked like the Capitol. But without the
knowledge of network viewers or even Mr. Jennings, Ms. Roberts was actually
inside the ABC News Washington bureau

  The revealing story of a rancher and the national debt
  Special Report By David Morgan, The Asheville Tribune

  Case History: Hage v. United States

  After years of successfully ranching in California, Wayne  Jean
Hage (she is now deceased) purchased a large cattle ranch in Nevada,  Pine
Creek Ranch, in the spring of 1978. The acreage involved is  approximately
752,000 acres. However, as it is mostly desert land, the  land's ability
to support cattle is far less than might be supposed from  its size.

  Located in the high desert mountains of central Nevada, the remote
operation seemed an unlikely place for a war that would rock the very
foundation of federal land management agencies. Wayne purchased the
operation from the well-respected Arcularius Brothers who sold the ranch
because the regulatory pressure by the U.S. Forest Service had become
unbearable. Since Wayne had always been able to work with the agency, he
believed he could resolve problems that might occur. Wayne soon learned
the only way he could satisfy the Forest Service was to allow them to
confiscate his property.

  One of the first incidents that drew the line between Wayne and  the
Forest Service revolved around a critical spring that Wayne owned.
Situated close to the Forest Service Ranger Station in Meadow Canyon,  the
district ranger decided they would pipe the water from the spring,
through a newly installed $50,000 water purification facility, into  their
cabin.

During a Congressional hearing, regarding Federal land
acquisitions that had been done without State or Congressional
consultation, Rep. John Shadegg asked Secretary of the Interior Bruce
Babbitt to provide Congress with a list of other lands that were being
considered for further federal acquisition, Babbitt sternly responded,
"No." After a stunned silence, the secretary added, "I don't mean to be
disrespectful." However, Babbitt told the Committee that if they did not
cooperate, he would ask the President to "use his power" to get more
lands
with or without their approval.


  Wayne learned of this after the project was complete, and
rightfully objected. He explained that if they needed his water, they
could make appropriate arrangements. They refused to cooperate and would
not acknowledge that he owned the water even though he held two court
decrees affirming his water right. Wayne even held a field hearing where
the state water engineer acknowledged Wayne's ownership and the Forest
Service's illegal confiscation. But, still today, the Forest Service has
maintained a fence around the spring so that cattle and wildlife cannot
drink, and the water is still being piped into the ranger's cabin.

  Retaliation
   Because Wayne questioned the Forest Service's actions, the Forest
Service began an unbelievable retaliation campaign. In a 105-day period
they sent Wayne 40 certified letters and personally visited him 70  times,
each time citing him in violation of a bureaucratic regulation.  Wayne had
to respond in writing and take corrective action to each one  of their
allegations, no matter how trivial. In fact, most, if not all,  were wild
goose chases or violations the Forest Service themselves had  created.

  Some of these charges stated Wayne was not maintaining his drift
fences. In order to comply with their rules, Wayne would check and mend
if necessary the fences in question. One of these incidents involved
sending a horse and rider to the top of Table Mountain to ride the
20-mile fence line. After doing this, the rider found only one problem.
There was one staple missing. The Forest Service had dutifully marked it
with a blue flag.

  Also, among these charges were 45 accounts of trespass where
Wayne's cattle were allegedly found in the wrong location. For every one
of these, Wayne would send a crew of riders to locate the cattle and
attempt to comply with the regulations. Often, there were no cattle to  be
found, leaving Wayne to wonder if there ever were. Also, on several
occasions there were eyewitnesses who watched the Forest Service
employees move Wayne's cattle into trespass areas, and then immediately
cite him for the violation.

  Over the next eight years he filed three administrative appeals,
and won all three. They cost him over $150,000 in attorney and  consultant
fees, not to mention the countless hours, personal resources,  and lost
income also expended. Twice, his pickup was shot at while he  was close
by, a not so subtle warning. His wife and children were run  off the road
personally by the District Ranger.

  Even though he won every case, the agency would create new
regulations that would wear Wayne down, force him to expend his time and
resources fighting their new regulations, and eventually run him
completely out of business. The final straw came when

 Polish Court Convicts Hatemonger

WARSAW, Poland (AP) - A Polish
court convicted a radical Catholic
leader Wednesday of inciting hate
against Jews and fined him $98 for
statements he made to hundreds of
followers who erected crosses outside
the Auschwitz death camp.

The court in Oswiecim, where the
former death camp is located, also
gave Kazimierz Switon a suspended
sentence of six months. Prosecutors
had demanded a $367 fine and a year in prison,
suspended as long as he does not commit any other
crime for three years.

 Switon said he would appeal the sentence and
protested to reporters outside the court.

 ``The court is at the service of
Jewish-communist-masonry,'' Switon said, using the
same language
 that led to the charges. ``We are enslaved in our own
homeland.''

 Switon was charged after residents complained about
statements he made verbally and in leaflets
 distributed at the site where followers erected more
than 300 crosses surrounding a large cross used
 as a backdrop for a 1979 papal mass at nearby
Birkenau.

