The general thesis of this article, that Oil Companies are gouging
consumers, may well be correct. However the authors' case is considerably
weakend by errors, ommissions, misunderstandings and an overall simplistic
approach to a complex topic. The first problem is that both OPEC and the
Oil Majors have only been cartels in the strict sense of the word, at
various times during history. To address OPEC first. The Definition of a
cartel is: " A combination of producers to regulate the output and prices
of a commodity."

So although OPEC was called a cartel during the 1970's it was not. OPEC was
trying to set prices, but not output - yet. There were no quotas or
assigned production levels. The cartel started in March 1982 when OPEC ,
which had produced 31 million barrels per day in 1979, set an output limit
for the group of 18 million barrels per day, with individual quotas for
each country, except for Saudi Arabia, which would adjust its production to
support the system.

The quota system from this time on has on the whole been a failure. Most
countries in OPEC have pumped more oil than allocated, for the simple
reason that they want to make more money. Their revenue is tied to oil
production.

The issue of the Oil Companies being cartels is a complex one. Because not
just the companies, but also governments have been involved in trying to
organize quotas and stabilize prices. It would take too long to go into all
the details here, but the claim by Quigley that:

"This world cartel had developed from a tripartite agreement signed on
September 17, 1920 by Royal Dutch Shell, Anglo-Iranian, and Standard
Oil.These agreed to manage oil prices on the world market by charging an
agreed fixed price plus freight costs, and to store surplus oil which might
weaken the fixed price level, "  Needs to be questioned.

In the book "The Prize" by Daniel Yergin, a history of the oil industry, he
makes no mention of this agreement. Now if Quigley is correct and Yergin
wrong, there is a major problem. This is because  in August 1928, the major
oil companies had a meeting at Achnacarry Castle in the Scottish Highlands.
The purpose of the meeting was to address the problems of over production
(hence low prices) and high costs in the industry. After two weeks, a 17
page document, which became known as the "As-Is" agreement was produced,
but was NEVER SIGNED. So even though the majors tried to be a cartel at
this point, setting market shares and production quotas, it was never
ratified and never worked in practice.

Throughout the 1930's and 40's, the industry kept trying to get the As-Is
agreement to work, but there was too much distrust between the oil
companies, and the independent  (mainly American) oil companies kept
selling oil, regardless of what quotas the majors wanted. Consequently, it
appears that Quigley has either got confused or flat-out got it wrong.

Likewise the claim about a 1949 agreement is equally dubious, especially as
the details given of the participating Oil Companies, contains a number of
errors. Enrico Mattei, president of Italian industrial conglomerate ENI,
coined the term the seven sisters in the 1950's. The seven sisters
included: The Aramco* partners - Exxon (Standard NJ), Mobil
(Socony-Vacuum), Chevron (Standard of California), and Texaco, plus Gulf,
Royal/Dutch Shell, and BP (Anglo-Iranian).

* Aramco (Oil Company of Arabia) was set up in 1948 as the original oil
concession in Saudi Arabia.

* Gulf Oil was created in 1901 by Richard and Andrew Mellon, with a merger
of Gulf Refining and Guffey Petroleum. It was later sold to Chevron in 1984.

* Royal/Dutch Shell was created in 1907 with a merger between Shell (UK)
and Royal Dutch. It was a 60/40 split, with the majority shareholding being
with Royal Dutch. It got the name Royal because William III of Netherlands
gave the company his royal approval in 1890.  Not because it's owned by the
Dutch Royal family.

*Texaco was created in 1906 as a brand name for the Texas Fuel Company
created by Joseph Cullinan in 1897.

The profit comparison given in the article is misleading, because those
profit margins vary from market to market, and it also ignores the huge tax
take countries other than USA get from oil.

In 1975 , for instance, about 45% of what the Western European consumer
paid for oil products went to their government, while about 35% was
accounted for by the OPEC price. The other 20% went for shipping, refining,
dealer's margins, and so forth. In the USA, where the tax rate was only
18%, the share going to the OPEC producer was more on the order of 50%. In
Japan, the government took 28%, with 45% going to OPEC.

The comments about oil production and ownership are incorrect. During the
1970's  the majority of OPEC producers either nationalised or bought out
the oil companies' oil concessions. For example,
The Kuwaiti Oil Company had been established in 1934 by BP and Gulf. Forty
years later, at the beginning of 1974, Kuwait acquired 60%

It is, admittedly, a difficult thing to estimate. Gun ownership is a lot
like sex and drugs. Some people lie about it. Even more simply omit the
truth, or part of the truth. So it's impossible to get an absolutely
correct figure.

This study  says 44 million. It was done by phone. The true figure is
undoubtedly higher. How much higher is impossible to ascertain.

But for the sake of argument, let's pretend that 44 million is the correct
figure.

Now you tell me: How many people are in law enforcement and the military
combined? How many of them are  combat troops and active duty beat cops
(as opposed to cooks, drivers and desk jockeys)? How many of those can be
counted on to be loyal to their commanders and not to the Constitution
they swore to protect?

This last question is the most important. Personally, I think the
Constitution is a meaningless scrap of paper that the plutocrats use to
deceive us into thinking we are ruled by laws and not by plutocrats. Most
people in the military and in law enforcement feel differently. How many
of them feel how differently remains to be seen.

egalitarian societies where neither status nor poverty nor prohabition
exist to motivate predation, still, there are born into every generation a
tiny handful of psychos. They have to be dealt with. The advantage of
having a universal citizen militia performing the function which we now
(often futilely) expect of the police is simple. If you  need help, the
nearest people will be willing and able to do it.  Unlike the police.  The
police only show up after the fact, when it's too late. The police are
worse than useless. They're in the way. They have no legal responsibility
to protect individual citizens. Nor, in most cases, do they have the
temperment. There's a name for people who rely on the police for
potection. They are called victims.

Well, I think there are people who want a NWO of control and legislation
with power in the hands of a few, while there are others (like myself)
who want a NWO of freedom and no organized power, but individual
sovereignty.  Right now, America and much of the rest of the world is a
gigantic pimple that's about to come to a head and bust like a packet of
cinnamon roll icing.  I think as that happens, people who experience it
will remember what caused all of this in the first place -- one person
or group of people imposing his/her views on other groups of people.
Once the dust settles and the pus dries, I think individual sovereignty
will be the one thing we all cherish more than anything.  I think such a
time is coming fairly soon.

 This I prefer cold war to peace?  And if we have to have a
 dictatorship, I want a real Monarchand if I knock of
 100,000 or so people I could get big piece of the rock.

Well, I do to, as a matter of fact.  I'd rather have the leaders of drug
cartels and the Mafia bosses running the USA than what we have up there
now.  At least drugs, porno, gambling and prostitution would all be
legal.  It would be a paradise!  If it was like that, they could make
laws against saying anything bad about the government because if that
was legal, what would be left that's bad to say about them? :-D

Israeli banks and institutions kept Nazi victims'
assets

Evidence is emerging from an Israeli parliamentary committee and
court action that some of the pillars of the Israeli financial
establishment hung on to the assets of Jews who died under the
Nazi regime and blocked attempts by the victims' families to seek
justice. The committee has recommended an independent audit of at
least 12,000 dormant accounts and 5,000 safe deposit boxes at
Bank Leumi.

During the 1920s and 1930s, Zionist leaders actively sought
investment to build up Zionist enterprises and settlements in
what was then British-ruled Palestine. European Jews bought plots
of land and opened bank accounts in Palestine as a way of
contributing to the establishment of a Jewish homeland, preparing
for their own or their families' eventual emigration, and later,
after Hitler took power, seeking a haven for their savings.

No one knows for certain how much was involved. It is believed
that some $40 million was deposited in bank accounts and a
similar amount invested in land, much of which would now be in
prime locations in Haifa and Tel Aviv. Money and other valuables
were kept in safe deposits whose whereabouts are unknown.

When the Second World War broke out, the British mandate
government in Palestine seized the land and bank accounts held by
Jews from countries under Nazi rule as enemy property. Most of
the money was transferred back to London. Under the settlement
with Israel in 1950 , the British government paid back just $1.4
million in compensation for the bank accounts and handed over
records of the seized accounts and land to the Israeli
government. While some restitution payments were reportedly made,
the fate of other accounts and properties is unclear.

Shmuel Tsur, the Custodian-General at the Ministry of Justice who
manages the unclaimed property, maintains that almost all the
confiscated assets were either returned to their owners or handed
over to his office. He estimates that 20 percent of the holdings,
worth about $90 million, belonged to European Jews killed in the
war. Of the list of unclaimed accounts and properties published
by his office in 1997, fewer than 10 have been returned after
claims to them were confirmed. He used this to justify his
assertion that there was no reservoir of money or property hidden
away, but was forced to admit under questioning by the
parliamentary committee that he could not be sure that he had
received full reports from the banks regarding all dormant
accounts. "I start from the assumption that the bank reports are
correct," he said. He also acknowledged that successive Israeli
governments sold many of the plots of land to cover taxes or
expropriated them for development or military use.

Colette Avital, a member of Prime Minister Ehud Barak's One
Israel Party and chair of the parliamentary committee, said that
for years there have been lists of property abandoned by its
owners, including those who were believed to have perished in the
Holocaust. She said the Custodian-General had 4,300 real estate
assets, but other groups, such as the Jewish National Fund, also
held properties but had refused to publish details until pressed
by the hearings of the parliamentary committee. According to
Avital, while the banks said they had passed all information
about dormant accounts to the custodian-general she was sceptical
that full details were given.

Avital presented one example of an account from 1940 in which
96,000 lira was deposited. At the time, she said, the money was
enough to purchase two apartments on Rehov Allenby, one of the
main streets in Tel Aviv. "After 60 years, the Custodian-General
is offering to give back NIS [New Israeli Shekels] 285," she
said. The sum is equivalent to US$73.

Earlier this year, Bank Leumi published on its Internet site a
list of accounts that had been inactive since 1955 or earlier.
The Jewish National Fund, a land development agency, also
published on its site a list of plots sold to Jews before the war
that remain unclaimed. Last November, class action suits were
brought on behalf of relatives of Holocaust victims against Bank
Leumi and the privately owned Israel Land Development Company,
set up by the Zionist movement to buy land in Palestine. The
families are demanding full disclosure of the accounts and land
bought by Jews who perished under the Nazis.

Holocaust survivors refrained from such a search for property for
years and left the matter for the state to handle, she noted.
Avital said that on the official level, bureaucratic inertia had
prevented effective action to trace and return the unclaimed
assets. "There was a lot of neglect and lack of sensitivity," she
said.

In a related development, an international panel investigating
insurance policies held by Holocaust victims announced last April
that it had the names of 19,000 people who were owed money.

WASHINGTON -- President Clinton's legacy of creating sprawling
new national monuments, like the one in California's Sequoia
National Forest, is now being challenged on constitutional
grounds.

Opponents of the new monuments are suing Clinton in federal court
in Washington for what they say is his unconstitutionally
ambitious use of the 1906 Antiquities Act. Clinton has used the
law this year to create the 328,000-acre Giant Sequoia National
Monument, the 195,000-acre Hanford Reach National Monument in
Washington and others.

"The Antiquities Act was written for antiquities," William Perry
Pendley, president of the Denver-based Mountain States Legal
Foundation, said Thursday. "It was not written to set aside vast
expanses of territory because it's pretty or has old trees."

A conservative group that's historically received funding from
companies including Texaco, Exxon, Chevron and the Coors
Foundation, the Mountain States Legal Foundation has previously
challenged other monument designations by Clinton.

All told, Clinton has used the unilateral powers provided by the
1906 law to designate 3.7 million acres as national monuments.
With about five months left in his presidency, this is more than
any of his predecessors except President Jimmy Carter.

