This must be Martin's style for he takes huge dramatic license in
all his writings. His articles on the Redstone Arsenal are
hilarious in their errors. Example = Alabama is one state over
from the Mississippi River on which he claims the illegal weapons
were boarded at Decatur. Ha, ha! Also Towelhead Towing does not
exist. The arsenal has to use every inch of space available and
there are no wild, unexplored areas with barracks with doors
hanging off, etc. Ditto leaking stuff. Now Anniston would be
another story and everything starts to leak at the molecular level
immediately, anyway.
These meetings could not well take place at Red Lobster for it
does not have any private rooms, etc. Landry's does and is next to
the Arsenal. Unarmed land mines and grenades are available
routinely at Army Surplus stores and would not likely be worth the
shipping freight to Asia.
Obsolete electronics must be either dumped or sold and there is
nothing missing from there. What I wonder is whether or not he
knows this and is just making trouble or being cute or if he really
thinks these sales of illegal items happened. Lots of old 'junk'
was sold to make room for the combining of another operation there
but there is no factual evidence that anything 'illegal' was sold.
Besides, Clinton/Gore have made sure they already have all the
secret stuff. We even sent them the spy plane to shoot down to be
sure they have the scoop on our radar capabilities. No one is
likely to learn or garner much from a junk sale that could not be
already had with little effort.

Today, 60 percent of Chinese have had hepatitis B, compared with just 1 percent in the United States and Japan. Some 150 million Chinese have the chronic variety of the infection, which over time causes liver failure and liver cancer. To a large extent the very high rate of hepatitis B has to do with unsafe injections and excessive injection for common illness during childhood, the United Nations Common Country Assessment for China said in 1999. The problem of needless shots is particularly severe in rural areas, where doctors often have little formal medical training and receive extra income for each injection they give, and where patients and doctors alike see shots as a sign of progress. Dr. Wang, for example, is not really a physician, but a former farmer who learned his basics when he was appointed a barefoot doctor under China's Communist system in the 1960's. In all, he has received just two years of medical training, and that in the mid-1980's, when Western medicines were not available in the countryside. -Caveat Lector- Air Pollution Study Called 'Editorial,' Not Science By John Rossomando CNSNews.com Staff Writer August 20, 2001 A Carnegie Mellon University study, appearing in the latest issue of the journal Science, claims more people are being killed by air pollution than from traffic crashes. However, critics of the study say it has no credibility and one claims the authors of the study pulled their conclusions out of a hat. The Carnegie Mellon study, conducted by visiting Professor Dr. Devra Lee Davis, claims the burning of gasoline in automobiles has contributed to large numbers of premature deaths from asthma, heart disease, and lung disorders in Sao Paulo, Brazil; Mexico City; Santiago, Chile; and New York City. Associated Press coverage of the issue has also drawn fire. In its story from last Thursday, the AP, citing the Carnegie Mellon study, reported that 64,000 lives would be saved over the next 20 years in those four cities if greenhouse gas abatement technologies were used to reduce emissions. According to A.P., 65,000 cases of chronic bronchitis would also be avoided. There are more than a thousand studies from 20 countries, all showing that you can predict a certain death rate based upon the amount of pollution, Davis told A.P. However, Dr. Pat Michaels of the University of Virginia's Department of Environmental Science labels Davis' report an editorial, not a paper, The core of the [study] comes from non-referenced papers produced by a lobbying organization, Michaels said. Davis and her colleagues don't even present their methodology. Michaels also claims the Associated Press distorted the issue by inaccurately reporting that Davis' study referred to carbon dioxide as a pollutant. Michaels says he was unable to find such a claim in the study. I looked at the [Carnegie Mellon] article and looked for the word carbon dioxide, and [it is] not in the article, he said. Devra Davis is a smart person, and she did not put carbon dioxide in her article because she knows that carbon dioxide is not a pollutant. A Cato Institute scholar rejects the study's link between premature death and poor air quality. Steve Milloy, an adjunct fellow with Cato, has written extensively on the epidemiology related to air pollution, and says he has been unable to corroborate the scientific claims made in studies similar to Davis'. There is [not an existing] study that credibly links air pollution with premature death, Milloy