Milosevic cleared of blame for massacre

THE long-awaited investigation into the worst atrocity of the Bosnian War appeared
yesterday to exonerate Slobodan Milosevic of ordering the murder of 7,500 boys and
men at the United Nations haven in Srebrenica.
The five-year inquiry commissioned by the Dutch Government also excused the UN
and the Dutch peacekeeping troops who were supposed to protect the town.
Families of some victims who had gathered in The Hague for the reports publication
howled their disapproval, threw the report on the floor and stamped on it.
Even some of the Dutch soldiers who served with the 200-strong UN contingent in
Srebrenica in July 1995 later described it as a whitewash.
The 7,600-page report is sure to be seized on by lawyers helping the former
Yugoslav President to defend a charge of genocide at Srebrenica before the
International Criminal Tribunal for the Former Yugoslavia. After a five-year
investigation, The Netherlands Institute for War Documentation says it can find no
proof that orders for the slaughter came from Serb political leaders in Belgrade.
Investigators also say that they can find no direct link to Radovan Karadzic, the
wartime leader of the Bosnian Serbs, who is also indicted by the tribunal. Instead, the
report blames General Ratko Mladic, the Bosnian Serb military leader, who is still on
the run. The family representatives who had travelled to The Netherlands shouted
their protests. Hassan Nuhanovic, a translator for the Dutch battalion, whose father
and brother were among the dead, walked out while the investigators explained the
findings. Munira Subesic, who lost her husband and son, said: After all this wait we
are told nobody is facing justice for mass murder. It pains our souls.
These survivors had come hoping to learn why the UN stood by and watched as they
were separated from their loved ones at gunpoint. The women and children who
were among 25,000 people seeking sanctuary inside the Dutch camp were herded
on to buses and driven from their homes in what came to be known as ethnic
cleansing.
Their menfolk, including boys older than 14, were marched away by Bosnian Serb
gunmen. Over that weekend an estimated 7,500 were shot, then buried in mass
graves.
The report concludes that the lightly armed Dutch contigent were sent on an
impossible mission. It argues that the UN gave this ill equipped force muddled orders
and says that Dutch commanders could not have predicted the slaughter that
followed after they handed over the civilian population to General Mladic.
Dutch politicians are criticised for trying to boost their international prestige by
sending troops on such a hopeless task.
British politicians and other European leaders are blamed for not having the will to
order airstrikes to stop the havens from being over- run.
The report says that if the Dutch troops had tried to fight, it would have provoked a
bloodbath and that concern about their own survival in this hell will have meant more
to them than the fate of the Muslim men.
Few survivors have dared to return to their homes in Srebrenica, 45 miles northeast
of the capital, Sarajevo. Among them is Azija Sehomerovic, 61, who lost her
husband. She remains convinced that Dutch peacekeepers could have done more.
When we saw the peacekeepers running away from their positions, then we knew
we had to run, too, she said. Right before the massacre, I saw one Dutch soldier
sitting and crying. It seemed that he knew what would happen to us. But they failed.
Dutch commanders saw the bodies of some of the first to be murdered but did not
intervene. Wim Dijkema, 53, who was with the UN contingent, said: Believe me,
what happened should never have been possible. It is a serious mistake.
The reports harshest criticism is reserved for the UN high command for leaving their
havens without proper protection. But General Bernard Janvier, the French
commander, is cleared of the accusation that he made a secret deal with the
Bosnian Serbs to halt airstrikes in exchange for their freeing UN soldiers taken
hostage in May 1995.
At the war crimes tribunal yesterday, in an unrelated decision, Richard May, the
presiding judge, gave prosecutors a year to conclude their case against Mr Milosevic.
Nenad Banovic, one of twin Bosnian Serb brothers charged with beating prisoners to
death at a Serb-run camp during the Bosnian war, will be released for lack of
evidence, the Hague war crimes court said.

As lawmakers returned to work Tuesday after a recess that spanned two weeks of rapidly escalating violence in the Middle East, Rep. Tom Lantos (D-San Mateo) prepared to introduce a resolution expressing U.S. solidarity with Israel in its fight against terrorism. Sen. Dianne Feinstein (D-Calif.) said she would reintroduce legislation to cut U.S. ties to the Palestinian Authority if Secretary of State Colin L. Powell's mission in the region does not produce results. The U.S. should stand by Israel's side in the quest for peace and security, Feinstein said in a floor speech. Vice President Dick Cheney, meanwhile, traveled to Capitol Hill to meet with Senate Republicans at a time when some conservatives have questioned the Bush administration's willingness to continue negotiating with Palestinian Authority President Yasser Arafat. Some congressional leaders are struggling to balance their desire to show support for Israel against fears that legislative meddling could upset diplomatic efforts to stabilize the region. I think that some show of support for Israel is important and critical, said Senate Majority Leader Tom Daschle (D-S.D.). But he added, We need to decide what the correct and appropriate timing would be. Still, the unflagging congressional support for Israel--even as Israeli leaders have been slow to respond to Bush's personal pleas to end the incursion into Palestinian- governed territory-- is a strong reminder of the tremendous influence wielded by the Jewish community and the pro-Israeli lobby in U.S. politics. That power has its roots, in part, in sympathy for a democratic regime with which the United States has deep cultural and religious ties. The support base spans many faiths, notably evangelical Christian groups. But the clout also derives from a more direct, practical political reality: The U.S. Jewish community, though only about 2.2% of the U.S. population, is disproportionately represented in big states such as New York, California, Florida and Illinois. Many Jews also have a track record as major political donors, especially to Democrats. And Jews are well represented in Congress. There are 10 Jewish members of the Senate, for instance, and no Arab Americans. They are at the right places to have an impact on overall sentiment, said Stuart Rothenberg, a Washington-based political analyst. James Zogby, president of the Arab American Institute, argued that the political power of the Jewish community is exaggerated. But he conceded that what he terms the myth of Jewish clout has suppressed divisions in Congress over Middle East policy. There is reasoned discourse [over the Middle East] in almost every sector of society except Congress, Zogby said. The bipartisan support