-Caveat Lector- http://www.chron.com/cs/CDA/story.hts/politics/recommendations/1623619 Oct. 20, 2002, 12:41AM FOR KIRK The better candidate in race for U.S. Senate seat In the important race for the U.S. Senate seat being vacated by Phil Gramm, the Chronicle believes that Ron Kirk is the better choice and recommends him to voters in the Nov. 5 general election and in early voting, which began Saturday. Kirk, the Democrat in the race, is an Austin native and former mayor of Dallas. He says Houston voters need not worry that he will favor the needs of Dallas over those of the Houston metropolitan area in Senate votes, pointing out, for example, that he'd oppose budget cuts that would hurt the space program, which he recognizes is a national asset. And he is well aware of the challenges here that could use a senator's Midas touch, including flooding in the Texas Medical Center, transportation and rail, and pledges to work with local leadership to find solutions to those problems. Kirk says he would support unilateral action against Iraq if necessary, discerning that the gravity of the decision to be made lies not only in protecting national security, but avoiding providing justification for other states to unilaterally attack their enemies, such as China against Taiwan. His pledge to work with President Bush on Iraq is apparent in his stated willingness to take the administration's word that Saddam Hussein poses an imminent threat of nuclear or chemical attack. Noting that Bush had no trouble getting judicial nominees approved as Texas governor, Kirk believes the president would have less trouble now if he appointed more moderate candidates. Still, Kirk says, Bush has earned the right to make judicial nominations that reflect his philosophy, and he therefore will support Bush nominees, barring any extraordinary defect on their part. Kirk says he is open to making the Bush tax cut permanent, but feels it would be prudent, with the economy in flux, to wait to make that decision. He says the best approach to dealing with the pending crisis in the Social Security trust fund is to stop stealing from it, stop borrowing from it, and pay down the national debt. The Chronicle encourages him to reconsider his opposition to privatizing any part of Social Security. More inclined to seeking out cost- effective renewable energy sources, Kirk opposes drilling in the Arctic National Wildlife Refuge as a nonsolution to the nation's over-reliance on imported oil. Kirk has been criticized by his opponent for his attendance at a rally co- sponsored by a rap musician, but the Chronicle believes the notion to be absurd that Kirk's presence was tantamount to support for negative values associated with some rap music. Such rallies to encourage young people to participate in the electoral process are positive and necessary. Kirk is an attorney who earned his law degree at the University of Texas and is a partner with the law firm of Gardere Wynne Sewell. He worked for two years in Washington as a legislative assistant to former Sen. Lloyd Bentsen and says he learned much to emulate from Bentsen. Kirk was appointed Texas secretary of state in 1994 and became Dallas mayor in 1995. Kirk says he wants to be judged on his record, and he has a fine one. As mayor, he ended acrimonious and racially divisive politics in short order after taking office, and he built coalitions that helped bring a $420 million sports arena to the city and win voter approval of the $246 million Trinity River economic revitalization project. The candidate says his priorities, if elected, would be education and solving the crisis of health care, including the problems of growing numbers of uninsured Americans and unaffordable prescription drugs. Kirk's suggestion -- that Congress should engage in a wide- ranging discussion on what our common values as a nation are, in terms of border security, the poor, education, the elderly and education, as part of the overall debate on the national budget -- makes enormous sense. As a centrist Democrat, Kirk would add an element of partisan balance -- and therefore power -- to the Texas delegation in the U.S. Senate. He has the experience, the ability and the record to give Texas voters confidence he'd do a fine job on their behalf in Washington. The question of what to do about this business proposition shot up the ladder to the chancellor of the University of Missouri-Saint Louis, which operates the station. KWMU told Cuffley it would not accept the KKK as an underwriter. The Klan sued. The alternative, chancellor Blanche Touhill testified in federal court, was financial disaster. She predicted that if her school's radio station accepted the Klan's money and acknowledged the gift -- which it would be legally bound to do -- annual gifts to UMSL would drop by 20 percent, or $2 million a year, and 25 percent of the 1,565 black students and 10 percent of the 9,142 white students would leave the school, at a further cost of more than $3 million a year. The Klan argued that KWMU's enhanced underwriting program was a straightforward revenue-generating operation administered by sales people with business concerns, not journalists with editorial concerns. The station was a public institution, supported by taxpayers, that sold advertising space, and the Klan meant to purchase some of it. The Klan drew a parallel between its suit and the successful suit filed by Planned Parenthood against the Chicago Transit Authority in the mid-80s when the CTA, touchy about abortion, refused to sell Planned Parenthood ad space in its trains and buses. Three years went by before KWMU prevailed in the court of appeals. The court brushed aside the CTA precedent, reasoning that an underwriting announcement wasn't the same as an advertisement (for all the attempts of some stations and underwriters to blur the difference), and that advertising was incidental to the CTA's primary function of providing transportation, while announcements of funding sources relate to the journalistic purposes of the station. Among the countless differences between the Ku Klux Klan and the American Friends Service Committee, the most significant here is that the Klan wanted to tap into an unfamiliar and unlikely audience while the Friends asked public radio to help it reach kindred spirits. It's not like we have a Pacifica Radio or something, says the Reverend Dan Dale, director of Agape House at the University of Illinois at Chicago and a planner of the Friends' peace forum. In terms of the Chicago area, this is the only station for progressive folks in town, and if they start saying we can't use the word 'peace' -- and we're not talking about editorial policy, we're talking about a paid ad -- it's very worrisome. He doesn't want WBEZ to become just another corporate mouthpiece. Our function, Malatia responds, is to have a free discussion of all kinds of issues on the air, and if we put ourselves in the position of taking dollars to advocate for public, social, or religious concerns on the air, it puts into question those very free discussions. It puts into question our ability to talk about those things in an objective way if there's an exchange of dollars taking place elsewhere. Ultimately, I think it leads you down the path where you find yourself, as Saint Louis did, in a position where you really have no policy to point to when the time comes to reject something you really need to reject. Next time the Friends might do better trying to post their message on the Red Line. So might the Ku Klux Klan. Fox said he shares the concerns of Russia and France over language in the text they say would allow the U.S. to automatically attack Iraq if it believes Saddam Hussein's government is hindering inspections. The U.S., seeking to build support, has expanded talks to include the UN Security Council's 10 elected members such as Mexico. We are inclined and in a way sympathetic with the position of France, Fox said in an interview before a meeting of Asia Pacific leaders on the west coast of Mexico. We are still in the process of deciding. Fox's stance would put Mexico at odds with its main trading partner. The U.S. buys 90 percent of Mexico's exports, accounting for a quarter of the 620 billion dollar Mexican economy. Fox, who plans to meet with U.S. President George W. Bush in two days, has failed in the past two years to win concessions from the U.S. for granting more rights to Mexican workers living north of the border. Fox's message to Bush will be: Lets get back to work, the Mexican president said. Lets get back to discussing migration and let's get it solved, Fox said. It's going to be to the betterment of the United States and to the betterment of Mexico. White House spokesman Sean McCormack said the U.S. continues to consult with members of the UN Security Council and Iraq will come up in Bush's discussions with Fox. McCormack wouldn't comment further. Immigration Fox, a 60-year-old former Coca-Cola Co. executive, has struggled to put his demands for increased protection for undocumented workers and other immigration initiatives back on the U.S. agenda. Initial immigration talks were derailed by heightened security concerns in the U.S. following the Sept. 11 terrorist attacks last year. The setbacks have led to criticism within Mexico that Fox hasn't made good on campaign promises and is depending too much on winning concessions from Bush. There is no question that there is evident frustration on the Mexican side, not only with the U.S. but with Bush in particular, said Mexico City political analyst Luis Rubio, director of the Center of Research for Development. U.S. National Security Adviser Condoleezza Rice said this week that on the issue of immigration talks, the two presidents continue to keep it on the agenda. The U.S. also recognizes Mexico's role in negotiations with UN members. Mexico is obviously an important player because it's a security council member, Rice said. France asked for a council meeting Monday with UN chief arms inspector Hans Blix and Mohamed El-Baradei, director general of the International Atomic Energy Agency. France will vote for the resolution if Blix and El- Baradei support terms for inspections outlined in the statement, diplomats said. Russia and France have backed a two-stage process that would require a second UN resolution authorizing force after the inspections are complete. Fox said he would oppose any proposal backing force against Iraq in the first stage. Five Sunni Islamists, including two heads of political groups, won parliamentary seats outright in the first round of voting. Seventeen other Sunni and Shiite Islamists went through to the second round to be held on October 31, most of them well ahead of their nearest rivals. Thirteen independent Sunni and Shiite candidates took second place while two liberals and two women could enter parliament after the second round. The first parliamentary elections in the Gulf Arab archipelago since 1973 were billed as the crowning glory of the political reforms launched by