FBI agents on Friday copied the computer hard drive of a senior staffer at the American Israel Public Affairs Committee who has been questioned in relation to the case of a Pentagon official suspected of turning over a classified document either directly to Israel, or via the pro-Israel lobby group. 
Sources in Washington said the hard drive was that of Steve Rosen, AIPAC's director of foreign policy issues. 
It was not clear if FBI agents also seized other materials from Rosen's office. AIPAC says it is cooperating fully with the FBI's investigation. 
Government lawyers, according to Tuesday's New York Times, are preparing to make the first arrests in the case by issuing a criminal complaint against one or more figures who are said to be involved. The case is being handled by federal prosecutors in Virginia. 
But experts suggested that the rush to file a complaint could be a sign that the charge will be less severe than that of espionage, as was originally reported. 
"The fact that they're going to file a complaint instead of an indictment is an indication of the weakness of their case," said one criminal defense expert. A criminal complaint would allow the government to proceed with arrests more quickly. 
AIPAC and Israel have denied any wrongdoing in a case that has become increasingly muddled since CBS News reported on Friday that the FBI was about to arrest an Israeli mole in the Pentagon. 
Investigators suspect that a mid-level Pentagon staffer, Larry Franklin, provided either AIPAC or Israel with a secret draft of an internal planning document on US policy toward Iran. 
Deputy Secretary of Defense Paul Wolfowitz and Undersecretary of Defense Douglas Feith have been briefed on the case, as have officials at the White House, State Department, and congressional leaders. 
Congressional leaders continued on Tuesday to rally around AIPAC, whose image, many in the pro-Israel community fear, has been tarnished by accusations of wrongdoing. 
"AIPAC has worked hard to build its credibility with members of Congress on both sides of the aisle," House Majority Whip Roy Blunt of Missouri said. "While the House will want to look carefully at any allegations that might endanger our national security, it will begin that look with a record of great confidence in our relationship with AIPAC and our strongest ally and the only democracy in the Middle East, Israel." 
The House Democratic Whip, Steny Hoyer (D-Maryland) also expressed confidence in AIPAC. "I have worked with AIPAC for many years. They are a very successful, strong, and committed organization and do a tremendous job advocating for the important US-Israel relationship." 
Despite those voices of confidence, some in Washington said they expected that US officials would be reluctant to meet with AIPAC staffers, at least in the immediate short-term, now that there is a suspicion that AIPAC is being monitored by the FBI. 
"The biggest implication, is that mid-level officials will not be meeting with AIPAC. They don't want to be seen with them," said one Washington lobbyist.

President Flip-Flop?

FOR ALL of the Republican efforts to call John Kerry a flip-flopper, President Bush is flopping like a fish trying to escape being netted. Five days ago Bush admitted to The New York Times that he made a "miscalculation" about the violence in Iraq. Two days ago Bush admitted that his war on terror cannot actually be won. 
Bush was asked by NBC's Matt Lauer, "Do you really think we can win this war on terror . . . in the next four years?" Bush replied, "I have never said we can win it in four years." 
Lauer said, "No, I'm just saying, can we win it?" 
Bush said, "I don't think you can win it, but I think you can create conditions so that . . . those who use terror as a tool are less acceptable in parts of the world, let's put it that way." 
But Bush knew there was no way he could put it that way yesterday at the national convention of the American Legion in Nashville. He could not possibly tell generations of soldiers who risked their lives for freedom that we are now mired in a miscalculation. So Bush went into overdrive to erase the sudden lapse and return to his role as the most absolutely sure man on the planet that victory will be ours. 
At one point Bush told the convention of war veterans, "We meet today in a time of war for our country, a war we did not start yet one that we will win." At another juncture, Bush said: "In this different kind of war, we may never sit down at a peace table. But make no mistake about it, we are winning, and we will win." 
After loud applause, Bush added: "We will win by staying on the offensive. We will win by spreading liberty." 
We have a live one here. Bush arrives at the GOP convention wriggling with fear of being hauled out of the White House by Americans weary of his exaggerations and miscalculations. It was perfectly appropriate for him to say, in the immediate wake of the terrorist attacks of Sept. 11, "Make no mistake about it, we're going after them all. And we'll win. We're going to win." Few had a reason to question this resolute posture of strength. Bush maintained this posture on the announcement of his far more controversial invasion of Iraq. "I assure you, this will not be a campaign of half-hearted measures, and we will accept no outcome but victory," Bush said. 
With the outcome still uncertain, the Republicans are now applying as much paint thinner as possible to their convention, trying to strip away the history of the invasion without also exposing the administration for its series of mindless measures. By the speeches so far, they have decided to live or die on the hope that Kerry will flop before the voters flip out over Bush's shifting rationales for invading Iraq and his altered meanings of victory in the war on terror. 
On the convention's opening night, John McCain, once a thorn in Bush's side, told the crowd at Madison Square Garden that it did not matter that Iraq had no weapons of mass destruction. He said Bush chose war over a "graver threat." He said that whether or not Saddam had weapons of mass destruction, "he would have acquired them again." 
New York's former mayor Rudolph Giuliani used horrific memories of the destruction of the World Trade Center to praise Bush's "rock solid" decision to go on the "offense" against terrorism. Buoyed by such words, Bush roared into the American Legion convention with McCain at his side, saying, "Knowing what I know today, I would have taken the same action." 
Should bombs and snipers continue to take out US soldiers in Iraq and Afghanistan, the voters may take their own, decisive action. Bush is back to saying "we will win." The more he says it without proof of victory, the more likely it is that he will be the loser on Election Day.