"All of them are worthy of protection," Council on Environmental
Quality spokeswoman Mary Hanley said Thursday, adding that "we
certainly don't agree" with the thrust of the newly filed suit.

The lawsuit specifically targets the Hanford monument and three
others established this year in Arizona, Oregon and Colorado. The
Giant Sequoia monument established in April is not included in
the lawsuit, but San Joaquin Valley opponents of the new monument
are closely tracking the latest legal arguments.

"We're going to see how that flies," said Fresno resident Tom
Barile, chairman of a coalition that's fought the Giant Sequoia
monument. "If it doesn't work, then we'll try something else."

Barile's group, the Sierra Nevada Access, Multiple-Use and
Stewardship Coalition, now claims about 82 organizations as
members. Barile said the group's possible own legal challenge to
the Giant Sequoia monument might develop over the next several
months, based on grounds similar to those included in the new
lawsuit.

Barile said he is also still waiting for government agencies to
respond to Freedom of Information Act (FOIA) requests for
documents related to the Giant Sequoia monument. The Council on
Environmental Quality has likewise not yet provided documents in
response to a FOIA request filed by the Bee last March.

So far, no legal challenge - or, for the most part, legislative
challenge - has succeeded against the 100-plus national monuments
created under the 1906 law. The simply worded law authorizes
presidents, acting without congressional approval, to protect
"objects of historic or scientific interest" by designating
national monuments "which in all cases shall be confined to the
smallest area compatible with ... proper care and management of
the objects to be protected."

The Mountain States Legal Foundation contends Clinton exceeded
his constitutional authority by going far beyond this "smallest
area" language in creating large monuments. The core legal
question is: When Congress uses such vague words, where does the
president's discretion end?

A 1920 Supreme Court decision involving the Grand Canyon has
persuaded officials since that the president enjoys great leeway
in determining a monument's size. Pendley, though, contends
Congress has subsequently clarified that a president's
environmental actions including Antiquities Act declarations must
be more tightly constrained.

WASHINGTON (AP) - Independent Counsel Robert Ray says critics are
misconstruing his plan to divulge conclusions of the Whitewater
investigation just weeks before voters decide whether to elect
Hillary Rodham Clinton to the Senate.

Sen. Carl Levin, D-Mich., and several legal experts said the
Independent Counsel statute under which Ray was appointed limits
him to filing his soon-to-be-completed report with a federal
appeals court, which wouldn't release it until well after
Election Day.

The criticism came after Ray told The New York Times he would
issue a statement of his findings and conclusions in the
Whitewater probe a few weeks before New York voters go to the
polls.

Ray ``is defying the law,'' Levin declared.

``Our plan to make a public statement is not shocking,'' Ray said
in a statement. ``This office is not releasing a final report or
a portion of a final report without court approval.''

Ray added that the U.S. Attorney's manual expressly authorizes
public statements regarding matters that have ``already received
substantial publicity.''

But Levin said Ray does not have the authority to release
conclusions and that ``Congress was very clear about this
precisely to avoid an independent counsel releasing or appearing
to release a report for political purposes.''

Customarily, when other independent counsels filed final reports
under seal with a special division of the U.S. Court of Appeals,
they issued terse statements, devoid of criticism, announcing an
end to their investigations.

``I'm surprised'' by what Ray is planning and ``I think Carl
Levin is exactly right,'' said George Washington University law
professor Stephen Saltzburg. He said it's the court that makes a
judgment on what to release.

Saltzburg is a former Iran-Contra prosecutor who was a deputy
assistant attorney general for the Justice Department's criminal
division in the Reagan and Bush administrations.

``If you issue a statement at the same time that you file a
report under seal, you are absolutely running roughshod over the
spirit'' of the requirement that the report be kept confidential,
said Larry Barcella, a former federal prosecutor who has
represented Republicans and Democrats in Independent Counsel
probes.

Georgetown University law professor Paul Rothstein said, ``I
think it is wise'' for an Independent Counsel ``to make some kind
of statement if it is not accusatory in nature,'' but it's
``another kettle of fish if it's going to be accusatory in any
sense. Sometimes these final reports say we're not prosecuting,
but we think there's a lot of wrongdoing.''

Ray took Mrs. Clinton and the White House to task in a three-page
news release in June announcing the end of his investigation into
the firings of White House travel office employees.

Ray accused the White House of ``substantial resistance'' to
providing ``relevant evidence'' to his investigators and said
there was ``substantial evidence'' Mrs. Clinton played a role in
the travel office firings.

That conflicted with the first lady's sworn statements that she
``had no role'' in the decision.

David Schippers: The Republican leadership in the Senate cut our
legs off right from the beginning. We fully expected to have
ourselves at least some kind of a trial, an opportunity to put on
our witnesses, an opportunity to show our evidence, not only for
the Senate, but for the American people. But right from the
beginning, there was just no way they could do it.

Q: Who was the GOP senator who said, "You're not going to dump
this garbage on us"?

A: That was Trent Lott, right after the House had impeached the
president on two counts. It was the first meeting with the
Republican majority, with the majority leader. It was Trent Lott
himself who was to decide what the procedures would be. The House
managers and I were higher than a kite. We thought, this is
great; we are going to be meeting with the majority leader. He's
our friend. We'll find out what the procedures are, how much time
we'll have to put on our case. And then, when that line came out,
it was like someone had hit everybody in the face with a brick.

Q: You say one senator said, "I don't care if you can prove that
[Clinton] raped a woman and then stood up and shot her dead ..."

A: "... you are not going to get 67 votes." That was Sen. Stevens
from Alaska. My assistant and I were both sitting on the couch at
the back of the room and, when that came out, I looked at him and
he just looked at me as if to say, "Are we really hearing this?"

THE first sighting of the new Chelsea Clinton was three months ago during a
state visit to Washington by Morocco's King Mohammed VI. Accompanying her
father from the west wing of the White House, she strode confidently down the
red carpet and placed a hand on the back of Princess Lalla, gently guiding
the king's sister towards Madeleine Albright, the secretary of state.
It was the first time the 20-year-old Stanford University student had stood
in for her mother, Hillary, at an official function.

She displayed all the charm of a skilled hostess, mingling with officials and
discussing bilateral relations with the ease of a foreign policy veteran.

Chelsea clearly enjoyed the experience. After a series of public appearances
at her father's side, however, her prominent role as inseparable presidential
escort is beginning to prompt questions in Washington about the level of her
security clearance and access to confidential information.

"She's clearly a bright, well-adjusted young woman," said one Republican
consultant last week. "But she seems to be getting far more access than most
first daughters."

Chelsea has done much more than merely deliberate the burning issues of
American foreign policy: she has been present for every big decision the
president has made since June.

Last Wednesday, for example, she chatted amiably to Albright and Sandy
Berger, the national security adviser, as part of a small team accompanying
Clinton on a one-day visit to Cartagena to push America's $1.3 billion
anti-drugs package to Colombia.

The previous week she huddled with Berger and other top aides during the
presidential visit to Nigeria. Reports, strenuously denied by an embarrassed
White House, even had her playing an active role in American efforts to stop
fighting between the Tutsi-dominated government and Hutu rebels in Burundi.
During the long flight to Africa she was said to have helped craft her
father's speech to a joint session of the Nigerian assembly.

Only a month earlier, Israeli officials reportedly complained of impropriety
during the critical, top-secret Middle East peace talks at Camp David when
Chelsea was said to have monopolised dinner conversation with Ehud Barak, the
Israeli leader.

There is more to come. Chelsea is expected to represent her father at the
Olympic Games in Sydney and will probably accompany him on a trip to Vietnam
before the end of his presidency.

Since 1992, when America first encountered the gawky 12-year-old with wild
curls and unflattering braces, Chelsea has remained a visible but remote
figure. Appearing only in times of crisis - she acted as public glue between
her parents during the Monica Lewinsky affair - or to support her father's
campaigns for the presidency, her privacy has been zealously guarded.

The White House - which strenuously denies that Chelsea plays any part in
policy-making - says her decision to abandon university for a term to assist
her mother's campaign and take a front seat during the last days of her
father's tenure, came earlier this year. "She woke up one day and realised,
'I'm missing all this,' " said one aide last week.

It is thought to have coincided with another new resolve; her apparent
intention to follow in her father's footsteps to Oxford and study history and
politics as a Rhodes scholar next year.

In between forays into foreign affairs and her future academic career,
Chelsea is devoting her efforts to her mother's beleaguered Senate campaign
against Rick Lazio, her Republican opponent. Armed with a wardrobe of
severely tailored suits, pink nail varnish and scarlet lipstick, she is
already proving to be a formidable weapon in her mother's arsenal.

Democrats hope Chelsea, who is popular among white suburban housewives
otherwise unexcited by her mother's candidacy, will play a more prominent
role as the November election approaches.

"She's not going to overexpose herself and have criticism that her parents
are exploiting her," said Letitia Baldrige, a former White House social
secretary. "But her appearance can be terribly helpful to Hillary. It warms
her up in the public eye."

If Chelsea takes more than a supporting role in her mother's campaign, or
spends too much time taking notes in the Oval Office, she is likely to become
a fair target for criticism. Thus far, the most notable assault against the
first daughter has been a report that Chelsea, once a health-conscious ballet
fanatic, was seen smoking a cigarette in a Washington restaurant.

"Anybody who attacks Chelsea is a fool," said Dane Strother, a Democratic
political consultant. "It's a fundamental law: you don't attack someone's
children, however old they are."

As students of American politics are only too aware, however, the Clintons
have broken every rule in the book; their opponents may decide to do the
same.

Question: I thought I knew everything bad that went on in the impeachment. I
knew it was a lot more form than substance, but it had to be beyond
frustrating for you.

Answer: It was. It was really terrible. I was a citizen coming out of Chicago
who really had no political experience whatsoever, but I happened to find
myself right in the middle of what they were doing, just kind of watching how
the Senate and House of Representatives operates when nobody is looking.

Q: This really wasn't a partisan thing, one way or the other. Far from being
a witch-hunt by the Republicans, it was more of a GOP soft-pedaled dog and
pony show.

A: The Republican leadership in the Senate cut our legs off right from the
beginning. We fully expected to have ourselves at least some kind of a trial,
an opportunity to put on our witnesses, an opportunity to show our evidence,
not only for the Senate, but for the American people. But, right from the

Q: There was such an abundance of damning, compelling evidence against him,
beyond the abuse of power under the color of authority and perjury. How many
people just didn't even want to look at, say, the Juanita Broaddrick
evidence?

A: The Juanita Broaddrick evidence was a little bit different because we had
no intention of putting that in as part of the impeachment evidence. The
evidence we had seen so far had shown that she was in no way influenced by
the White House to lie. So that was off the table in the Senate. But there
was all kinds of other evidence -- all kinds of stuff showing a massive
conspiracy to obstruct justice and to use any means necessary to do so.

I'll tell you what happened. In the House -- let's start with the committee
itself: of the 16 Democratic members of the House Judiciary Committee whose
job it was to determine whether or not there was sufficient evidence to have
an inquiry -- and remember, all 16 voted against the inquiry -- five never
went near the evidence. Five never looked at one word of evidence. In the
House itself, we had about 65 members come over -- and they were all members
of the Republican majority. In the Senate -- nobody! Not one senator. Not one
staffer.

We had one Republican senator say, "Why should we be wasting our time reading
this stuff when you've already read it?" Well, hey there, how about if you're
a juror?

Q: It is also compounded because they didn't allow you to submit any
evidence.

