Tommy Franks, commander of U.S. forces in Afghanistan, has rejected the idea of using U.S. military forces for poppy crop eradication, according to a Pentagon official. That's not our mission, an official quoted Gen. Franks as saying. Drug Enforcement Administration chief Asa Hutchinson told Congress on March 12 that the DEA has obtained multisource information linking al Qaeda and its leader, Osama bin Laden, to heroin trafficking. The very sanctuary previously enjoyed by bin Laden was based on the existence of the Taliban's drug state, whose economy was exceptionally dependent on opium, Mr. Hutchinson said. Afghanistan produced over 70 percent of the world supply of illicit opium in 2000, and U.S. officials said the current crop is expected to be large. A DEA intelligence report in September said that Afghanistan produced 74 metric tons of opium from 4,162 acres of poppy fields last year. The opium produced was significantly less than in 2000, when 3,656 metric tons of opium were produced from 64,510 hectares of land that year. Taliban leader Mullah Mohammed Omar, who was ousted during U.S. military operations in December, issued a decree in July 2000 banning poppy cultivation in Afghanistan. He ordered the militia to eradicate any poppy fields under Taliban control. The State Department, which is in charge of nonmilitary policies toward Afghanistan, has been unable to purchase the special aircraft required to spray herbicide on the poppies, the officials said. One option under consideration is to purchase two Air Tractor aerial spraying aircraft and send them to Afghanistan. The plan called for using a special defoliant designed to kill poppy and coca plants without injuring other plants. But the State Department was slow to take steps to arrange the aircraft purchase, so the aircraft cannot be procured until August - well after the poppy fields have been harvested and the material turned into opium and heroin. On Feb. 12, 2002, the first day of the trial, Carla Del Ponte, chief prosecutor of the International Criminal Tribunal for the Former Yugoslavia, addressed the Tribunal. BBC News immediately excerpted her address on the Internet, with this summary of it under her photograph: Del Ponte said Milosevic was driven by quest for power. (1) What a triumph for a three-year criminal investigation! A startling prosecutorial discovery, indeed. Three years ago, Milosevic was being described by President Clinton, his State Department and the Tribunal itself as the Hitler of today, and Yugoslavia was attacked to save the Albanians of Kosovo from Hitler-like extermination. For three years the Tribunal, headed by its chief prosecutor, had been working on the case of the Hitler of today, and here, on Feb. 12, 2002, she came up with the epoch-making and bloodcurdling discovery that Milosevic was driven by quest for power. As everyone knows, innocent people such as Carla del Ponte and Bill Clinton are never driven by quest for power, ambition or any other such vices of Hitler and Milosevic. True, some evil tongues may insinuate that Carla, a short time ago an obscure nonentity, mentally at the level of a retarded 7-year-old (as Milosevic put it, without naming her by name for obvious reasons), has been driven by the ambition to be a world celebrity, to be a new global Solon, who has appeared as a female about 26 centuries after the male Solon of Athens nay, to be the founder of new international justice under which Hitler, Stalin and Mao would have been put on trial in The Hague at the first sign of their crimes against humanity, such as the invasion of the Netherlands. But axiomatically, all of Carla's motives can be only virtuous. As for Bill Clinton, who can doubt that he has been as all-virtuous as Carla? Inversely, listen in horror to what she said about Milosevic in the final one-third of her address, entitled on the Internet Quest for Power. (Keep this from children under 12, for Carla's revelations of something so heinous may traumatize them psychologically.) Thus we learn that a mediocre strategist, Milosevic did nothing but pursue his ambition. (2) Can you imagine Carla being mediocre and pursuing her ambition, or Bill Clinton being mediocre and pursuing his? On the other hand, this is how she describes the Hitler of today: Everything, your honors, everything, was an instrument in the service of his quest for power. (3) How could their honors listen to this without fainting? I hope there were no children under 12 in the audience! But this was not all. One must not seek ideals underlying the acts of the accused, she concluded. (4) Carla! Have a heart! You cannot do that to us! No ideals! Not only is he the Hitler of today, as everyone already knew three years ago, but he also has no ideals either! Such an unspeakable villain must be sentenced by the Tribunal to death by hanging at the very least! First War Crimes, Then Mediocrity Yet prepare for something even more heinous. While the search for power