King Hamad after his accession in March 1999. Even though four of Bahrain's 15 political groups, including the most influential Shiite Islamist group, decided to boycott the election, their leaders have all welcomed the king's reforms. The groups are unhappy at an amendment to the 1973 constitution stipulating that legislative power be split equally between the elected chamber and a consultative council to be appointed by King Hamad. It's been a real pain in the arse 'n ail for the Welsh and the Scots and the Bretons (France playing along) and the Manx and the Irish to throw off the yoke of lingual serfdom and subserviance to the latent haemophaeliac crowd. I've even seen movies made o'er there -- supposedly in English -- that had to have subtitles for American audiences. May as well learn a Continental language ... helps with the eavesdropping in public places. Nothing more fun than watching the expression on a non-native American speaker's face when he tells a joke in a furren tongue and then you laugh right along with 'em. Beyond the Englanders and their unsuccessful attempts to cow their conquered, we have a whole buncha peoples who have heritages that should permit a little more cross-conversation between the New and Old Worlders. This will tend to lessen the alienation of those who are coming here and gonna be here whether we like it or not. The emphasis is on sharing, not the old-style imperialist throat ramming-jamming-cramming. AER For the week of October 25, 2002 By Michael Miner Money and Morals: WBEZ Draws the Line I want to share with you an encounter I just had with WBEZ. So began the E-mail last month from Chuck Hutchcraft, Chicago-area coordinator of the American Friends Service Committee. I wasn't asking for free time, he went on, but was planning to spend nearly $2,000 for one of those brief blurbs that say 'Support for this WBEZ program . . . ' What Hutchcraft called a blurb WBEZ calls an underwriting announcement, and WBEZ has its rules about how they're worded. Among other things, announcements cannot contain inducements to buy or calls to action, and cannot contain language advocating political, religious or social causes. The Friends, a Quaker organization, sent WBEZ a flyer it wanted turned into an underwriting announcement. The flyer said: Have we given up on peace? No we have not. Candlelight vigil and forum. A community conversation on the need for a moral voice against war. At the bottom of the flyer were the time and place of the forum. Account executive Steve Adler massaged the flyer's language, and here's what he sent back to Hutchcraft: Support for this WBEZ program is provided by the American Friends Service Committee, holding a community convention and forum exploring issues of morality and war. This Sunday at 7 PM. Information at grassrootsvoices.org. Well, the point of the forum wasn't to explore issues of war. It was to oppose war. Hutchcraft says he got back to Adler with alternative language: holding a community forum and peace vigil proclaiming a moral voice against war with Iraq. Again Adler said no. He'd checked with his bosses, says Hutchcraft, and he was told he could not use the word 'peace,' 'candlelight,' or 'vigil' because it would compromise their neutrality. We said basically, 'We're a peace organization, and we can't be neutral about that.' So the Friends kept their money, and Hutchcraft fumed. It is odd, he observed in his E- mail to me, that while WBEZ wants to maintain the appearance of neutrality on the questions of this country's ever-expanding theater of war, [it] will blindly accept sponsorships such as the one we often hear on the station, 'Support for this WBEZ program is provided by ADM, supermarket to the world.' Does Chicago's public radio station value empty rhetoric above conviction? Adler didn't want to comment, but my sampling of opinion around the station suggests that people who work there believe WBEZ's policy is dictated by federal law. That's not exactly true. The 1934 Communications Act (last revised in 1996) does flatly forbid public radio stations from airing advertising -- a message intended to promote any service, facility, or product -- of a profit-seeking concern. But when the advertiser is a not-for-profit such as the Friends, the stations have a lot of latitude. The [Communications Act] does not prohibit noncommercial educational stations from airing announcements that promote its own activities, or those of other not-for-profit entities, a senior FCC attorney told a 1999 National Public Radio conference. Law or no law, counters Torey Malatia, general manager of WBEZ, I think it's improper to accept money to push for causes on a public station that's supposed to be offering information to allow people to make up their own minds. Underwriting, says Malatia, covers 18 percent of WBEZ's $12 million budget and as much as half the budget of some other public stations. It's a source of revenue a lot of stations need to use. We need to use it. It's got to be watched very carefully. Asked about that supermarket to the world announcement, Malatia makes two points. Our founding fathers may have given the finger to the royals in England, but generations later the monarchy still rules. The lack of an official king and queen has only allowed the American public to anoint several unofficial royal lines instead. As much as Americans extol the virtues of hard work, most of us probably would have preferred the silver spoon route. Work is fine, but really, wasn't leaving the womb hard enough? For some lucky sperm, the birth canal is the last tight spot they'll have to find their way out of. Like the Kennedys and the Rockefellers, the Bush clan is a monument to unearned privilege and power, but they've distinguished themselves with their capacity for denial. Gov. Jeb Bush has said that after college, he was on his own financially and made his own way through his own hard work. So what if that hard work was for his father's campaign, and for corporations run by his father's friends. While working at IntrAmerica Investments, a real estate development firm owned by Bush Sr. supporter Armando Codina, Bush's salary jumped six figures in about six years. He has said his family name wasn't an advantage but spent much of his career wooing clients who wanted to get next to his family. He was cut in on investment deals, even though he didn't actually have any cash to invest, and he walked away from scandals involving attempts to defraud the U.S. government, claiming that he wasn't a fraud but a dupe. Only he knows which is true, but it's clear that if he hadn't used his family connections to do favors for his wealthy comrades, some of the scandals wouldn't have happened. When developer Hiram Martinez Jr. requested $18-million in federal loan insurance for an apartment development in 1985, the U.S. Department of Housing and Urban Development questioned its land value and delayed the request. Rather than allow HUD to do its job, Bush wrote a letter to the U.S. agency's undersecretary on Martinez's behalf. The loan was approved, the land values were inflated and Martinez got six years in prison on fraud charges. Bush has amnesia about the letter. Later he made a call to the U.S. Department of Health and Human Services to help another associate looking to get out of following some pesky federal rules. Bush denies that he received special treatment in both of those incidents, but any citizen who's dealt with either agency knows that's not true. It's pretty damn special to have a top manager take your call, instead of getting a clerk who transfers your call or tells you to fill out forms. It's his denial that makes Bush an ineffective governor. It's not possible to see why minorities would need affirmative action when you refuse to see that alumni and legacy admissions are a form of affirmative action too. It's easy to focus on punishment rather than rehabilitation when you've never had to be accountable for your own questionable dealings. Recognizing every citizen's right to vote is harder when you really believe that the only rights that count are yours. Bush has had four years to prove that he's more than just the product of the lucky sperm club instead he's proven that ego and privilege are a costly mix. Bush may have been to the manor born, but the governor's mansion belongs to the people. Here are 10 reasons to kick him out. 1. He's Not Stupid, But He Thinks Voters Are Much has been made of a reporter catching Gov. Jeb Bush showing one face in public and another when he thinks he's safely in his inner sanctum. This is called politics, and it's nothing new. But Bush wasn't just strategizing or playing politics when he made light of a serious issue -- a missing human being that was in the state's care. Referring to gossip about the ongoing criminal investigation as juicy isn't a misstatement; it's a character flaw. Telling Republican legislatures that the two women arrested in the case may be lesbians because one referred to the other as the wife is irrelevant information if your real interest is finding a child. Bush should be completely torn up about the hundreds of missing children that disappeared on his watch, both in public and in private. How can he be expected to take the task of fixing the system seriously if he doesn't sincerely care about the tragic consequences of doing nothing? People who make racist or homophobic comments only in private are still racists and homophobes; there's no such thing as a part-time bigot. The Nixon tapes have shown that private bigotry becomes public policy, whether voters know it or not. Bush may genuinely feel that the class-size amendment is a mistake and he's entitled to make his case. They were showing footage of the lock down on I-95 after one of the shootings. The footage included a scene of a man who was pulled over in a white van. Just for driving a white van, the man had the pleasure of being forced out of his vehicle by three police officers at gunpoint. The three officers pointed their weapons directly at the man even though he posed no immediate threat to the officers. The man proceeded to lie down on the pavement. With that, the footage ended. This brings us to a disturbing trend that has been occurring in police agencies and departments across the country. Police are more apt to brandish weapons and aim in on the citizens they have sworn to protect. Much of this can be explained by the recent militarization of U.S. law enforcement. The spirit of posse comitatus has been weakened by incidents like: Ruby Ridge, Waco, Elian Gonzales, Amidu Diallo, and now the DC sniper. All these incidents have shown just how much the government is willing to threaten us in order to protect us. Lets say Congress decides to repeal the Posse Comitatus Act and allows for an overtly military stance amongst law enforcement organizations. That would still not excuse the pointing of weapons against innocent civilians. Why? Even in the military, unlike the recent illustrations by U.S. law enforcers, there