 The protest was intended to prevent the removal of
the papal cross, moved to the site near Auschwitz
 in 1988 and visible from inside the camp, which has
drawn protests from Jewish groups around the
 world and the Israeli government for insulting the
memory of Jews killed at Auschwitz.

 Some 1.5 million people - mostly Jews - perished at
Auschwitz in 1940-45.

 Urging followers to put up crosses, Switon said in
leaflets ``the time has come so that we, Poles,
 wage merciless war on Jewish-communist-masonry, the
biggest enemies of the Polish state.'' Leaflets
 described Israel and Germany as ``satanic-pagan
forces aiming at extermination of the Polish nation.''

 Soldiers remove the crosses in May, right before John
Paul II made his eighth pilgrimage to his
 homeland. The larger cross remained.

shootout in an ethnic Albanian village in Macedonia, police said
Wednesday. Coming in the wake of bloodshed in neighboring Kosovo, the
incident is likely to fuel ethnic tensions. The Macedonian policemen
were shot sometime overnight in Aracinovo, a few miles east of the
Macedonian capital, Skopje. The victims were reportedly looking for
stolen cars. An unidentified assailant opened fire from a passing car
and gunned them down, killing three instantly, police said. The fourth
policeman died of injuries later.
Police blocked Aracinovo and surrounding villages today to search for
the assailants. Aracinovo is believed to be the center of an
Albanian-run smuggling network between Kosovo and Macedonia that has
flourished since the end of the NATO bombing of Yugoslavia last spring.
Tensions in Kosovo have been high since Yugoslav President Slobodan
Milosevic's 18-month crackdown on ethnic Albanians. After NATO bombing
forced the Serb troops to withdraw, ethnic Albanians began attacking
Serbs out of revenge.
The violence also has boosted tensions in Macedonia, where almost
one-quarter of the 2 million residents are ethnic Albanians. Speaking in
Pristina, Kosovo's capital, U.N. spokeswoman Susan Manuel said
Macedonian authorities had closed down a Kosovo-Macedonia border
crossing near the Macedonian city of Tetovo, an ethnic Albanian
stronghold. She said it was unclear whether the move was linked to the
shootings.

allegations

travel to NATO headquarters next week and is likely to discuss
allegations that the alliance violated international laws in its air
strikes against Yugoslavia, her spokesman said Wednesday. The
prosecutor's office disclosed in December that her staff at the Yugoslav
war crimes tribunal had completed a confidential report on NATO's
bombing last spring. Del Ponte later insisted there was no formal
investigation or prosecution under way.
The disclosure prompted a stern warning from Washington that the
tribunal should keep its hands off NATO, and created concerns among
legal experts that the prosecutor might buckle under pressure to quash
the report's findings.
During next Wednesday's visit to NATO offices in Belgium, Del Ponte will
meet NATO Secretary-General George Robertson and take questions from the
North Atlantic Council, the alliance's policy-making body, said Del
Ponte's spokesman, Paul Risley.
"I certainly expect that issue will come up," Risley told reporters,
referring to the NATO report.

You know...  Mikus...
You've stated in your comment,  whether you realize it or not,   exactly
what the Bible is all about... that is FAITH.  If  *you*  cannot define
faith,  then there is no way you will ever understand God or the Bible.   As
a Christian,  "We walk by faith, not by sight"...Since you obviously
cannot understand that concept,  there is no way anyone should ever expect
you to believe in God or the Bible.

This is a no win situation...  You attack the messenger, rather than the
message,  because you don't have enough knowlege of the subject of the Bible
or God to attack either,  substantially,  so you attack me...
So I say,  OH WELL... and ho hum...

You cannot prove or disprove many things in this world.  For example,  you
cannot see gravity,  but you know it exists.  You may not understand it's
principles,  but you are being held to the ground by it's effects...  there
is something that there is no physical evidence for,  yet you KNOW it
exists. You put faith in that gravity to hold you to the ground so you don't
go floating off into space somewhere,  don't you?  Of course you do.  It
makes no difference whether you understand the dynamics of it or not.  You
just know that you are not floating in space because of it.  You have
exercised faith in something...  even if it is gravity.

Why say the Bible is incredible?  It's incredible only if you choose it to
be.  And by your comments and several others' comments,  you've simply and
easily chosen the "route of least resistance";  and *that* is the way of the
world.  There is no way you will ever understand anything spiritual until
you are willing to put faith in that which you cannot physically see.
Therefore,  there is no argument on the subject of the Bible or God, as far
as I'm concerned.  The fact of the matter is that you are going to believe
what you will and I will believe what I will.  Personally,  I've had too
many things in my life happen that have shown me, without a shadow of a
doubt,  that the Bible is real and that God is very real.

It's really no big deal to me if you don't understand.   Sorry you feel you
have to have "PROOF"...  so be it...  OK...  So what...???

 the physical evidence would prove that it did exist.  It's a very
difficult
 semantic arguement, relying on physical evidence to prove it exists on one

 the other.