is what motivated Slobodan Milosevic, he concealed that search behind ... Some judiciary simpletons or laymen may suppose that he concealed his heinous motivation behind his brilliant speeches; Hitler was a brilliant speaker. Oh, no! Only innocent people, having ideals and unmotivated by power, ambition or vanity, such as Carla or Bill Clinton, can be brilliant, original and talented, while Milosevic concealed his vices behind the grandiloquent rhetoric and the hackneyed phrases he used. (5) You see? He is guilty of mediocrity nay, a triteness, sterility, bad taste. Take any phrase of Carla or Bill Clinton. Can it be hackneyed? Never, ever! It is always a gem of intellectual brilliance, originality and profundity, to say nothing of ideals and other virtues. If Carla or anyone else at the Tribunal had had a sense of humor, they could have been told Mark Twain's joke about someone first accused of having murdered his parents and then of having taken to smoking. In 1999, Milosevic was accused of having been the Hitler of today, and in 2002, after nearly three years of building the case and collecting evidence, Carla accuses him of being mediocre, pompous, trite, seeking power and having no ideals. Has he taken to smoking, too? Defending Milosevic In his speech, Milosevic spoke as a person abducted by criminals who are trying to prove that he is a criminal in order to justify their crimes, such as an attack on Yugoslavia. Read Part 1.] Why did President Clinton need a war on Yugoslavia? Here we come to the real causes of this war. Its first real cause was the safety of the NATO military. In the 18th century China began to rule Tibet. In 1911, Tibet became independent and even today, Chinese account for only about 20 percent of Tibet's population. Yet Mao seized the country in the early 1950s and ruthlessly crushed its 1959 rebellion, adding Tibetan victims to millions of uncounted and uncountable other victims. But what NATO officer has ever suggested since 1959 even for a fleeting instant, under the influence of a good strong drink bombing China until and unless its troops leave Tibet? On the other hand, since the bombing of Yugoslavia was safe in 1999, why not recapture the thrill of the good old days when, for example, in 1900 the Chinese Righteous Harmony Fighters with Bare Hands imagined themselves to be invulnerable to bullets and fought with bare hands, without any firearms, against the firepower of Westerners, Japanese and Russians. To shoot those Righteous Harmony Fighters with Bare Hands was as safe and hence as pleasurable as shooting wild fowl on an English estate. In 1999 tiny, defenseless Yugoslavia played the role of 1900 China. If Russia had supplied to Yugoslavia even its obsolete air defense technology of the 1980s, a dozen or so NATO bombers would have been downed in the first week, and NATO would have followed the fate of the United States in the Vietnam War. As it was, NATO could reduce Yugoslavia to dust and thus achieve a brilliant victory without a single casualty and hence with full approval of the vast majority of the NATO countries. President Clinton's Real Goal The second real cause of the attack on Yugoslavia was President Clinton's dire need to switch the mainstream media off his impeachment for perjury and obstruction of justice regarding his pathetic adultery, and off all the other skeletons in his closet, such as Paula Jones, his Chinese connection, and Vincent Foster's death (as described by Chris Ruddy in The Strange Death of Vincent Foster.) The war did its job for President Clinton magnificently: It filled the television screens and newspaper front pages to the exclusion of everything else, for the commercial midstream media can devote their attention to only one obsession at a time. After 78 days of bombing Yugoslavia, the impeachment and other dangers to President Clinton were gone, since the commercial midstream media have no memory. The legal investigation of the president of the United States was replaced by the bombing of Yugoslavia after the KLA's (Kosovo Liberation Army's) crude fabrication of the Racak massacre and the trial of the Hitler of today, allegedly responsible for that massacre and having allegedly intended to massacre all the Albanians of Kosovo. True, before the NATO attack, there were negotiations with Milosevic, but Secretary of State Madeleine Albright insisted on the right of NATO forces to move freely throughout all of Yugoslavia (a virtual occupation), apart from the independence of Kosovo, the heartland of Serbian history. These negotiations were Albright's ultimatum, which she counted on to be unacceptable, thus ensuring for President Clinton a war, so necessary for him to stop the impeachment and put all his skeletons safely back into his closet. (11) State Department View of Yugoslavia Before 9/11 A major aspect of the disintegration of Yugoslavia in the 1990s was the war between Moslems and Christians (Serbs). The KLA had been engaged