said. They've never measured the amount of air pollution that any of the study subjects have been exposed to. They are missing a lot of lifestyle [questions]. They are very crude studies [that come up with] very weak statistical results. Milloy also labels Davis' claim that 64,000 lives would be saved through the installation of greenhouse gas abatement technologies, complete nonsense. The studies have very weak statistics, and they are not scientific studies, Milloy said. He claims researchers such as Davis use causal connections between mortality rates and the amount of air pollution to justify their results without determining which deaths are actually linked to air quality issues. There are many factors that cause a city to have higher death rates, and they don't look at other factors, said Milloy. Milloy addressed a similar study conducted by the Environmental Protection Agency (EPA) in a 1997 op-ed piece in the Wall Street Journal. The EPA study used similar variables to the Carnegie Mellon study, and likewise connected air quality with premature death. Milloy dismissed the study's findings saying, It turns out that nobody has demonstrated how airborne particulates could cause higher death rates. Of course, epidemiology isn't designed to provide information about such biological mechanisms, but the EPA hasn't come up with any other credible research to fill in the gap. Taken in this context, the reported increase in risk [of premature death from air pollution] is only an artifact of statistics, called a statistical association, he wrote in 1997. Milloy says the Carnegie Mellon study is plagued with the same problems as the EPA study he criticized. Suicide bomber families targeted

ISRAEL'S deputy minister for internal security, Gideon Ezra, said yesterday
security forces should liquidate the fathers of Palestinian suicide bombers
to discourage further kamikaze attacks.
The would-be suicide bomber should know that his close relatives risk
paying for his crime or even being liquidated, the hardline member of Prime
Minister Ariel Sharon's Likud party said on national television.
Yes, the fathers should be liquidated to prevent the sons perpetrating
suicide operations, said the former high-ranking official of the internal
security service Shin Beth.
The fathers know perfectly well what their sons are up to and they could
stop them, he said after his interviewer accused him of advocating state
terrorism.
Israel was shocked by two recent suicide bombings in Jerusalem and Haifa which left 17
dead, including the bombers, and more than 100 wounded.
Security forces arrested two members of the hardline Islamic Jihad movement on Friday
as they were heading off to commit another nightclub bombing.
Israel has already run into widespread international criticism for its policy of
killing suspected Palestinian militants it says the Palestinian authorities have
refused to arrest.
The campaign has killed nine members of the radical group Hamas in the past month,
while two members of Palestinian leader Yasser Arafat's Fatah movement were killed by
Israeli forces last week.
Meanwhile, the UN Security Council prepared yesterday to discuss ways to end the
Palestinian uprising in the West Bankand Gaza after another day of violence in which
six Palestinians died as top leaders on both sides call
ed for negotiations.
Palestinian sources said six Palestinians were killed yesterday and at least 12 others
injured by Israeli fire in separate incidents in the West Bank and Gaza Strip, though
Israel denied responsibility for one incident in
which a father and his two children died.
As the UN Security Council prepared to consider a Palestinian plea for international
observers, top Israeli and Palestinian leaders called for negotiations to end the
cycle of Middle East violence.
We want resumption of negotiations unconditionally, chief Palestinian negotiator
Saeb Erekat told ABC's This Week program, urging Israeli Foreign Minister Shimon Peres
to take up his offer.
Mr Peres, who appeared on the same program, said the parties should return to the
negotiating table and air out our differences like between two parties that deal with
the story honourably and rightly.
I am trying my very best to bring back the parties to a reasonable contact, and, you
know, I don't belong to the people who think that everything is lost, the Israeli
Foreign Minister said.
The meeting of the Security Council was expected to be contentious as both Israel and
the US have expressed scepticism the United Nations was the right venue to resolve the
Middle East crisis.
But the US found itself under increased pressure to undertake new energetic steps to
end the Middle East violence.
Without the US there will be no solution, Egyptian Foreign Minister Ahmed Maher told
The Washington Post in an interview.
He indicated that if Washington could persuade Israel to halt its strikes
against Palestinian targets and resume the peace talks, Egypt and other
Arab countries could lean on the Palestinians to make them more
accommodating.