for Israel was driven home last week when House Majority Whip Tom DeLay (R-Texas)--viewed by many as the leader of the GOP's conservative wing in Congress--gave a speech denouncing Arafat as completely untrustworthy. DeLay called on the Bush administration to throw its weight behind Israel's campaign to dismantle the Palestinian leadership. With many members of Congress agreeing with that assessment, Cheney sought to build support for Powell's mission by telling Senate Republicans on Tuesday that Arafat was the only one to negotiate with, according to a GOP source who attended the meeting. A draft of the resolution Lantos plans to push condemns Arafat harshly and would put Congress on record as backing Israel as it takes necessary steps to provide security to its people by dismantling the terrorist infrastructure in the Palestinian areas. Some lawmakers were concerned that such a measure would hurt U.S. diplomatic efforts to bring Israelis and Palestinians back to the peace table and to calm mounting Arab anger toward the United States over the Middle East crisis. Powell is confronting a wall of defiance in his Middle East peace mission this week - a wall thrown up by Arab leaders. The leaders of Morocco, Saudi Arabia, and Egypt in the past two days have refused Powell's call for them to speak out against suicide bombers and other forms of violence against Israel, and have declined to embrace any new peace plan without the active involvement of Palestinian leader Yasser Arafat, US officials said yesterday. US officials had broached the idea of other Arab leaders taking the lead role in a new peace plan with Prime Minister Ariel Sharon of Israel. In Washington yesterday, US officials seethed privately at the rebuffs to Powell. ''They don't seem to be helping and they ought to be, it's in their vested interest,'' said a senior Bush administration official, speaking on condition of anonymity. ''At least they should be speaking out publicly condemning the violence, because Sharon reads the papers and watches TV, too. There has got to be a mounting show of support for the position we have taken - which is, knock it off already - because if we're standing alone at end of day, we've got problems.'' Powell already was facing resistance by Sharon to President Bush's demand that Israel withdraw its troops from Palestinian areas of the West Bank. Sharon has delayed a full pullback from the West Bank, where fighting has raged since Israel's incursion March 29. The Arab rejection this week isn't the only dark cloud for Powell, who has been dispatched to the region by Bush to bring an end to the intensifying violence. In Washington, two influential Republican opinion-makers, William Kristol and Robert Kagan, sent a memo to the White House and to reporters saying Powell's trip ''was shaping up to be a disaster.'' The two said the United States was now pressuring Sharon to end the offensive, while ''giving a free ride to Arafat and the terrorists he directs.'' And inside the administration, Powell's statement yesterday that the United States was prepared to send US ''observers'' to the region to monitor an Israeli-Palestinian truce may not sit well with Defense Secretary Donald H. Rumsfeld, who has publicly opposed any US peacekeeping mission there. The senior US official said Powell had no concrete plan for observers. ''It's not a cop on every street corner, and it's not people just sitting behind closed doors,'' the official said. ''It's all to be defined. ... Just don't paint them as peacekeepers. They're observers.'' After meeting yesterday in Cairo with President Hosni Mubarak of Egypt, Powell stated clearly that he intended to meet with Arafat. On Sunday, he had also said there was no choice but to meet with the Palestinian leadership. The secretary of state has indicated he would be offering Arafat a way toward a political solution of the conflict - he talked about the creation of a Palestinian state - as long as the Palestinian leader worked to quell the violence. ''With that vision of a state, hopefully, hopefully, the Palestinian people will realize it is in their interest now to do everything they can to control their passions, to control the violence and bring it down so that we can get the political process moving,'' Powell said. After toying with a strategy that would have put Arab leaders on center stage in the peace process with a lesser role for Arafat, the United States now appears to be returning to Arafat as the key player in the current crisis. During the 12-day Israeli offensive, Israeli tanks have surrounded the Palestinian leader's building in Ramallah, confining him to two rooms. ''The US had been seeking a difficult strategy to regionalize the effort, asking Morocco, Egypt, Jordan, and Saudi Arabia to deal with the Israelis over the heads of the Palestinian Authority,'' said Mouin Rabbani, director of the Palestinian American Research Center, in a telephone interview from Ramallah. ''But what has happened over the last few days is that the Arab political leadership made it absolutely clear they will have nothing to do with such an initiative. Powell got an earful from the king of Morocco, the Saudi crown prince, and the Egyptian president.'' Now, faced with the upcoming meeting with Arafat, US officials are expecting the bare minimum. Mistaken assertions that Arafat has not condemned terror in Arabic

Specifically, Bush wants the Arab leaders to compel Arafat to crack down on
Palestinian militants. Powell will warn them they will bear responsibility if terrorism
continues, said a senior Bush administration official. The appeal to Arab moderates
also reflects Bush's frustrations with Palestinian leader Yasser Arafat, whom Bush
seems to be giving a final chance to get involved in the peace process. He needs to
speak clearly, in Arabic, to the people of that region and condemn terrorist
activities.
At the very minimum, he ought to at least say something, Bush said.

9 April 2002 -- Contrary to what US President George Bush and various media
sources have said about Palestinian President Yasser Arafat needing to condemn
suicide bombings in Arabic, below are translations of three recent statements made
by Arafat or representatives of the Palestinian Authority and broadcast in Arabic over
the Voice of Palestine radio station, Palestine TV, or WAFA (the Palestinian
Authority's official news agency):
Arafat: On this occasion, I would like once again to reiterate our condemnation of
yesterday's operation in Netanya, in which a number of innocent Israeli civilians were
killed and wounded. This operation constitutes a deviation from our policy and a
violation of our national and human values. I affirm our commitment to working
toward an immediate cease-fire, as we informed General Zinni. We highly value his
efforts. We informed him that we are ready for the immediate implementation of the
Tenet's work plan without conditions, and without prejudicing any of its articles.
Also,
we have informed him of our readiness to implement the Mitchell Report
recommendations in cooperation with the four-way US-Russian-European-UN
committee headed by Gen. Zinni.