A: That's right! They didn't allow us to put any evidence in. And then Sen.
Specter comes out and votes, "Not proved." Well how the heck are you going to
prove a case if they're not going to let

THREE SOLDIERS KILLED IN BOTCHED ARREST: In what was described by Israel's
top general as a "serious operational blunder," three IDF (Israel Defense
Force) soldiers with the special Duvdevan anti-terrorist unit were killed
by suspected "friendly fire" late Saturday night (26 August) in a fumbled
attempt to capture Israel's most wanted Hamas terrorist, Mahmoud Abu
Hanoud, in his home village near Shechem. Abu Hanoud, a fugitive from
justice for several years, is charged with masterminding Hamas suicide
bombings at the crowded Mahane Yehuda market and popular Ben Yehuda
pedestrian mall in Jerusalem in the summer of 1997, which killed 21 and
wounded dozens more, as well as other terrorist attacks. Israeli security
learned that he had returned to his home village of Atzira Shamali near
Shechem recently, and tracked him down at the home of fellow Hamas member
Nidal Daglas. About 100 elite Israeli troops surrounded the house at about
10:00 p.m. Saturday evening, but Abu Hanoud and Daglas detected their
movements and struck first, throwing a grenade and firing at the Israeli
units. In the ensuing confusion, Israeli soldiers apparently mistook their
own forces assigned to a nearby rooftop as terrorists and opened fire on
them, killing three IDF troops. Although he took two bullets in the
shoulder and back, Abu Hanoud managed to slip away in the darkness,
wounded and bleeding. Evading helicopters with search lights and ground
units, he made it through heavy brush to a Palestinian checkpoint near
Shechem, where he surrendered to the PLO before dawn Sunday. Abu Hanoud
later was treated at a Shechem hospital under heavy guard. Daglas was
wounded and captured by the IDF, and his home was swiftly leveled, after
the army reportedly found four tons of chemicals used in the manufacture
of bombs there. Israeli security forces also arrested four men from the
same village, a hotbed of Hamas activists and still under Israeli security
control. Meanwhile a fourth Duvdevan soldier was moderately wounded by
other IDF soldiers while in hot pursuit of Abu Hanoud.

IDF Chief of Staff Lt-Gen Shaul Mofaz on Thursday canceled a planned
afternoon press conference during which he was to announce the findings of
the inquiry. Mofaz presented the report to Prime Minister/Defense Minister
Ehud Barak, as well as to the parents of the soldiers who were killed.
Mofaz called upon OC Central Command and the investigators to respond to
several points that he felt needed additional investigation and
clarification, thereby deciding to delay his press conference until the
inquiry was complete. Mofaz did state with certainty at this point that
the three combatants of the elite Duvdevan unit were killed by mistaken
fire, and a fourth soldier was seriously wounded.

TERRORIST 'SENTENCED' BY PLO, HAILED AS A HERO: Abu Hanoud was sentenced
to 12 years imprisonment on Friday after a PLO court in Gaza found him
guilty of "forming military cells and arming them". During the trial the
judge told Abu Hanoud the court did not want to try him for acts "against
the other side". The PLO has a "revolving door" policy for most of the
terrorists it has sentenced, later releasing them usually to serve in the
PLO security forces. Although Barak has stated that he will 'eventually'
ask for Abu Hanoud to be turned over to Israeli authorities, the PLO has
said it has no intentions of doing so. Hamas strongly criticized the
sentencing and said it did not recognize the court's authority. Hamas
official Ismail Abu Shanab told AFP that Arafat had made a "serious
mistake" and that Abu Hanoud is a "national hero and symbol for all
Palestinians," adding that it was "his judges who should be sentenced."
The spokesman for Hamas abroad, Ibrahim Ghosheh, also condemned the
court's verdict in a telephone call to AFP

Dear Team,

We think daily about the huge number of patriotic Americans out there who are
watching, waiting for justice in the case of Army Specialist Michael New.
Some
learned of the case a few weeks ago, but many of you have been waiting,
praying,
writing letters and making phone calls since the court-martial of January,
1996.
 Some have been with us even longer than that.

If there is no other theme that this case emphasizes, regardless of how a
person
feels about whether Mike was right or not, it is this:

Justice delayed is justice denied!

The Court of Appeals of the Armed Forces (CAAF) has ended its session of
hearing
oral arguments for the year 2000, and will be releasing its final decisions
within
the next few weeks.  From February 4 to September 4 is seven months.  Over
270
days to rule on a decision that could have been ruled on in 7 days.  And
frankly,
their decision, either way, is of little interest to us.  What is of interest
is that they must rule!  The delays appear to all to be a politically
motivated
cover-up to protect the current administration -- a charge that ought to make
them cringe, but appears to not concern them.

If we win in this court, we'll be happy to announce to the world that the
court-martial
was nothing less than a Kangaroo Court.  But all a win will accomplish is to
prove that the original court-martial was flawed because the judge did not
allow
a defendent to present evidence to defend himself.  Looks pretty open and
shut
to most observers, and I predict that we will win at this level.  The problem
with this scenario is that the Army then has to decide what to do next, and
they
have a long list of options.  It almost doesn't matter what they do, you can
bet they will continue to delay justice and buy time for the dishonorable
occupant
of the White House.  The price tag on this continued defense is difficult to
ascertain, but no doubt exceed $100,000.

If we lose at this court, we'll be happy to announce that now the "military
remedy"
has been virtually exhausted and that we will be filing a petition for
certiorari
with the Supreme Court, asking them to review the case.  (They don't have to
accept it.)  The price tag on this scenario has been estimated at $75,000 by
our very conservative lead attorney and Constitutional scholar, Dr. Herb
Titus.
 Did you ever go to the Supreme Court on anything?  If you have, you will
know
that his estimate is about 33% the going rate.  That's because he works for a
fraction of the price of big-name lawyers, and some of his work and of others
on the Team is pro bono.

The point here is that we are going to have to plan to raise more money for
the
next round, and perhaps we should thank the system for going so slow -- it
has
made it possible for us to keep the pace by having the funds come in as we
need
them.  If they had acted quickly, they would have broken us.  But by delaying
justice, they also gave you time to send your $5 and $20 and $50.  We will
never
be able to adequately thank all those who have made this possible, but we do
thank God for you daily.

We've done our best to keep our appeals for funds to a minimum on the
internet,
but also think it appropriate that we let you know when there is a need.
Well,
there is going to be a need within less than a month, one way or the other.

If CAAF does not release a decision within three weeks, we are going to mount
a letter-writing campaign using the theme, "Jusice delayed is Justice
denied."
 This will be the second time we have done this, and it appears to have
worked
the last time.  The Army Court of Criminal Appeals released the case just
days
after we announced the incoming results of our petition drive to Speaker
Dennis
Hastert.  It appears that publicity does more than anything else to shake the
system loose.  Sad, but true.

In the meantime, we ask each of you to pay close attention to what comes out
of the United Nations Millenium Summit in New York City this coming week.

   On 12 Jan, Ms. Cindy Williams wrote a piece for the
   WashingtonTimes denouncing the pay raise(s) coming service
   members way this year, citing that the stated 13% wage gap was
   bogus.

   A young airman from Hill AFB responds to her article below.  He
   ought to get a bonus for this.

   Ms. Williams:

   I just had the pleasure of reading your column of 12 Jan 00,
   "Our GIs Earn Enough," and I am a bit confused. Frankly, I'm
   wondering where this vaunted overpayment is going, because as
   far as I can tell, it disappears every month between DFAS (The
   Defense Finance and Accounting Service) and my bank account.

   Checking my latest leave and earnings statement (LES), I see
   that I make $1,117.80, before taxes.  After taxes, I take home
   $874.20.

   When I run that through Windows Calculator, I come up with an
   annual salary of $13,413.60 before taxes, and $10,490.40 after.

   I work in the Air Force Network Control Center (AFNCC), where I
   am part of the team responsible for the administration of a
   25,000 host computer network.  I am involved with infrastructure
   segement, specifically with Cisco Systems equipment.

   A quick check of http://www.monster.com under jobs for Network
   Technicians in the Washington, D.C. area reveals a position in
   my career field, requiring three years experience with my job.
   Amazingly, this job does NOT pay $13,413.60 a year, nor does it
   pay less than this. No, this job is being offered at $70,000 to
   $80,000 per annum.  I'm sure you can draw the obvious
   conclusions.

   Also, you tout increases to Basic Allowance for Housing and
   Basic Allowance for Sustenance (housing and food allowances,
   respectively) as being a further boon to an
   already-overcompensated force. Again, I'm curious as to where
   this money has gone, as BAH and BAS were both slashed 15% in the
   Hill AFB area effective in January 00. Given the tenor of your
   column, I would assume that you have never had the pleasure of
   serving your country in her armed forces.

   Before you take it upon yourself to once more castigate
   congressional and DOD leadership for attempting to get the
   families in the military's lowest pay brackets off AFDC, WIC,
   and food stamps, I suggest that you join a group of deploying
   soldiers headed for Saudi.  I leave the choice of service branch
   up to you.

   Whatever choice you make, though, opt for the six-month
   rotation: It will guarantee you the longest possible time away
   from your family and friends, thus give you the full "deployment
   experience."

   As your group prepares to board the plane, make sure to note the
   spouses and children who are saying goodbye to their loved ones.
   Also take care to note that several families are still unsure of
   how they'll be able to make ends meet while the primary
   breadwinner is gone.  Obviously, they've been squandering the
   vast piles of cash the DoD has been giving them.

   Try to deploy over a major holiday; Christmas and Thanksgiving
   are perennial favorites.  And when you're actually over there,
   sitting in a DFP (Defensive Fire Position, the modern-day
   foxhole), shivering against the cold desert night, and the
   flight sergeant tells you that there aren't enough people on
   shift to relieve you for chow, remember this: Trade whatever MRE
   you manage to get for the tuna noodle casserole or cheese
   tortellini, and add Tabasco to everything.

   Talk to your loved ones as often as you are permitted; it won't
   nearly be long enough or often enough, but take what you can get
   and be thankful for it.

   You may have picked up on the fact that I disagree with most of
   the points you present in your op-ed piece. But, to borrow from
   Voltaire, I will  defend to the death your right to say it.

   You see, I am an American fighting man, a guarantor of your
   First Amendment rights and every other right you cherish.  On a
   daily basis, my brother and sister soldiers worldwide ensure
   that you and people like you can thumb your collective nose at
   us, all on a salary that is nothing short of pitiful and under
   conditions that would make most people cringe.

   We hemorrhage our best and brightest into the private sector
   because we can't offer the stability and pay of civilian
   companies.

   And you, Ms. Williams, have the gall to say that we make more
   than we deserve?  Rubbish.

For the life of me, I can't understand what could have gone wrong in
Littleton, CO. If only the parents had kept their children away from the
guns, we wouldn't have had such a tragedy.

Yeah, it must have been the guns. It couldn't have been because half our
children are being raised in broken homes. It couldn't have been because our
children get to spend an average of 30 seconds in meaningful conversation
with their parents each day. After all, we give our children quality time.

It couldn't have been because we treat our children as pets and our pets as
children.

It couldn't have been because we place our children in day care centers where
they learn their socialization skills among their peers under the law of the
jungle while employees who have no vested interest in the children look on
and make sure that no blood is spilled.

It couldn't have been because we allow our children to watch, on the average,
seven hours of television a day filled with the glorification of sex and
violence that isn't fit for adult consumption.

It couldn't have been because we allow our children to enter into virtual
worlds in which, to win the game, one must kill as many opponents as possible
in the most sadistic way possible.

It couldn't have been because we have sterilized and contracepted our
families down to sizes so small that the children we do have are so spoiled
with material things that they come to equate the receiving of the material
with love.

It couldn't have been because our children, who historically have been seen
as a blessing from God, are now being viewed as either a mistake created when
contraception fails or inconveniences that parents try to raise in their
spare time.