are strict rules regarding the use of weapons and deadly force. Lets examine some military rules for weapons safety and apply them to a militarized law enforcement. The U.S. Marine Corps represents the best marksmanship techniques and philosophy of any branch of the U.S. armed services. Here are the safety rules, which govern Marines in the handling of all firearms whether on the rifle range, in garrison, in field training, or in combat. These rules are universal and should be applied by any handler of firearms. First, it is important to note that these rules assume control of a firearm by an individual. Treat every weapon as if it was loaded. Never point a weapon at anything you do not intend to shoot. Keep your finger off the trigger until you intend to fire. Keep your weapon on safe, until you intend to fire. Violation of any of these rules could lead to punishment as a safety violator with a punch in the face by an NCO, a written reprimand, or prosecution under the UCMJ, depending on what may have occurred during the violation. You will notice that these rules do not mention if the weapon is loaded or not. It does not matter. All weapons are assumed to be loaded. What matters is intent and responsibility for individual actions. The Marine Corps knows well that weapons are inanimate objects, and are powerless without human actions to employ them. In a logical manner, we can correctly make the following implications to the following rules. If your weapon is off safe, then you intend to fire. If your finger is on the trigger, then you intend to fire. If you point a weapon at anything, then you intend to shoot it. Whether an individual means to or not, that individual is responsible for the weapon he is controlling, and his intent is quite clear, especially when in violation of the rules. The last rules implication is the most important. It will be granted that a weapon has to be pointed in some direction when not employed, and that direction is either directly up or down to maintain a safe situation. Most importantly, a weapon should not be pointed at other people, unless the individual intends to shoot at other people. Which leads us to the next logical implication. If you point your weapon at a person, then you intend to shoot that person. These rules are quite simple and easy to follow. Now lets apply them to some actions recently taken by law enforcement officers. In this first picture we see an officer standing in the middle of traffic after one of the recent DC sniper shootings. The weapon he is carrying looks to be a carbine version of an AR-15 or M-16. Lets look for any rule violations. It looks as if he is treating the weapon as a loaded one, with a magazine inserted, with his finger extended off the trigger in good technique. From this picture, it is hard to decipher if his weapon is on safe. So like good Americans, well assume he is innocent until proven guilty, even though this is something he is not doing for the owner of the red truck. Where is the officer pointing the weapon? In this case he clearly points the weapon at the red truck. This officer, whether he means to or not, intends to shoot this red truck. Should he shoot this red truck? Probably not, no warrant has been issued nor has any probable cause occurred. In this case, using the weapons safety rules combined with the highest law of this land, he is in clear violation. I thought the world of him, said Felix Strozier, his partner in the karate school they ran in Tacoma from 1997 to 1998. But Mr Strozier could also recall a man who did not like to be crossed, who claimed falsely to have been in the US special forces (the equivalent of Britain's SAS) and whose fuse was short. The two fell out over the running of the now defunct school. I can remember him being bitter about life, Mr Strozier said. Among Mr Muhammad's neighbours there was incredulity at the news. In this city, no more than 150 years ago, they lived by the gun - so we're back there again, said Christopher Miller. I'm glad he was caught, said Chris Waters, an army private who lives in the house opposite, which is for sale for $130,000. There's a price to pay and he must pay it. I think he's a bitter coward, said Kelvin Farley, who works in the lumber industry and lives nearby. This is a close- knit community, I can't believe it. The picture that is emerging is of inter-generational nomadic killing spree by a Gulf war veteran sharpshooter who had already terrorised one ex-wife, and a teenage illegal immigrant who called him father. Mr Muhammad is seen as a controlling, dominant presence who told his children to refer to people as sir or mister, and who appeared to have finally found in John Lee Malvo someone who would obey his instructions on everything from what he ate to whose life he terminated. His motives remain confused: an angry killer who demanded money and a man who eventually seemed to want to control even the way he was caught. The journey that may now take him and John Lee to death row has already spanned Louisiana, Alabama, New Jersey, Oregon, Washington state, Jamaica and Antigua, as well as the states in which they chose their human targets. Mr Muhammad, 41, was born in Baton Rouge, Louisiana, where his days at Scotlandville high school as John Williams appear to have been happy. His mother died young, his father was not around and he was brought up by aunts before he married his childhood sweetheart, Carol, and had a son, Travis. But the marriage did not last and yesterday his former in-laws, Sheron and Ronald Norman, recalled a man who did as he pleased. He became arrogant at times, said Mrs Norman, a paramedic If he wanted something, he would just take it. The marriage ended in 1987. Gulf war In the meantime, he had joined the army and would serve for nine years, including in the Gulf war, before an honourable discharge. His interest in the military had been fostered by time in the national guard in Louisiana as a young man, where he was once sentenced to seven days detention for punching a sergeant. Outside the service he moved from job to job and state to state, living at various times in Oregon, New Jersey and Washington. He also spent time in Antigua, which he left because it was pretty backward - no internet or technological advances. It is there he may have met John Lee. He ran a car repair business in Tacoma and then the karate school where the teenager was a student. He did odd jobs in Bellingham, north of Seattle. When his second marriage, to Mildred Williams, ended, he wanted their three children. He took them in 2000 from their Tacoma home for 18 months, against her will. His wife did not know where he had taken them, but remained in her home in the hope that they would be able to find her. When he was tracked down she sought a protection order. The unprecedented operation is part of a town hall contingency plan which also includes measures to secure gas and electricity supplies, public transport and hospital care in the event of flooding which could force the evacuation of up to 50,000 people from central Paris and affect more than 700,000 in the greater Paris area. We're not saying the great centennial flood is coming this winter, we're just saying we know it will come some time soon and the signs are not encouraging, Michele Merli, the plan's coordinator, said. We have to make sure we can deal with it when it happens. Experts say that conditions between December and March could conspire to produce flooding on a scale not seen in Paris since 1910, when the Seine burst its banks, rowing boats were seen on streets more than a mile from the river, and much of the Ile-de-France region were under water. The director of the Louvre, Henri Loyrette, said the world's most-visited museum could not afford to sit back and do nothing in the face of persistent early warnings, particularly given what happened in Germany and central Europe this summer. Widespread flooding in Germany, Austria, the Czech Republic and Hungary devastated ancient city centres in August, forcing a frantic attempt to save tens of thousands of valuable artworks and books in museums and libraries. The Louvre's reserve works will be moved to storage buildings outside the capital, Mr Loyrette said. Despite the British government's continued insistence that there is no direct threat against the holiday resort, Australia's foreign minister, Alexander Downer, said: We know from the Bali experience that you can't be too cautious, and we have had some information in relation to Phuket, and Phuket is a favoured holiday resort for Australians. A spokesman for the foreign affairs department confirmed that the warning was based on specific Australian intelligence about an attack on the island, which attracts up to three million tourists a year. The department said the information had been gained in the past 24 hours. Similar advice was issued by the Danish government on Wednesday about threats to Thai resorts, including Patong beach on Phuket. Asked again by the Guardian yesterday about the warnings, the Foreign Office confirmed that it was not naming any locations in its travel advice for Thailand. It said it had issued new advice for Thailand on October 18 stating that the threat had increased significantly. A spokeswoman said the government was aware of the advice given by other countries to their citizens but Whitehall had no reason to change its views. Australia has warned travellers to exercise extreme caution in Thailand, but has stopped short of urging its citizens to leave the country. In response, the Thai government deputy spokeswoman, Sansanee Nakpong, said the government was confident about Phuket's safety and that authorities were on maximum alert. It was just past 2.30am when Jenkins signalled to his troops to wait while he went forward to check something. That was the last they would see of him. Three weeks later, North Korean radio triumphantly announced that Jenkins, a 25-year-old from small town America, had seen the light and defected. For the best part of 40 years, Jenkins was essentially a forgotten man, leaving behind an army that regarded him as a traitor. However, his family in North Carolina refused to believe he had gone of his own free will. Suddenly, almost 38 years after he left his patrol, Charles Jenkins has emerged from the shadows in a most unexpected and unusual way. When Japan's Prime Minister, Junichiro Koizumi, returned from his historic meeting with North Korea's Kim Jong-il last month, he brought news that the Stalinist state had admitted abducting 13 Japanese nationals. In a strange twist to an already bizarre story, Japan learnt that one of the five surviving abductees, Hitomi Soga, had married a US Army defector. His name: Charles Robert Jenkins. Ms Soga, now 43, had been shopping with her mother on Sado Island off the Sea of Japan coast in 1978 when they were bundled into bags by agents of Pyongyang. Ms Soga, a teenage nursing student, was spirited away to North Korea to train its agents in Japanese language and culture. She never