in prototypical Islamic terrorism and guerrilla war, aimed at the liberation of Kosovo. In the 1980s, the Albanian Islamic-revolutionary militants had already been looking forward to Greater Albania, including western Macedonia, southern Montenegro, part of southern Serbia, Kosovo and Albania itself. (12) But in the 1990s, it was all a national liberation movement to the U.S. State Department. In 2001, the U.S. State Department even referred to the ubiquitous diabolical bin Laden and al-Qaeda in the KLA as well. But before Sept. 11, 2001, the phrase Islamic terrorism was virtually unknown in the United States, and President Clinton's State Department perceived Yugoslavia as an outdated colonial empire, the Serbs as the Europeans, Christians and hence colonialists, and the Moslems as oppressed victims of colonialism, fighting for their liberation hence the Kosovo Liberation Army. What about Milosevic? In 1996 he was regarded as the benign head of his antiquated empire, presiding over its disintegration, while in 1999 he was perceived as the Hitler of today, determined to annihilate the Albanians in Kosovo to prevent its independence. the two men paints a far cozier picture of their relationship, according to copies of
letters obtained this afternoon (2/15) by The Smoking Gun.
The pages of correspondence, exchanged during the years Bush served as governor
of Texas, were released today in Austin by the state archives in response to
Freedom of Information requests filed by TSG and other news organizations.
The Bush-Lay material touches on both personal matters (birthday greetings and
Bush's knee surgery) and public concerns of Lay and Enron, such as energy
legislation and tort reform, and reflects the kind of jocular relationship that
reportedly
saw the nickname-happy Bush call the Enron boss Kenny Boy. The Houston-based
energy firm, Bush's leading career political contributor, is now bankrupt and the
target of a multitude of criminal and congressional probes.

But he kept working as a priest for the next three decades. A mother brought one of her sons to see a church monsignor and told him about a disturbing incident in a Boynton Beach motel room where D'Angelo, then 43 and an assistant pastor, kissed several boys he had invited to spend the night. Later in the parish he made some advances on one of her sons, John Fitzpatrick, then the chancellor of the diocese, wrote to Bishop Coleman Carroll. The boy corroborated the story. The monsignor had said the woman knew of other, similar stories. Fitzpatrick ended the three-paragraph memo with a question: Your directives please? From the documents the diocese turned over to Palm Beach County prosecutors, there is no record whether anything was done. New allegations would surface against D'Angelo the next year, when he was sent to St. Bernadette in Hollywood -- and still more in years to follow. The dozens of church documents relating to D'Angelo offer a rare look into how the Catholic Church handled abusive priests over most of the last 40 years -- sending them to psychiatrists for rehabilitation and moving them to other parishes, while tormented parents struggled to do what church authorities asked: keep quiet. The documents also suggest why so many victims of sexual abuse are surfacing now to confront the church around the country -- they're outraged at the church's shuffling of suspected molesters from parish to parish. Some of D'Angelo's victims filed suit years after the alleged abuse, only after discovering he was still active in the church ministry. A nationwide crisis in the Catholic Church erupted this year over revelations that church officials in Boston transferred the Rev. John J. Geoghan from post to post, despite their knowledge of his pedophilia. Its reverberations, spreading to Florida, caused Anthony J. O'Connell to admit to abusing a young seminarian years ago and to resign as bishop of the Diocese of Palm Beach. Bishop Robert N. Lynch, head of the Diocese of St. Petersburg, who was in charge of the Palm Beach diocese for six months in 1998, has denied allegations of sexual misconduct brought by a former aide. A spokeswoman for the Archdiocese of Miami said that, under current guidelines, church officials would remove a priest who abuses children. The closely held records in D'Angelo's case became public after prosecutors subpoenaed them in a 1995 investigation. The authorities ultimately decided D'Angelo couldn't be charged with a crime 30 years after the fact. The investigative file contains D'Angelo's personnel records and church letters from dioceses in Miami, which used to oversee the Palm Beach County area, and St. Petersburg. The paper trail shows church officials were concerned about appeasing parents, hoping they would stay quiet. The records show that top church decision-makers went to lengths to keep D'Angelo in the priesthood, shipping him off from South Florida to St. Petersburg. For years he was in a sort of purgatory, a priest