It couldn't have been because we give two-year prison sentences to teenagers
who kill their newborns.

It couldn't have been because our school systems teach the children that they
are nothing but glorified apes who have evolutionized out of some primordial
soup of mud by teaching evolution as fact and by handing out condoms as if
they were candy.

It couldn't have been because we teach our children that there are no laws of
morality that transcend us, that everything is relative and that actions
don't have consequences. What the heck, the president gets away with it.

Nah, it must have been the guns.

Well Bill, little Chelsie may have all the charm of a White House
Hostess, but her mother has all the charm and grace of the White House
Madam..

This was in a sense as Clinton said, the only home Chelsie ever really
had.   Yet with all this cute charm and grace, and the Call Me Madam
routines..I still remember this sweet little girl and her parents
referring to their Secret Service as pigs..the ones who would
someday maybe stand between them and a bullet from unfriendly fire.

These tenants in our White House - these transients be they good or bad,
all leave a mark.  Chelsie is like her mother - but seems to be so loyal
to her poor, maligned, misguided missile of a father.

Wonder what the new kid on the block will be like when the time comes,
if we ever get rid of that bunch.

And no more Bates Motel in the White House.for Hill and Bill made it
a house of horors at times but all in all, did he really do that good of
a job in office when well this is September, and the scales - is he
being weighted and found wanting,  as September goes to November, where
there is always an archer in the wings ready to take deadly aim - but
thank heavens for the ballot?

What a revolution we could have if everybody voted in the best interests
of their country, for I have long my objectivity.

I want Andy Griffith for president.

Hi folks --

This isn't an article, but an explanation of where I disappeared to for
the last few weeks, and where I might be disappearing to for a while to
come.

First, thanks to the dozens of you who wrote letters of concern for my
welfare.  No, the LAPD didn't haul me away, and I never did catch a rubber
bullet.  Not that I mind.

I also appreciate the many kind notes regarding my convention coverage.
Thank you very much for those.

What happened was this: I resigned my gig as morning host for Working
Assets' RadioForChange.com.  They're the folks who got me convention
credentials.  The end of my print coverage was the result of my decision
to end that relationship, and, frankly, the attendant disillusionment with
what I was doing.

(I didn't just walk and leave them with dead air, incidentally.  I
finished out that week and the one following, interviewing all the guests
that had been booked while doing the shows from home.  I understand
they're still airing repeats of my program until they find a replacement.)

I thought long and hard about whether or not I should make my reasons for
resigning fully public.  On reflection, I choose not to.  Please don't
write and ask.  I won't go into details.

I still consider the stated goals of KWAB and Working Assets to be
worthwhile, and it remains my earnest hope that they will eventually be
fulfilled.  My concerns have been voiced within the company in every
appropriate fashion, and I see no benefit in airing them further.

That said, my reasons for resigning could not have been more obvious or
unavoidable, and while I wish things might have worked out differently, I
am certain that I did the right thing.

There's a saying that when one door closes, another one opens.

I made my decision to quit Working Assets Broadcasting while driving to a
screening of Steal This Movie, the most excellent Abbie Hoffman biopic.
Less than two hours after making my decision, I ran into the Program
Director for KPFK, Pacifica Radio in Los Angeles.  Their morning slot is
currently in flux, and we exchanged business cards.

Whether or not that relationship develops further -- and I'm not exactly
eager to keep getting up at 5 am -- the universe certainly seemed to be
encouraging me to consider my options.

Other doors are indeed opening.  My subversive little game show, Twisted,
is being shepherded through the development process by people who know
what they're doing.  The first phase is an Internet version, debuting soon
for a 10-episode run on a major website which specializes in selling
projects through to television.  As host, co-creator, and head writer, a
pending TV deal would be a major opportunity.

This is also fun: my friend Dan Perkins (aka Tom Tomorrow), creator of
This Modern World -- my favorite political comic strip -- is now doing an
animated version for a similar Internet/TV development model.  I'm doing
the voice of Sparky, the ascerbic little penguin in wraparound sunglasses.

There's other stuff going on, but here's the point:

I realize that part of considering my options includes reconsidering how
much of my life I want to spend on these columns.  I'm not sure how
frequently I'll continue to write.  While I enjoy the process, and I'm
glad you guys mostly like the results, there are only 24 hours in a day,
and doing these means not doing a lot of other things.

I may go back to adapting radio commentaries into columns every two weeks;
more likely, I may want to take a sabbatical for a few months or longer.
I'll probably get back to a regular column before long -- I wouldn't do
something for seven years if I didn't mostly enjoy it, honest -- but I
have a screenplays burning a hole in my brain, there's music in my head
that needs to get out, and so on.  It's time for some of that to happen.

There have also been some personal developments (mostly good ones, a few
more difficult) that require my attention.  Again.  Those, of course, are
personal.  On a professional level, though, what happened with Working
Assets left me feeling burned out and disillusioned with the political
commenting deal, and there are just too many other things calling me right
now.  (Heck, maybe I'll even update my website!)  Anyhow, taking some time
off to pursue other things is really attractive right now.

So if you don't receive anything for a while, that's the deal.  Thanks for
understanding.

One last note as to the convention coverage itself: my intention was
always to write approximately equal amounts of coverage of both major
political conventions; I also intended to write separate installments
covering both the Green and Reform party conventions, which were at least
as interesting and full of amusing absurdities.

Well Involuntary cannot match that for a vivid picture; and I say this
for the mob, at least they are honest about it.

The hirelings always go to jail for the rich.   I had a relative who was
a banker and this old man in the bank stole a lot of money.he went
to jail for him, came out, was restored to his position for everyone
knew him to be an honest man and that guy who owned the bank, the big
crook - but he was old and Forrest always liked the guy.

One thing, sometimes it takes a crook to catch a crook - maybe that old
like by hook or crook, we get them all in the end for I still believe in
the ballot box and not the - well praise the Lord, but hang on to your
ammunition.

Now, I am going outside and sit in my forrest be it a small forest...my
roses are in a third bloom, and peace and quiet for my kid is gone and
my dog asleep - and I am knocking the books on this Manson.

This Manson directed the hit on Gerald Ford.referred to this one
little killer he contnrolled as "The Queen of the South"..they
dropped that bible code all over the place and how did a guy like Manson
get control over these kids?   Drugs - like Assassins of Old - this is
how it is done - hypnotic drugs and I think this was Clinton's fatal

from the news media and demands that the practice be banned. "It

CIA Director John Deutch acknowledged last week that he has the
right to waive 1977 rules that forbid assigning spies disguised as
reporters, or enlisting reporters to serve as spies. Deutch
commented after The Washington Post quoted an unidentified
intelligence official as saying the CIA occasionally has waived the
rules, which also apply to religious and Peace Corps workers.
Deutch would not confirm the newspaper report, but he was likely

I made this guy's show twice in my life - he seemed to understand me.
He did not mention my name, but the city in which I lived and what I had
done..I had taken a chance and he gave me some credibility but just
knowing here was a man who understood why I did what I did.

He has capusled it all nicely - but I am still looking for these kids
who like Charles Manson had to have a programmer - Manson's father, was
an alleged "Colonel".Colonel of what?   He was in love with war and
seemed to have a Rommel complexnow Rommel, the Desert Fox was
something right out of the old Testament and George Patton,  a Mason too
and he was a brother to Rommel - knew it.

Think I read that 30 years ago Johannesbut my friend - her mother
and Crowley were friends, and he used to put her on his shoulder and
climb this hill and look out.

She remembered and liked the guy and she had been trained by Ian
Fleming.she said drugs did him in, but he was without a doubt the
most misunderstood man in the world.

Drugs when they complete their victory, take over the soul having long
taken the body.but Crowley's rituals were hanky panky but he had the
masons mad for they thought he was stealing their stuff, when he was
getting it on his own having reached an enlightened state when a small
child, I guess.

But wouldn't you know, he died and people thought he was a Nazi when he
was British Intelligence.

Once he was a handsome man I understand...and that temple in Siciliy
must have been something else.

Like Old Hells Fire Club  nobody knows for sure, and you sometimes see

The book I had was so big and I did noto have time to read it all, but I

Why did the US Military fight the Gulf War? To save lovely democratic Kuwait
from the New Hitler Sadam Hussein right? That is what we were told.

When the too few war protesters shouted that this was an oil war, George
Bush, a big time oil man, swore on his mother's eyes that it was not. So
did Dick Cheney the secretary of defense. Today, no one bothers to deny that
US military personnel went to the Gulf to fight an oil war.

But the US tricked Hussein into attacking Kuwait. April Glaspie, a State Dept.
official, told Saddam that the US was not interested in Arab squabbles and would
not interfere in them. Saddam took this as a green light from the people who
armed and supported him in his eight year war against Iran.

Why did we give Saddam the OK to attack Kuwait?

Prior to the Gulf War the US was simply not allowed to establish military bases
in our puppet kingdoms in the Gulf. The Arab citizens of Saudi Arabia, Kuwait,
and the others hate America and the Royal Puppets that we keep in place
there who are PARTNERS with Exxon, BP, and Shell Oil. But if our Puppets
allowed American bases on Islamic soil, especially the holy soil of Arabia, they
would face revolution and beheading. As pleasant as this possibility might seem,
the Royal Puppets are in constant fear of losing their positions, and the
positions of their crania as they are currently situated.

Now that the cold war was over and the other Evil Empire collapsed, there was
no longer an external threat to Big Oil's control over that part of the world.
But there was still the INTERNAL threat to the shaky regimes we keep there. The
threat of a mass Islamic revolution on the Arabian Peninsula is real and
constant.

It became imperative to establish military bases on Islamic soil in the Gulf to
protect Big oil from being " nationalized " by any Islamic revolution.

Saddam gave the State Department the opportunity, by becoming a " threat " in
the region. We sent American military personnel to Arabia to defend them from
the evil Saddam. But we needed a place for them to stay didn't we? So we set
up " temporary " bases. For the first time, the was an Infidel military
presence on holy soil. But it was acceptable because of the perceived threat.

THOSE BASES ARE STILL THERE TODAY. This is why we did not outrightly defeat
and remove Saddam. He is more useful as a threat and an excuse to keep bases
in the region.

The Middle East's oil drives the EUROPEAN and JAPANESE economies. NOT the
American economy. We were never at serious risk if the Gulf Oil Tap was
shut off to us. We only get about 20% of Gulf oil. We get our oil from
Venezuela, and other places around the world. I repeat. WE WERE NOT AT RISK.

We sacrificed our military to protect the status quo in Europe and Japan.
North America, Europe, and Japan are the Tri-Lateral pillars of the New World
Economic Order. They are the foundation economies of the pre-natal World
Economy. If THEY are dependent on Mid East oil, then, our internationalist
elites reckon that is a good enough reason to put our soldiers at risk.

THE US MILITARY ARE THE MODERN DAY HESSIANS FOR TRANSNATIONAL CORPORATIONS.

Our military leaders take orders from our civilian government. Our civilian
government works for the Transnationals. PARTICULARLY BIG OIL. The two primary

NEW evidence that Gulf war syndrome exists and was caused by radiation
poisoning will be revealed today by a former American army colonel who
was at the centre of his government's attempts to diagnose the
illness.

Dr Asaf Durakovic will tell a conference of eminent nuclear scientists
in Paris that "tens of thousands" of British and American soldiers are
dying from radiation from depleted uranium (DU) shells fired during
the Gulf war.

The findings will undermine the British and American governments'
claims that Gulf war syndrome does not exist and intensify pressure
from veterans on both sides of the Atlantic for compensation.