Abd-al-Rahman: The Palestinian leadership strongly denounces the Netanya
operation against Israeli civilians, particularly because it was carried out today,

The spin of news coverage and the mix of individual opinion pieces usually indicate the outlooks of the media establishment, but the editorials by powerhouse newspapers convey more direct messages. With carnage a daily reality in Israel and the West Bank, some editorials have been entirely predictable. The Wall Street Journal, true to ideological form, applauds Israels iron fist and urges the White House to stand firm behind Israeli leaders. In contrast, more refined Washington Post and New York Times editorials tell us a lot about common US media reactions. For editorial writers at the Post and the Times, an incontrovertible fact is that Yasser Arafat must be held responsible for the suicide bombings of recent weeks. It cannot be forgotten that Arafat refused to take serious action to stop a sickening wave of suicide bombings against Israel, and that Israel has a right to self-defense, a Post editorial proclaimed on April 3. Countless other commentaries also echo officials in Washington. Few have any use for a point that Zbigniew Brzezinski made on the PBS NewsHour as this month began. Its absolute hypocrisy to be claiming that Arafat can put a stop to the terrorism, the former national security adviser said. And its lets put it mildly poor information on the part of the president to be maintaining that. This guy (Arafat) is sitting isolated. Ariel Sharon is trying to repress the Palestinians and terrorism is not stopping. How is Arafat supposed to put a stop to it? Typically, both the Post and the Times fixate on the strategic efficacy of the Israeli military offensive rather than its flagrant illegality and fierce cruelty. Like Sharons previous attempt to destroy Palestinian national aspirations through an invasion of Lebanon, this strategy is doomed to failure, the Post editorialized. A day earlier, the Times had clucked that Sharon mistakenly seems determined to end terrorism by military means alone. The Times could not resist clanging a timeworn bell about terrorists who aim to drive Israel and its Jewish inhabitants straight into the sea. Such hyper-rhetoric punches old emotional buttons. (Cue Hollywoods Exodus.) But as Michael Lerner, an activist American rabbi, observed days ago in an open letter, Israel is in no danger of going out of existence it is the fourth largest military power in the world, and it faces a Palestinian people who have no tanks, no airplanes, no heavy artillery. Lerner was cogent: Let us be clear that Israel is using its power today to preserve the occupation, not to preserve its safety. While quite properly calling for an immediate halt to the horrendous suicide bombings, New York Times editorials are notably patient and rather equivocal about bringing an end to Israels occupation. In the first paragraph of a March 30 editorial, the Times recommended a commitment to withdraw from occupied lands. In the closing paragraph, the newspaper declared: Israel must make clear that it recognizes the need to relinquish the bulk of the territories it took in 1967. Translation: Even at this late and bloody date, the New York Times cant bring itself to forthrightly call for an immediate and total end to the occupation. Instead, the paper resorts to ambiguity; Israel should recognize the need to leave the bulk of the territories. If a foreign power had been occupying your home for 35 years, how would you feel about the idea that it should recognize the need to leave most of it merely remaining in control of, say, all the hallways and doors? Most editorial writers seem determined to detour around obvious parallels with apartheid-era South Africa. Evasions and apologetics for basic elements of Israels policies dominate so much of the US media landscape that insightful comments by Brzezinski were conspicuous: The Israelis are becoming increasingly like the white supremacist South Africans, viewing the Palestinians as a lower form of life, not hesitating to kill a great many of them. Parrot-like, highly selective media use of the terrorism label is providing top US and Israeli officials with invaluable propaganda cover. Meanwhile, Brzezinski has it right: You cannot define the loss of human life in terms of the number of Israelis killed by brutal, savage, inexcusable Palestinian terror. And it does take place. The fact of the matter is that three times as many Palestinians have been killed, and a relatively small number of them were really militants. Most were civilians. Some hundreds of children. -Caveat Lector- CNN Online News Report: Report: U.S. lenient in bringing torturers to justice April 10, 2002 Posted: 12:27 PM EDT (1627 GMT) WASHINGTON (CNN) -- The U.S. government is not doing enough to bring to justice people within its borders who are suspected of torture in other countries, the human rights group Amnesty International said Wednesday. In a report called United States of America: A Safe Haven for Torturers, the group said not a single case has been brought in the eight years since U.S. law allowed domestic prosecution of people accused of committing torture in other countries. The group said its research confirms that at least 150 suspected torturers are living in the United States, and it cites government estimates that there may be as many as 1,000 such suspects who have fled to the United States to escape justice. Those who tortured and murdered in other countries should not be able to evade justice and live in the United States without fear of arrest and prosecution, said William F. Schulz, executive director of Amnesty International USA, in a written statement. The U.S. government is adept at taking people into custody, as it has shown by its detention of some 1,200 individuals following the attacks of September 11. The report specifically names 13 individuals who live in, or have entered, the United States accused of human rights violations in Cuba, Somalia, Guatemala, Ethiopia, El Salvador, Bosnia-Herzegovina, Haiti, Honduras or Chile. The report also criticizes the U.S. government for relying on deportation proceedings to get suspected torturers out of the country rather than extraditing them to the country where the alleged torture took place, surrendering them to international war crimes tribunals or trying them for their alleged crimes in a U.S. court. Under the International Convention Against Torture, which the United States ratified, the government is obligated to extradite, surrender or prosecute suspected human rights abusers, the report said. Instead, the Immigration and Naturalization Service in November 2000 started detaining aliens who allegedly committed human abuses abroad in order to deport them. Amnesty International characterizes the U.S. approach as a misguided policy of either inaction or deportation in place of prosecution. Under a federal law approved in 1994, people suspected of human rights abuses in other countries can be tried in U.S. courts if the suspects are U.S. nationals or are on American soil. In the report, Amnesty International takes issue with a Justice Department interpretation that holds the law may not apply to crimes that took place before 1994. While the Justice Department said that invoking the law for pre-1994 crimes may violate the constitutional prohibition on ex post facto prosecutions -- trying someone for actions that are a crime now but were not one at the time they took place, Amnesty argues that ex post facto doesn't apply because torture has long been illegal under U.S. and international law. An individual who committed an act of torture, in any country, cannot possibly argue that he/she was unaware of the illegal nature of her/his conduct, the report said. The report also calls on the U.S. government to impose new immigration restrictions on people accused