dumped on another diocese he couldn't call his home. All the while he was a liability, one that blew up in the mid-1990s in a series of lawsuits on both of Florida's coasts. D'Angelo retired as a Tampa parish priest only after one long-ago victim decided he finally wanted something done. I want him to pay for what he did to me. I want him to be upset and worried and nervous and scared like I was, said the 37-year-old man, as quoted by a church worker in a March 1993 memo. I want him to hurt and really feel the results of his actions. Attorneys around the country who have filed lawsuits against the church for past abuses say the way the church handled D'Angelo is typical of how the institution has reacted to other accusations of priestly misconduct. D'Angelo couldn't be located for comment. His last known address was in Tampa. There are certain similarities -- the secrecy, the silence, the coverups, says David Slader, an attorney in Portland, Ore., who has won more than $10 million in abuse cases against priests. I think it is a deeply held practice in the Catholic Church to keep the clergy secret. Wednesday, March 20, 2002 By CATHY ZOLLO MARATHON Researchers from Mote Marine Laboratory took samples Tuesday of what may be the black water phenomenon reported by Southwest Florida fishermen. Scientists speculate that the water held together when it was in deeper areas of Florida Bay but began breaking up and dissipating as it reached the shallows off the Keys. Samples researchers took Tuesday were in water they said was unusually dark. Robin Smith, left, a biology graduate student, and Susie Arnold, an intern with Mote Marine Laboratory in Summerlin Key, take a sample of dark water Tuesday in Florida Bay that was reported by commercial fishermen. Mote and Florida Marine Research Institute in St. Petersburg will test the sample to find out what is causing the darker-than-normal water. Romain Blanquart/Staff Goodness gracious, said Erich Bartels, a biologist with Mote, seven feet of water and you can't see the bottom. That was in water that is usually postcard turquoise with clear water in the shallow parts. This was mostly blackish green and pea green at smaller depths. Fishermen who'd watched the mass of water hold together and move south from off Marco Island toward the Keys said it looked diluted to about 10 percent its original strength. At one point, fish spotter pilots estimated the black water covered at least 40 square miles in Florida Bay. Scientists, environmentalists and commercial fishermen groups that are often at odds with each other agree the phenomenon and its aftereffects deserve aggressive study. Bartels took the samples in Walters Key Basin near the southern end of the Keys on the Gulf of Mexico side and within a mile of shore. Mote was able to collect the samples because it is funded by the state to test for red tide in waters off the Keys every four weeks, said Erich Mueller, director of Mote's Center for Tropical Research in Summerlin Key. The lab piggybacked the research trip onto a planned trip for the red tide algae. Bartels kept samples of the black water for testing by Mote and sent some overnight to the Florida Marine Research Institute in St. Petersburg for other testing. He said researchers will look at a number of factors while seeking solutions to the black water mystery, including the amount of dissolved organic material in the water and what organisms populate it. Scientists should have some results in coming weeks. Field testing showed the diluted black water had normal salinity, meaning it probably didn't come from a freshwater intrusion into the gulf, and normal amounts of oxygen. Depleted oxygen is one symptom of an algae bloom. Fishermen first noticed the water in January when spotting pilots went up to see how the kingfish season might play out. What they found was miles and miles of ink black water and no fish. They said that since that time their traditionally rich fishing grounds have been barren of the game fish usually there. They think the water might have herded mobile marine life south of the Keys as it tried to get away from the water. They worry about what it did to corals, plants and slow-moving sea creatures that didn't escape. Fishermen reported that fish venturing into the water acted strangely, jumping and running as if they wanted to get out. Aside from abundant fishing grounds, the Keys are home to the Florida Keys National Marine Sanctuary. The 2,800-square-mile preserve is a breeding ground for large numbers of sea creatures and contains the nation's only barrier reef. Billy Causey, superintendent of the Sanctuary, said the possible aftereffects of the black water on fish and coral reefs in the sanctuary will bear watching. Some scientists have speculated that the water was some kind of algae bloom, but Bartels, who was among the first scientists to see samples of the water, said a microscopic look at that early sample showed it wasn't. He offered a