Attorney Raymond P. Boucher said the amount was based on verdicts and settlements in clergy abuse cases nationwide and was consistent with secret estimates of local claims by a Los Angeles judge earlier this year, the Los Angeles Times reported.Mr Boucher, the lead attorney for plaintiffs in Southern California, was asking insurers to put aside at least $US3.1 million ($4.4m) for each of more than 500 claims against the Los Angeles archdiocese, according to the Times. Another 60 claims are against the Diocese of Orange, which covers Orange County.  If the claims are successful, damages would be covered by insurance, as well as other church assets, because insurance companies would not cover punitive damages.  Donald F. Woods Jr, an archdiocese attorney, said the $US1.5 billion figure "seems way too high.""

(WASHINGTON, D.C.) Judicial Watch, the public interest group that investigates and 
prosecutes government corruption, today released recently declassified documents 
showing that Democratic presidential nominee Sen. John Kerry accepted laundered 
contributions for his 1996 re-election campaign from the Communist Chinese government 
and that, in exchange, he may have arranged meetings between Chinese aerospace 
executives and U.S. government officials.

Obtained from the FBI through Freedom of Information Act and Privacy Act requests, the 
documents are related to the FBI's "Chinagate" investigation into the Clinton 
campaign's acceptance of contributions from Communist Chinese government sources.  
Among the documents released is an investigative outline dated March 27, 1998, that 
details the FBI's "proposed areas of inquiry" into the actions of Democratic 
fund-raiser Johnny Chung, including questioning him about meetings Sen. Kerry set up 
with China Aerospace executives and about a fund-raising event for the senator in Los 
Angeles.  The other document, dated Aug. 24, 1998, requests a polygraph of Chung, 
mentioning that he laundered contributions for the Clinton/Gore '96 election campaign 
and for Sen. Kerry.  The documents are heavily redacted, and Judicial Watch is 
appealing the FBI's decision to keep secret portions of the documents.

Chung pled guilty in March 1998 to election law violations and, in a plea bargain, 
began cooperating with the FBI.  Judicial Watch represents Chung in a lawsuit against 
Justice Department officials who, during the Clinton administration, leaked 
information about Chung's cooperation with the department's Campaign Finance Task 
Force.  The unauthorized and illegal release from a sealed plea agreement of 
information, including the fact that he and his family were in protective custody in 
California, put the lives of Chung and his family in jeopardy.

"These disturbing FBI documents raise further questions about Sen. Kerry's involvement 
in what looks like a quid pro quo (cash for meetings) with the Communist Chinese," 
said Judicial Watch President Tom Fitton.

TBR's Storch has been asked where he got this information about the
SEC identifying Israelis citizens.  He responds it is from an
unspecified "newspaper report," perhaps in the NY Times or Boston
Globe, that he just can't seem to recall.  A Lexis search yields no
articles quoting an SEC official specifying Israeli involvement of
short-selling.  Storch apparently just made this up.

(Not that I doubt some Israelis were among the many insiders playing
games in the market with their foreknowledge...)