saw her mother again. Gradually accepting her fate, she asked to learn English. Her teacher was Charles Jenkins. They fell in love and married in 1980, and have two daughters, Mika, 19, and Belinda, 17. In the past week, since Ms Soga returned to Japan with the four other survivors for a visit, the missing years in the life of Charles Jenkins have started to assume some form. Jenkins, now 62, and his daughters came to the airport at Pyongyang to see off Ms Soga. Japanese officials asked Jenkins if he wanted to go with her, but explained that because of his situation it's not easy. Jenkins also told the officials about his life with Soga. Hitomi is almost 20 years younger than me, but she made us a very good family, he told the officials, the newspaper Asahi Shimbun reported. I do appreciate her for that, even though she may have felt lonely for marrying a man this much older. Jenkins stood at the fence waving goodbye, a very lonely figure. Ms Soga has told her relatives of their life in Pyongyang, getting up early to make lunches for their daughters, who are students at the Pyongyang University of Foreign Studies. Her husband, she said, was kind, though we sometimes argue. As debate continues over whether Ms Soga and the other returnees will eventually settle back in Japan, Jenkins's official status as a deserter has emerged as a pressing issue. He would presumably face immediate arrest should he leave North Korea. In a move that underlines how strongly Japan wants the five abductees to come home, Tokyo has made a special request to Washington that Jenkins be granted amnesty. Back in North Carolina, his family is elated to know he is alive, but refuses to accept that any amnesty is necessary. I don't believe this about him being a deserter, his sister, Pat Harrell, told The New York Times. His family has always questioned the authenticity of a farewell letter the army says Jenkins left behind, which began: Dear Mother, I am sorry for the trouble I will cause you. For the past 37 years the question has been whether Jenkins was a deserter or was abducted. Now, as the story of the Japanese abductees unfolds, we are tantalisingly close to the answer. On the superficial evidence, it would seem that Jenkins did betray his country. He is one of four US servicemen who are alleged to have deserted to the North during the 1960s, subsequently used as Cold War trophies by Pyongyang in propaganda material. In 1996 the Pentagon classed Jenkins and the other three servicemen as defectors. In addition, there are apparently between 10 and 15 US prisoners of war from the Korean War still in North Korea. What would make Jenkins, an average young man from an average American town, turn to the embrace of a communist enemy? His life until then holds few clues. In his home town of Rich Square, a farming hamlet of 1000 people, Jenkins was given the nickname Super because his strength was out of proportion to his slender frame. After struggling at school, he seemed to have found his niche with the army, a logical extension of enjoyable days in the National Guard. Certainly not co-ordinating the response to what may have been an act of terror. Instead, Ridge was sitting in his office as Congress bickered over the shape of the new department, which would represent the biggest shake-up in the structure of the federal bureaucracy since the creation of the Department of Defence and the CIA in 1947. There is no doubt the US needs a homeland security post to co-ordinate federal agencies in the face of attack. There was no better example of how lost the US is on this front than the US Immigration Department's clearance of Mohammad Atta's application to study at a flight school six months after he plunged a plane into the World Trade Centre. But whether the creation of a new cabinet-level federal bureaucracy -- which will cost an estimated $US37.7 billion ($68 billion) a year and will report to an unprecedented 88 congressional committees and sub-committees -- will really protect Americans from another major terrorist attack is far from certain. While no one disputes that there needs to be better co-ordination between federal agencies and swifter sharing of intelligence and potential threats, many critics believe little will change even if congressional Democrats go along with President George W. Bush's proposed department. Unless agencies such as the CIA and FBI -- which are notoriously reluctant to share sensitive intelligence -- change their cultures, the war on terror could become as unwieldy and as unsuccessful as the war on drugs. At meetings of the National Security Council's counter-terrorism security group, the CIA and FBI do not share information if members of about 15 other agencies represented do not have appropriate security clearances. Local and state police agencies have also complained that while they provide hard information to the federal agencies, in return they get only vague warnings. If this homeland security is going to work, they're going to have to have the intelligence and not just what people want to give them, says senator Richard Shelby. Otherwise, we're going to waste our money. Surprisingly, Ridge acknowledges such a possibility. We need a new kind of government organisation that isn't so doggone cumbersome and isn't micromanaged, he says. If all you've done is move the boxes around, you create a new department in name only. The real question, however, is whether there really is anything any government can do to stop another attack. The FBI, after all, was warned by one of its own agents of suspicious behaviour by the men who became the suicide hijackers and ignored it. The CIA is similarly guilty. What is to say the same advices won't again be cast aside? While there has been a tremendous expansion of increasingly sophisticated security at US airports, there is still no screening method to identify plastic knives or plastic explosives of the kind the would-be shoe bomber Richard Reid smuggled on to a flight from London to the US. At US ports, only 2 per cent of cargo containers that enter the country are checked by customs officers. In New York's subway system, there is no real security checks. A suicide bomber could just walk in. The US borders with Canada and Mexico are porous. The Immigration Service, which critics contend is perhaps the most incompetent department in the US Government, recently said it would take up to two years to install cameras on poles along the Canadian border because the sites are undergoing five- to seven-month environmental assessments prior to disturbing any land where a pole may be placed. What we needed was (Gulf War commander, General Norman) Schwarzkopf-type leadership and Marine Corps discipline, and what they've created is the (Department of Motor Vehicles) from hell, said Michael Boyd, an aviation and security consultant. Paul Wellstone's tragic plane crash less than two weeks before this pivotal election is that the plane was tampered with by right-wingers, possibly the CIA, either directly or through some psychic mind games. I'm not a big conspiracy nut who worries about this kind of thing all the time - just an average one like Oliver Stone who knows there's something sinister and weird going on in our world - but I have done extensive research into the 1963 JFK assassination in Dallas. The right-wing-CIA was heavily involved in that, from Oswald's CIA connections to the Dallas mayor at that time being the brother of the former CIA deputy director who lost his job after the Bay of Pigs fiasco and blamed that on JFK. The Dallas mayor also changed the parade route on that fateful day so it would go right by the grassy knoll and triple overpass, where JFK met his death. I have interviewed numerous people who report weird things that occurred during that time, such as key witnesses dying in strange ways like mysterious plane crashes and being run over by trains in the middle of the night. I have written numerous stories on this and covered it in my book on Dallas history - and have received my share of threatening phone calls, mail opened, and the like to know I was stepping on some powerful toes. But I know how to mentally protect myself - two can play at that game. I continue to pursue the truth. There were also numerous JFK murder witnesses committing suicide in the months after that tragedy. The CIA has done extensive mind control work for decades - I know several psychics personally who have worked for the CIA - and could possibly convince someone through such mind games to commit suicide. Could they psychically work on making a plane crash? Who knows. Anything is possible. I know the CIA can make -and has made - murders look like suicides or heart attacks. I sometimes wonder if J.H. Hatfield, author of the explosive Bush biography, Fortunate Son, was such a victim last year. And what about Democratic Missouri Gov. Mel Carnahan, who was killed when his small plane crashed right before the 2000 election? What about John F. Kennedy Jr., who had intelligence, political ambitions, charisma, and the name, dying in a 1999 plane crash? Do you really think these are mere coincidences? Add to that Raytheon Co., one of the biggest U.S. military contractors and manufacturer of the plane that crashed, being a huge donor to Republicans, and the mind continues to wonder. U.S. House Republican Majority Leader Dick Armey of Texas, for instance, received $48,201 alone from Raytheon in 1997-98. The Republican National Committee received at least $170,000 from Raytheon since 1999. Raytheon donates to Democrats, too, but more than twice as much money goes to Republicans. Raytheon has all kinds of CIA connections, as does Bush, whose father was once director of the CIA. It would take little for the right wing to physically tamper with that plane, and even less to mentally tamper with it. I know all this might sound weird, but it's happening. The CIA and related agencies cover their tracks well and are in the business of confusing others. You can't look at things in logical ways all the time when you're dealing with the CIA. Up is down, left is right, JFK is Nixon. The bottom line is it would not surprise me to learn that the right-wing or CIA or someone close to Bush was involved in Sen. Wellstone's tragic crash. Bush, for his part, issued some strange comments immediately after the crash, even for him. He called Wellstone - who was an articulate, energetic, intelligent political science professor for 21 years before he was a senator - a plain-spoken fellow. He said he wanted to issue his condolences for the loss of the Senate. Did he mean the Democrats' sudden loss of the Senate? Did he know something more than he let on? The freepers' comments I read about this tragedy were mostly tasteful - on the surface - though some jokes and conspiratorial posts were published on their right-wing site. Right after the news of the crash, some posted comments like prayers for control of the Senate. Several comments were removed by the moderator. One that was not said, You do realize that as we sit here praying for one of our biggest political enemies' safety, President Bush will be blamed by the Democrats [including the rabid leftists at DU and other brain-sucking sites] for the crash. Another joked, Maybe it was shot down by a right wing militia. We've got to ban handguns. And another implied, Ted Kennedy may