of torture. People accused of genocide, Nazi war crimes or religious persecution can be automatically excluded from the country or deported, but for those accused of torture or other human rights abuses, deportation and exclusion are not automatic. What Christians Don't Know About Israel By Grace Halsell May/June 1998, pages 112, 126 American Jews sympathetic to Israel dominate key positions in all areas of our government where decisions are made regarding the Middle East. This being the case, is there any hope of ever changing U.S. policy? President Bill Clinton as well as most members of Congress support Israel-and they know why. U.S. Jews sympathetic to Israel donate lavishly to their campaign coffers. . The answer to achieving an even-handed Middle East policy might lie elsewhere-among those who support Israel but don't really know why. This group is the vast majority of Americans. They are well-meaning, fair-minded Christians who feel bond ed to Israel-and Zionism-often from atavistic feelings, in some cases dating from childhood. I am one of those. I grew up listening to stories of a mystical, allegorical, spiritual Israel. This was before a modern political entity with the same name appeared on our maps. I attended Sunday School and watched an instructor draw down window- type shades to show maps of the Holy Land. I imbibed stories of a Good and Chosen people who fought against their Bad unChosen enemies. In my early 20s, I began traveling the world, earning my living as a writer. I came to the subject of the Middle East rather late in my career. I was sadly lacking in knowledge regarding the area. About all I knew was what I had learned in Sunday School. And typical of many U.S. Christians, I somehow considered a modern state created in 1948 as a homeland for Jews persecuted under the Nazis as a replica of the spiritual, mystical Israel I heard about as a child. When in 1979 I initially went to Jerusalem, I planned to write about the three great monotheistic religions and leave out politics. Not write about politics? scoffed one Palestinian, smoking a waterpipe in the Old Walled City. We eat politics, morning, noon and night! As I would learn, the politics is about land, and the co-claimants to that land: the indigenous Palestinians who have lived there for 2,000 years and the Jews who started arriving in large numbers after the Second World War. By living among Israeli Jews as well as Palestinian Christians and Muslims, I saw, heard, smelled, experienced the police state tactics Israelis use against Palestinians. My research led to a book entitled Journey to Jerusalem. My journey not only was enlightening to me as regards Israel, but also I came to a deeper, and sadder, understanding of my own country. I say sadder understanding because I began to see that, in Mid dle East politics, we the people are not mak ing the decisions, but rather that supporters of Israel are doing so. And typical of most Americans, I tended to think the U.S. media was free to print news impartially. It shouldn't be published. It's anti-Israel. In the late 1970s, when I first went to Jerusalem, I was unaware that editors could and would classify news depending on who was doing what to whom. On my initial visit to Israel-Palestine, I had interviewed dozens of young Palestinian men. About one in four related stories of torture. Israeli police had come in the night, dragged them from their beds and placed hoods over their heads. Then in jails the Israelis had kept them in isolation, besieged them with loud, incessant noises, hung them upside down and had sadistically mutilated their genitals. I had not read such stories in the U.S. media. Wasn't it news? Obviously, I naively thought, U.S. editors simply didn't know it was happening. On a trip to Washington, DC, I hand-delivered a letter to Frank Mankiewicz, then head of the public radio station WETA. I explained I had taped interviews with Palestinians who had been brutally tortured. And I'd make them available to him. I got no reply. I made several phone calls. Eventually I was put through to a public relations person, a Ms. Cohen, who said my letter had been lost. I wrote again. In time I began to realize what I hadn't known: had it been Jews who were strung up and tortured, it would be news. But interviews with tortured Arabs were lost at WETA. The process of getting my book Journey to Jerusalem published also was a learning experience. Bill Griffin, who signed a contract with me on behalf of MacMillan Publishing Company, was a former Roman Cath olic priest. He assured me that no one other than himself would edit the book. As I researched the book, making several trips to Israel and Palestine, I met frequently with Griffin, showing him sample chapters. Terrific, he said of my material. The day the book was scheduled to be published, I went to visit MacMillan's. Checking in at a reception desk, I spotted Griffin across a room, cleaning out his desk. He'd just agreed to testify to Congress in the Enron case. A congressional source tells CBS News that Baxter wasn't a target in the probe, he was to provide evidence against others. But on the morning of January 25th he was found in his car - shot dead. Police were criticized for calling it a suicide before investigating, so they kept the case open. The fact that it's still open more than two months later has made the Cliff Baxter case prime fodder for murder conspiracy theories, reports CBS News Correspondent Sharyl Attkisson. Adding to the mystery is a letter - perhaps a suicide note - that Baxter's wife is fighting to keep private. Groups like the Texas Freedom of Information Foundation want at least part of it made public. I believe very strongly that Enron is mentioned in it, said Joel White, the group's attorney. More questions are raised in police, autopsy and lab reports obtained by CBS News. Police won't talk while the case is open, so CBS News asked two experts - independent coroner Cyril Wecht and former homicide detective Bill Wagner - to review the reports. While suicide appears likely, both experts say the documents make it impossible to discount foul play. Asked why he couldn't rule out murder, Wagner said, because murder can be made to look like a suicide. ... Someone who is knowledgeable about forensics can very well have the ability to stage a murder, commit a murder and stage it to look as if it was a suicide, understanding what the police are going to be looking for. The experts found several things highly unusual. First the peculiar ammunition: not regular bullets but something called rat-shot. This kind of ammunition cannot be easily or readily traced back to the gun from which it was fired, explained Wecht. It's not as frequently used by people for any reason. It's not the type of ammunition one finds in guns - it has a specific purpose: shooting at snakes and rodents in order to get a distribution pattern of the small pellets contained within the nose portion of the bullet. It's not something that a person is likely to have and to use if they intended to kill themselves, said Wecht. Other unanswered questions include mysterious wounds on one hand and unexplained shards of glass in Baxter's shirt. All reasons to look deeper to rule out murder. But Wagner says glaring police errors may make it harder to close the books on the Baxter case. First, nobody wrapped the hands to preserve evidence. When the body did finally arrive for the autopsy, the hands hadn't even been bagged, said Wagner. I'm just amazed frankly that the hands were not bagged, Wecht said. From what I've seen looking at the vehicle, it doesn't appear they even fingerprinted it, continued Wagner. The police narrative is vague for this type of investigation. It's important to get a timeline of the events that took place through the course of investigation - that appears to be lacking in the original report from the crime scene. Without