The USA's two largest natural foods retailers are stripping their shelves
of many genetically engineered foods, prompting manufacturers and
supermarkets to keep an eye out for a biotech backlash among consumers.

Whole Foods Market and Wild Oats Markets have vowed to rid most of their
private-label foods of bio-engineered corn, soy, canola oil and other
ingredients this year.

''There's an absolute anger among customers that foods are being
genetically modified and they don't know what ingredients are in their
foods,'' says Margaret Whittenberg, vice president at Whole Foods. The
Austin, Texas, retailer has 103 stores in 22 states.

First GM tolerance transfer is feared in Canadian OSR

A CANADIAN field is thought to be the site of the first accidental on-farm
transfer of herbicide tolerance between genetically mod- ified and
conventional crop plants.

Last summer oilseed rape grow- er Tony Huether was surprised to see
volunteers thriving after two glyphosate (Roundup) sprayings in a 57ha (140
acre) field where no glyphosate-resistant rape had ever been sown.

He had planted a glyphosate- resistant variety in a nearby field in 1997
and believes the trait was transferred by pollen movement.

"Cross pollination was going to happen. It surprises me it didn't show up
sooner," says Phil Thomas, Alberta Agriculture's provincial oilseed
specialist.

UK studies have shown pollina- tion transfer up to 400m by wind or insects
can result in out-crosses, says Mr Thomas. "Just because you're not growing
herbicide-resis- tant canola [oilseed rape], it does not mean you can't get
herbicide- resistant volunteers."

Mr Huether, who farms 860ha (2100 acres) of oilseed rape, peas and wheat at
Sexsmith, northern Alberta, says no one told him GM traits  could  be
transferred. "Monsanto never made farmers aware of the possibility of this
hap- pening when we signed the TUA [Technical Use Agreement]."

Although 60% of Canada's oilseed rape is now herbicide-toler- ant, 1997 was
the first time Mr Huether planted GM varieties. That spring he put the 57ha
field into a Smart variety resistant to the herbicide imazethapyr and 8ha
(20 acres) of Innovator, a variety tolerant to glufosinate-ammonium (
Liberty).

Thirty metres away, on the other side of a dirt road, he plant- ed 16ha (40
acres) of Quest, a glyphosate-resistant variety.

Mr Huether says the fields were harvested at different times and rules out
mechanical transfer. Before blaming cross pollination, government crop
expert John Huffman investigated other possi- bilities. "We have taken this
as a serious issue."

Researchers, including repre- sentatives from Monsanto, have since taken
plants and seeds. Government scientists are growing the seeds on in
greenhouses and doing DNA mapping. A compre- hensive report is expected
soon.

Both Mr Thomas and Mr Huffman say the addition of any broadleaf herbicides,
such as 2,4- D, can easily control unexpected GMHT volunteers. Both agree
that keeping accurate records is also important. "It may be a bit of a
headache to know what your neighbour grows and to plan your strategy
accordingly," acknowl- edges Mr Thomas.

Mr Huether is less relaxed. "It's not that easy a problem to solve when
direct seeding and planting a wide range of crops." He worries about the
effects of 2.4-D residues on broad leaved crops and loathes handling the
more toxic chemical.

Farmers are not getting all the facts they need on GM crops, he fears.

'Contaminated' farm seed sold in genetic mixup

Incident raises questions about Ottawa's controls

Ottawa -- The federal government unwittingly allowed the sale of
genetically modified canola seeds in 1997 that were "seriously
contaminated," according to government documents that have only now come to
light.

The virtually unpublicized incident involving canola seeds produced by
Monsanto Canada Inc., one of the main proponents of genetically modified
food, raises questions about Ottawa's ability to tightly regulate food
safety in a biotechnological age.

The documents say the seeds were not harmful, and they were eventually
recalled, the first and only such action involving genetically modified
foods.

Access-to-information documents show that some of the seeds, marketed on
the Prairies in 1997, were planted by two farmers before the recall and
that some were processed into edible oil.

"This incident has sent shock waves through the domestic
biotech-plant-breeding organizations/industry as well as internationally,"
the Canadian Food Inspection Agency declared in one of the documents.