Eric J. Winer and Jeffrey A. Norris are seeking more than $68,000 from Frederick T. Tom Moore IV of Virginia in a lawsuit moved last week to U.S. District Court in Baltimore. Moore filed a multimillion-dollar lawsuit in federal court last year, accusing the officers of violating his civil rights. Both lawsuits stem from a June 12, 1998 incident, in which the deputies suspected Moore of drunken driving before discovering he was suffering from diabetic shock. Court records indicate the officers chased Moore's Toyota truck about nine miles on Route 15 in Frederick County before they were able to block and stop him. When Moore still failed to heed their commands - doctors later said he was slipping into a diabetic coma - the deputies broke a window to his truck, doused him with pepper spray, beat him with a police baton and sent a police dog into the truck. Only after Moore was removed from the truck did the officers notice a card identifying the driver as a diabetic hanging from the truck's rearview mirror, the officers' complaint says, whereupon they immediately called for medical help. Moore spent four days in the hospital for dog bites and other wounds from the beating, but the officers' complaint says he apologized to them for any harm he may have caused at the emergency room. The incident prompted a local grand jury inquiry and investigations by the U.S. Justice Department and the FBI for possible civil rights violations. None of the probes led to criminal charges. In their lawsuit, however, the officers say the inquiries and publicity portrayed them unfairly. In addition, there are subtle genetic differences between each cell line, differences that can affect their behavior and utility in research. Or they can turn into hair/teeth instead of the desired organ as has already happened in one experiment. Could the difference in the count of existing lines come from the fact that 3 are required for any growth of consequence so maybe 60 should read 20. And note some are already creating new embryos exclusively to be destroyed and used for similar research in private companies. Note, too, cures are not being claimed, only 'treatments' which sounds like products for enriching the pharmaceutical companies to me. So before the ink is dry, more lines are needed and the slope just became more slippery. The wealthy and celebs already have their DNA safely stored awaiting cloning. Do you? Do you mind paying for theirs? Would you mind being a clone whose organs are for harvesting? By Ceci Connolly, Justin Gillis and Rick Weiss THE WASHINGTON POST WASHINGTON, Aug. 20 - Mounting uncertainties about the quantity and quality of embryonic stem cells available for research under a new Bush administration policy have persuaded many biologists that the president's approach poses serious constraints for the development of new medical treatments for diseases such as Parkinson's, diabetes and stroke. Requests from lawmakers and news organizations that the White House document its claim of 60 cell lines have gone unanswered. SKEPTICISM AMONG those scientists focuses on the existing stocks of stem cells available for research. Under Bush's guidelines, federal dollars may be used to study the versatile and medically promising cells only if they came from donated fertility clinic embryos that were already destroyed by Aug. 9. Bush said at least 60 self-replenishing colonies, or lines, of such cells existed by that date, a number four times greater than many scientists were aware of. But the National Institutes of Health has yet to produce information about the lines or their producers, feeding speculation that many of those 60 do not exist, are of poor quality or are under such tight commercial control as to make them unattractive to researchers hoping to study and perhaps profit from them. NIH officials have asked scientists to be patient, reassuring them that plenty of cells are available and promising that details will soon be forthcoming. But contrary to predictions made by top government officials, only a few companies or laboratories have emerged after Bush's announcement to say publicly that they, too, have eligible cell lines. No verdict or sentencing date was announced for Huang Qi, who stood trial in a closed-door two-hour session Tuesday at the Chengdu Intermediate Court, said his father-in-law, who asked to be identified only by his surname, Zeng. The completion of the trial, which was postponed in February in an apparent effort to avoid spoiling Beijing's winning campaign for the 2008 Summer Olympics, comes as China is tightening its already stringent controls on cyberspace. Huang is the first Chinese Webmaster known to have been prosecuted for publishing political materials. He was arrested in June 2000 after his site carried articles about an outlawed would-be opposition party, the Tiananmen Square protests, the banned Falun Gong spiritual sect and other topics deemed subversive by prosecutors. Many government ministries have their own Web sites, but China's communist leaders are keen to harness the economic, educational and technological potential of the Internet. Internet bars - called wangba in China and often just a few computers hooked up in the back rooms of mom-and-pop stores - have sprung up in cities and towns throughout the country. Many Chinese Internet pursuits are innocent; online computer games and chatrooms are popular. But the government fears the Internet is also providing a forum for political dissent, giving voice to critics who otherwise have