that, without being able to piece together what was done when, it's very difficult to understand the events that took place and how they unfolded from that report, said Wagner. The gun and other evidence were moved before photos were taken. The body was moved as well. There's a puzzling mention of blood outside the car from someone laying Baxter on the ground. Wagner says that only should have happened if rescuers pulled him out to revive him. But even that scenario doesn't add up - the body is back in the car when the funeral home arrives and that's something that is not explained in the police reports, said Wagner. I think there were some very important things omitted from the original investigation report that should have been included in it. I would like to have known what were the first couple things the Fire Department did to treat the victim allegedly as he was sitting in the car and from that point how did they change the initial crime scene. What was moved? Did they remove the body from the vehicle? It's actually unclear how they treated the actual scene, Wagner said. Incredibly, even though an autopsy is required by law, none was ordered. By the time that decision was reversed, Baxter's body was being processed at a funeral home. The coroner says police still won't tell her exactly who handled and who saw the body before it finally reached her and won't even give her routine information. The official finding on Baxter's death may well end up being suicide, but for now his death certificate remains unsigned. And at least one provocative question is left permanently

Blame this nonsense on Senate Majority Leader Tom Daschle, D-SD, and President Bush. They are pushing a provision for the Senate engery bill that would require gasoline producers to use rising amounts of ethonal. The measure would eliminate the current requirement in the Clean Air Act that smoggy areas use gasoline containing an oxygen additive - either ethanol or MTBE. But then it goes ahead to require that refineries triple their purchases of ethanol for gasoline by 2012. ...It will drive up the cost of driving taking dollars out of the pockets of motorists and putting them into the coffers of Archer Daniels Midland...Which dominates the ethanol market. ...It will take dollars away from transportation investment. That's because ethanol already gets another federal subsidy - the federal fuel tax at the pu mp is a nickel less on fuel containing ethanol. If the Daschle-Bush ethanol mandate is passed, federal revenues for transportation repair, operation and construction will plummet... So this is what Californians get from the proposed Baschle-Bush ethanol bailout - higher prices at the pump and more crowded roads. It gives the term, Highway robbery a whole new dimension. We cannot negotiate under the threat of âIsraeliâ tanks and artillery and airplanes; we cannot negotiate under threat of the renewal of occupation at any moment. There is a need for international protection. We are asking for it, we are in need of it and it is an essential part of the negotiation process. Q: Do you see (these kinds of guarantees) coming from the American administration? A: I think that the international protection should come not only from the Americans, but from the United Nations, Russia and the European Union. Q: There are some who say the United Statesâ reputation has been so damaged in Arab eyes that it cannot be involved. A: I think that the United States has destroyed its credibility in the Arab world for a very long time. It cannot regain this credibility unless it starts taking a position that departs from complete support of (âIsraeliâ Prime Minister Ariel) Sharonâs policy of âIsraeliâ war against the Palestinian people and of âIsraeliâ occupation of the Palestinian Authority areas. Every time we started implementing the Tenet Plan, for example, which is originally an American plan  all the plans are American plans  the American administration tends to explain these plans according to the âIsraeliâ interpretation. In Tenet, we refused from the beginning the condition of seven days without any incident. But the Americans accepted it and this gave Sharon months of continuing violence against the Palestinian people, under the pretext that there had not been seven days of non-violence. We donât want to have hostile relations with the United States. On the contrary, we were among the first in the Arab world who condemned the attacks of Sept. 11, we were the first in the Arab world who said to bin Laden: âYou cannot use the Palestinian cause and you do not represent Palestinian aspirations.â We were the first in the Arab world to say that terrorism is not the way to help the just causes of the Arab states, whether they be national, political or social. But these positions were not taken into consideration. On the contrary, the United States has increasingly adopted âIsraeliâ conditions. The Americans themselves say they know that these conditions are impossible to implement. But they accepted some of them and wanted us to accept them even though (they knew) that Sharon was playing a game and asking the US to pressure us. Q: It has been said that all of this has happened because the Palestinians were not willing to accept the Zinni paper. A: Well, look at that paper and you will see why we donât accept it. In that paper, there are parts and phrases that if we accept them, we will have to accept what the âIsraelisâ are doing now to our people. We would have to accept the incursions and attacks under the pretext that this is (âIsraeliâ) self-defense to counter imminent so-called terrorist attacks against âIsraelâ. This paper added a phrase that was not originally in the Tenet plan, and which contradicts the Tenet plan completely  that âIsraelâ will not make incursions in the Palestinian Authority areas, unless they are in self-defense or against imminent attacks. Who will interpret this? Of course, the âIsraelisâ, who will consider every attack as self-defense and say that they have information that a terrorist attack is imminent. If we accepted this, we would be worse than (South Lebanon Army commander) Antoine Lahd  not only an agent, but an accomplice with the âIsraelisâ against our own people. The âIsraelisâ knew that it would be impossible for us to accept such conditions and the Americans, either with goodwill or full knowledge, fell into that trap. Q: And what about the Saudi proposal? You taught me that the Jews have been oppressed for centuries. You taught me that the holocaust could only happen because the Germans were silent. You taught me that Jews must never, never, never be silent when injustice occurs, because our silence makes us complicit. You taught me about history, and you taught me by your actions. As a rabbi, you preached against racism in the south, and had to leave a pulpit in Louisiana when they threatened to kill our family. You worked for open housing laws, insisting that there should be no ghettos in America like the ones your parents had lived in in Europe. You counseled Jewish kids who were conscientious objectors, eliciting the hostility of many who believed that the Vietnam war was a valiant struggle for justice in our time. It is a heavy responsibility I carry now. Because now I am complicit. I have not stood in front of the tanks that are killing other mothers' children in refugee camps. I have not ridden in ambulances to help them get past checkpoints so that the injured could be cured. I have not laid in front of the bulldozers to prevent their destroying a family's shelter. What can I do about this injustice? Palestinians are losing their property, their lives, and their children every day. The Israeli army shoots at unarmed civilians, imposing collective punishments that make it impossible for Palestinians to get food, water, or power. For decades, Israel has paid settlers to move into occupied