trenchant critique of his country's post-cold war imperial policies: Blowback, he prophesied, is shorthand for saying that a nation reaps what it sows, even if it does not fully know or understand what it has sown. Given its wealth and power, the United States will be a prime recipient in the foreseeable future of all of the more expectable forms of blowback, particularly terrorist attacks against Americans in and out of the armed forces anywhere on earth, including within the United States. But whereas Johnson drew on his past, as a senior state-intellectual within the heart of the American establishment, to warn us of the dangers inherent in the imperial pursuit of economic and military domination, former critics of imperialism found themselves trapped by the debris of September 11. I am not, in this instance, referring to the belligerati - Salman Rushdie, Martin Amis and friends - ever-present in the liberal press on both sides of the Atlantic. They might well shift again. Rushdie's decision to pose for the cover of a French magazine draped in the stars and stripes could be a temporary aberration. His new-found love for the empire might even turn out to be as short-lived as his conversion to Islam. What concerns me more is another group: men and women who were once intensely involved in leftwing activities. It has been a short march for some of them: from the outer fringes of radical politics to the antechambers of the state department. Like many converts, they display an aggressive self-confidence. Having honed their polemical and ideological skills within the left, they now deploy them against their old friends. This is why they have become the useful idiots of the empire. They will be used and dumped. A few, no doubt, hope to travel further and occupy the space vacated by Chalmers Johnson, but they should be warned: there is already a very long queue. Others still dream of becoming the Somali, Pakistani, Iraqi or Iranian equivalents of the Afghan puppet, Hamid Karzai. They, too, might be disappointed. Only tried and tested agents can be put in power. Most one-time Marxists or Maoists do not yet pass muster. To do so they have to rewrite their entire past and admit they were wrong in ever backing the old enemies of the empire - in Cuba, Vietnam, Angola, Afghanistan or the Arab East. They have, in other words, to pass the David Horowitz test. Horowitz, the son of communists and biographer of the late Isaac Deutscher, underwent the most amazing self-cleansing in post-1970s America. Today he is a leading polemicist of the right, constantly denouncing liberals as a bridge to the more sinister figures of the left. Compared to him, former Trotskyists Christopher Hitchens and Kanaan Makiya must still appear as marginal and slightly frivolous figures. They would certainly fail the Horowitz test, but if the stakes are raised and Baghdad is bombed yet again, this time as a prelude to a land invasion, how will our musketeers react? Makiya, recently outed in this paper as Iraq's most eminent dissident thinker, declared that: September 11 set a whole new standard... if you're in the terrorism business you're going to start thinking big, and you're going to need allies. And if you need allies in the terrorism business, you're going to ask Iraq. Makiya's capacity to spin extraordinary spirals of assertion, one above another, based on no empirical facts and without any sense of proportion, becomes - through sheer giddiness of fantastical levitation - completely absurd. Not a single US intelligence agency has managed to prove any Iraqi link with September 11. For that reason, in order to justify a war, they have moved on to other issues, such as possession of dangerous weapons. Not even Saddam's old foes in the Arab world believe this nonsense. Hitchens reacted more thoughtfully at first to the New York and Washington attacks. He insisted that the analytical moment had to be indefinitely postponed, but none the less linked the hits to past policies of the US and criticised George Bush for confusing an act of terrorism with an act of war. This dime-store jeer was immediately pronounced brilliant by a second leftist journalist, while a third described my pleasure at the fall of the Taliban as a premature celebration of victory. As John Lloyd wrote in the New Statesman recently, Much of the intellectual left in Europe cleaves to a view of America as the largest danger in the modern world. But in Afghanistan the Taliban, perhaps the cruellest regime on earth, had permitted the country to be hijacked by a parasitic terror organisation dedicated to the overthrow of western civilisation. The cleansing of those stables by the United States deserves a far better press than it is getting. Sadly, cheap slogans and ad hominem sneers have long passed for reasoned argument in the British papers. This doesn't much matter, except in so far as it is part of a wider portrayal of the United States as a vengeful nation bent on war