had few ways to make themselves heard. Falun Gong has used the Internet to publicize the deaths and torture of practitioners in custody. Online pornographers are also skirting government bans. A senior Chinese leader, Vice Premier Li Lanqing, on Thursday ordered a crackdown on Internet bars he said are letting in minors and providing electronic games with unhealthy content as well as other criminal activities, the Communist Party newspaper People's Daily reported Friday. Huang and his wife started the Web site - www.6-4tianwang.com - in 1999 to publicize information about missing people. But the site's name also made it a magnet for information the government dislikes. In Chinese, 6-4 is shorthand for June 4 - the date in 1989 when China's military ousted protesters from Tiananmen Square, killing hundreds along the way. This is a bellwether case for the development of the Internet in China, Huang's father-in-law, Zeng, said Friday. They discover that the schools are controlled by a combination of the teacher's unions and the federal government. A recent Wall Street Journal editorial revealed that secret documents show that the National Education Association has become the Democratic Party. House Majority Whip, Tom DeLay (R-TX), has said that he wished he had not voted for The Elementary and Secondary Education Act that authorizes federal grants to local public schools kindergarten through 12th grades. I came here to eliminate the Department of Education, said DeLay, so it was very hard for me to vote for something that expands the department, but this is one of his (Bush's) big agenda items. DeLay, loyal to his President and his Party, did not want to be an obstructionist, but now he hopes the bill dies in a conference committee. I do, too. You should as well. As reported in The Wall Street Journal, Last year, Congress approved $18.5 billion in grants for primary and secondary education. The House version of this year's bill would up that 24% to $23 billion, while the Senate version hikes it 122% to $41 billion. Both versions would require states to administer federally approved tests in addition to the statewide tests they already administer. The Senate bill would mandate the states use the National Assessment of Education Progress test. In short, children from one end of America to another would all be learning exactly what the Department of Education determines, not your state's department of education and not your local school board. This system is a total failure. Writing in the Los Angeles Times on August 3rd, Richard Lee Colvin, their education reporter said Despite a decade of progress in mathematics, only about one in four students in the fourth and eighth grades demonstrates a solid grasp of math topics normally taught in those grades. This finding was based on the National Assessment of Educational Progress administered in 2000. The worst performers on the test were Black and Hispanic students, but the other kids didn't do much better. Suffice it to say that the progress measured by the test has, for years now, demonstrated that children passing through our schools simply are (1) not being taught the fundamentals of reading, writing, and arithmetic and (2) are most certainly not learning whatever it is they are being taught. They consistently lag behind children in foreign nations receiving instruction in these same topics. Despite this dismal record of performance, the only answer President Bush and Congress offers is to throw more and more billions at a totally failed system. What are children learning? Here's what syndicated columnist, Linda Bowles, revealed in a recent edition of The Washington Times some of the things being taught in our nation's classrooms these days. Detectives said they were largely unaware of the activities of the three men who visited the Farc guerrillas until they were contacted by overseas intelligence sources. "It was mainly a CIA job," said one officer. The evidence against the three men, Niall Connolly, Martin McCauley and James Monaghan, is in question. It was confirmed yesterday that no traces of any drugs have been found on the men -- contrary to earlier claims by the Colombian military. The Colombian government prosecutor's office also confirmed that the three did not make any confessions and that there was no video evidence against them. It is believed that at least one of the men was wearing his own clothes during the police line-up footage this week. This would seem to suggest that he, at least, was not suspected of having traces of explosives on his clothes. Two of the men, Martin McCauley (37) and Jim Monaghan (56), have criminal convictions and were said by Special Branch officers to be "Provos" who were presumed to be inactive until they appeared in Colombia. The third man, Niall Connolly (36), was listed by gardai as a "Sinn Fein activist", a relatively lowly status in garda terms. However, republican sources say he was never a member of Sinn Fein and was never arrested or questioned by the Garda. The new measures clear the way for protesters travelling between European Union countries to be subjected to an unprecedented degree of surveillance. Confidential details of decisions taken by Europe's interior ministers at talks last month show that the authorities will use a web of police and judicial links to keep tabs on the activities and whereabouts of protesters. Europol, the EU police intelligence-sharing agency based in The Hague that was set up to trap organised criminals and drug traffickers, is