In a small, dark, heavily guarded cell in Phnom Penh's main military prison
sits a man of 74, wizened, white-haired, one-legged. He is in good health
and surprisingly high spirits, given his grim future and grimmer past.
He is Ta Mok, also known as the Butcher or Chhit Chouen - possibly the
cruellest and most violent of the Khmer Rouge commanders who turned
Cambodia's green countryside into the killing fields.
The Prime Minister of Cambodia, Hun Sen, has hopes to try Ta Mok for his
crimes next month. Many in his shattered country are happy at the prospect.
Others, including many of the political leadership and bureaucracy, fear his
testimony will unveil their own roles during the time of Pol Pot's genocide.
The unease is not restricted to the small, desperately poor, swampy country
of 10 million that is modern Cambodia. For when Ta Mok takes the stand, his
lawyers promise, no one will be spared - least of all the Western leaders
who, they say, supported the Khmer Rouge despite the Maoist extremists'
atrocities being widely known.
The most damaging element, for Britain at least, of Ta Mok's court
appearance will be new evidence about how British troops and diplomats
helped the Khmer Rouge in their fight for power.
Contacted in his prison cell through an intermediary last week, he confirmed
to The Observer that the extent to which London and Washington helped the
Khmer Rouge in their fight to control Cambodia would be revealed during his
trial. The evidence will contradict statements made by Margaret Thatcher's
Government - which authorised the operation at the time.
Ta Mok's lawyer, Benson Samay, said the court would hear details of how,
between 1985 and 1989, the Special Air Service (SAS) ran a series of
training camps for Khmer Rouge allies in Thailand close to the Cambodian
border and created a 'sabotage battalion' of 250 experts in explosives and
ambushes. Intelligence experts in Singapore also ran training courses, Samay
said.
To allow Ministers to deny helping the Khmer Rouge, the SAS was ordered to
train only soldiers loyal to the ousted Prince Norodom Sihanouk, and the
liberal democrat former Prime Minister, Son Sann, who were fighting
alongside Pol Pot's Communists. However, Samay said the court would be told
the Khmer Rouge benefited substantially from the British operation.
'All these groups were fighting together - but the Khmer Rouge were in
charge. They profited from any help to the others. If they had won the war
outright, then Pol Pot would have been back in charge,' Samay said.
The Khmer Rouge and their allies were fighting against the Vietnamese-backed
puppet regime Hanoi had installed after ousting Pol Pot's extremist
Communists and exposing the horrors of the killing fields.
In a classic piece of Cold War realpolitik, Britain - prompted by the
Americans - appears to have given military assistance to the Khmer Rouge-led
coalition, despite knowing of Pol Pot's atrocities, in an attempt to limit
the power of the Soviet-backed Vietnamese.
'Thatcher, Reagan, Kissinger - they should all be on trial along with Ta
Mok,' Samay said last week. He said the court would also hear that
humanitarian supplies for Cambodian refugees in Thailand were diverted to
the Khmer Rouge with, he claims, the knowledge of the Americans and the
British. The court would also hear, he said, how the diplomatic support
offered by London and Washington to the coalition led by the Khmer Rouge was
'a great help and morale booster' for Pol Pot's troops. The coalition
retained the Cambodian United Nations seat throughout the Eighties.
Ta Mok's journey from jungle hideout to power to hideout and eventually to
prison last May is a powerful symbol of the political tides that have washed
over Cambodia in the past decades. In April it will be 25 years since Pol
Pot's Chinese-backed Maoist revolutionaries defeated a weak pro-US
government and entered Phnom Penh. They themselves were ousted by the
Soviet-backed Vietnamese four years later and for 15 years a vicious civil
war - fuelled by Cold War politics - racked the country.

Remember the Larry King Live show in 1993 on cell phones? David Reynard
was the guest. He had filed a lawsuit against NEC, a cell phone operator,
and other companies, alleging that his late wife's brain tumor was caused
in part by her use of a cell phone.

The Reynard's lawsuit was dismissed in 1995, but Reynard's appearance on
the show created nationwide concern. At the time, there were 15 million
Americans using cell phones.

The day after the Larry King Live show, the Cellular Telecommunications
Industry Association (CTIA) went on the offensive. Industry executives
said that there were thousands of studies that proved that wireless phones
were safe. In fact, there were no such studies about cell phone safety.

But CTIA understood the basic reality of the situation, and so it decided
to spend $27 million over the next six years on health studies.

They hired George Carlo, figuring he would be a perfect fit. Carlo is a
public health scientist, who had a good track record as an industry
researcher. Most of his clients over the years have been industry clients,
and few have been disappointed with his work.

In 1994, Carlo began conducting studies to determine whether cell phones
pose a health risk to consumers. Four times a year, Carlo would trudge
over from his Dupont Circle office in Washington, D.C. to the offices of
CTIA to debrief the CEOs of the major telephone and electronics firms that
make up the $40 billion a year mobile phone industry. And things went
well, until 1995.

In 1995, Carlo found that digital phones were interfering with cardiac
pacemakers.

"We then conducted about $2.5 million worth of research to quantify that
problem, and as a result, I had somewhat of a falling out with the
industry," Carlo told us this week. "They didn't like that finding." The
industry cut off Carlo's funding.

But through a process of negotiation, Carlo got back in. The industry
would again fund his studies, but only if he agreed not to research the
questions of defibrillators and digital phones, and of cell phones and
automobile safety, and he could no longer work on a very extensive program
to standardize the methodology for testing whether or not cell phones met
industry-defined standards.

Carlo said that it took him two months to decide that he needed to
continue the work, even under CTIA's conditions, and so he did.

What he found may prove to be the cell phone industry's worst nightmare.