Durakovic, who is professor of nuclear medicine at Georgetown
University, Washington, and the former head of nuclear medicine at the
US Army's veterans' affairs medical facility in Delaware, will tell
the conference that he and his team of American and Canadian
scientists have discovered life-threateningly high levels of DU in
Gulf veterans 10 years after the desert war.

His findings, which have been verified by four independent experts, is
embarrassing for the Ministry of Defence (MoD) and American Defence
Department, which have consistently refused to test Gulf war veterans
for DU.

Driving down a dusty gravel road in central Iowa, a farmer gazes toward the
horizon at rows of tall, leafy corn plants shuddering in the breeze as far as
the eye can see. The farmer smiles to himself, because he knows something about
his crop that few people realize. Not only are kernels of corn growing in the
ears, but granules of plastic are sprouting in the stalks and leaves.

This idyllic notion of growing plastic, achievable in the foreseeable future,
seems vastly more appealing than manufacturing plastic in petrochemical
factories, which consume about 270 million tons of oil and gas every year
worldwide. Fossil fuels provide both the power and the raw materials that
transform crude oil into common plastics such as polystyrene, polyethylene and
polypropylene. From milk jugs and soda bottles to clothing and car parts, it is
difficult to imagine everyday life without plastics, but the sustainability of
their production has increasingly been called into question. Known global
reserves of oil are expected to run dry in approximately 80 years, natural gas
in 70 years and coal in 700 years, but the economic impact of their depletion
could hit much sooner. As the resources diminish, prices will go up--a reality
that has not escaped the attention of policymakers. President Bill Clinton
issued an executive order in August 1999 insisting that researchers work toward
replacing fossil resources with plant material both as fuel and as raw
material.

With those concerns in mind, biochemical engineers, including the two of us,
were delighted by the discovery of how to grow plastic in plants. On the
surface, this technological breakthrough seemed to be the final answer to the
sustainability question, because this plant-based plastic would be "green" in
two ways: it would be made from a renewable resource, and it would eventually
break down, or biodegrade, upon disposal. Other types of plastics, also made
from plants, hold similar appeal. Recent research, however, has raised doubts
about the utility of these approaches. For one, biodegradability has a hidden
cost: the biological breakdown of plastics releases carbon dioxide and methane,
heat-trapping greenhouse gases that international efforts currently aim to
reduce. What is more, fossil fuels would still be needed to power the process
that extracts the plastic from the plants, an energy requirement that we
discovered is much greater than anyone had thought. Successfully making green
plastics depends on whether researchers can overcome these energy-consumption
obstacles economically--and without creating additional environmental burdens.

Traditional manufacturing of plastics uses a surprisingly large amount of
fossil fuel. Automobiles, trucks, jets and power plants account for more than
90 percent of the output from crude-oil refineries, but plastics consume the
bulk of the remainder, around 80 million tons a year in the U.S. alone. To
date, the efforts of the biotechnology and agricultural industries to replace
conventional plastics with plant-derived alternatives have embraced three main
approaches: converting plant sugars into plastic, producing plastic inside
microorganisms, and growing plastic in corn and other crops.

Cargill, an agricultural business giant, and Dow Chemical, a top chemical firm,
joined forces three years ago to develop the first approach, which turns sugar
from corn and other plants into a plastic called polylactide (PLA).
Microorganisms transform the sugar into lactic acid, and another step
chemically links the molecules of lactic acid into chains of plastic with
attributes similar to polyethylene terephthalate (PET), a petrochemical plastic
used in soda bottles and clothing fibers.

Looking for new products based on corn sugar was a natural extension of
Cargill's activities within the existing corn-wet-milling industry, which
converts corn grain to products such as high-fructose corn syrup, citric acid,
vegetable oil, bioethanol and animal feed. In 1999 this industry processed
almost 39 million tons of corn--roughly 15 percent of the entire U.S. harvest
for that year. Indeed, Cargill Dow earlier this year launched a $300-million
effort to begin mass-producing its new plastic, NatureWorksTM PLA, by the end
of 2001 [see Gruber interview].

PRODUCTION AND
ENERGY DEMANDS
Other companies, including Imperial Chemical Industries, developed ways to
produce a second plastic, called polyhydroxyalkanoate (PHA). Like PLA, PHA is
made from plant sugar and is biodegradable. In the case of PHA, however, the
bacterium Ralstonia eutropha converts sugar directly into plastic. PLA requires
a chemical step outside the organism to synthesize the plastic, but PHA
naturally accumulates within the

 To all of our loyal friends,
 Sometime early on September 1, 2000, the Conspiracy Journal website was
 completely destroyed by an unknown outside party. All of our files, html
 and photos were erased with no chance (at least so far) of recovery.

 As you may already know, other UFO and conspiracy websites have been
 attacked and decimated by hackers this year - so we may now,
 unfortunately, be another victim of one of these intrusions.  We have not
 received a reply to our frantic e-mails from our server, (not surprising
 due to the Labor day holiday weekend). So we don't know if this was an
 accident on their end or what has really occurred.  We would like to hope
 that possibly our server may have a back-up of our files and that we could
 soon be back up and running. However, this is probably only a slim hope.
 The Conspiracy Journal that you all once knew, may now be gone forever.
 We will rebuild, but it will be a long, slow process, and, unfortunately,
 a lot of items are lost for good.

So Ms. June, not that I am trying to prove anything for you or to you,
but I feel you were entitled to a response re King Tut and the first
appearance being in 1963 in this countrywell the advent of these
treasures to USA (other than that which was obviously stolen in tombs by
sovenier collectors and smuggled into USA) - you will note that these
artifacts of King Tut first appeared from 1961 to 1963keep in mind,
JFK was NOT to be president and that a tour of this type had to be

A closely guarded and highly controversial draft document that will be negotiated by 
governments at the U.N. Millennium Summit reveals that the United Nations plans to 
increase its influence and move closer to the center of the world stage.

The document is also meant to burnish what has become an increasingly tarnished U.N. 
reputation.

Among other things, the document calls for the ratification of seven U.N. conventions 
and for a world conference on nuclear disarmament.

There is no question that powerful people within the U.N. and those closely connected 
to it want to exponentially expand U.N. power into all aspects of human life. This 
document, however, does not advance what many see as an impending political apocalypse 
at the September meeting.

According to the "President's Working Draft" prepared for the U.N. Millennium Summit:


The working draft document reveals a United Nations that is eager to regain lost 
credibility and to demand center stage. This comes after years of U.N. crises, 
including notable U.N. "peacekeeping" failures, ongoing financial and management 
problems and a string of controversial world conferences that have caused a widening 
rift between the U.N. and many governments.

The summit will bring together what is being called the largest meeting of heads of 
state and government in history. Up to 150 are expected for the three-day meeting 
beginning Sept. 6 at U.N. headquarters in New York City. The meeting, which up to now 
has been wrapped in the usual pre-conference secrecy, has caused growing alarm among 
pro-family groups that expect the summit to be a vehicle for expanded U.N. power.

The "President's Working Draft," which won't be released to the public until just 
before the conference, shows the desire of the U.N. to be the central actor on the 
world stage. Summit participants will be asked to affirm their "faith in the 
Organization and its Charter as indispensable foundations of a more peaceful, 
prosperous and just world."

Over seven sections of the draft document call for increased commitments to peace, 
human rights, poverty reduction and environmental protection. Opening sentences give 
the document's feel: "We will spare no effort to free our peoples from the scourge of 
war." "We will spare no effort to free our fellow men, women and children from ... 
conditions of extreme poverty." "We must spare no effort to free all of humanity, and 
above all our children and grandchildren, from the threat of living on a planet 
irredeemably spoilt by human activities." "We will spare no effort to promote 
democracy and strengthen the rule of law."

The document calls for the increased capacity for the U.N. to conduct peacekeeping 
operations, the timely paying of U.N. dues, the "speedy reform and enlargement of the 
Security Council," the elimination of nuclear weapons, the "prevention of trafficking 
in small arms and light weapons," "debt relief for the least developed nations," and 
the "promotion of gender equality in its own right."

The document calls for the ratification of seven existing treaties, including the Rome 
Statutes of the International Criminal Court, the Ottawa Treaty banning land mines, 
the Kyoto Protocols on global warming, the Convention on Biological Diversity, the 
Convention to Combat Desertification, the Convention on the Rights of the Child, and 
the Optional Protocol on the Involvement of Children in Armed Conflict. The document 
calls for one new treaty – a Convention Against Terrorism - and a world conference on 
nuclear disarmament.

The draft document will concern many. If they come to pass, some of the ideas in the 
draft document will cause problems in the coming years.

This crap must stop - and immediately.  None of the "organizations"
and "authorities" who are now acting like gestapo agents against the
Boy Scouts of America seem not to realize that they do not have a dime
to distribute or control except for the contributions or taxes of thousands
of  citizens who very likely feel very differently.

And, school "boards" and "authorities" had better listen up and
come to a realization they are NOT in fact the Gestapo Headquarters
in determining what rules, edicts and demands are to be followed by
parents and students alike simply because they say so.

   Folks, you'd better start applying some very strong pressure to the
authoritarian nut cases in our country who believe that they run things
and decide whether or not "they" will support a particular organization,
simply because these groups  stand up for what we all know to be
MORALLY RIGHT.

School Superintendent Mark Smith desperately needs to be sent packing,
as the first in a long line of despots who are not afraid to make these kinds
of lunatic unilateral decisions which fly in the face of what every traditional
American knows to be true and just.

 FRAMINGHAM -- School Superintendent Mark Smith, reacting to the Boy Scouts'
 ban on gays, says he will no longer allow the organization's local chapter
 to hand out information or recruit members on school grounds.

 The chapter, called the Knox Trail Council, will still be able to hold
 meetings in Framingham school buildings, providing they don't send children
 home with any information about the Boy Scouts.

 Smith said his decision was prompted by the local council's support of the
 Boy Scouts of America's policy of excluding both gay scout leaders and
 homosexual scouts.

 Dennis Prefontaine, a scout executive, who met with Smith earlier this
 month, was not available for comment.

 Smith said Framingham's schools have a strong commitment to respecting
 differences and diversity, and said the Boy Scouts' policy to exclude
 certain people is in direct conflict with those standards.

 He said he would take the same stance against any group that excludes
 people on the basis of race, gender, sexual orientation, ethnicity or sex.

 So far, Smith has not banned any other groups from disseminating
 information through the schools.

 "This is not targeted at the Boy Scouts," said Smith, who has been weighing
 the new policy since the high court ruling was handed down in June.  "In
 fact, my hope would be that the local or national chapter would change
 their policy.  I think very highly of the Boy Scouts and what they do for
 children."

 The U.S.  Supreme Court ruled earlier this year that the Boy Scouts are
 permitted to deny participation of a gay youth or adult because they are a
 private organization, and therefore do not have to abide by laws
 prohibiting discrimination in public accommodations.

 If the Knox Council does change it's mind and decides to support the
 inclusion of all students, Smith said he would review the policy.

 John Roberts, executive director of the Civil Liberties Union of
 Massachusetts, said the School Department's new policy treads a fine line
 between upholding the rights of students and the Council's First Amendment
 rights to freedom of assembly and free expression.

 "It's a very interesting cut here," said Roberts.  "It's a clash of
 constitutional principles."

 Because Framingham's School Department has a policy of inclusion, Roberts
 said it may refuse the Boy Scouts permission to hand out material on school
 grounds that contradicts that policy.  But he said the department may not
 keep them from using school buildings.

 Smith said that is exactly the reason the decision was made the way it was.

 Smith said he spoke with school principals and members of the School
 Committee about the controversy before issuing the policy.  He said they
 agreed that the Scouts' position fails to benefit students educationally or
 enhance the schools' curriculum -- key criteria of the schools'
 solicitation policy.