and hot for foreign blood. It does matter to deconstruct that caricature, because it's important for the world outside the United States to understand with what sober gravity Americans, young and old, liberal and conservative, have been thinking and feeling their way through personal tragedy and global crisis. In recent weeks I've been to to four American universities and also to Washington DC, where I spoke to large groups of both Democrat and Republican senators and senatorial staff, so I've been hearing how the argument is going in intellectual circles as well as political ones. And yes, there is a certain amount of gung-ho let's-kick-us-some-Arab-butt war-fever around, particularly, but not only, in the Republican camp. When I warned the senators I'd been invited to address that, should the US go after Saddam Hussein, it might very well do so alone, more than one of the great men allowed as how that would be just fine. Equally noticeable, though, was the high degree of anxiety - in the corridors of power in DC as well as in the lecture rooms of Harvard, Yale, Brown and Syracuse - about the many pitfalls in the road ahead. Critiques of administration policy in the war against terror grow stronger and more vociferous every day. This is the paradox at the heart of the debate: how can you present yourselves as defending the great values of freedom and justice, if that defence promotes unfreedom and injustice? The real belligerati, the hawks among America's makers of foreign policy, have made such mistakes before - by supporting the Shah's tyranny in Iran, a policy which led eventually to Khomeini's revolution; by supporting the coup against President Allende in Chile, a decision which made possible the nightmare of Pinochet; and, more recently, by tilting towards the Islamist fundamentalists in Algeria. They are in danger of doing it again. If Saddam and his cronies are to be unseated, it's important to find a successor regime that doesn't require decades of propping up. This is the point the Saudis were making when they expressed support for an Iraqi- led revolution against Saddam. The US gets the point; unfortunately, at present, the CIA-dominated thinking appears to be that a military strongman is needed. Thus the main opposition group, the Iraqi National Congress led by Ahmed Chalabi, is treated with scorn - an ineffectual showboat, as one recent American report put it - while the US starts cosying up to a string of exiled ex-generals, many with attractive backgrounds in chemical warfare. This is the warlord option, and it alarms many of us, even if the warlords are at present somewhat less than fearsome, running small restaurants in Virginia or living in severely reduced circumstances in Wuppertal, Germany. But shouldn't a paid-up belligerato be pleased by America's tough-guy stance? Why be squeamish about making use of old soldiers who may have been responsible for using poison gas on the Kurds? Such questions reveal the absurdity of the slur. I can't speak for the others, but my own view is pretty straightforward. If America gets into bed with scumbags, it loses the moral high ground, and once that ground is lost, the argument is lost with it. We don't yet know if the Chalabi group commands sufficient support within Iraq, but such anecdotal information as there is suggests Chalabi is at least as likely to be viable as any of the generals. Massive quantities of sulfur dioxide boiling up and mixing with water; S02+H20=H2S03 or thereabouts. The color would be right, and its effects on marine life would be consistent with accounts, but its presence would be obvious. That, and a dilute slurry of sulfuric acid wouldn't effect cloud formations. - maybe moved across the gulf of mexico after the eruptions fell to the ocean there ?? Whatever it is could still be volcanic, but right now it doesn't look that way. I can't think of any naturally occurring combination of chemicals or events which could account for the entire range of phenomena in this instance. Truck Carrying Christian Materials Is Driven Into Islamic Mosque Before Prayers
The Associated Press
TALLAHASSEE, Fla. (AP) - A man who said he was motivated by hatred of Muslims
drove a truck into a mosque just 30 minutes before evening prayers, police said
Tuesday.
No one was injured Monday in the Islamic Center of Tallahassee, which is located at
Florida State University.
The driver, Charles Franklin, 41, walked away and was arrested later at a campus
bar on charges of burglary and criminal mischief, police said.
Franklin told officers he could have blown up the mosque if he had put propane tanks
on the front of his truck, and that he tried to join the military in order to kill
Muslims
but was turned down, according to a police news release.
Authorities said a Bible wrapped in blue cloth was on the front seat of Franklin's
truck.
Police spokesman Scott Hunt said police believe it was an isolated case of one
individual venting personal frustrations.