He found that the risk of acoustic neuroma, a benign tumor of the auditory
nerve that is well in range of the radiation coming from a phone's
antennae, was 50 percent higher in people who reported using cell
phones for six years or more. Moreover, that relationship between the
amount of cell phone use and this tumor appeared to follow a dose-response
curve.

He found that the risk of rare neuro epithelial tumors on the outside of
the brain was more than doubled, a statistically significant increase, in
cell phone users as compared to people who did not use cell phones.

He found that there appeared to be some correlation between brain tumors
occurring on the right side of the head and use of the phone on the right
side of the head.

And, most troubling, he found that laboratory studies looking at the
ability of radiation from a phone's antenna to cause functional genetic
damage were definitely positive, and were following a dose-response curve.

Carlo said that he has repeatedly recommended that the industry take a
pro-active, public health approach on the issue, and inform consumers of
his findings. He says that he uses a cell phone, but only with a headset.

"Alarmingly, indications are that some segments of the industry have
ignored the scientific findings suggesting potential health effects, have
repeatedly and falsely claimed that wireless phones are safe for all
consumers, including children, and have created an illusion of responsible
follow up by calling for and supporting more research," Carlo wrote in a
letter to top industry CEOs this month. "The most important measures of
consumer protection are missing: complete and honest factual information
to allow informed judgment by consumers about assumption of risk, the
direct tracking and monitoring of what happens to consumers who use
wireless phones, and the monitoring of changes in the technology that
could impact health."

Carlo is also troubled by a recent agreement between Elizabeth Jacobson,
the person in charge of cell phone regulation at the Food and Drug
Administration, and Thomas Wheeler, executive director of the CTIA. Under
the agreement, CTIA will fund the FDA to do additional

The Pentagon, and possibly other federal government entities, is testing
anti-biological warfare agents, which produce the mysterious "chemtrails"
that are appearing on an irregular basis in the skies over many American
cities, towns and rural areas, according to a scientific researcher in an
exclusive interview with The SPOTLIGHT.

An Air Force veteran, who while on active duty was attached to the nation's
top secret National Security Agency (NSA), presents compelling evidence that
the Pentagon is using regular Air Force and Air Force National Guard
aircraft to release anti-bacteriological warfare chemicals into the skies.

The chemtrails were detected some two years ago over central Virginia. They
were initially reported nationally by The SPOTLIGHT.

Since The SPOTLIGHT's original report, thousands of people across the
country have contacted this newspaper about the tell-tale streaks in the
sky. Some casually look at the "contrails," thinking they are from a plane's
engine exhausts condensing water vapor into a visible cloud.

UNLIKE TRUE CONTRAILS

If you closely watched the trails over an extended period of time, you can
tell they are unlike regular aircraft contrails. The chemtrails do not
rapidly disperse. Instead they gradually spread out in a lacy pattern,
ultimately forming what appear to be banks of clouds.

Even after fanning out, the chemtrails can be readily spotted because the
banks of clouds are in straight lines across the sky as they mesh together.
Sometimes they turn an otherwise sunny day into one that is overcast.

The former researcher told The SPOTLIGHT that he believes he has tracked the
chemical spraying to the "unconventional pathogen countermeasures program"
of the top secret Defense Advanced Research Projects Agency (DARPA). The
agency has funded laboratory studies and tests conducted by scientists at
the University of Michigan at Ann Arbor.

DARPA Director Lawrence H. Dubois claims the agency is "not doing any
large-scale or outdoor testing" and he knows of "no evidence that [the
chemical substance] is being sprayed from aircraft by any agency of the
federal government." However, The SPOTLIGHT's source said he is convinced
that DARPA is deeply involved in the massive spraying.

EXTENSIVE RESEARCH

"After talking to friends in Congress, government and medicine, I have been
referred to the University of Michigan and Dr. James Baker Jr., his
nanotechnology oil-water liquid-the same liquid developed by Dr. Craig
Wright, a scientist at Novavax Inc. in Columbia, Md.," the researcher said.
"I speak for thousands of American citizens who are being sprayed by
military aircraft and haven't a clue why the government is spraying and
lying to them. They are very concerned in light of the present
administration."

The researcher said the government is planning for a biological attack
against the United States. Government officials have referred to such an
attack as "not if, but when."

A number of Third World countries hostile to the United States as well as
Russia and Red China are involved in massive chemical and biological warfare
development programs.

The government and its scientists claim that the chemicals being tested are
harmless to humans. The re search er disagrees.

"Certain illnesses including pneumonia tracked the spraying effort across
America but the American people have not been told about the project," the
researcher said. "In fact, government agencies have deliberately lied to the
citizens again and again.

"These aircraft trails appear below 10,000 feet and do not act like ice
crystals. Spray from aircraft are observed cutting on and off as you would
throw a switch on the aircraft control panel. Grid patterns are painted in
the sky with 'X' and circles are also painted."

