It provides for a two-year moratorium on the statute of limitations on lawsuits for sexual abuse. Kelly New evidence emerging from the five-year grand jury investigation into the 1953 death of CIA biochemist Frank Olson reveals concerns about several additional puzzling deaths. At least one of those deaths is noted in the CIA's record of its own internal investigation into Olson's fatal plunge from a Manhattan hotel window. That death, detailed in a top-secret CIA report dated December 3, 1953, was Laurence Duggan's. A former high-ranking State Department employee, Duggan fell screaming from a 16th-floor window of his Manhattan office on Dec. 20, 1948. Duggan's lifeless body was found moments later on a Fifth Avenue parapet. He was dressed in a business suit, overcoat, scarf and only one overshoe. Police found the missing overshoe on the floor of his office. As with the Olson case, New York City police deemed Duggan's death an accident or suicide, and the Manhattan Medical Examiner's Office ruled that he had jumped or fallen. Friends and family of Duggan disputed these findings and claimed that he had been a victim of foul play. Ten days before his death, the FBI questioned Duggan about communist espionage in the State Department. From 1935 to 1944, Duggan served as U.S. State Department chief of the Division of American Republics where he oversaw diplomatic relations with Central and South America. According to FBI documents, Duggan admitted during questioning that he had had contacts with Soviet intelligence agents but denied being a spy and failed to explain why he didn't report the contacts. When pressed for further details Duggan walked out of the interview. Prominent journalists Drew Pearson and Edward R. Murrow vigorously defended Duggan's reputation after his death and maintained that espionage suspicions about him were totally groundless. Indeed, well into the 1990s, many respected historians defended the Harvard-educated Duggan as a loyal public servant driven to suicide by false accusations. Then several copiously researched books, including Venona: Decoding Soviet Espionage in America by John Earl Haynes and Harvey Klehr, were published that amply documented that Duggan was an active Soviet spy for many years. Duggan handed over highly classified information to the Soviets during World War II, including U.S. plans for the invasion of Italy and a possible invasion of Nazi-occupied Norway. Ironically, Duggan's secret code-name given him by his Russian handlers was Frank. Duggan's death is noted in the CIA's investigation into Frank Olson's death conducted in late-November and December 1953. CIA security official James McCord wrote on Dec. 3 that the two New York City detectives investigating Olson's fatal fall, James Ward and David Mullee, were considering the possibility that [Olson] and [CIA official Robert V.] Lashbrook were involved in some committee hearing for they were aware that Sen. McCarthy's Committee was in town around the time [of Olson's death]. Wrote McCord, [Detective Mullee] stated that the case of DUGGAN of the State Department came to mind, and as a result [the detectives] called the FBI to see whether or not they knew anything about either Lashbrook or [Olson]. According to FBI documents concerning the Olson case, detective Mullee spoke with Special Agent Edward A. McShane Jr. about his concerns. McShane, a 38-year veteran with the bureau who died last year, told Mullee that Olson's death was not only similar to Duggan's but also brought to mind the recent deaths of three other government officials as well as the odd suicide of James Forrestal. Former Secretary of Defense James Vincent Forrestal died on May 22, 1949, after falling from the 13th floor of the U.S. Naval Hospital at Bethesda, Md. Forrestal's broken, bloodied body was found clad in pajamas and a bathrobe. The cord of the robe was wound tightly around his neck. He had been hospitalized due to operational fatigue attributed to excessive work. "We could develop a Communist Cuban terror campaign in the Miami area, in other Florida cities and even in Washington," said one document reportedly prepared by the Joint Chiefs of Staff. "We could blow up a U.S. ship in Guantanamo Bay and blame Cuba," the document says. "Casualty lists in U.S. newspapers would cause a helpful wave of indignation." The plan is laid out in documents signed by the five Joint Chiefs but never carried out, according to writer James Bamford in "Body of Secrets." The new history of the Fort Meade-based eavesdropping agency is being released today by Doubleday. NSA regularly picks up the conversations of suspected terrorist financier Osama bin Laden, says Bamford, and has monitored Chinese and French companies trying to sell missiles to Iran. He provides new details about an Israeli attack on a Navy eavesdropping ship in 1967, suggesting that the sinking was deliberate. And he reveals the loss of an "entire warehouse" full of secret cryptographic gear to the North Vietnamese in 1975, at the end of the Vietnam War. Bamford, a former investigative reporter for ABC News who wrote "The