Bush, facts are malleable. Documenting dubious, if not wrong statements on a variety of subjects, from Iraq's military capability to the federal budget, the White House correspondent declared that Mr. Bush's rhetoric has taken some flights of fancy. Also in the last few days, The Wall Street Journal reported that senior officials have referred repeatedly to intelligence . . . that remains largely unverified. The C.I.A.'s former head of counterterrorism was blunter: Basically, cooked information is working its way into high-level pronouncements. USA Today reports that pressure has been building on the intelligence agencies to deliberately slant estimates to fit a political agenda. Reading all these euphemisms, I was reminded of Monty Python's parrot: he's pushing up the daisies, his metabolic processes are history, he's joined the choir invisible. That is, he's dead. And the Bush administration lies a lot. Let me hasten to say that I don't blame reporters for not quite putting it that way. Mr. Milbank is a brave man, and is paying the usual price for his courage: he is now the target of a White House smear campaign. That standard response may help you understand how Mr. Bush retains a public image as a plain-spoken man, when in fact he is as slippery and evasive as any politician in memory. Did you notice his recent declaration that allowing Saddam Hussein to remain in power wouldn't mean backing down on regime change, because if the Iraqi despot meets U.N. conditions, that itself will signal that the regime has changed? The recent spate of articles about administration dishonesty mainly reflects the campaign to sell war with Iraq. But the habit itself goes all the way back to the 2000 campaign, and is manifest on a wide range of issues. High points would include the plan for partial privatization of Social Security, with its 2-1=4 arithmetic; the claim that a tax cut that delivers 40 percent or more of its benefits to the richest 1 percent was aimed at the middle class; the claim that there were 60 lines of stem cells available for research; the promise to include limits on carbon dioxide in an environmental plan. More generally, Mr. Bush ran as a moderate, a uniter, not a divider. The Economist endorsed him back in 2000 because it saw him as the candidate better able to transcend partisanship; now the magazine describes him as the partisan-in-chief. It's tempting to view all of this merely as a question of character, but it's more than that. There's method in this administration's mendacity. For the Bush administration is an extremely elitist clique trying to maintain a populist facade. Its domestic policies are designed to benefit a very small number of people -- basically those who earn at least $300,000 a year, and really don't care about either the environment or their less fortunate compatriots. True, this base is augmented by some powerful special-interest groups, notably the Christian right and the gun lobby. But while this coalition can raise vast sums, and can mobilize operatives to stage bourgeois riots when needed, the policies themselves are inherently unpopular. Hence the need to reshape those malleable facts. What remains puzzling is the long-term strategy. Despite Mr. Bush's control of the bully pulpit, he has had little success in changing the public's fundamental views. Before Sept. 11 the nation was growing increasingly dismayed over the administration's hard right turn. Terrorism brought Mr. Bush immense personal popularity, as the public rallied around the flag; but the helium has been steadily leaking out of that balloon. Right now the administration is playing the war card, inventing facts as necessary, and trying to use the remnants of Mr. Bush's post-Sept. 11 popularity to gain control of all three branches of government. But then what? There is, after all, no indication that Mr. Bush ever intends to move to the center. So the administration's inner circle must think that full control of the government can be used to lock in a permanent political advantage, even though the more the public learns about their policies, the less it likes them. The big question is whether the press, which is beginning to find its voice, will lose it again in the face of one-party government. In Operation Northwoods the Chairman of the Joint Chiefs of Staff called for hijacking jet airliners, attacking US military bases, blowing up US ships and wounding civilians in Miami, Florida and Washington, DC using paramilitary sniper teams. Page eight of the formerly Top Secret Pentagon plan stated that casualty lists in US Newspapers would cause a helpful wave of national indignation. The opening paragraph in the Baltimore Sun read US leaders proposed in 62 a secret plan to commit terrorist acts against Americans and blame Cuba to create a pretext for invasion. The Northwoods Document spells out the US Government's plan to frame innocent people for the shootings and bombings that the US Government was preparing to commit. Page 9 of the Northwoods Document states that after the Government carried out shootings and bombings in Washington DC that the arrest of Cuban agents and the release of prepared documents substantiating Cuban involvement also would be helpful in projecting the idea of an irresponsible government. Now in 2002 they're telling us that they think that they have the two men responsible for the sniper shootings in DC. Can the government be trusted? Forty years after the Northwoods plan was rejected by John F. Kennedy, we see striking similarities between the sniper attacks and the terrorist activities called for in the Northwoods plan. Whereas the Northwoods document planned to create a pretext for war with Cuba, the sniper attacks are being used as a pretext to put military on the streets of America and to push for gun control. Now, White House officials are saying that theres a good chance that al-Qaeda or Iraq are behind the sniper attacks and are warning the American people to look for similar attacks in other cities, thus creating a timely pretext justifying military action to capture Middle Eastern and Central Asian oil supplies in a war with Iraq. On his Nationally Syndicated Radio Show, Documentary Filmmaker Alex Jones has consulted with many law enforcement and military experts, including Colonel Craig Roberts (formerly of US Army Intelligence, a former Marine Corps Sniper and the Best-selling Author of One Shot One Kill) who stated on-air that this operation could only be State-sponsored and was clearly the work of a rogue element from the top levels of global intelligence agencies. On The Alex Jones Show, Roberts said that the MO of the sniper attacks are indicative of a 2-3 man team trained in the Special Forces ambush tactics of reconnaissance, insertion, concealment and successful evasion. According to Jones research, the sniper teams attack profile is consistent with US Special Forces ambush assassination tactics. Best-selling Doubleday Author James Bamford, who broke the Northwoods Story in His Book, Body of Secrets reported on page 82 that, the plan, which had been written with the approval of the Chairman and every member of the Joint Chiefs of Staff called for innocent people to be shot on American Streets. Says Jones, In Operation Northwoods, we have a declassified US Government document, approved right up to the President, that advocates carrying out terrorism against the American people to terrify them into accepting tyranny. It is now public knowledge that Roosevelt allowed the Japanese to attack Pearl Harbor as a pretext for war and that the Gulf of Tonkin attack that launched the Vietnam War was staged by LBJ. This is all now admitted historical fact, and there is no way to ignore the US government terror plan contained in the Northwoods document. The plan even lists the cities to be targeted, and one of them is DC. The national media from day one told us that the sniper was a lone gunman. Now politicians are telling us that we must give up our liberties for security, Senator Charles Schumer wants to ban so-called assault rifles and to institute ballistic fingerprinting on all guns as well as on ammunition, the new North American Military Command (NORTHCOM) that was activated October 1, 2002 has been provided with a mission on the ground and in the air over America just weeks after the White House told us that we needed to get rid of Posse Comitatus (Federal law prohibiting US military forces in search in seizure operations of US soil) for our safety. Now the Washington Post is reporting that the CIA will be directing local FBI field offices in 56 US cities. Vice President Cheney has pubicly threatened Congress not to investigate the 911-Government prior knowledge story. Lake UPI State Department Correspondent From the International Desk Published 10/25/2002 7:06 PM View printer-friendly version WASHINGTON, Oct. 25 (UPI) -- Poppy cultivation increased nearly 19-fold between 2001 and 2002 in Afghanistan, the world's leading exporter of heroin, according to a new U.S. study of poppy cultivation in the post-Taliban state. According to the new survey, local farmers cultivated approximately 30,759 hectares in 2002, during the peak season for poppy in Afghanistan, the first since the December 2001 Bonn Agreement which established the first interim authority after the Taliban were ousted. During the same period in 2001, only 1,685 hectares of poppy were cultivated in the last year of the Taliban's rein in the Central Asian state. The 2001 decline was due largely to a ban on poppy cultivation imposed by Taliban leader Mullah Omar in July 2001. Poppy cultivation in Afghanistan is a serious problem, U.S. drug Czar John Walters said in a statement released Friday. Drug cultivation and trafficking undermine the rule of law and the ability of the Afghan people to rebuild their country and join the international community. Under the December 2001 Bonn Agreement, the Afghan interim authority agreed to cooperate with the United Nations' Office on Drugs and Crime to end trafficking and cultivation of all illicit drugs. One U.S. official said Friday however that the spike in poppy cultivation was not due to lack of cooperation from Hamid Karzai's government, but rather a lack of law enforcement infrastructure. The principal regions for poppy cultivation in Afghanistan are the provinces on its border with Pakistan -- Nangarhar, Helmand, Kandahar, and Oruzgan. These regions, largely populated by Pashtuns (the Afghan ethnic faction most closely linked to the Taliban) are largely immune to the edicts from the government in Kabul. While the Taliban had significant success in eradicating most poppy cultivation in these provinces in 2001, their