According to the researcher, the oil in the substance being sprayed is
responsible for "rainbow-like" colorations that appear frequently during the
formation of the chemtrails. The "X" found in an area being sprayed probably
marks the areas for satellite study of the dispersal patterns.

ATTACK

Government officials are concerned about a biological attack against the
United States involving the use of the deadly disease anthrax, which several
countries, including Iraq and North Korea, are developing as a biological
weapon.

A GLOBAL PUBLIC GOOD

Who does knowledge belong to? When intellectual property increases the
price of vital drugs ten fold, sentencing millions of sick Africans to
death, this is not just a hypothetical question. The future of the world
economy and of part of humanity now hangs on the answer. Computing,
agro-industry, biotechnology, pharmaceuticals and communications lead the
way in the "information revolution". The rise of these activities has
brought with it an ever greater need for a check to be kept on new
inventions. If such a virtual product as knowledge, which is by nature
copiable, is to be turned to profit, its dissemination must be controlled
and an artificial scarcity created that allows a price to be set. Such is
the primary objective of intellectual property law, together with a
concern to protect the "moral" rights of authors over the future of their
works (literary and artistic property), to protect the consumer (trade
marks) or to limit recourse to industrial secrecy by publishing the detail
of inventions (patents).

In an attempt to keep pace with these developments, following the trend in
the United States the World Trade Organisation and the World Intellectual
Property Organisation have launched themselves into a frenzy of legal
activity to "strengthen" the rights of owners in order to ensure they get
a return on their investment and thereby, in theory, stimulate world
growth.

But a number of factors stand in the way of this. First, as the United
Nations Development Programme points out, many of today's developed
nations which are so keen to see intellectual property rights strengthened
had very vague rules when their own national industries were being built.
They only changed their tune when they became exporters of technology. By
amassing intellectual property rights over the whole of knowledge (from
photographic archives to the human genome, from software to drugs), the
richest countries, which are also the ones with the most highly developed
legal systems (the US employs one third of the world's lawyers) are making
sure they have control over vast swathes of future output.

Secondly, the appropriation of knowledge by private firms is not always
legitimate. Both technological research and cultural production feed
primarily on knowledge shared by the whole of society. But there are for
the most part no mechanisms for promoting and defending the public domain
of knowledge, little thought having been given to what might be called
"global public goods" (1).

Current thinking about the ownership of this common wealth of humanity is
embryonic. The American lawyer James Boyle compares it to 1950s thinking
on the environment: a few commentators are sounding the alarm about
particular issues but are not yet in a position to make a connection
between them (2). But the matter needs to be discussed urgently if we are
to put a stop to the sequestration of knowledge by private interests (see
articles by Philippe Queau and Martine Bulard).

Clinton Plans to Seek $1.3 Billion
  to Stem Colombian Drug Flow
  2-Year Program to Stop Heroin, Cocaine Vastly

  The Clinton administration yesterday proposed a
  two-year, $1.3 billion aid program aimed at stemming
  the flow of Colombian cocaine and heroin into this
  country.

  Secretary of State Madeleine K. Albright, who
  announced the package at the White House, will travel to
  Colombia this weekend to explain the proposal to
  President Andres Pastrana and consult with him on
  efforts to gain additional aid from multilateral banks and
  European allies, said her spokesman, James P. Rubin.

  The aid package, if approved by Congress, would vastly
  increase the U.S. military equipment in Colombia. It
  includes a request for 30 Black Hawk helicopters and 15
  UH-1N Huey helicopters, in addition to 18 Hueys that
  have already been sent to the Colombian Air Force to
  carry troops into drug-producing areas.

  Senior administration officials said yesterday they do not
  expect the number of U.S. military personnel in
  Colombia, which now fluctuates between 100 and 250,
  to rise significantly. But they said the U.S. Agency for
  International Development would beef up its presence.

  The administration will ask Congress to approve the
  bulk of the money, nearly $1 billion, in an emergency
  supplemental appropriation this spring, with the rest of
  the new funding in its fiscal 2001 budget request.
  Existing aid to Colombia totals $300 million, bringing
  the total Bogota would receive over the next two years
  to $1.6 billion.

  The Drug Enforcement Administration estimates that
  cocaine and heroin exports from Colombia have
  increased two to threefold in recent years and supply 80
  percent of the U.S. market.

  Past criticism of U.S. policy toward Colombia has come
  from two directions. Congressional Republicans have
  argued that increased assistance should go to
  drug-fighting police rather than to the Colombian
  military, whose primary mission is to stop Marxist
  guerrillas trying to overthrow the government. Human
  rights groups and congressional Democrats also have
  warned against U.S. involvement in the guerrilla war and
  have raised questions about human rights abuses by the
  Colombian military.

  The Clinton administration argues that since the
  guerrillas control many drug-producing areas and derive
  most of their income from taxing drug traffickers, the
  tasks of combating drugs and fighting guerrillas
  inevitably are intertwined, though the U.S. military aid is
  to be used only in drug-producing areas.