Puzzle Palace" about the NSA in 1982, said his new book is based mostly on documents obtained through the Freedom of Information Act or found in government archives. "NSA never handed me any documents," he said. "It was a question of digging." He said he was most surprised by the anti-Cuba terror plan, code-named Operation Northwoods. It "may be the most corrupt plan ever created by the U.S. government," he writes. The Northwoods plan also proposed that if the 1962 launch of John Glenn into orbit were to fail, resulting in the astronaut's death, the U.S. government would publicize fabricated evidence that Cuba had used electronic interference to sabotage the flight, the book says. A previously secret document obtained by Bamford offers further suggestions for mayhem to be blamed on Cuba. "We could sink a boatload of Cubans en route to Florida (real or simulated). ... We could foster attempts on lives of Cubans in the United States, even to the extent of wounding in instances to be widely publicized," the document says. Another idea was to shoot down a CIA plane designed to replicate a passenger flight and announce that Cuban forces shot it down. Citing a White House document, Bamford writes that the idea of creating a pretext for the invasion of Cuba might have started with President Dwight D. Eisenhower in the last weeks of his administration, when the plan for an invasion by Cuban exiles trained in the United States was hatched. Carried out in April 1961, soon after Kennedy became president, the Bay of Pigs invasion proved a fiasco. Castro's forces quickly killed or rounded up the invaders. Army Gen. Lyman L. Lemnitzer, chairman of the Joint Chiefs, presented the Operation Northwoods plan to Kennedy early in 1962, but the president rejected it that March because he wanted no overt U.S. military action against Cuba. Lemnitzer then sought unsuccessfully to destroy all evidence of the plan, according to Bamford. Lemnitzer and those who served with him in 1962 as chiefs of the nation's military branches are dead. But two former top Kennedy administration officials said yesterday that they were unaware of Operation Northwoods and questioned whether such a plan was ever drafted. "I've never heard of Operation Northwoods. Never heard of it and don't believe it," said Theodore Sorenson, Kennedy's White House special counsel. "Obviously, it would be totally illegal as well as totally unwise." Robert S. McNamara, Kennedy's defense secretary, said: "I never heard of it. I can't believe the chiefs were talking about or engaged in what I would call CIA-type operations." Bamford writes that besides the Joint Chiefs, then-Assistant Secretary of Defense Paul H. Nitze also favored "provoking a phony war with Cuba." "There may be a piece of paper" on Northwoods, said McNamara. "I just cannot conceive of [Nitze] approving anything like that or doing it without talking to me." -Caveat Lector- New book on NSA sheds light on secrets U.S. terror plan was Cuba invasion pretext By Scott Shane and Tom Bowman Baltimore Sun Staff April 24, 2001 WASHINGTON - U.S. military leaders proposed in 1962 a secret plan to commit terrorist acts against Americans and blame Cuba to create a pretext for invasion and the ouster of Communist leader Fidel Castro, according to a new book about the National Security Agency. We could develop a Communist Cuban terror campaign in the Miami area, in other Florida cities and even in Washington, said one document reportedly prepared by the Joint Chiefs of Staff. We could blow up a U.S. ship in Guantanamo Bay and blame Cuba, the document says. Casualty lists in U.S. newspapers would cause a helpful wave of indignation. The plan is laid out in documents signed by the five Joint Chiefs but never carried out, according to writer James Bamford in Body of Secrets. The new history of the Fort Meade-based eavesdropping agency is being released today by Doubleday. NSA regularly picks up the conversations of suspected terrorist financier Osama bin Laden, says Bamford, and has monitored Chinese and French companies trying to sell missiles to Iran. He provides new details about an Israeli attack on a Navy eavesdropping ship in 1967, suggesting that the sinking was deliberate. And he reveals the loss of an entire warehouse full of secret cryptographic gear to the North Vietnamese in 1975, at the end of the Vietnam War. Bamford, a former investigative reporter for ABC News who wrote The Puzzle Palace about the NSA in 1982, said his new book is based mostly on documents obtained through the Freedom of Information Act or found in government archives. NSA never handed me any documents, he said. It was a question of digging. He said he was most surprised by the anti-Cuba terror plan, code-named Operation Northwoods. It may be the most corrupt plan ever created by the U.S. government, he writes. The Northwoods plan also proposed that if the 1962 launch of John Glenn into orbit were to fail, resulting in the astronaut's death, the U.S. government would publicize fabricated evidence that Cuba had used electronic interference to sabotage the flight, the book