Most Americans have never heard of Michael Ledeen, but if the United States ends up in an extended shooting war throughout the Middle East, it will be largely due to his inspiration.
A fellow at the conservative American Enterprise Institute, Ledeen holds a Ph.D. in History and Philosophy from the University of Wisconsin. He is a former employee of the Pentagon, the State Department and the National Security Council. As a consultant working with NSC head Robert McFarlane, he was involved in the transfer of arms to Iran during the Iran-Contra affair -- an adventure that he documented in the book "Perilous Statecraft: An Insider's Account of the Iran-Contra Affair." His most influential book is last year's "The War Against the Terror Masters: Why It Happened. Where We Are Now. How We'll Win."
Ledeen's ideas are repeated daily by such figures as Richard Cheney, Donald Rumsfeld and Paul Wolfowitz. His views virtually define the stark departure from American foreign policy philosophy that existed before the tragedy of Sept. 11, 2001. He basically believes that violence in the service of the spread of democracy is America's manifest destiny. Consequently, he has become the philosophical legitimator of the American occupation of Iraq.
Now Michael Ledeen is calling for regime change beyond Iraq. In an address entitled "Time to Focus on Iran -- The Mother of Modern Terrorism," for the policy forum of the Jewish Institute for National Security Affairs (JINSA) on April 30, he declared, "the time for diplomacy is at an end; it is time for a free Iran, free Syria and free Lebanon."
With a group of other conservatives, Ledeen recently set up the Center for Democracy in Iran (CDI), an action group focusing on producing regime change in Iran.
Quotes from Ledeen's works reveal a peculiar set of beliefs about American attitudes toward violence. "Change -- above all violent change -- is the essence of human history," he proclaims in his book, "Machiavelli on Modern Leadership: Why Machiavelli's Iron Rules Are as Timely and Important Today as Five Centuries Ago." In an influential essay in the National Review Online he asserts, "Creative destruction is our middle name. We do it automatically ... it is time once again to export the democratic revolution."
Ledeen has become the driving philosophical force behind the neoconservative movement and the military actions it has spawned. His 1996 book, "Freedom Betrayed; How the United States Led a Global Democratic Revolution, Won the Cold War, and Walked Away," reveals the basic neoconservative obsession: the United States never "won" the Cold War; the Soviet Union collapsed of its own weight without a shot being fired. Had the United States truly won, democratic institutions would be sprouting everywhere the threat of Communism had been rife.
Iraq, Iran and Syria are the first and foremost nations where this should happen, according to Ledeen. The process by which this should be achieved is a violent one, termed "total war," a concept pioneered by the 19th century Prussian general, Karl von Clausewitz in his classic book "On War."
Ledeen's take on this idea is wedded to ideology. In summarizing his book "The War Against the Terror Masters" on the American Enterprise Institute Web site, he writes: "We wage total war because we fight in the name of an idea, and ideas either triumph or fail ... totally." Pak ISI hired a lawyer for Saeed Sheikh in India, Pak ISI
ran the hijackers who busted Saeed Sheikh out of prison in
India, General Ahmed met with Porter Goss in Pakistan in
August 2001 and September 2001.

Saeed Sheikh was protected by Pak ISI, British intel, FBI
and CIA. Moussaoui is one who noticed. Saeed Sheikh
was arrested with KSM, Saeed Sheikh was released and
we have never seen KSM in captivity--we have seen a
photo of a fat man with a peeled paint background that
does not match the house.

Last night, at the Republican Convention, transfixed by his own super action hero John 
Wayne, Arnold the Austrian Terminator, addressed his fellow immigrant Americans, and 
called upon America's HOLY ROMAN EMPIRE negative ecomomic "GIRLYMEN" (three ways) to 
join with him in support of the reelection of President George W. Bush.

In everyone's view it was Arnold's boffo performance.

Zen, an approach to religion, arising from BUDDHISM, that seeks religious 
enlightenment by meditation in which there is no consciousness of self. Deliberately 
irrational statements are sometimes used in Zen to jar persons into realizing the

Between August 26 and September 11, 2001, a group of speculators, identified by the American Securities and Exchange Commission as Israeli citizens, sold "short" a list of 38 stocks that could reasonably be expected to fall in value as a result of the pending attacks. These speculators operated out of the Toronto, Canada and Frankfurt, Germany, stock exchanges and their profits were specifically stated to be "in the millions of dollars."




Short selling of stocks involves the opportunity to gain large profits by passing shares to a friendly third party, then buying them back when the price falls. Historically, if this precedes a traumatic event, it is an indication of foreknowledge. It is widely known that the CIA uses the Promis software to routinely monitor stock trades as a possible warning sign of a terrorist attack or suspicious economic behavior. A week after the Sept.11 attacks, the London Times reported that the CIA had asked regulators for the Financial Services Authority in London to investigate the suspicious sales of millions of shares of stock just prior to the terrorist acts. It was hoped the business paper trail might lead to the terrorists. 


Investigators from numerous government agencies are part of a clandestine but official effort to resolve the market manipulations There has been a great deal of talk about insider trading of American stocks by certain Israeli groups both in Canada and Germany between August 26 and the Sept.11 attacks on the World Trade Center and the Pentagon.