territory. International law reflects the consensus of the worlds sense of right. International law seeks to protect the powerless. And international law is clear. Occupying countries have to protect the lives and property of the local population. It is not legal to establish settlements at all. Why do Israel and the US pay Israelis to move into them? There are Palestinian terrorists. They have been raised under occupation. Know what? Israeli soldiers treat occupied people the same way other armies have treated occupied people. The stories are horrendous. Arbitrary beatings. Tauntings. Killings. Arrests without charge. Torture. Threatening parents in front of children. Stepping on prisoners trying to move between check points. Strip searches. The use of power to humiliate. When people are humiliated, and have no homes to return to because the homes have been destroyed by the occupying army, When people are humiliated, and have no family to hold them in their arms because they have been shot and unable to get medical care, When people are humiliated, and have no hope for the future, They see no alternative to violence. You taught me Judaisms universal message. I am a Jew because in all places where there are tears and suffering the Jew weeps. I believed Edmond Flegs words, I am a Jew because Israel places man and his unity above nations and above Israel itself. Dad, we have become the oppressors. One rabbinic student told me years ago when I lived in Israel that this was the meaning behind the warning to remember that we were slaves in the land of Egypt. We were warned to remember, because sometimes slaves want to become masters. We are the oppressors, and we are also the victims. Jews are being killed, and at the same time, the moral imperative that you taught me was part of being Jewish seems to be vanishing. I believe that Jews are being used by an American administration to accomplish its own ends, ends that have nothing to do with the ideals of Jews. We need to shout aloud that 80% of the billions that the US gives Israel in aid must be spent on weapons, and that more than half of those weapons are built in Texas. And Jews are being used by an Israeli government that has no interest except territorial expansion. Sharon is the ideological heir to Jabotinsky. Land for peace was never in that ideology. War makes conquest possible, and all the people of Israel and Palestine are being drawn, tragically and together, into that war. We must act, and we must act immediately. Jews are being used to legitimize the slaughter of Palestinians. Please, Dad, tell me how to be like you taught me to be. How do I stop being complicit? I love you. -Caveat Lector- From http://www.workingforchange.com/article.cfm?ItemId=13127 }}}Begin Ruminations from the road Alexander Cockburn - Creators Syndicate 04.11.02 - For those eagerly awaiting the uproar from this writer on the unspeakable assaults on Palestinians on the West Bank, the carnage in the camps and the siege of the Holy Church of the Nativity by Sharon's troops, a word of warning: This column contains reflections on barbecue, a subject that arouses even more passion than matters affecting the peoples of what used to be termed The Holy Land, so parental discretion is advised. Onward. Greer, S.C.: On the road again. This time the vehicle of choice is a 1985 Ford Escort station wagon. Nothing much to look at, but in the mid-1980s, Ford put 4-cylinder Japanese diesel engines into a few of those Escorts, and this is one of them: 50 or 60 miles to the gallon, tight gears and the feel of a sports car. I head off down the road from Greenville S.C., towards Birmingham, Ala., and my cell phone rings. It's a fellow from the New Republic who is eager to quiz me about some recent remarks of mine about the Internet being awash with anti- Israeli material. Amid the crackle and hiss of the ether and the roar of the interstate, it's hard to hear Frank through the no-hands speaker on my dashboard, but eventually, I catch his purpose and ask him flatly, in more-or-less these words, Frank, is your purpose to accuse me of disseminating anti-Semitic libels, under the guise of relaying rumors on the Internet? Frank allows as how this is indeed his intent. I tell him that in my opinion, the stories about Israeli spies, as categorized in a DEA report discussed by John Sugg of the Daily Planet by Justin Raimondo on antiwar.com, on Fox News, by the French newsletter Intelligence Online and various other news sources, including the British Jane's, are legitimate topics of comment, as are the stories about anthrax dissemination involving an anti-Arab researcher. We go back and forth on such issues until the static gets too bad. Later, I retrieve a magnanimous message from Frank saying that he is conferring with associates whether to deal with me in the New Republic. So I assume that at some point, Cockburn will be stigmatized yet again as the purveyor of anti- Semitic filth. It's all pretty predictable. The viler the actions of Israel and the more rabid and undiscriminating the assaults of their troops on Palestinians in the camps, the shriller become charges here that almost any discussion of Israel or of the Israel lobby here is by its very nature anti-Semitic. The day there's a photo of an Israeli soldier shooting a child next to the font in that Bethlehem church you'll find a big story in the New York Times about the troubling resurgence of anti-Semites, with plenty of quotes from Abe Foxman of the ADL. And on the topic of the NYT, have you noticed how that great paper has had a front- page piece rubbishing the Catholic Church as a nest of molesters every day for some time, especially since Sharon invaded Ramallah? The uncharitable could see this as a pre-emptive strike against Papal criticism of Israel's actions, and also to shift attention away from the blood-stained molestations of the adherents of one or the other monotheistic religions. I'm now in Birmingham, Ala. Kathy Johnson and Dave Gesspass, stalwart outposts of the National Lawyers' Guild, take me to Dreamland, promoting it as homeport for some of Alabama's best barbecue. The pork ribs are succulent, the sauce not excessively piquant, nor too tomato-laden in flavor. I report as much to friends in the Pacific northwest and receive an e-mailed warning from Dave Vest, member of the region's hottest blues band, the Cannonballs. Man Accused of Rape in Satanic Rituals Nears Release

The former Thurston County sheriff's deputy who pleaded guilty to raping
his daughters in satanic rituals is nearing release from prison. The
state Corrections Department says Paul Ingram can be released from a
Delaware prison when he has a plan for treatment and counseling.
He pleaded guilty in 1989 in Olympia in a case that that raised
questions about recovered memory allegations.
Sociologist Richard Ofshe and University of Washington memory expert
Elizabeth Loftus contend that Ingram's guilty plea was based on a false
memory. They say he was encouraged by his pastor, a psychologist and
police interrogators. They told him he'd be able to remember what
happened if he confessed.
Sheriff Gary Edwards said he has no doubts about the confession or
qualms about sending Ingram to prison.

Ingram seeks pardon from state

Board will recommend: The state Clemency and pardons Board will listen
to the sheriff deputy convicted of incest on Friday.
A former top Thurston County sheriff's deputy convicted of incest is
seeking a pardon or some other help from Gov. Mike Lowry.
Advocates for Paul Ingram, who's controversial case is discussed in
several new books, will be given a hearing sometime after 9 a.m. Friday
before the Clemency and Pardons Board.
Because of an outpouring of interest, the meeting has been moved to a
larger room, Hearing Room 4, in the Cherberg Building, which is the
Senate office building, according to Anne Fennessy, the governor's press
secretary.