After last weeks vote of HR 1885 that granted amnesty to immigration that now
occupy U.S. Soil, Ron Paul's (R-TX) vote left many of our readers scrathing their
heads. They weren't alone. So we asked. According to Paul's office, there may have
been some bad 'spin' on the details about the bill itself. We'll let you be the judge
as

From The Office of Ron Paul: Regarding the extension of section 245(i) of the
Immigration and Nationality Act, contained in the Enhanced Border Security and Visa
Entry Reform Act (HR 1885).
Rest assured, I am against general amnesty for illegal aliens. Many have suggested
that section 244(i) grants amnesty to illegal aliens, but this is not true. In fact,
it only
applies to that group of people who meet the following criteria: they are eleligilble
for
permanent residency status have lived in this country since Dec. 2000 their
application is based on a family relationship that existed prior to Aug. 15, 2001 or on
an application for labor certification that was processed before Aug. 15, 2001.
This bill will also allow those who are waiting in line for their application to be
processed to remain in this country, provided they have a sponsor. In addition, they
will be required to pay a penalty of $1000 before they can reapply.
Other provisions of HR 1885 will go a long way toward addressing your concerns
regarding border control and security. For example this bill provides for at least 200
additional INS inspectors. and at least 200 additional investigators. It requires the
establishment of a government- wide, electronic data-sharing system on persons
with terrorist ties, that federal officials could use to determine whether to grant
visa
application or permit an individual to enter the U.S. In addition, the Justice Dept.
will
be required to establish a system to electronically track all foreign visa students in
the United States. Finally, it would prohibit the issuance of temporary visas to
citizens
of nations considered to be state sponsors of terrorism, unless it has been
determined that the alien does not pose a threat to the safety of American or U.S.
national security.
What has not been discussed in the current debate regarding immigration reform is
that, rather than luring immigrants to a land of opportunity, our present welfare
states
draws those from other jurisdictions who come for the security guaranteed by
government forced transfer payments. Genuine immigration reform can only result
from elimination of the current welfare state and a renewed embracement of the
constitutional principles under which transfer payments were the exception rather
than the rule. Such a renewal will not only attract the industrious, but will deter
those
migrants merely looking for a free ride on the backs of taxpayers.
It is an outrage for our government to invite people over here for the express purpose
of providing them with taxpayer- funded assistance. Rest assured, I believe that
immigrants should not receive any form of welfare or public assistance, and this is
why I am cosponsoring HR 190, which would revoke the automatic citizenship, and
thus right to welfare benefits, currently granted to the children of illegal
immigrants.

Oxford English Dictionary Gerald Ford's reputation has lately come under the knife for a major facelift. This April in Boston, Former President Ford (R-MI) received the John F. Kennedy Profile in Courage Award from the folks at the Kennedy Library. At this same moment, Ford's colleague Henry Kissinger has been accused of war crimes in a detailed and devastating two-article expose, published earlier this Spring by the venerable Harper's Magazine. According to the Associated Press (30 April, 2001), Ford was given the Courage Award for taking the political risk of pardoning former President Nixon after Watergate. The award is given annually to an elected official who followed his conscience despite the political cost. Ford, who pardoned Nixon to help the country recover from 'our long national nightmare,' said he is glad to be recognized for making the decision, which some say cost him the 1976 presidential election. Rather like a real-life Mr. Magoo, Ford has a well-established, serial tendency to get raised up to sublime heights by somebody else's official fiat. This Kennedy award is only the most recent episode (in 1999, he was awarded the Congressional Medal of Freedom). Ford was, of course, our only unelected President, as well as the first Eagle Scout ---winner there of no fewer than 26 merit badges--- to achieve the nation's highest Office. Long before his appointment, Ford had been lifted to national visibility by President Johnson, who recruited him onto the Warren Commission. Watch closely to see if the Financial Times' discovery about the Fed's latest undertakings ever makes the financial press in the United States. Monday's second big news was the renewed attempt of the president of the Bundesbank to talk down the gold price by speculating about selling German gold reserves and putting the proceeds into general equities. -Caveat Lector- As always, OmK - VITAL SIGNS: FOREIGN AFFAIRS Who Needs Islamic Fundamentalism? by Andrei Navrozov After almost a century of dealing with international terrorismsince communism, in practice as well as in theory, is hardly anything more complex than terrorism on a global scaleWestern democracies should have caught on to the fact that all social movements, particularly those