methods are not likely to be repeated by the Karzai government. The State Department's 2001 report on international drug trafficking released in March says, The success of the Taliban poppy ban was a significant accomplishment during 2000, but success was achieved through draconian enforcement actions with no concern for poor farmers' welfare, a series of policy actions unlikely to be replicated by a civilized administration. Indeed, despite the decrease in cultivation, heroin traffic from Afghanistan did not decrease under the Taliban's poppy ban as many farmers sold their surplus supplies. But other factors may impede Karzai's government from cracking down on the heroin trade. Indeed, some warlords still influential in Afghanistan have profited in the past from their country's illicit drug trade. Seems most of us are becoming suspicious that every time there's a close race in which the Republicans have a marked interest, the Democrats seems to be at risk of dying in an aircraft accident. It was just past 2.30am when Jenkins signalled to his troops to wait while he went forward to check something. That was the last they would see of him. Three weeks later, North Korean radio triumphantly announced that Jenkins, a 25-year-old from small town America, had seen the light and defected. For the best part of 40 years, Jenkins was essentially a forgotten man, leaving behind an army that regarded him as a traitor. However, his family in North Carolina refused to believe he had gone of his own free will. Suddenly, almost 38 years after he left his patrol, Charles Jenkins has emerged from the shadows in a most unexpected and unusual way. When Japan's Prime Minister, Junichiro Koizumi, returned from his historic meeting with North Korea's Kim Jong-il last month, he brought news that the Stalinist state had admitted abducting 13 Japanese nationals. In a strange twist to an already bizarre story, Japan learnt that one of the five surviving abductees, Hitomi Soga, had married a US Army defector. His name: Charles Robert Jenkins. Ms Soga, now 43, had been shopping with her mother on Sado Island off the Sea of Japan coast in 1978 when they were bundled into bags by agents of Pyongyang. Ms Soga, a teenage nursing student, was spirited away to North Korea to train its agents in Japanese language and culture. She never saw her mother again. Gradually accepting her fate, she asked to learn English. Her teacher was Charles Jenkins. They fell in love and married in 1980, and have two daughters, Mika, 19, and Belinda, 17. In the past week, since Ms Soga returned to Japan with the four other survivors for a visit, the missing years in the life of Charles Jenkins have started to assume some form. Jenkins, now 62, and his daughters came to the airport at Pyongyang to see off Ms Soga. Japanese officials asked Jenkins if he wanted to go with her, but explained that because of his situation it's not easy. Jenkins also told the officials about his life with Soga. Hitomi is almost 20 years younger than me, but she made us a very good family, he told the officials, the newspaper Asahi Shimbun reported. I do appreciate her for that, even though she may have felt lonely for marrying a man this much older. Jenkins stood at the fence waving goodbye, a very lonely figure. Ms Soga has told her relatives of their life in Pyongyang, getting up early to make lunches for their daughters, who are students at the Pyongyang University of Foreign Studies. Her husband, she said, was kind, though we sometimes argue. As debate continues over whether Ms Soga and the other returnees will eventually settle back in Japan, Jenkins's official status as a deserter has emerged as a pressing issue. He would presumably face immediate arrest should he leave North Korea. In a move that underlines how strongly Japan wants the five abductees to come home, Tokyo has made a special request to Washington that Jenkins be granted amnesty. Back in North Carolina, his family is elated to know he is alive, but refuses to accept that any amnesty is necessary. I don't believe this about him being a deserter, his sister, Pat Harrell, told The New York Times. His family has always questioned the authenticity of a farewell letter the army says Jenkins left behind, which began: Dear Mother, I am sorry for the trouble I will cause you. For the past 37 years the question has been whether Jenkins was a deserter or was abducted. Now, as the story of the Japanese abductees unfolds, we are tantalisingly close to the answer. On the superficial evidence, it would seem that Jenkins did betray his country. He is one of four US servicemen who are alleged to have deserted to the North during the 1960s, subsequently used as Cold War trophies by Pyongyang in propaganda material. In 1996 the Pentagon classed Jenkins and the other three servicemen as defectors. In addition, there are apparently between 10 and 15 US prisoners of war from the Korean War still in North Korea. What would make Jenkins, an average young man from an average American town, turn to the embrace of a communist enemy? His life until then holds few clues. In his home town of Rich Square, a farming hamlet of 1000 people, Jenkins was given the nickname Super because his strength was out of proportion to his slender frame. Bill Thompson doesn't think so. Since its creation in 1998 Google - at www.google.com, as you probably know already - has become the world's best search engine and the starting point of choice for almost all my web queries. It has even generated its own verb - to do some googling around means sitting there playing with queries and exploring the obscure parts of the Web that are revealed by looking for odd or even improperly spelled phrases. Nobody expects Google, or any index, to be perfect, since the Web is growing and changing so fast and many parts of it are generated from databases and therefore essentially impossible for a search engine to find or classify. However, researchers at the highly-respected Berkman Center for Internet and Society at Harvard University have found that the company is actively removing sites from its database, and that this censorship is going unnoticed. Regional differences Jonathan Zittrain and Benjamin Edelman have built up a reputation for their careful analysis of the ways in which web content is filtered, censored and controlled. They have looked in detail at the practices of national governments, specifically China and Saudi Arabia, and provided lots of useful information for those of us who want to promote freedom of speech both online and offline. Their latest paper deals with the differences between the results returned when searching google.com, the US/world version of the site, the French site at google.fr and the German site at google.de. They have discovered over one hundred sites which can be found by searchers in the US but not by those in Germany or France. They are mostly sites that feature racist material or that deny the existence of the Holocaust, such as Stormfront, a white pride site filled with white nationalist essays by former Ku Klux Klan leader David Duke. Legal battles Responding to the discovery, Google spokesman Nate Tyler said on tech news programme ZDNN that the sites were removed to avoid the possibility of legal action being taken against the company, and that each site was removed only after a specific complaint from the government of the country concerned. On first sight this seems perfectly reasonable - after all, Google isn't a public service but a private company trying to make money out of its technology and database, and it has no obligation to index everything. It certainly has a duty to its owners (it's a privately held company) to stay out of legal battles with governments, since they can be pretty expensive. Unfortunately things are not that simple, and the censorship of the French and German versions of the Google database is a clear demonstration of just what is wrong with internet regulation today. What is happening is that a government is saying to Google: 'we don't like that website - so drop it from your database' and the company is acquiescing. The people running the website aren't told. The people looking for the website aren't told - they aren't even told that this policy exists. The rest of us aren't being told either - Google's Nate Tyler said clearly that 'as a matter of company policy we do not provide specific details about why or when we removed any one particular site from our index.' No due process The result is that one of the web's most important tools is being deliberately broken at the request of governments, with no publicity, no legal review and no court orders. The sites involved may or may not be illegal in France or Germany - we don't know because the case never comes to court, and is never tested. All we know is that they aren't wanted. The problem is not that content is being censored - that is inevitable and in many cases desirable. I agree with our current laws against child pornography and have no difficulty at all endorsing the view that these sites should not be allowed online. I'll support the team at Google if they want to spend their time removing them. In fact, a search for 'lolita pictures' finds 291,000 entries in the US index, so this is obviously less of a priority for them. The problem is that Google itself is deciding what should be censored and that its motives are entirely commercial, making it possible for government agencies to influence it without having to go through due process or defend their requests in public. I believe we need to move towards an internet that is properly regulated, where decisions like this can only be made through the courts. I would rather have a net where Google and other search engine providers had a legal obligation to provide full and comprehensive results to the best of their technical ability and to inform searchers of any areas where content had been removed from their index on legal grounds, even if that also gives