The board can reject Ingram's request, ask for more information or make
a recommendation of anything from a partial to full pardon, according to
Fennessy. The five-member board's rulings are advisory only, although
18 clemency actions have been taken by Washington governors since 1986,
Fennessy said.
But as one of some 22 cases before the pardons board, Ingram supporters
may have little time to make a case.
Ingram, the former top civil sheriff's deputy and head of the Thurston
County Republican Party, pleaded guilty to six counts of child rape in
1989 and is serving a 20-year prison term at Delaware State Prison.
He since has tried unsuccessfully to withdraw his guilty plea, claiming
he was coerced into confessing to acts he did not commit.
But both the state Supreme Court and U.S. District Court have upheld the
validity of Ingram's plea, which also underwent a five-day review in
Thurston County Superior Court.
Gary Tabor, the county's chief criminal deputy prosecutor, says Ingram
implicated himself in statements to police, long before investigators, a
minister or psychologists got involved in the questioning.
However, victims of so-called recovered memory are rallying behind
Ingram, creating a defense fund and trying to generate support for his
cause.
The advocates suggest Ingram's memories of abuse were manufactured.
Among those advocates is Seattle-based Chuck Noah, a former Lewis County
resident, who says he himself was falsely accused of abuse by his
daughter after a therapist encouraged her to remember events that Noah
claims were fictitious.

Ingram conviction heats up debate on recovered memories

Who's the victim? Some activists say memories of past sex abuse are
often the result of poor therapy.
The Paul Ingram case lies at the center of a national debate over the
value of so-called recovered memories of childhood sexual abuse.
Activists rallying behind Ingram, who was convicted of raping his
daughters, say memories of long-forgotten sex abuse are actually the
result of sloppy therapy or implanting, a phenomenon they call false
memory syndrome.
Among the activists is Chuck Noah, a Seattle man who was accused of
abuse by one of his own daughters, a charge Noah heatedly denies. Noah
believes Ingram similarly was the victim of false accusations.
But Thurston County Sheriff Gary Edwards and Chief Criminal Deputy
Prosecutor Gary Tabor have stood by investigator' handling of the case
in which Ingram, a former top official in the sheriff's office, admitted
his guilt and then tried to take back his guilty plea.

The Israeli “leader” has gone totally berserk and taken leave of all his senses to perpetrate the kind of state terror that the world had not seen since Nazi Germany. Sharon’s blood-soaked career as a failed soldier and mad politician has always been mired in vengeful bloodletting of the Palestinians. A psychopath killer and mass murderer, Sharon first shot to “prominence” in October 1953 when, as a young major in the Israeli army, he led the raid on the Jordanian village of Qibya, demolished 45 houses and slaughtered 69 civilians. He repeated that performance at a much larger scale as Defense Minister in 1982 in Lebanon, which he invaded to drive out the PLO. He personally directed the butchering of more than 5 hundred Palestinian refugees in one night alone in the Sabra and Shatila camps, earning the sobriquet of the “Butcher of Beirut.” But what Sharon is doing currently in the West Bank as Prime Minister pales all his previous “achievements” against the Palestinians into insignificance. He is putting Hitler to shame by his cold-blooded savagery. Sharon is a Zionist to his bone marrow. He came to power to dismantle both the Oslo accord and the Palestinian Authority of Yasser Arafat because both stood opposed to his lunatic dream of a Greater Israel from River Jordan to the sea, at the very least, if not spanning both banks of Jordan. He created a situation to foment unrest and agitation that would catapult him to power by brazenly setting his dirty feet on the sacred grounds of Al Quds Al Sharif on September 28, 2000, which unleashed the second—current—Palestinian Intifada in protest. In so doing, Sharon borrowed a leaf from his role-model, Adolf Hitler, who had the German Parliament Building, the Reichstag, torched in 1933 to create an alibi to impose his dictatorship on Germany. “Fighting Terrorism” September 11th came as the biggest bonanza in Sharon’s vile career. He acquired a weapon against the Palestinians closest to his heart and that of George W. Bush. Bush has twice repeated his feeble call to Israel to get out of the West Bank, and Israel has again refused, as expected. The second time, on Monday, April 8, President Bush is said to have shaken his finger when referring to Prime Minister Sharon and said, "When I say stop, I mean it." Some have said Bush is giving out weak and uncertain signals to our Israeli allies; others say he is becoming increasingly forceful and did not realize how determined Sharon is to punish the Palestinians. But both statements are false and could not be further from the truth. Sharon is doing exactly what Bush wants done. In this issue we will discuss who the parties to the so-called war really are-and why. Bush has given Sharon the clear and unmistakable signal that he will not interfere with Sharon's timetable; i.e. he and Powell will occupy themselves elsewhere while Sharon's completes his "mission," which includes continued random killing of Palestinians and destruction of property. Bush made this clear by delaying Powell's visit to Israel, by announcing another series of raids on Afghanistan and by stating his intention to attack Baghdad. As an analogy, if you lecture your sixteen-year-old son on the evils of booze while your feet are propped up on a case of Budweiser, what signal would you expect him to respond to? "Do as I do, not as I say" is what Bush told Sharon. Mr. Bush is doing in Afghanistan what Sharon is doing in the West Bank--hunting Arabs. Only the willing press wants to be fooled and will pass on to the public the notion that Bush tried, but Sharon just would not listen. After more deaths, Mr. Bush will be back with more advice for Israel, and eventually, when its purpose is accomplished, Israel will pull out, leaving the Palestinians to count their dead. During this week of careful fumbling, the carnage in west bank towns is truly horrible. Before there can be hope of peace for us and for Arabs anywhere, the lesson we must learn is that Israel's genocide against the Palestinian Arabs is only one part-a single battle--in the ongoing war that the U.S. Government has waged against Islamic independent governments everywhere. Israel is but the snarling pit bull in this arena. Neither Sharon nor Bush are in control of their battles, but in the Warmaker's pecking order, President Bush ranks above Sharon, because it is America that pays the war bills. The blood of every Palestinian child is on President Bush's hands, because it is he who is calling the signals. There are many other bloody hands, as we shall see. The parties arrayed against Palestine are what I will call the Big Three. The Big Three consists of world Jewry, which once organized as the World Zionist