  Reaction was mixed yesterday. Although a Colombian
  aid bill introduced by Senate Republicans last fall
  differs from the administration plan in several respects,
  its sponsor, Sen. Paul Coverdell (R-Ga.), called
  yesterday's announcement "good news for Colombia"

You know...  Mikus...
You've stated in your comment,  whether you realize it or not,   exactly
what the Bible is all about... that is FAITH.  If  *you*  cannot define
faith,  then there is no way you will ever understand God or the Bible.   As
a Christian,  "We walk by faith, not by sight"...Since you obviously
cannot understand that concept,  there is no way anyone should ever expect
you to believe in God or the Bible.

This is a no win situation...  You attack the messenger, rather than the
message,  because you don't have enough knowlege of the subject of the Bible
or God to attack either,  substantially,  so you attack me...
So I say,  OH WELL... and ho hum...

You cannot prove or disprove many things in this world.  For example,  you
cannot see gravity,  but you know it exists.  You may not understand it's
principles,  but you are being held to the ground by it's effects...  there
is something that there is no physical evidence for,  yet you KNOW it
exists. You put faith in that gravity to hold you to the ground so you don't
go floating off into space somewhere,  don't you?  Of course you do.  It
makes no difference whether you understand the dynamics of it or not.  You
just know that you are not floating in space because of it.  You have
exercised faith in something...  even if it is gravity.

Why say the Bible is incredible?  It's incredible only if you choose it to
be.  And by your comments and several others' comments,  you've simply and
easily chosen the "route of least resistance";  and *that* is the way of the
world.  There is no way you will ever understand anything spiritual until
you are willing to put faith in that which you cannot physically see.
Therefore,  there is no argument on the subject of the Bible or God, as far
as I'm concerned.  The fact of the matter is that you are going to believe
what you will and I will believe what I will.  Personally,  I've had too
many things in my life happen that have shown me, without a shadow of a
doubt,  that the Bible is real and that God is very real.

It's really no big deal to me if you don't understand.   Sorry you feel you
have to have "PROOF"...  so be it...  OK...  So what...???

 I know there's a term for it, and it goes something like this;

 You cannot prove the NON-existance of anything.  Without physical
evidence,
 you cannot prove that something exists, and on the flip side, you would
need
 physical evidence to prove something didn't exist, and the very existance
of
 the physical evidence would prove that it did exist.  It's a very
difficult
 semantic arguement, relying on physical evidence to prove it exists on one
 side, and defeating a belief system designed to thwart the very disproval
on
 the other.

 I can't remember a particular quote well enough to post it right now, but
 will post it at a later time, when I can find it, just to show the
humorous
 aspect of trying to prove something doesn't exist.  It's from one of
Douglas

Gore's Volubility Problem: Talking Until It Hurts

WASHINGTON - The question at a New Hampshire senior citizens center the
other day was about health care, but next thing you know Vice President Al
Gore was launched on a story about the film ''Annie Hall'' and a cameo
appearance in that movie by the media philosopher Marshall McLuhan.
Senator Edward Kennedy, Democrat of Massachusetts, standing by Mr. Gore's
side, tilted his head in a quizzical stare. At the side of the room, aides
to the candidate shot each other nervous looks as if to say: Where on earth
is he going with this?

So where was Mr. Gore going? It's a bit complicated to explain here. But he
eventually brought the anecdote back to his point: that his health care plan
is superior to that of Bill Bradley, his rival for the Democratic
presidential nomination. Relieved aides breathed a sigh.

Sometimes they don't. Unlike, for example, Governor George W. Bush of Texas,
Mr. Gore is never accused of winging facts or not understanding policy
debates. But, in the tradition of presidential contenders stretching from
Ronald Reagan to Dan Quayle, whose aides were always braced for a blunder,
Mr. Gore is forever flirting with the next faux pas.

A tangled answer of his at a debate last week about whether he would insist
that senior commanders support his position on homosexuals in the military
was the latest illustration of how the candidate - however markedly his
style has relaxed and improved in recent months - is still grappling with a
rhetorical problem.

Simply put, according to people who have advised his campaign or analyzed
it, Mr. Gore seems to have little intuitive sense of when enough is enough.
And so he keeps talking even when it might be wiser to stop.

The results can be odd. An answer to a question about his religious beliefs
included a peculiar discussion of the respect to which atheists are
entitled. An unexpected ''town meeting'' question about a sexual assault
allegation against President Bill Clinton prompted a stammering answer that
went on excruciatingly, and to little clear purpose, for a couple of
minutes.

Campaign policy advisers learned that their candidate has staked out a new
position on medical marijuana after the fact, when a traveling political
aide interrupted a conference call to report on Mr. Gore's surprise
utterance. There have been boasts - most famously, over his claim to have
invented the Internet - that took laudable aspects of his record and
stretched them a bit too far.

The flap last week over his gays-in-the-military answer was an illustration
of how Mr. Gore gets into trouble by pressing his foot too heavily on the
rhetorical gas.