likely to be given a key role. The plan has alarmed civil rights campaigners, who argue that personal information on people who have done no more than take part in a legal demonstration may be entered into a database and exchanged. Calls for a new Europe-wide police force to tackle the threat from hardline anti-capitalists were led after the Genoa summit by Germany's Interior Minister, Otto Schily. Germany has long pushed for the creation of a Europe-wide crime-fighting agency modelled on the FBI. Germany's EU partners rejected Mr Schily's call, judging that a new force to combat political protest movements was too controversial, but ministers agreed to extend the measures that can be taken under existing powers. Central to the new push is the secretive Article 36 committee (formerly known as the K4 committee) and the Schengen Information System, both of which allow for extensive contact and data sharing between police forces. Under the new arrangements, European governments and police chiefs will: * Set up permanent contact points in every EU country to collect, analyse and exchange information on protesters; * Create a pool of liaison officers before each summit staffed by police from countries from which "risk groups" originate; * Use "police or intelligence officers" to identify "persons or groups likely to pose a threat to public order and security"; * Set up a task force of police chiefs to organise "targeted training" on violent protests. The new measures will rely on two main ways of exchanging police information. The Schengen Information System, which provides basic information, and a supporting network called Sirene – Supplementary Information Request at the National Entry. This network (of which Britain is a member) allows pictures, fingerprints and other information to be sent to police or immigration officials once a suspect enters their territory. Each country already has a Sirene office with established links to EU and Nordic law enforcement agencies. Civil liberties campaigners are dismayed by the plan. Tony Bunyan, editor of Statewatch magazine, said: "This will give the green light to Special Branch and MI5 to put under surveillance people whose activities are entirely democratic." Nicholas Busch, co-ordinator of the Fortress Europe network on civil liberties issues, added: "People who have done nothing against the law ought to be able to feel sure they are not under surveillance ... By criminalising whole political and social scenes you fuel confrontation and conflict." Thomas Mathieson, professor of sociology of law at the University of Oslo, said police could have access to "very private information" about people's religion, sex lives and politics. By Jonathan Power, 8/20/2001 MADRID IN PROPORTION TO its population, more people were killed and tortured for their beliefs during the 1970s and 1980s in Guatemala than in any other country in the world. Over the last decade it had seemed to many that the situation was slowly but cumulatively improving. But over the last 12 months or so, the situation has started in some respects to worsen again. While the country still remains democratic (if imperfectly so), while some judges are slowly gaining a measure of independence and confidence (but a few live in fear of their lives), while the army - the main perpetuator of human rights abuses - has been shrunk in size, and while the press, always prepared to criticize the government and the political order, becomes even stronger and more independent, it is clear that all is not well in Guatemala. Some would put it more strongly and say that powerful elements in the Army are regressing to their old habits of intimidating and often killing their critics.Some, indeed, would go so far to say that the rise in human rights abuse could be correlated with the winding down of the Clinton administration and the changing of the guard in Washington - as when Ronald Reagan's administration came into office in 1981, which became the cue for human rights abuses in Guatemala to take off toward the stratosphere. Reagan made it abundantly clear he was far more concerned with opposing the advance of communism than he was with reining in the Guatemalan Army. The US ambassador to Guatemala, David Chaplin, regularly prompted his Washington superiors as to what was going on in the country, but it fell on deaf ears. In February 1984, only a day after he had sent one of his revealing cables to Washington, he was taken aback to hear that the assistant secretary of state for human rights, Elliott Abrams, had signed off on a secret report to Congress in which he argued that human rights were improving in Guatemala and Congress should no longer be inhibited about the resumption of US security assistance. No wonder that when the new president of Guatemala, General Efrain Rios Montt, visited Washington he could dare to say in his public speech, ''We have no scorched earth in Guatemala - only scorched communists.'' Thus today it looks as if the new nominations to high office of Reagan's Central American appointees, including Elliott Abrams and John Negroponte, are sending a signal, intentional or not, to the Guatemalan old guard that Washington will look the other way. In a new report, Amnesty International says: ''Human rights organizations and advocates are increasingly being targeted. The prevailing impunity gives a clear signal that perpetrators can continue to get away with murder, literally. Amnesty is concerned that the Guatemalan government is in fact encouraging attacks