movement; it includes every person who contributes money to the State of Israel. Second is the U.S. Government, which puts the club into the bully's hands, as we have discussed. And third, the hidden force in the Big Three is a certain element within the Christian churches--present to some degree in every sect from Catholic to independent Bible churches--and which element we refer to as Judeo-Christianity, or radical dispensationalism. http://www.dailystar.com.lb/11_04_02/art4.asp Earlier generation of war crimes may yet haunt Sharon ghosts rise from Sinai invasions of 1956 and 1967 Alleged execution of Egyptian and other Arab captives, both civilian and military, is coming to light Gamal Ismail Special to The Daily Star CAIRO: As the Israeli Army reoccupies Palestinian cities, towns, villages and refugee camps and angry protests sweep Egypt, a fresh cry has gone out from Cairo for Prime Minister Ariel Sharon and other Israeli military commanders to be tried as war criminals. Sharon’s military strategy in the West Bank, which has been roundly condemned by governments across the Arab world and beyond it, appears to be uppermost in the minds of those currently demanding that he face trial. But the request this time relates to crimes said to have been committed in earlier wars, against Egyptian and other Arab captives during the 1956 and 1967 conflicts. The claims are accompanied by documentation, and have back-up from witnesses offering testimony. The appeal was launched by a gathering of academics and journalists at Cairo University’s Journalism Graduates’ Association, which was convened to launch a recently published book, The Right of Blood by Mohammed Ismail Bassiouni, documenting evidence of war crimes committed by Israeli officers against Egyptian PoWs. Most of the information began coming to light in August 1995, when the Israeli press published a spate of confessions by former Israeli officers and soldiers regarding what was said to be the cold-blooded killing of large numbers of Egyptian and other Arab PoWs and civilian captives in the Sinai during the 1956 and 1967 Israeli invasions. The Israeli prime minister at the time, Yitzhak Rabin, warned of the damage the revelations would do to Israel, and appealed for them to cease. But he did not deny their substance, nor refute the accounts of the slaying of Egyptian prisoners in Sinai during the 1967 war when Rabin was chief of staff provided by former Israeli Army archivist Arieh Yitzhaki. But by far the most prominent figure implicated in war crimes in the 1956 campaign was Sharon. Sharon was commander of the Paratroop Brigade whose 890th battalion as detailed by Danny Wolf, a reserve lieutenant colonel who served in the unit at the time executed 49 Egyptian civilian quarry workers they had detained in Sinai. The account was confirmed by Wolf’s immediate superior, Aryeh Biro, who became a general. The same battalion also massacred more than 50 Egyptian civilians after spraying the truck they were in with gunfire after it was disabled. Sharon’s soldiers are said to have proceeded to tie the survivors’ hands behind their backs before shooting them dead too. It is claimed that battalion 890 also systematically executed the fleeing Egyptian soldiers it encountered as it made its way to the southern Sinai: they would surrender, hand over their arms and then be gunned down. The numbers said to have been summarily executed in this way vary, according to different Israeli accounts, but are estimated by Bassiouni to exceed 1,000. He also links Sharon to war crimes committed during the 1967 war, including the killing of hundreds of Egyptian PoWs at the Mitla pass on June 9, 1967. Their bodies, allegedly along with those of surviving wounded, were subsequently crushed into the earth under tank tracks. One surviving Egyptian PoW, Ahmed Abdel-Halim Shaaban, testifies to having seen Sharon present in person he identified him from the way the soldiers cheered him and lifted him into the air when the atrocities described took place. Shaaban’s account of captive Egyptian soldiers being executed is echoed by the testimony of other former PoWs interviewed by Bassiouni, who told of similar incidents in different parts of the Sinai during the 1967 hostilities. They also describe the way Egyptian prisoners were tortured after the war in the Atlit detention center, and charge that some captives disappeared without trace. Bassiouni’s book includes often chilling testimony from 45 former Egyptian civilian and military PoWs, as well as a list of captives who are still missing, and identifies sites of mass graves where executed Egyptian and Arab prisoners are said to have been buried. He stresses that the evidence points to a systematic policy of executing unarmed prisoners, apparently in compliance with military orders, after they had surrendered and before they could be transferred to detention centers where they would presumably be under the scrutiny of the International Committee of the Red Cross. Fuller details of what actually happened in the Sinai in 1967 are likely to be known by the Americans, whose spy ship, the USS Liberty, was patrolling off the coast at the time and eavesdropping on the battles. As far as mobilisation is concerned, Israel has the capacity to call up reserves into active duty within a moment's notice, making it the strongest army in the world in rapid deployment. Similarly, its Air Force can fly 4,000 missions per day, every day, compared to the capacity of the USAF, which can only guarantee 1,600 missions. The exact size of the Israeli Armed Forces is secret. However, it is estimated that the Air Force has precisely 459 combat aircraft, including 237 F-16s, 73 F-15s and 50 F-4e 2000, with 37,000 air crew. The Navy has 53 patrol boats and 4 submarines, with 6,500 effective full-time sailors. As for the cavalry, there are estimated to be some 3,800 combat vehicles, including 1,100 Merkava I/II/III, 800 Centurions, 600 M-60A3, 400 Magach 7, 300 each M-60A1 and M-48A5. This force numbers some 130.000 men. The total, around 173,500 men, can be instantly boosted by 600,000 trained reservists. The accumulation of materials and fuel will allow the Israeli Armed Forces complete autonomy of action, without supplies, for some four months' operational activity.

The statutory deadline for Congress to approve a budget resolution is April 15. Senate Democratic Policy Committee Chairman Byron Dorgan (N.D.). We haven't even begun the appropriations process and to be threatening to veto bills that haven't even begun to be written at this point is hardly a way to extend a hand to work together with Congress. Sen. The Republican bill, which Democratic leaders said would offer workers few new protections and open loopholes for executives, would give employees somewhat more control over assets in their 401(k) retirement accounts than they have now. After a five-year phase-in period, workers could sell stock in their 401(k) accounts that came from company-matching contributions after holding it for up to three years. Under current law, employers can prevent workers from cashing out their stock until they retire...Earlier in the day, the House rejected a Democratic alternative by 232 to 187.