At a debate at the University of New Hampshire, the moderator asked if he
would apply a ''litmus test'' in his appointments to the Joint Chiefs of
Staff, seeking only people ''who support your gay policy.''

In presidential politics, litmus-test questions are themselves a litmus
test: Candidates always say they do not apply them. Mr. Gore at first paid
homage to this truism, noting that he has always opposed litmus tests for
Supreme Court nominations.

But then he plunged on - driven, according to sources close to the campaign,
by a determination not to yield any ground to Mr. Bradley in the Democratic
fight for the important gay vote.

''I think that it's a little different where the Joint Chiefs of Staff are
concerned,'' he said, adding that he thought that he would require those who
wanted to serve on the Joint Chiefs to be in agreement with his policy.

Mr. Gore's zeal to show he was serious on gay rights was matched by a
stubborn refusal to acknowledge that he had articulated a damaging
position - that such military leaders as Colin Powell or H. Norman
Schwarzkopf would be ineligible for command in a Gore administration since
they believe that allowing gays to serve openly hurts military
effectiveness.

After two days of internal deliberation, Democratic sources said, Mr. Gore
grudgingly agreed to state that his answer had been misinterpreted.

People who have worked closely with Mr. Gore, as campaign aides or within
the Clinton White House, offer a variety of explanations for his rhetorical
style. An intelligent and well-informed man, he sometimes wants to make sure
that everyone knows he is smart and well-informed.

And, in the case of gays in the military, Mr. Gore's zeal to show he would
go further than Mr. Clinton highlights a genuine difference: He is a more
combative person, much less prone to tactical compromise than the man who
has been his boss.

Missile Defense Test Planned
Success Could Help Decide Fate of Pentagon Program

W A S H I N G T O N, Jan. 11 — Next week, the Pentagon will attempt one of
its most ambitious efforts ever — testing a U.S. weapon under development to
see if it can shoot down a potential enemy missile 100 miles above the
Earth.
 This results of the test — to be conducted next Tuesday, weather
permitting — are critical to President Clinton’s decision, expected
mid-year, on whether to build a system of 100 interceptor missiles to defend
the United States against a limited ballistic missile attack. North Korea,
Iran, India and Pakistan are all developing ballistic missiles.
 There is also continuing concern about accidental or unauthorized
launches by Russia, and the future intentions of China. These are the only
two countries, besides the United States, that currently possess operational
intercontinental ballistic missiles.
 Under the law, if Clinton decides to authorize the deployment, the
system would have to be in place within five years.
 The test “is designed to give the president the technological
information that he needs to make a decision on deployment of national
missile defense this summer” says Pentagon spokesman Kenneth Bacon.
Fueling a New Arms Race?
The test flight of the so-called National Missile Defense program will take
place above the western Pacific Ocean.
 This will be the second attempted intercept of a target missile for the
program — but it will be the first time a highly realistic test is
conducted.
 The first intercept test, conducted in October, was successful, but
many of elements were pre-programmed. This time, additional radars and other
elements of the program will be made part of the effort.
 The test is just one step in what continues to be one of the most
controversial armaments programs ever.
 It is projected to cost more than $10 billion to build the missiles,
launchers and radars to defend all 50 states against a limited attack.
 The program has largely evolved due to political pressure in Congress
from conservative Republican elements who believe there is a looming threat.
 But there is growing concern that the U.S. plans to build a national
missile defense system may spark a new arms race — forcing Russia and China
to build new offensive missiles that could be readily launched and overwhelm
a U.S. defense. Moscow already has been testing its own new missiles.
 The United States may have to withdraw from the Anti-Ballistic Missile
Treaty if it in fact builds the system and places it in Alaska without some
additional agreement from Moscow.
 “It is exactly the concern that we are about to launch a new arms race
that has the Chinese and the Russians upset,” says Joseph Cirincione, a
missile expert with the Washington-based Carnegie Endowment for
International Peace. “The French, the British, the Germans — they are all
apoplectic at what the U.S. is about to do.”

Politics and Payment Problems
Cirincione believes the issue will grow only more politicized as the
election season continues.
 “Republicans are hoping this will be a wedge issue for them in the
presidential campaign of 2000, one that will expose the Democrats as being
weak on defense,” says Cirincione.
 But CIA estimates say it is unclear just when the real threat will
emerge. The CIA had believed, for example, that the North Korean Taepo Dong
missile could pose a threat within a decade — especially after a test in
August 1998.
 But recent satellite imagery of the Taepo Dong launch site in North
Korea shows that it is a fairly primitive operation — and CIA officials now
believe that Pyongyang’s economic problems may have slowed down its missile
development efforts.
 International politics and arms control aside, building a national
missile defense will be a drain on the defense budget.
 All of the major presidential contenders have expressed political
support for the effort — no one has said how they would pay for it.
 Pentagon officials say President Clinton may ask Congress next month
for a $2.2 billion increase in the 2001 budget to help pay for the program —
bringing the total, projected price tag to more than $12 billion.