Lynne Howard, a spokeswoman for the Chicago Board Options Exchange (CBOE), stated that information about who made the trades was available immediately. "We would have been aware of any unusual activity right away. It would have been triggered by any unusual volume. There is an automated system called 'blue sheeting,' or the CBOE Market Surveillance System, that everyone in the business knows about. It provides information on the trades - the name and even the Social Security number on an account - and these surveillance systems are set up specifically to look into insider trading. The system would look at the volume, and then a real person would take over and review it, going back in time and looking at other unusual activity." 




Howard continued, "The system is so smart that even if there is a news event that triggers a market event it can go back in time, and even the parameters can be changed depending on what is being looked at. It's a very clever system and it is instantaneous. Even with the system, though, we have very experienced and savvy staff in our market-regulations area who are always looking for things that might be unusual. They're trained to put the pieces of the puzzle together. Even if it's offshore, it might take a little longer, but all offshore accounts have to go through U.S. member firms - members of the CBOE - and it is easily and quickly identifiable who made the trades. The member firm who made the trades has to have identifiable information about the client under the 'Know Your Customer' regulations (and we share all information with the Securities and Exchange Commission.)"




Given all of this, at a minimum the CBOE and government regulators who are conducting the secret investigations have known for some time who made the options puts on a total of 38 stocks that might reasonably be anticipated to have a sharp drop in value because of an attack similar to the 9/11 episode. The silence from the investigating camps could mean several things: Either terrorists are responsible for the puts on the listed stocks or others besides terrorists had foreknowledge of the attack and used this knowledge to reap a nice financial harvest from the tragedy.




Adam Hamilton of Zeal LLC, a North Dakota-based private consulting company that publishes research on markets worldwide, stated that "I heard that $22 million in profits was made on these put options..."




Federal investigators are continuing to be so closed-mouthed about these stock trades, and it is clear that a much wider net has been cast, apparently looking for bigger international fish involved in dubious financial activity relating to the 9/11 attacks on the world stock markets.

Maintenance of synthetic psychological time structures which prohibit the population from experiencing and recognizing the unity and synchronicity of the universe in which they live, in order to foster many of the above-mentioned synthetic psychological states. GENEVA (Reuters) - The European Union and its allies got the go-ahead
on Tuesday to impose some $150 million in sanctions on U.S. goods in
a dispute that could stir trade tensions ahead of the U.S. elections.

World Trade Organization (WTO) arbitrators backed the EU and seven
other WTO members' demand to punish U.S. failure to revoke an
anti-dumping law -- the so-called Byrd amendment -- repeatedly
declared illegal by the Geneva-based body.

EU Trade Commissioner Pascal Lamy in Brussels urged Washington to
repeal the controversial law. "I hope the U.S. will now take action
to remove this measure, thus avoiding the risk of sanctions," he said.

In Washington, a spokesman for U.S. Trade Representative Robert
Zoellick repeated a long-standing pledge to "work closely with
Congress" in order to comply with WTO rules.

The U.S. administration has urged Congress to drop the measure, which
passes on anti-dumping levies to U.S. firms, but the law enjoys
strong backing from legislators who see it as helping struggling
industries.

"The United States remains committed to resolving this issue in a way
that promotes the competitiveness of American workers," said
spokesman Christopher Padilla.

The arbitrators, in a ruling running to more than 60 pages, set no
amount for retaliation, but laid down a formula which complainant
countries could use to fix punitive duties.

The disputed law, named after Democratic Senator Robert Byrd of West
Virginia, forces the government to distribute to U.S. companies money
raised in anti-dumping duties levied on foreign firms.

HIT BACK

The European Union, Japan, Canada, Brazil, India, Mexico, Chile and
South Korea argued successfully at the WTO that those payments, to
U.S. ball bearing, steel, candle, pasta, seafood and other companies,
amounted to an illegal subsidy.

They had asked for sanctions for the same amount as U.S. firms
receive, but arbitrators set the figure at 72 percent.

"The decision confirms that the U.S. position was wrong," the
coordinator-general of trade disputes at Brazil's Foreign Ministry,
Roberto Carvalho de Azevedo, told Reuters. "It (the decision) avoids
a domino effect, as various countries were threatening to adopt
similar measures (to Byrd)."

Washington argued no direct damage to competitor firms could be
proven and that sanctions were unwarranted.

Based on disbursements under the amendment in 2003, the EU said
current sanctions could amount to $150 million for the eight members.
But the figure looks set to rise in coming years if Congress digs in
its heels.

Japan would be a big beneficiary, with its companies picking up some
two-thirds of the anti-dumping levies imposed by the United States so
far this year, according to trade officials.