Reporters Without Borders sent out a questionnaire based on the main criteria for such freedom and asking for details of directs attacks on journalists (such as murders, imprisonment, physical assaults and threats) and on the media (censorship, confiscation, searches and pressure). It also asked about the degree of impunity enjoyed by those responsible for such violations. The questionnaire recorded the legal environment for the media (such as punishment for press offences, a state monopoly in some areas and the existence of a regulatory body) and the behaviour of the state towards the public media and the foreign press. It also noted the main threats to the free flow of information on the Internet. Reporters Without Borders has not just taken into account the excesses of the state but also those of armed militias, underground organisations and pressure groups that can be serious threats to press freedom. In addition, the state does not always use all its resources to fight the impunity the perpetrators of such violence very often have. The questionnaire was sent to people with a real knowledge of the press freedom situation in one or more countries, such as local journalists or foreign correspondents living in the country, researchers, legal experts, specialists on a region and the researchers of the Reporters Without Borders International Secretariat. The countries included in the index are those about which Reporters Without Borders received completed questionnaires from several independent sources. Other countries have not been included for lack of reliable information. Countries that got equal scores have been ranked in alphabetical order. This index of press freedom is a portrait of the situation based on events between September 2001 and October 2002 . It does not take account of all human rights violations, only those that affect press freedom. Neither is it an indicator of the quality of a country's media. Reporters Without Borders defends press freedom without regard to the content of the media, so any ethical or professional departures from the norm have not been taken into account. Paul Wellstone, has made an unprecedented $1 million ad buy that will fill the airwaves in the last two weeks before the election, according to Wellstone campaign officials. Campaign manager Jeff Blodgett said the buy is so large that it may equal what Wellstone and Republican rival Norm Coleman and the two state parties each are expected to spend on media in the closing weeks. Blodgett said his biggest concern is that no one knows who funds the mysterious group, which has found a legal loophole that apparently allows it to keep its donors secret. "In a state with a reputation for clean, transparent campaigns, this is an outrage, that a group can come in and spend this kind of money and no one knows who their donors are," Blodgett said at a Tuesday morning news conference. "We demand to know. We ask Norm Coleman to join us in this." Michael Dubke, president of Americans for Job Security, would neither confirm nor deny the amount of the ad buy "because I don't want to play their game," but said that "we're up [on TV] in Minneapolis, Duluth, Rochester, Fargo and statewide with radio and let's just say Minnesota's not an inexpensive state." He said the group would have a "significant presence" on radio and TV over the next two weeks. Dubke said he has made similar-size buys in South Dakota and Missouri -- the two other states that are top targets in President Bush's attempt to put Republicans in control of the U.S. Senate. Dubke is unapologetic about the group's refusal to disclose its donors, saying the decision is legal and is common among issue advocacy groups. Coleman campaign manager Ben Whitney said Tuesday that Coleman would not be contacting Dubke's group or asking it to disclose its donors. Wellstone, he said, had benefited for months from ads run by liberal interest groups. "He's getting money from radical groups like Council for a Livable World -- and we don't know who its donors are -- and then he demands that we ask someone else not to advertise in Minnesota because he doesn't like what they're saying," Whitney said. He noted that Coleman, at the beginning of the race, had offered Wellstone a joint agreement to keep third-party money out of the race and that Wellstone refused. "It's brazen hypocrisy and it leaves me kind of breathless," Whitney said. Kathleen Hall Jamieson, of the University of Pennsylvania's Annenberg School of Communications, said the group's tactic is "the reason issue advocacy is so problematic. You can disguise the nature of the group through a lovely sounding name." Jamieson, a national expert on political ads, said the sheer magnitude of such an ad buy could change the course of the election. "Large amounts of money from a third-party group late in a tight race can, in fact, shift votes, unless the message is off-strategy," she said. The high-buck, high-profile race has been one of the tightest in the country, drawing celebrities and political luminaries from across the nation, along with a raft of outside interest groups. Americans for Job Security has been a player in the race since June, when it began a round of radio ads that labeled Wellstone a "money-grubber" for his opposition to a permanent repeal of the estate tax, which it calls the "death tax." A new TV ad criticizes Wellstone for taking special-interest money and for breaking a promise not to run for a third term. Blodgett said Tuesday that he was less concerned about the content of the ads than the sheer magnitude of the buy, which he said might be the largest ever by an outside group in a Minnesota race. Little is known about Americans for Job Security, which is based in Alexandria, Va., just outside Washington, D.C. It was founded in 1997 with a $1 million contribution from the American Insurance Association, which Dubke says is no longer associated with Americans for Job Security. The Annenberg Public Policy Center Web site, which analyzes issue ads, describes the group as a "tax-exempt, conservative, business-backed, pro-Republican organization" that was an offshoot of a coalition of business leaders who came together in 1996 to advocate against issues promoted by the AFL-CIO. Americans for Job Security has taken several unconventional tacks in this race -- it flew a banner over the State Fair this summer asking Wellstone to "stop taxing the dead." Its latest radio ad features a couple speaking in English and Norwegian. In the ad, Lloyd tells Ruth in Norwegian that Wellstone is a money-grubber and should stop taxing the dead. "If he doesn't get it in English," Lloyd says, "maybe he'll get it in Norwegian." Dubke said the group is trying to "cut through the clutter."

May as well learn a Continental language ... helps with the eavesdropping in public places. Beyond the Englanders and their unsuccessful attempts to cow their conquered, we have a whole buncha peoples who have heritages that should permit a little more cross-conversation between the New and Old Worlders. This will tend to lessen the alienation of those who are coming here and gonna be here whether we like it or not. -Caveat Lector- The Cult Of Government How long will you halt between two opinions? by Liz Michael Copyright, 2000, LizMichael.com, www.lizmichael.com Release date: June 30, 2000 Today, I'm going to make some of you uncomfortable, because I'm telling you about one of the most widely committed biblical sins in the world. Maybe you'll think I'm some wild-eyed unkempt freak wandering around in the wilderness. Well, so were Elijah and John the Baptizer. No, it's not heresy, or adultery, or coveting, or theft, or bowing down to statues, altars, fruit, or any such thing. It's not even murder, rape or robbery. It's not greed, or lying, violating Shabbat, or inhospitability, or sassing your mom. It certainly isn't homosexuality, about which only a handful of verses exist. No, this sin is much more offensive to Yahweh the Creator. As evidenced by so many of his faithful scribes writing about it. What in the world could I be talking about? It's a simple thing really. It's something that most of America, even most of the world, does on a daily basis. Even most Christians do it and do it rather faithfully I might add. I'm talking about the sin of worshipping the government. Reading Genesis you will see a common thread among the patriarchs. None of them lived most of their lives under a human government of any type. Does that not seem incredible? Yet it is true. Abraham left his family in Chaldea, which was under a government, to live in a promised land which had no government. Abraham was quite fearful of government authority, fearful enough to lie to the Egyptians: he didn't believe he could even trust the Egyptians to honor his marriage vows. Abraham's children never lived under a government. In fact, the first descendant of Abraham's to live under a government was Joseph: he was sold into slavery by his brothers who were jealous of him. In that day, living under a government was tantamount to living in slavery. Eventually the whole family was forced to live in slavery as a sort of divine karmatic justice. Moses' liberation of the Hebrews was not just a liberation from slavery, but a liberation from government itself. In the wilderness they were free. Unwilling to trust their Creator to maintain their freedom, they decided to sell themselves into slavery again, by crafting an idol. In their insecurity, they couldn't handle freedom: they had to have something to prostrate themselves to, and they gave their wealth to that end. Even if the thing crafted was only a useless symbol of government power, and not an actual government. The narrative said that they were compelled by Yahweh to wander the desert 40 years, and not enter the promised land, because they couldn't handle freedom. When the Hebrews finally did reenter the promised land, they again, lived, for all intents and purposes, under a non-government. Periodically, when they would not carefully guard that freedom, they were captured by other governments and forced to live under arduous restraints. One such restraint under the Philistines was an early form of gun control, or sword control, as they forbade the Hebrews from practicing blacksmithing. When were they delivered from their capture? When they were willing to fight for their freedom. During the time of the Judges, every time they fought for their freedom, they got it. Yet living free wasn't enough for these Israelites. Did they value the freedom they had, and seek to export that freedom to their neighboring nations? No, they actually ENVIED the nations which DIDN'T have freedom. They wanted to be like them. They demanded a king. A prophet named Samuel was distressed at this request, and prayed earnestly about it. According to the narrative, Yahweh spoke these very interesting wods: Listen to what they're saying: it's not you, Samuel, they've rejected, but me. As they have done from the day I brought them out of Egypt until today, fosaking me and serving other gods, so are they doing to you. I want you to understand that. Yahweh never intended mankind to live under government. Yahweh equated loyalty to government, and fashioning government, to serving other gods. Samuel warned the Israelites what would happen if they decided to take a government as rulers of them, and it is something we today should consider: the king would: draft your sons to make an army, and force others to farm to feed it, and still others to make weapons for ithe will take your best fields and give them to his attendants (eminent domain and confiscation)...he will tax your grain and give it to his officials. You sevrants will be conscripted to be his servants (tax accountants, doctors, teachers, and numerous other examples), and take the best of your labor for his own use. He will take a tenth of your means of production, and you will become his slaves. When that day comes, you will cry out for relief from the king you have chosen, and Yahweh will not respond.