I think most of politics, debates and media appearances are carried on
as a front to what's going on behind the scenes.  I think the ballot box
is the biggest sham of all, but I think many people continue to believe
in it because, they think it's the only power they have.  However, these
discussions do raise awareness, which is very important.  If the voting
system is corrupt, raising awareness won't change the outcome of
elections, but at least people are aware of it.  Being taken by
completely by surprise is the worst thing that can happen to a person.
Having long been aware of the problems, people will be more prepared to
deal with anything that happens in between.

Stop associating pedophiles with homosexuals.  What is wrong with this

 Number one, after reading your post here, I couldn't consider you to be
one of my friends.

This crap must stop - and immediately.  None of the "organizations"
and "authorities" who are now acting like gestapo agents against the
Boy Scouts of America seem not to realize that they do not have a dime
to distribute or control except for the contributions or taxes of thousands
of  citizens who very likely feel very differently.

 I don't know where you live, but in MA, many of the "taxpaying" citizens
had no issues when the school board in Framingham passed the inclusion of
"sexual orientation" in their discrimination text.


And, school "boards" and "authorities" had better listen up and
come to a realization they are NOT in fact the Gestapo Headquarters
in determining what rules, edicts and demands are to be followed by
parents and students alike simply because they say so.

 Yes, god forbid that the school board act as "Gestapo agents" like the
rest of people like you.  If we can all remember back to the Hitler regime
and their "we are better than you" concepts, actions of the BSA start to
strike home.

   Folks, you'd better start applying some very strong pressure to the
authoritarian nut cases in our country who believe that they run things
and decide whether or not "they" will support a particular organization,
simply because these groups  stand up for what we all know to be
MORALLY RIGHT.

 The last time I checked, every person has the opportunity to attend the
board meetings and speak their mind.  Your concept of "MORALLY RIGHT" is
very skewed.  Perhaps individuals like yourself need to wake up.  A new
generation of young people have no issues with the need for individuality.
They accept people for who they are, no some skewed perception of morals
that your generation has created.  And besides aren't morals created by the
majority of a population.  Your perspective is becoming less of a majority.

School Superintendent Mark Smith desperately needs to be sent packing,
as the first in a long line of despots who are not afraid to make these
kinds
of lunatic unilateral decisions which fly in the face of what every
traditional
American knows to be true and just.

 Now I am not a traditional American.  All because I don't agree with your
viewpoints.  I stand back, view the situation, and congratulate Mark Smith
and his school board for the decision that they have made.  It is about time
that people stand up for what they believe in, not some skewed perception of
traditions and morals that your generation has created.  I think like any
human being, you are upset that the world that you helped to create for a
younger generation is not going the way you like it, and now you are having
a hissy fit.

Remember that all parents have the choice to raise their children the way
they see fit, and you have "options."  Wow there's a concept.  If you don't
like the way the school board is running things, you have the option to
withdraw your children, home school them, or send them to a parochial
school.  And if you don't have children, then sit back with me and look at
other conspiracies the government is involved in that are KILLING OUR
CIVILIANS, rather than wasting your efforts on something like this.
Homosexual populations estimates range from anywhere from 5-10% of our
population, and I can't see why the government would have an interest in
increasing that population rather than getting itself involved in much more
profitable and highly secret plots and conspiracies.

Judge: Candidate was insane during attack

A congressional candidate was legally insane when he beat up a police
lieutenant and will spend at least six months in a state mental hospital, a
judge ruled.

However, Robert Salzberg, 39, will still appear on Tuesday's primary ballot
as a Democratic candidate for the U.S. House because his name already is
printed on election booth lists.

According to court documents, Salzberg struck Lt. Larry Kimball a dozen times
in the face March 17 after refusing to leave the police station's lobby.
According to the documents, Salzberg thought government agents were following
him because of his candidacy and that Kimball was part of the conspiracy when
he tried to remove him from the police station.

Salzberg was charged with battery on a law enforcement officer, resisting
arrest and obstruction. Salzberg, 39, a Sarasota physical therapist, is
running in U.S. House District 13, which includes Sarasota, Manatee and parts
of Hillsborough and Charlotte counties. He'll be listed on the primary
ballot, running against fellow Democrat Daniel E. Dunn. The winner will
challenge Republican incumbent Dan Miller in November.

I guess I should have focused on the whole board, then.  My mistake.
Again, what the hell happened to Mass?

As for the "normal world" you mention, what are the boundaries of this place?
It must be one of those coastal provinces.  Thank God their mindset is not that

Tests show Gulf war victims have uranium poisoning

 Jonathon Carr-Brown and Martin Meissonnier NEW evidence
that Gulf war syndrome exists and was caused by radiation
poisoning will be revealed today by a former American army
colonel who was at the centre of his government's attempts to
diagnose the illness.

Dr Asaf Durakovic will tell a conference of eminent nuclear
scientists in Paris that "tens of thousands" of British and
American soldiers are dying from radiation from depleted uranium
(DU) shells fired during the Gulf war.

The findings will undermine the British and American governments'
claims that Gulf war syndrome does not exist and intensify
pressure from veterans on both sides of the Atlantic for
compensation.

Durakovic, who is professor of nuclear medicine at Georgetown
University, Washington, and the former head of nuclear medicine
at the US Army's veterans' affairs medical facility in Delaware,
will tell the conference that he and his team of American and
Canadian scientists have discovered life-threateningly high
levels of DU in Gulf veterans 10 years after the desert war.

His findings, which have been verified by four independent
experts, is embarrassing for the Ministry of Defence (MoD) and
American Defence Department, which have consistently refused to
test Gulf war veterans for DU.

Durakovic will tell the European Association of Nuclear Medicine
that tests on 17 veterans have shown DU in the urine and bones of
70% of them.

Depleted uranium does not occur naturally. It is the by-product
of the industrial processing of waste from nuclear reactors and
is better known as weapons-grade uranium. It is used to
strengthen the tips of shells to ensure that they pierce armour.

Durakovic, who left America because he was told his life was in
danger if he continued his research, has concluded that troops
inhaled the tiny uranium particles after American and British
forces fired more than 700,000 DU shells during the conflict.

The finding begins to explain for the first time why medical
orderlies and mechanics are the principal victims of Gulf war
syndrome.

British Army engineers who removed tanks hit by DU shells from
the battlefield and medical personnel who cut off the clothes of
Iraqi casualties in field hospitals have been disproportionately
affected.

Once inside the body, DU causes a slow death from cancers,
irreversible kidney damage or wastage from immune deficiency
disorders.

In the UK, where more than 400 veterans are estimated to have
died from "Gulf war syndrome", at least 50 of those victims came
from Reme (Royal Electrical and Mechanical Engineers) units.
Others, such as Ray Bristow, 42, of Hull, who was a theatre
technician for 32 Field Hospital, are now wheelchair-bound.

Tests carried out by Durakovic on Bristow showed that, nine years
after leaving the Gulf, he had more than 100 times the safe limit
of DU in his body.

Durakovic said: "I doubt whether the MoD or Pentagon will have
the audacity to challenge these results. I can't say this is the
solitary cause of Gulf war syndrome, but we now have clear
evidence that it is a leading factor in the majority of victims.

"I hope the US and UK governments finally realise that, by
continuing to use this ammunition, they are effectively poisoning
their own soldiers."

An MoD spokesman said it would study any new evidence: "Our aim
is to get the best care for British veterans and our views are
based on the best evidence around."

A candidate for U.S. Congress believed that he was being attacked by a robot
when he assaulted a Sarasota police lieutenant, and was legally insane at the
time, two court-appointed doctors have reported.

Robert Salzberg of Sarasota is asking a judge to declare him not guilty by
reason of insanity based on the evaluations, which come just weeks before his
name will appear on the Sept. 5 Democratic primary ballot.

Prosecutors have tentatively agreed to accept his insanity plea in the next
several weeks and will ask a judge to decide if Salzberg needs psychiatric
counseling, said his attorney, Stephen Walker.

Salzberg, 39, a Sarasota physical therapist, is running in U.S. House
District 13, which includes Sarasota, Manatee and parts of Hillsborough and
Charlotte counties. He'll be listed on the primary ballot, running against
fellow Democrat Daniel E. Dunn. The winner will challenge Republican
incumbent Dan Miller in November.

According to court documents, Salzberg struck Lt. Larry Kimball a dozen times

Eight officers were needed to pull him off Kimball. Salzberg was charged with
battery on a law enforcement officer, resisting arrest and obstruction. His
family posted a $100,000 cash bond to get him out of jail.

If a judge accepts his insanity plea, Salzberg could be ordered to stay at a
mental health facility, undergo outpatient care or be released.

Both doctors who evaluated Salzberg believe that he needs outpatient
psychiatric care but not hospitalization, according to their reports.

The judicial system is not speeding Salzberg's case through to get it
resolved before the election, Assistant State Attorney Steve Zimath said.

The candidate appeared but did not speak Thursday as the lawyers updated
Circuit Judge Nancy Donnellan on the status of the case.

Ballots for the September primary have been certified and cannot be changed
because of printing deadlines and other reasons.

If Salzberg wins the primary, he will be listed on the November ballot unless
a judge declares him incompetent at least 42 days before the election, said
Robert Riker, assistant supervisor of elections in Sarasota.

"I was aware of this guy and quite frankly I'm surprised he qualified" as a
candidate, Riker said. "We don't expect him to get many votes."

During two psychiatric evaluations ordered by a judge, Salzberg said he
thought government agents were following him prior to his arrest because of
his candidacy.

Salzberg was suffering from bipolar disorder and could not understand what he
was doing at the time he assaulted Kimball, wrote Dr. Eddy Regnier of
Sarasota in a report to the court.

Salzberg told the doctors he had seldom been sleeping and thought he was
being followed by people wearing earplugs. He filed to run for office during
a manic episode and spent little time at work, according to the doctors'
reports.

Salzberg said he believed Kimball was part of the conspiracy against him when
the lieutenant tried to remove him from the police station.

"We struggled for a few minutes. Then his hands were down and I started
hitting him in the face over and over again," Salzberg told Dr. Gregory
DeClue of Sarasota on Aug. 4. "But his face was weird. It was soft and it
felt squishy and didn't move. … I thought he was a robot at the time."

Salzberg told the doctors that a videotape that recorded the beating didn't
correspond with what he remembered. He said the reason might have been that a

Campaigning has been difficult since the charges "because people think I'm
crazy," Salzberg said.

However, he is an active congressional candidate who recently handed out
fliers to voters.

Walker said his client has been unfairly portrayed in the media because of an

injuries but returned to work that week.

  Newspaper headlines scream:

  OPEC REDUCES PRODUCTION, OIL PRICES RISE!

  And we, the American people, flail our arms in contempt as we
  our gasoline prices increase! Those blasted "oil producing
  countries" have done it to us again! (OPEC stands for
  "The Organization of Petroleum Exporting Countries.")

  And our American oil producing companies seem powerless to
  do anything about the increase in price! Why isn't something
  done to get us gasoline at a reduced price? Why are we so
  dependent on OPEC for our oil needs?

  But we do not know who the "they" in the OPEC nations are,
  but all we know is that "they" are "foreign nations!" Because
  our American oil companies would not do such a thing to their
  fellow Americans!!

  Because we have the "free enterprise system" in America
  where competition forces down the high prices, and it doesn't
  occur to us that OPEC might be the American (and European)
  oil companies!!

  But let me tell you . they are!

  Because OPEC is not "the foreigners," it is "us!"

  However, proving that statement is more difficult than making it,
  because there is but a little information that I am aware of that
  tells us just who these "foreigners" are. However, there are
  adequate clues that OPEC is not owned by the "foreigners" at all.