The spat is one of a series involving the administration of President
Bush, an avowed "free-trader" accused by critics of being reluctant
to bow to WTO rules when they go against the United States.

The disputes have led to rumblings in Congress that the WTO is
overstepping its authority.

A Senate aide, who asked not to be identified, said there was "no
way" Congress would simply repeal the amendment.

"I think it's going to be very difficult, if not impossible, to do
anything this year" given the tight legislative calendar ahead of the
November elections, he added.

However, diplomats said the EU would be in no hurry to impose
sanctions, which are a double-edged weapon that can also hurt
exporting firms.

"The legal victory has been won and the preference would be that the
U.S. would simply see that there's nowhere to go on this ... (and)
withdraw the law," said one diplomat in Brussels.

  The 
  burgeoning scandal over claims that a Pentagon official passed highly 
  classified secrets to a Zionist lobby group appears to be part of a much 
  broader set of FBI and Pentagon investigations of close collaboration 
  between prominent U.S. neo-conservatives and Israel dating back some 30 
  years. 
  According 
  to knowledgeable sources, who asked to not be identified, the FBI (Federal 
  Bureau of Investigation) has been intensively reviewing a series of past 
  counter-intelligence probes that were started against several high-profile 
  neo-cons but never followed up with prosecutions, to the great frustration 
  of counter-intelligence officers, in some cases. 
  Some of 
  these past investigations involve top current officials, including Deputy 
  Secretary of Defence Paul Wolfowitz; Undersecretary of Defence for Policy 
  Douglas Feith, whose office appears to be the focus of the most recently 
  disclosed inquiry; and Richard Perle, who resigned as Defence Policy Board 
  (DPB) chairman last year. 
  All three 
  were the subject of a lengthy investigative story by Stephen Green 
  published by Counterpunch in February. Green is the author of two 
  books on U.S.-Israeli relations, including Taking Sides: America's Secret Relations with a Militant 
  Israel, which relies heavily on interviews with former Pentagon 
  and counter-intelligence officials. 
  At the 
  same time, another Pentagon office concerned with the transfer of 
  sensitive military and dual-use technologies has been examining the 
  acquisition, modification and sales of key hi-tech military equipment by 
  Israel obtained from the United States, in some cases with the help of 
  prominent neo-conservatives who were then serving in the government. 
  
  Some of 
  that equipment has been sold by Israel – which in the last 20 years has 
  become a top exporter of the world's most sophisticated hi-tech 
  information and weapons technology – or by Israeli middlemen, to Russia, 
  China and other potential U.S. strategic rivals. Some of it has also found 
  its way onto the black market, where terrorist groups – possibly including 
  al-Qaeda – obtained bootlegged copies, according to these sources. 
  
  Of 
  particular interest in that connection are derivatives of a powerful 
  case-management software called PROMIS that was produced by INSLAW, Inc in 
  the early 1980s and acquired by Israel's Mossad intelligence agency, which 
  then sold its own versions to other foreign intelligence agencies in the 
  Middle East, Asia and Eastern Europe. 
  But these 
  versions were modified with a "trap door" that permitted the seller to spy 
  on the buyers' own intelligence files, according to a number of published 
  reports. 
  A modified 
  version of the software, which is used to monitor and track files on a 
  multitude of databases, is believed to have been acquired by al-Qaeda on 
  the black market in the late 1990s, possibly facilitating the group's 
  global banking and money-laundering schemes, according to a Washington 
  Times story of June 2001. 
  According 
  to one source, Pentagon investigators believe it possible that al-Qaeda 
  used the software to spy on various U.S. agencies that could have detected 
  or foiled the Sep. 11, 2001 attack. 
  The FBI is 
  reportedly also involved in the Pentagon's investigation, which is 
  overseen by Deputy Undersecretary of Defence for International Technology 
  Security John A. "Jack" Shaw with the explicit support of Defence 
  Secretary Donald Rumsfeld. 
  The latest 
  incident is based on allegations that a Defence Intelligence Agency (DIA) 
  career officer, Larry Franklin – who was assigned in 2001 to work in a 
  special office dealing with Iraq and Iran under Feith – provided highly 
  classified information, including a draft on U.S. policy towards Iran, to 
  two staff members of the American Israel Public Affairs Committee (AIPAC), 
  one of Washington's most powerful lobby groups. One or both of the 
  recipients allegedly passed the material to the Israeli embassy. 
  
  Franklin 
  has not commented on the allegation, and Israel and AIPAC have strongly 
  denied any involvement and say they are co-operating fully with FBI