perceived as spontaneous, are invariably organized, manipulated, and directed by those whose interests they ultimately serve. Do ordinary middle-class Americans really get out of bed one day with the idea of sending money to arm the IRA? Do English roses call on their local ironmongers before chaining themselves to railings at nuclear installations? Do timid Chinese students use their life savings to hire buses and megaphones for a protest in Tiananmen Square? Thus the West ought to have awakened to the uneasy realization that blaming Islamic fundamentalism for the attack on Manhattan and Washington, D.C., is like accusing a gun of murder. The fierce and determined faces of the killers, defying posterity in the news pages, are the faces of historys fall guys, clueless patsies whose eternal destiny it is to leave greasy fingerprints on the surface of world events. And the questions that the Wests political and media establishments ought to have asked are: Who is the ultimate client and beneficiary? Who pulls the strings of these marionettes? Where does the thread of knowledge and responsibility lead? That such a thread exists cannot be doubted. We know that only four of the terrorists had been trained as pilots, which means that the others, who believed they were all in it together, may never have been told that theirs was a suicide mission. What information had been withheld from the four by the cell leader who had brainwashed, financed, and trained them? What information had been withheld from the cell, hidden from the branch, concealed from the national organization, and not supplied to the international movement? It is equally clear that the thread must have a beginning. Yet the Wests political and media establishments have time and again proved themselves unable and unwilling to ask such uncomfortably far-reaching questions. Central as the causes of this epochal failure are to my argument, in the scope of this article I can do little more than enumerate them. The last serious effort in the Wests century-long struggle to apprehend and reverse the global advance of totalitarianism coincided with the Reagan presidency. At that time, it was still possible for a detached observer such as myself to find a common language with the times, if only because the context of the debate left blank some tolerably wide margins. Even in Washington, but certainly in London in those years, to be marginalized for criticizing the political, military, or intelligence establishmentfor their myopia, their wishful thinking, and their overall inability to understand or to cope with the Soviet threatdid not mean to be summarily silenced. It meant being a dissident, with all the advantages of being part of a legitimate political and intellectual minority. Then everything changed. President Bushs term in office coincided with the sudden restructuring of totalitarianism in Russia, a geopolitical hurricane that blew away all the trusty signposts upon which a wary West had relied for decades in the absence of any real knowledge or deep understanding of the enemy. Now the dissidents would no longer be heard in the ensuing chorus of jubilant confusion: Americas new foreign policy of self-congratulation did not leave us any margin at all. When, in November 1991, Lord Chalfont addressed the House of Commons with a plea to reconsider Options for Change (Britains bumbling way of inaugurating the New World Order and pocketing the peace dividend), he was reduced to quoting an article I had written in support of his claim that Russia still has enormous military power. When I saw that the defense of the realm hinged on the turn of a lone dissidents pen, I realized that the game was up. Eventually, I withdrew and moved to Italy, but not before publishing a short book entitled The Coming Order: Reflections on Sovietology and the Media. In it, as in all the newspaper and magazine articles that I managed to publish during the last decade, I defended my view that the worldwide collapse of communism is a strategic maneuver; that restructuring in the Soviet Union is the transfer of power from the old Communist Party clique to the new secret-police junta; and that Western Sovietologists, political scientists, and media commentators are more helpless and naive than they have ever been in the face of this new, and in all likelihood final, totalitarian challenge. However, CSPAN immediately revised its website and schedule after Alex Jones began getting calls about this interview during his show, attacking CSPAN on multiple fronts, and announcing that CSPAN's interviewer was its founder from the Pentagon. Presumeably, many people would have wanted to watch the re-airing of this strange interview. By 2pm, however, CSPAN yanked the Jonson interview off its website and scheduling, as previously announced for later that evening. It declared, This program is not available for future airing. By 3pm, even this was yanked off CSPAN's website. A search displayed zero referance to Ron Jonson, as it had done previously. Even the link to selling videos of this interview disappeared completely. Zero shows were listed by CSPAN for that time period, for any of its 3 channels, replacing announcements with TBA. Upon watching CSPAN during those slots showed reruns of Pentagon briefing by Rumsfeld and another by state department on Somalia War. On Tuesday at 2pm, CSPAN still listed zero info on a search for Ron Jonson.