through ill-considered public statements that have periodically accused human rights defenders and other activists of seeking to destabilize the country.'' It's been just over 20 years since Amnesty issued one of its most outspoken reports on Guatemala, in which it accused the government of running ''a deliberate and longstanding program'' of torture and murder. It was this report that drew the world's attention for the first time to the particular horror of Guatemala. The massacres and murder were not the work of independent right-wing death squads, as had been maintained but, as Amnesty correctly said, of special units of the Army itself, receiving their orders directly from the president's office. All through the Reagan years this was denied, or at least minimized. When George Bush Sr. took over, he did move to use his authority to wind down the killings, although it seems from recent evidence that American clandestine military support did continue. Only under the administration of Bill Clinton was the UN encouraged to investigate past abuses. It came up with conclusions that read like a reprint of the Amnesty report of 1981. In 1999 on a visit to Guatemala City, Clinton made a public mea culpa, saying, ''For the United States it is important that I state clearly that [American] support for military forces and intelligence units which engaged in violence and widespread repression was wrong.'' And The Washington Post editorialized: ''We Americans need our own truth commission.'' It is only five weeks ago that President Alfonso Portillo of Guatemala met President George W. Bush. But was anything made clear about America's intolerance for winding the clock back? Was anything said to disillusion the Guatemalans that the appointments of Negroponte and Abrams don't mean that this administration will tolerate what the Reagan administration did? Arab states wanted the document to single out Israel as a "racist" occupying power, but the UN doesn't equate Zionism with racism so the final communique was changed. Not all hurdles have been removed, however. Officials are still wrangling over how to address recent bloodshed in the Middle East without offending either side. Last week in Geneva, negotiations over the exact wording of the conference's final document collapsed. More negotiations are scheduled. WAXMAN August 13 2001 For all the controversy over what did or didn't happen in the last election, one fact is absolutely clear: The pivotal presumption that George W. Bush won the election was the result of the calls the major television networks made on election night. Once those calls were announced, the nearly impossible burden of reversing the presumption shifted to Al Gore. His legal case was made all the harder by the label sore loser instead of defending champion. That's no small thing. In fact, it turned out to be nearly as important in deciding the 2000 election as the Supreme Court's 5-4 decision in favor of Bush. So it's more than a nicety to provide accurate reassurances to the public that each network made its decision fairly and on the merits. In February, House Republicans summoned the heads of the networks' news divisions to testify at a congressional hearing on election night coverage. At that time, it was already known that Bush's cousin--John Ellis--was a consultant on the election night decision desk at Fox News and was instrumental in that network's decision to call Florida and the national election for Bush (Fox was the first network to do so). Moreover, a troubling and persistent rumor was circulating that Jack Welch, chairman and CEO of General Electric, which owns NBC, might have tried to interfere with NBC's election calls. I've frequently seen allegations take on a life of their own--especially in tightly contested elections--so I tried to put this one to rest by raising it directly with Andy Lack, then-president of NBC News. I also asked whether it was true that an advertising and promotion videotape existed that could firmly verify or debunk the whispers about the conduct of Welch, a Bush partisan. Under oath, Lack denied the rumor but promised to supply the advertising videotape if it existed. Neither he nor the NBC lawyers at the hearing raised 1st Amendment reservations. After the hearing, NBC confirmed that it had the footage. But the network is flatly refusing to release the video, and now Lack appears shocked and aggrieved that anyone expects him to honor the commitment he voluntarily made under oath. I almost always side with the media on 1st Amendment questions and believe government must tread lightly here. But the NBC video doesn't raise these issues. We're not talking about protecting confidential sources or risking government intrusion into news gathering. At issue instead are video images compiled for promotional purposes that NBC voluntarily promised--in public and under oath--to release. Moreover, this footage can provide a definitive answer to a question of compelling public interest: whether the chairman of General Electric inappropriately tried to influence NBC's critical decision to call the 2000 election for Bush. NBC is a special entity. It exists because it has the use--without charge--of the public airwaves. In return, it has been given the duty of serving the public interest. That brings with it special obligations, including the duty to earn the public's confidence by adhering to the highest standards of conduct. This is especially important because NBC doesn't exist just as a news division or a broadcaster; those