In Operation Northwoods the Chairman of the Joint Chiefs of Staff called for hijacking jet airliners, attacking U.S. military bases, blowing up U.S. ships and wounding civilians in Miami, Florida and Washington, D.C. using paramilitary sniper teams. Page eight of the formerly Top Secret Pentagon plan stated that casualty lists in U.S. Newspapers would cause a helpful wave of national indignation. The opening paragraph in the Baltimore Sun read U.S. leaders proposed in 62 a secret plan to commit terrorist acts against Americans and blame Cuba to create a pretext for invasion. The Northwoods Document spells out the U.S. Government's plan to frame innocent people for the shootings and bombings that the U.S. Government was preparing to commit. Page 9 of the Northwoods Document states that after the Government carried out shootings and bombings in Washington D.C. that the arrest of Cuban agents and the release of prepared documents substantiating Cuban involvement also would be helpful in projecting the idea of an irresponsible government. Now in 2002 they're telling us that they think that they have the two men responsible for the sniper shootings in DC. Can the government be trusted? Forty years after the Northwoods plan was rejected by John F. Kennedy, we see striking similarities between the sniper attacks and the terrorist activities called for in the Northwoods plan. Whereas the Northwoods document planned to create a pretext for war with Cuba, the sniper attacks are being used as a pretext to put the military on the streets of America and to push for gun control. Now, White House officials are saying that theres a good chance that al-Qaeda or Iraq are behind the sniper attacks and are warning the American people to look for similar attacks in other cities, thus creating a timely pretext justifying military action to capture Middle Eastern and Central Asian oil supplies in a war with Iraq. On his Nationally Syndicated Radio Show, Documentary Filmmaker Alex Jones has consulted with many law enforcement and military experts, including Colonel Craig Roberts (formerly of U.S. Army Intelligence, a former Marine Corps Sniper and the Best-selling Author of One Shot One Kill) who stated on-air that this operation could only be State-sponsored and was clearly the work of a rogue element from the top levels of global intelligence agencies. On The Alex Jones Show, Roberts said that the MO of the sniper attacks are indicative of a 2-3 man team trained in the Special Forces ambush tactics of reconnaissance, insertion, concealment and successful evasion. According to Jones research, the sniper teams attack profile is consistent with U.S. Special Forces ambush assassination tactics. Best-selling Doubleday Author James Bamford, who broke the Northwoods Story in His Book, Body of Secrets reported on page 82 that, the plan, which had been written with the approval of the Chairman and every member of the Joint Chiefs of Staff called for innocent people to be shot on American Streets. Says Jones, In Operation Northwoods, we have a declassified U.S. Government document, approved right up to the President, that advocates carrying out terrorism against the American people to terrify them into accepting tyranny. It is now public knowledge that Roosevelt allowed the Japanese to attack Pearl Harbor as a pretext for war and that the Gulf of Tonkin attack that launched the Vietnam War was staged by LBJ. This is all now admitted historical fact, and there is no way to ignore the U.S. government terror plan contained in the Northwoods document. The plan even lists the cities to be targeted, and one of them is DC. The

WAKIN CAIRO, Oct. 25 - The images flash quickly across the television screen. They show a bloody face, Victorian men and women in a drawing room, soldiers wielding rifle butts. And a man in black hat with side curls and long beard. An Egyptian satellite television channel has begun teasers for its blockbuster Ramadan series that its producers acknowledge incorporates ideas from the infamous czarist forgery The Protocols of the Elders of Zion. That document, a pillar of anti-Semitic hatred for about a century, appears to be gaining a new foothold in parts of the Arab world, some scholars and observers say. The series, Horse Without a Horseman, traces the history of the Middle East from 1855 to 1917 through the eyes of an Egyptian who fought British occupiers and the Zionist movement. It is divided into 41 episodes and will be shown nightly through the Islamic holy month of Ramadan, which begins in about two weeks and guarantees maximum viewership because many Muslims congregate at home after breaking the daily fast. With Egyptian state television and other Arab channels also broadcasting the series, the potential audience numbers in the tens of millions. A historical epic with a pulpy look, judging from the commercials, the series is the first production of one-year-old Dream TV. The channel is one of the country's first two private stations, and has a somewhat freewheeling format compared with state television. It is controlled by Ahmed Bahgat, a prominent Egyptian businessman. The Protocols, which purports to depict Jewish leaders plotting world dominion, has long been recognized as a fabrication by the czarist secret police. It was used in early 20th-century Russia and in Nazi Germany as a pretext for persecution of Jews. Still, the show's backers say they are keeping an open mind about its authenticity. They say that in any event, reality seems to bear them out, in that Israel controls part of the Middle East. In a way, don't they dominate? said Hala Sarhan, Dream TV's vice president and feisty personality on the air. Of course, what we read from the `Protocols,' it says it's a kind of conspiracy. They want to control; they want to dominate. I represent everybody in the street. We will see whether this happened throughout history or not. Ms. Sarhan is quick to point out that the material about the Protocols is only one aspect of a sweeping television panorama. But others who have seen the entire program say that a Zionist conspiracy to control Arab lands is one of the themes running through the series. At one point, men in the Arab anti-British resistance movement find the Protocols and have it translated, said a co-writer, Muhammad Baghdadi. They discovered that many things in this document were happening in reality, Mr. Baghdadi said, whether they were written by the Jews or not. The underlying focus of the drama is how the Zionist entity was planted in Palestine and in the Arab world, he said. Mr. Baghdadi said the series respected Judaism as a religion. We only criticize the Zionist movement, he said. Nevertheless, the program has troubled the United States as well as Israel. American Embassy officials say they raised their concerns with the Egyptian government but received a noncommittal response. The series is closely associated with Muhammad Sobhi, a popular Egyptian screen and stage actor who is not shy about courting controversy and whose previous works have sometimes poked fun at Arabs. He co-wrote the script and plays the main character. Mr. Sobhi declined to be interviewed, but earlier this year he told Al Jazeera television that whether or not the Protocols was authentic, Zionism exists and it has controlled the world since the dawn of history. He said that many of the book's predictions had been borne out and that it would be stupid not to consider the possibility that the book was true, even if the chance was one in a million. Commentators, like David I. Kertzer, a professor of anthropology at Brown University, have noted an increase in anti-Semitic imagery more typical of Western societies cropping up in the Arab world since the Sept. 11 attacks, along with the canard that Jews were warned of the attacks. Michael A. Sells, a professor of comparative religion at Haverford College, said, With each new wave of war and anger, the European-imported brand digs itself deeper into society. Indeed, the Protocols lately appears to be gaining more attention in the Arab media and more space on bookshelves. Yet the extent of its impact in Egypt is questionable. [EMAIL PROTECTED] Author of Gun History Quits After Panel Faults Research October 27, 2002 By THE ASSOCIATED PRESS ATLANTA, Oct. 26 - An Emory University professor has resigned after an academic panel released a report strongly critical of his research for a widely debated book about the history of guns in America. The professor, Michael A. Bellesiles, said in a statement that he cannot continue to teach in what I feel is a hostile environment. Mr. Bellesiles said the controversy surrounding his book, Arming America: The Origins of a National Gun Culture, had made it impossible for him to continue his research. Emory officials said Mr. Bellesiles' resignation would take effect Dec. 31. He has been on paid administrative leave this semester. The 40-page report, released on Friday, concluded that Professor Bellesiles had been guilty of unprofessional and misleading work. The report, written by scholars from Harvard, Princeton and the University of Chicago, said that Mr. Bellesiles's failure to cite sources for critical data does move into the realm of falsification. It also suggested that he had omitted other researchers' data that contradicted his arguments. Mr. Bellesiles denied the contentions. I have never fabricated evidence of any kind nor knowingly evaded my responsibilities as a scholar, he said. Mr. Bellesiles's book received national attention for its contention that early Americans did not own or use firearms in great numbers. Gun-rights advocates criticized the book, and scholars suggested the author had made serious errors, prompting Emory to form the investigative panel in February. One finding that led to the investigation concerned historical records. Professor Bellesiles said that he had studied more than 11,000 probate records in 40 counties around the country and that he had found that from 1765 to 1790, only 14 percent of estate inventories listed guns. He said that over half (53 percent) of these guns were listed as broken or otherwise defective. Those figures are featured prominently in the book and were cited in many reviews as the core of its argument. But those who tried to examine the research found that they could not, because most of Mr. Bellesiles's records, he said, had been destroyed in a flood. The records they could check showed many errors, almost all supporting his thesis. Professor Bellesiles is one of several historians and professors accused recently of academic fraud. In June, Doris Kearns Goodwin, a former Harvard professor, resigned from the Pulitzer Prize board, months after she acknowledged that parts of a book she wrote were from another author without attribution. In February, Prof. Louis W. Roberts resigned as chairman of the classics department and director of the doctoral program in humanistic studies at the State University at Albany, in New York. He had been accused of plagiarizing more than 50 pages of Latin translations from two other scholars.