  But to understand OPEC, we must first understand a few simple
  economic terms, such as NATURAL MONOPOLY, COERCIVE
  MONOPOLY, and CARTEL

  The industrialists of the "industrial revolution" soon learned that
  exorbitant profits could not be made in the "FREE ENTERPRISE
  SYSTEM,"  where competitors could enter the market place and
  compete by selling the same product at a reduced price.

  The "industrialists" soon learned the merits of the MONOPOLY,
  a market place where they could continue to charge their exorbitant
  prices and no one would compete. But in a "FREE ENTERPRISE
  SYSTEM," another producer could enter the market place even if
  they had a monopoly and once again, reduce the price.

  A NATURAL MONOPOLY is defined as a market place where one
  seller is allowed to be the only producer of a product, because no
  one wishes to compete. But that threat of future competition
  caused the MONOPOLIST concern: that competition could always
  enter the market place at a future date and drive prices down.

  The NATURAL MONOPOLIST soon discovered the joys of hiring
  a government to protect his NATURAL MONOPOLY by closing the
  door to its competition. (A basket full of money given to the right
  person at the right time has strange effects on politicians!) This
  NATURAL MONOPOLY became a COERCIVE MONOPOLY
  because the hired government closed the market place by making
  it illegal to compete. So the MONOPOLIST turned to government and
  together they creates what is called a COERCIVE MONOPOLY.
  This exists when govern-ment and the MONOPOLIST combine to
  restrict the access of their competitors to the market place.

  But how does THE COERCIVE MONOPOLIST control the world
  market place when there is another COERCIVE MONOPOLIST
  in another nation with its government supporting its COERCIVE
  MONOPOLY?

  The answer is obvious: THE MONOPOLIST signs an agreement
  with the competing COERCIVE MONOPOLY and that resulting
  agreement is called a CARTEL!

  OPEC is a "CARTEL" (defined as "a few sellers in a market place,
  combining to set the price of a good sold.")

  This connection between the monopolists and government was
  correctly discerned by Frederick Clemson Howe, Ph.D., an
  economist, lawyer, and a special assistant to Henry Wallace,
  the Secretary of Agriculture and later a Vice-President to
  Franklin Roosevelt. He wrote:

   "These are the rules of big business: Get a monopoly.

  Let society work for you, and remember that the best business
  is politics, for a legislative grant, franchise, subsidy, or tax
xemption
  is worth more than a Kimberly or Comstock Lode, since it does not
  require any labor either   mental or physical, for its exploitation."

  John D. Rockefeller, the American oil magnate,  one who correctly
  learned the lesson about MONOPOLIES as well, expressed his
 opinion that "Competition is a sin."

  Another who wrote of this connection was Dr. Antony Sutton, who
  wrote in his book WALL STREET AND FDR: (meaning Franklin D.
  Roosevelt)

  "Old John Rockefeller and his 19th century fellow capitalists
  were convinced of an absolute truth: that no great monetary
  wealth could be accumulated under the impartial rules of competitive
  laissez-faire [the free-enterprise system] society.

1. MYRIADS ACCOMPANY DERI TO PRISON

An estimated 20,000 Shas party supporters greeted Aryeh Deri in
Ramle today on his way to begin a three-year prison term. They
recited Psalms and chanted slogans in support of Deri, the former
Interior Minister who was convicted of accepting bribes totaling
$90,000 on behalf of a Jerusalem yeshiva.  Prison Service
officials will decide today in which prison Deri will spend the
next two years until he is up for parole.  Earlier in the day,
thousands of supporters had gathered at the entrance to Jerusalem
to show their support for Deri as he left for Ramle.  There were
several short-lived clashes between Shas supporters and the
police along the highway from Jerusalem to Ramle and outside the
prison.

In his parting speech, Deri again said that he accepts the decree
with "a joyous heart," and called for his supporters to help
other Jews "find their way to a religious way of life and
education."  He asked forgiveness from all whom he may have hurt
or not paid sufficient attention to over the years, including
Rabbi Yosef, as well as Ashkenazi hareidi Rosh Yeshiva Rabbi
Shach for "sorrow I caused you in the past."  Deri said that the
real struggle now must concentrate on education of the children
and a return to Judaism throughout the country.  "No shackles
will stop the cry of Shma Yisrael [Hear O Israel]," he said.
Deri entered the prison holding a Torah scroll he was given by
Rabbi David Yosef, a son of Rabbi Ovadiah Yosef.

Rabbi Ovadiah spoke beforehand, and compared Deri to the Biblical
Joseph:  "Just as he emerged from prison and became a king, so
may you too emerge and rule over Israel."  Rabbi Yosef called
upon the crowds of supporters to "behave with restraint."


2. THE END OF THE MINISTRY OF RELIGIOUS AFFAIRS?

The government approved Prime Minister Barak's proposal today to
dismantle the Ministry for Religious Affairs.  The proposal calls
for the ministry's authorities to be dispersed among the
municipal councils and other government offices.  MK Yigal Bibi
(National Religious Party), who served as Deputy Minister of
Religious Affairs under Binyamin Netanyahu and under Barak up
until a few months ago, told Arutz-7 today that the vote today is
"devoid of content."  Bibi said,

"The declaration to close the Ministry does not require a
Knesset majority, but the transfer of the authorities to other
government offices does require such a majority, which he does
not have.  This is simply another step in his 'secular
revolution,' in which over the next few days we will hear how
corrupt the Ministry of Religious Affairs is, and he will ride on
this wave of hatred.  It is too bad that the people of Israel
have to suffer, in that religious services will not be provided
over the coming period.  This is simply a bluff, planned by
Barak's advisors...  [Acting Minister for Religious Affairs]
Beilin had good intentions in attempting to fix some of the
problems in the Ministry, but now Barak has ruined it for him...
In addition, the ministry's entire yearly budget is 500 million
shekels - not including the per-capita stipends for yeshiva
students - so how can it be [as is claimed] that  'hundreds of
millions' will be saved by this move?"

MK Tommy Lapid, head of the anti-religious Shinui party, agreed -
albeit from the opposite direction - that the Barak plan to
dismantle the Ministry of Religious Affairs is "hollow," in that
"all the clerks and budgets will simply be transferred to other
government offices."  Lapid calls for the firing of all the
"unnecessary clerks," and the cessation of all Religious Ministry
activities.  "If this is the beginning of Barak's secular
revolution," Lapid said, "it is totally meaningless."


3. JERUSALEM AT STAKE

Prime Minister Barak departs for New York this evening, where he
will meet with dozens of world leaders at the United Nation's
Millennium Conference.  He will address the conference on
Wednesday night, and will also participate in a major gathering
of American-Jewish leaders.  Separate meetings held by U.S.
President Clinton this week with Barak and Arafat may determine
the fate of the final-status agreement between Israel and the
Palestinians.

A double petition is currently being circulated via e-mail,
calling for both a halt to American pressure on Israel to give
away Jerusalem and a halt to Israeli yielding to such pressure.
The petition will be faxed to every U.S. Congressman and every
Israeli government member.  Time is of the essence, claim the
organizers, as the Clinton-Barak-Arafat meetings are

Nate, are you looking at this as a "gay" issue?  I believe it begins at a more
fundamental level.  The 14th Amendment to the US Constitution provides for EQUAL
protection under the law, not greater protection.  The 1st Amendment provides
for freedom of speech and association.  You're free to try and persuade people,
but you can't legislate morality.  It must come from within and every individual
has his own philosophy, whether he knows it or not.  I like Alexander Berkman's
words, "No opinion a law--no opinion a crime."

Accusing people of belonging to the Moral Majority because they have preferences
unlike your anothers is puzzling to me.  I don't mind gays, but why do I have to
hear about it all the time?  If it's truly about wanting equality, good, but if
it's just mere lifestyle promotion, enough already.  I'm not pushing my beliefs
on others and I'd appreciate reciprocity.

help overweight people eat less.
Diets often fail because smaller meals contain less tryptophan, which makes
the mood-forming chemical serotonin. Too little serotonin and people become

fears that adding the chemical to food could have sinister effects in years

OK, they're going to humor us again next week.
Sure, they're giving us Monday off. But the lakes will
be too crowded to fish. And besides, we really
shouldn't be bought off that easily, anyway.

In fact, to be honest about it, we should just be
honest and stop even calling it Labor Day. Start
celebrating Corporations Day and get it over with.
After all, the corporate culture has permeated this
society far more than any idea ever propagated by
modern labor leaders.

Even unions themselves - despite a few high-profile
victories - haven't found a way to rebuild membership
or infiltrate the so-called "new economy" sectors
where much of the job growth is taking place.

Union membership is only a paltry 16 percent. And it's
only about 10 percent if you subtract government
workers and count only private-sector employees.

Changing the name to Corporations Day would reflect
who really runs the country. The change would be
especially appropriate in a presidential election
year.

Just think about it. Corporate influence is evident in
everything from sponsorship of the two major
conventions to the fact that business is picking up
much of the tab for the upcoming debates - which helps
explain why corporate thorn-in-the-backside Ralph
Nader won't be coming soon to a TV screen near you.

But who's going to protest when we keep hearing that
half the country is now invested in the stock market
and the other half wants to be, either directly or
through 401(k) plans and the like? Just who are the
workers going to rail against? Themselves?

Which raises the obvious question: Has labor lost its
working class consciousness because the laborers are
also the owners? Has the growing corporatization of
America changed what the new workers/owners are
concerned about?

"That's a very interesting question. Five years ago I
would have said it should," said economist Margaret
Blair, research director at the Georgetown-Sloan
Project on Business Institutions at Georgetown
University.

But she and others point to the just-ended labor spat
at United Airlines, where workers have invested
heavily in the company, as proof that minds can't be
changed at older industries simply through employee
ownership. Or, to put it more bluntly, workers can't
be totally bought off with stock options.

Still, if there's any real working-class consciousness
surviving in new-economy America, it may be because
the notion of worker investment in the economy has
been oversold, anyway. For the most part, the same few
people still own the country.

That's one finding that will be outlined in the
Economy Policy Institute's "State of Working America"
report that will be released this weekend. While still
guarding the details of the analysis, co-author Jared
Bernstein says that despite the hype, most workers
still aren't invested in the stock market. And for
most of those who are, it's such a small investment
that it couldn't possibly affect their outlook.

Nearly 70 percent of the market's recent gains have
gone to just the richest 10 percent of Americans, he
said. For most workers, their livelihoods still depend
almost exclusively on wages or salaries, and their
health benefits.

"The stock market boom has largely passed the
middle-income households by," said Bernstein, an
economist for the Washington-based think tank.

But that doesn't mean that corporate America hasn't
infiltrated workers' minds in other ways.

 From the public television commercials posing as
sponsorship messages, to the Channel One ads that tell
schoolchildren which products they must have, to the
business logos all over public buildings, we are
constantly being corporatized.

So why shouldn't corporate America have its own
holiday?

I know what you're thinking: It already does; it's
called Christmas. But that period from the day after
Thanksgiving to Dec. 24, during which buying becomes a
religion, is not officially named after the folks who
make it all possible.

With the Commerce Department reporting that spending
went up twice as fast as incomes last month, and that
the personal savings rate was a negative 0.2 percent -
the lowest ever - it's clear who's pulling the
strings.

Any sector that can talk us out of our paychecks this
effectively deserves its own holiday. So does any
sector that can talk the Democratic Party into
becoming a free-trade organization, talk both parties
out of changing the campaign-finance system that makes
it all possible, and talk half of the country into
staying home on Election Day and letting it all
happen.

So stay home Monday, and celebrate Corporations Day.

Federal antitrust attorneys, fearful of a media juggernaut that could control
the Internet, are prepared to block the America Online Inc.-Time Warner Inc.
merger unless the companies agree to keep open their high-speed cable lines
to competing entertainment and online companies, The Washington Post has
learned.