days are long gone. It is owned by General Electric, whose corporate interests range from toasters to promoting nuclear power to selling defense weapons. All of those interests are significantly affected by who's elected president. General Electric has every right to advocate its corporate interest; but an inviolate wall must exist between it and its wholly owned television subsidiary. When credible questions are raised about a news organization's conduct, it should be extraordinarily forthcoming, even if disclosure causes embarrassment. Indeed, the news media expect no less from the subjects of its journalism. Using the 1st Amendment to cloak conflicts of interest serves to protect nothing--no ideal, no source and no free press. By STEPHANIE SIMON, LA Times Staff Writer MACON, Mo. -- The factory yard smells like fresh beer and burned toast. There's a constant thrum and clatter. Giant machines are crushing corn, stirring mash, fermenting a goopy syrup into pure grain alcohol. The final product streams out of a tap, crisp and clear, with an odor sharp as a paper cut. It's ethanol, a fuel made from corn. A fuel that folks in the heartland are counting on to bail out rural America--if only California would quit being so pigheaded and agree to buy it. But California isn't biting. To the immense frustration of Corn Belt farmers, California officials are resisting ethanol with all they have. Federal law requires most gas sold in the state to contain an additive that reduces emissions, to keep air pollution in check. The additive used now, MTBE (methyl tertiary butyl ether), is being phased out because it can spoil ground water. The only alternative available is ethanol. So farmers here initially thought they would reap a billion-dollar bonanza: Supplying California with ethanol would take huge quantities of grain. That demand would send corn prices up. Working the fields would be profitable once again. And that would mean new hope for withered farm communities such as this speck of a town in northeast Missouri. Yet the windfall now seems far from certain. Blasting the federal clean-gas requirement as a straitjacket, California Gov. Gray Davis earlier this month filed suit to block it. And in the ultimate thumb-in-the-eye to Midwest growers, the Davis administration has been talking about importing ethanol from Brazil if the state is forced to use it at all. The Midwest might have thought they had the market locked up, that we would have to buy ethanol from Iowa, said William L. Rukeyser, a spokesman for the California Environmental Protection Agency. This is 2001. Free trade is the name of the game. Added Roger Salazar, a spokesman for the governor: The price of [Midwest] ethanol is going to go through the roof if farm states corner the market. To bust that monopoly and to ensure adequate supply, we may be forced to look elsewhere, Salazar said. Around here, those are fighting words. Commodity prices have been low for years, in large part because farmers have gotten too good at growing: They are producing more corn and soybeans than the market can absorb, with the predictable result of slumping prices. Many growers can turn a profit only with government subsidies; they can't pay their bills without handouts. Ethanol represents a way out. If California started buying it in bulk, it would be a chance at last to pump some money into the rural economy, said Gary Marshall, chief executive of the Missouri Farm Growers Assn. Added John Eggleston, a corn grower who helps run the ethanol plant here: I wish they would give us a chance. There is a fairly robust market for ethanol now, mostly in the Midwest and Southwest. In Chicago, Houston, Milwaukee and other cities with air pollution woes, ethanol is routinely blended into gasoline to reduce emissions. The Macon plant, which produces 21 million gallons a year, plans to double its capacity just to meet the ethanol demands of St. Louis and Des Moines. Still, the California market is a cut above, by virtue of sheer size. The state would need an estimated 700 million gallons of ethanol a year, boosting national demand for the fuel by at least 35%. It might also nudge New York, which is facing an MTBE phaseout of its own, into the ethanol market. To meet this anticipated surge in demand, ethanol boosters across the country are building 12 plants and expanding several dozen more. Such entrepreneurs tout ethanol as a win for everyone. Californians clean up their air, Midwesterners earn decent money for their corn and the nation as a whole reduces its dependence on foreign fuel. There's even an opportunity for California to build a home-grown ethanol industry; half a dozen projects on the drawing board would produce ethanol from municipal waste, timber cuttings, rice straw, cheese whey and other resources abundant in the state. Yet in Sacramento, Davis administration officials argue that the costs far outweigh any benefits. Echoing the arguments of oil companies, which would have to spend huge sums to retrofit their refineries, state officials complain that adding ethanol to gasoline would be both cumbersome and costly, jacking up prices by several cents a gallon or more. They fret about possible gas shortages if the Midwest supply of ethanol runs short. And they contend that there already is a reformulated gas, without MTBE, that burns as cleanly as gas containing ethanol. The federal law pushing ethanol, they say, is about the politics of placating Midwest legislators, not about good science and clean air. Ethanol