Federal Trade Commission staff attorneys are concerned that in certain
markets where Time Warner operates cable systems there is no viable
competition to provide high-speed access to the Internet through cable TV
lines. As a result, consumers could be forced to accept AOL-Time Warner TV
programming and Internet content exclusively, according to sources close to
the matter.


The staff decision by no means is a death blow for the merger deal, which was
announced Jan. 10. Intensive discussions now are expected to continue until
some compromise is worked out that satisfies staff concerns about consumer
choice and meets the companies' goal of preserving their options.


Commission officials declined to comment on the specifics of the
negotiations. "This is an early point of the process and the decision is up
to the commission and obviously these discussions are part of the process
that could lead eventually to action by the commission," FTC spokesman Eric
London said.


Time Warner recently stuck a deal to open its cable TV lines to Juno Online
Services Inc. AOL has pointed to this agreement with an independent online
service provider as an example that the combined companies are committed to a
policy of open access.


"As we've said from day one, AOL and Time Warner are fully committed to open
access and just recently announced the first ever open-access agreement with
independent ISP Juno," AOL spokeswoman Kathy McKiernan said. "Our ongoing
conversations with the regulatory agencies are proceeding well and we are on
track to close in the fall."


But the antitrust lawyers are seeking, at the least, assurances that such
deals will continue to be made after the merger is approved.


FTC lawyers are concerned about the power of the combined companies.
Together, Dulles-based AOL, the world's largest Internet provider, and New
York-based Time Warner, the nation's No. 2 cable company, would control 40
percent of the Internet access market and reach 20 percent of cable-equipped
homes.


The lawyers for the FTC's Bureau of Competition have not forwarded a
recommendation to the commission and are in discussions with the companies,
sources said. The FTC staff lawyers, who can be expected to be the most
aggressive of the officials involved in the merger review, believe they have
sufficient evidence to persuade courts that without concessions the merger
would violate antitrust laws meant to prevent mergers that lead to monopolies.


Negotiations are expected to continue during the next two months and are to
include Richard G. Parker, director of the competition bureau, before the
matter is referred to the five-member commission. The staff attorneys'
conclusion is not binding and Parker could overrule it.


Commission staff members have briefed members of Congress on the status of
the discussions and last week Rep. W.J. "Billy" Tauzin (R-La.) announced he
would hold a House telecommunications subcommittee hearing later this month.
AOL chief executive Steve Case and his counterpart at Time Warner, Gerald
Levin, are to testify at the hearing. Case, in previous congressional
testimony, has insisted that AOL-Time Warner will not discriminate against
the content of competitors or give its own entertainment properties
preferential treatment.


Nationwide there are thousands of Internet service providers, but antitrust
enforcers are concerned that consumers will lose choice in the face of AOL's
marketing power and Time Warner's high-speed Internet access technology. Time
Warner and AOL have promised that the merged company would not require
subscribers to sign up with AOL as a condition of receiving turbo-charged
World Wide Web access from Time Warner cable lines, but the competition
officials want to ensure that this promise is kept.


The key to that promise is what kind of language, which could be included in
a consent decree, would be crafted to require AOL-Time Warner to guarantee
open access to the cable lines. The companies are likely to oppose tough,
compulsory language that seeks guaranteed access to any company at a set
price.


Even without the marketing power of AOL, Time Warner and other cable
companies are signing up hundreds of thousands of high-speed Internet access
customers each month.

As Narco News reported on Saturday, the major English-language wires were
caught in a Vietnam war-style distortion of the death toll from battles in
Colombia following the Clinton visit last Wednesday.

Colombian authorities followed suit by artificially raising the guerrilla
death toll in the key battle by the round number of 50; from 12 deaths
documented by cadavers to 62 claimed by Colombian military authorities --
officials who had lost communication with the scene of the battle -- and
again repeated by the unquestioning English-language wires and press.

Now comes Associated Press reporter Margarita Martínez to set the record
straight.

(Narco News thanks our collaborators among rank-and-file AP reporters who
raised a stink over the previous day's distorted body-count reports from
Colombia.)

Martínez writes on Sunday, September 3rd:

"BOGOTA, Colombia (AP) - A surge of rebel violence left 35 people dead over

Religion: It's Free, So Take Two


And remember that Joan of Arc was Noah's wife.

"The American Puritan," observed the celebrated newspaperman H.L. Mencken,
"was not content with the rescue of his own soul; he felt an irresistible
impulse to hand salvation on, to disperse and multiply it ... to make it free
and compulsory." Mencken wrote these words in 1922. If the salvation of souls
was an irresistible impulse for the Puritans, for their heirs it had become a
burning ambition. Never before, however, have they been as well placed to
realise so much of it.
The reason is America's global ascendancy. As the sole surviving superpower,
the United States can exert enormous political, economic and even military
clout in ways that indirectly assist the activities of its missionaries by
breaking down protectionist barriers to the free flow of ideas and by
defending the right of its citizens to spread whatever their message might be
in every corner of the globe. As well, the US is now the world's cultural
hothouse. Increasingly people everywhere find that what they eat, wear and
watch, the games they play, even the language that they speak, is influenced
by trends set on the streets of Los Angeles and in the boardrooms of New
York. Can what people believe be far behind? Is our faith going the way of
our footwear and our fashion? Is the world being remade in America's
religious image?

If you accept the claims of some American evangelists you would certainly
think so. According to the Christian Broadcasting Network, for example, its
gospel crusades in Kenya, Uganda and Tanzania in 1998 resulted in more than 5
million "salvations". CBN, a creation of televangelist Pat Roberston, took
its crusade Africa-wide last year. By its own account, that effort rescued an
astonishing 30 million souls from the clutches of Satan. If this rate of
conversion can be believed, and if it can be sustained despite competition
from Islam and mainstream Christian churches, the whole of the African
continent will be won over to the Lord by His American disciples within 20
years.

Of course, claims are one thing; facts are another. But there is no disputing
the radical change in the religious complexion of Latin America in recent
years nor the primary force behind it. The proportion of Latin Americans who
are Protestant has climbed from 4 per cent in 1960 to about 15 per cent
today. Among regular church attenders, Protestants now match Catholics. For
the region as a whole, the number of practising Protestants is greater than
the number of members of all other kinds of voluntary organisations including
those involving politics, culture and sports combined.

The numbers, however, have not been chalked up by the historic Protestant
denominations Anglicans, Lutherans and so on but rather by largely
American-inspired independent, charismatic and evangelical offshoots. Between
1990 and 1992, for instance, more than 700 new churches were established in
the Brazilian city of Rio de Janeiro alone. Only one of them, however, was
Catholic 90 per cent were Pentecostal. According to a survey undertaken by
Brazil's Institute for Religious Studies in the early 1990s, evangelical
Protestantism was "the most important movement changing attitudes in
contemporary Brazilian society". Under its influence Brazilians were becoming
politically more conservative, socially more disengaged, and generally less
concerned with the welfare of others than with their own path to personal
salvation and material success. Add adherence to a strict code of moral
behaviour and blind faith in the literal truth of the Bible and you have the
predominant Christian message issuing from the United States.

American evangelical Protestantism is the strongest tradition in America's
religious history. Though loosely organised, evangelicals now constitute the
largest single religious faction in the US, with more white evangelicals
outside the US National Council of Churches than there are Protestants within
the ecumenical fold. Evangelicals are also the innovators in terms of
proselytising whether via radio, television, publishing, religious movies or
foreign missionary activity.

But theirs is a uniquely secularised religion. Its appeal lies not in any
claim to be a faithful expression of time-honoured beliefs and practices or
to be an authentic extension of the Christian communities of Europe. In fact,
tradition and established church hierarchies were rejected by American
Protestants long ago as the corrupting and oppressive remnants of the Old
World. Nor does evangelical Protestantism's appeal lie in other-worldliness.
That would be inconsistent with the rationalist, materialist culture in which
it is embedded. No, the faith of Americans is an easy believism that
accommodates itself to the surrounding societal values. Creeds, customs and

The current scandal over a rigged computer program is just the latest
evidence that Canada's intelligence agencies are vulnerable and sometimes
laughable

OTTAWA - SOME OF the bizarre allegations at the centre of the spy scandal
being probed by the RCMP would be more at home in the pages of a John Le
Carre novel or the shadowy netherworld of conspiracy theorists and spooks:

*   The RCMP and Canadian Security Intelligence Service (CSIS) unwittingly
using rigged software designed by two of our closest allies.

*   Foreign spies hacking into top-secret Canadian computer files using a
hidden trap door.

*   Israel's Mossad agents peddling computer programs in Canada through
mysterious front companies.

But while the allegations might sound like they come from some paranoid mind,
intelligence experts say they have at least an air of plausibility.

If true, the stories would make a mockery of Canada's ability to protect its
secrets.

They would also be a massive blow to the country's beleaguered spy service,
which has already suffered a string of embarrassing leaks and Keystone-Kop
mishaps in the last year or so.
Many analysts contend that the current spy scandal reflects the long-standing
weakness of Canada's security and intelligence apparatus.

``Yes, there's vulnerability there,'' says York University professor Reg
Whittaker, an expert on national-security issues.

``Canadian intelligence is particularly susceptible to potential manipulation
by its allies in as much as we are dependent to a substantial degree on
intelligence exchanges.''

Whittaker says Canada has long been dependent on other countries - most
notably the United States - to provide foreign-intelligence information.

That's because Canada does not have a foreign-intelligence agency of its own.

``We end up quite dependent, mainly on the Americans, but on others like the
Brits and, in a regional sense, the Israelis,'' Whittaker says.

``We're essentially borrowers of foreign intelligence and, above all, from
United States agencies,'' says Peter Russell, who was head of research for a
royal commission that led to the creation of CSIS.

And Whittaker says that dependence may extend beyond the information we
obtain, to the tools Canadian intelligence officers use to do the job.

``The newer twist that's added is as intelligence goes increasingly
high-tech, are we developing a new level of dependency here since we're
unlikely to have the resources to develop very sophisticated software?''

The current spy scandal revolves around allegations that foreign agents
shattered Canada's national security by penetrating secret case-management
databases at the RCMP and CSIS.

Sources claim Promis software used by the Mounties and CSIS to co-ordinate
secret investigations was rigged with a ``trap door'' that allowed American
and Israeli agents to eavesdrop.

The Promis software was at the centre of a major U.S. scandal a decade ago,
when Bill and Nancy Hamilton, owners of Washington-based Inslaw Inc., alleged
the U.S. government had stolen their software and peddled pirated versions to
intelligence agencies around the world.
Later, a former Israeli spy also alleged the software had been fitted with
the electronic trap door to allow American and Israeli agents to spy on those
who used the software.

In his book, Gideon's Spies, Welsh author Gordon Thomas recounts the tale of
how Rafi Eitan, former deputy director of operations at Mossad, claimed both
Israel and the United States had sold modified Promis software to Canada and
other countries through front companies.
CSIS adamantly denies ever possessing the software.

The RCMP won't comment, except to confirm the existence of the investigation
and to say that, so far, no evidence of a breach of national security has
been found.

One source claimed last weekend that the trap door had been discovered and
rectified in 1994, but others contest that, saying it operated later and
might even still be active.

The most withering commentary on the current scandal is the joke that foreign
spies didn't need to bother rigging software to find out Canada's
intelligence secrets - they could just as easily have picked up some
top-secret files sitting in a parked car, or computer disks left behind in a
phone booth.

In the past year, CSIS has been plagued by clumsy mishaps, information leaks
and poor morale.
In April, an agent was suspended after granting a media interview during
which he described the agency as a ``rat hole.''