says. A previously secret document obtained by Bamford offers further suggestions for mayhem to be blamed on Cuba. We could sink a boatload of Cubans en route to Florida (real or simulated). ... We could foster attempts on lives of Cubans in the United States, even to the extent of wounding in instances to be widely publicized, the document says. Another idea was to shoot down a CIA plane designed to replicate a passenger flight and announce that Cuban forces shot it down. Citing a White House document, Bamford writes that the idea of creating a pretext for the invasion of Cuba might have started with President Dwight D. Eisenhower in the last weeks of his administration, when the plan for an invasion by Cuban exiles trained in the United States was hatched. Carried out in April 1961, soon after Kennedy became president, the Bay of Pigs invasion proved a fiasco. Castro's forces quickly killed or rounded up the invaders. Army Gen. Lyman L. Lemnitzer, chairman of the Joint Chiefs, presented the Operation Northwoods plan to Kennedy early in 1962, but the president rejected it that March because he wanted no overt U.S. military action against Cuba. Lemnitzer then sought unsuccessfully to destroy all evidence of the plan, according to Bamford. Lemnitzer and those who served with him in 1962 as chiefs of the nation's military branches are dead. But two former top Kennedy administration officials said yesterday that they were unaware of Operation Northwoods and questioned whether such a plan was ever drafted. I've never heard of Operation Northwoods. Never heard of it and don't believe it, said Theodore Sorenson, Kennedy's White House special counsel. Obviously, it would be totally illegal as well as totally unwise. Robert S. McNamara, Kennedy's defense secretary, said: I never heard of it. I can't believe the chiefs were talking about or engaged in what I would call CIA-type operations. Bamford writes that besides the Joint Chiefs, then-Assistant Secretary of Defense Paul H. Nitze also favored provoking a phony war with Cuba. There may be a piece of paper on Northwoods, said McNamara. I just cannot conceive of [Nitze] approving anything like that or doing it without talking to me. The book contains many other revelations in its detailed account of NSA, the biggest U.S. intelligence agency and Maryland's largest employer, with more than 25,000 personnel at Fort Meade, site of its global eavesdropping efforts. According to the book, Brotherhood of Darkness, there are a number of organizations working towards what seems more like a spiritual than human conspiracy. Among the organizations are corporations, banks, media, the United Nations, spiritualists, psychic organizations, Masons, New Agers, educators, and government or quasi-governmental organizations. If what Dr. Moneith claims is true it is not a conspiracy orchestrated by a single group but an encompassing inclination directed by Satan. And a part of it can be traced to a darkly occult group that practices "theosophy." Theosophy was started in the 1800s by a Ukrainian trance medium named Helena Petrovna Blavatsky. It incorporates occult phenomena with Eastern religions and philosophy -- and according to Dr. Monteith influenced men like Hitler, Margaret Sanger (founder of Planned Parenthood), and even Thomas Edison. One of the organizations derived from Blavatsky's teachings, Lucis Trust, has worked closely with the United Nations. This is disconcerting because a magazine Blavatsky once published was called Lucifer (for "light-bearer"). Blavatsky later joined forces with Masons, a group that is also part of a wide movement toward a new world order, according to Monteith, and that claimed as members men like President Truman, a force behind the very creation of the U.N. As Dr. Monteith points out, between 1941 and 1971 Masons controlled the Supreme Court -- a thirty-year period that saw the justices remove God, prayer, and the Bible from our schools and set the stage for abortion. Although Masonry has been on the wane in America and many of its members are unaware of its occult roots, the hierarchy is said to be dedicated to the service of an arcanum arcanorum (a secret or mystery). Monteith says another part of the movement was influenced by Cecil Rhodes, a South African leader who using money from gold and diamond mines designed a plan to unite the world in the second half of the 19th century and established his own secret society. Rhodes began the Rhodes trust and the Rhodes Scholarship, which has influenced former President Bill Clinton and dozens of prominent men who work in government, international banks, corporate boards, the Supreme Court, the media, universities, the United Nations Association, and the Council on Foreign Relations. According to Monteith others have been influenced by spiritualism or astrology, including J.P. Morgan, Henry Ford, and Andrew Carnegie. He cites the "secretive" Bank for International Settlements as one that coordinates huge financial influence and meets in a small Swiss city. Yet another entity, says Monteith, is the Trilateral Commission, which he claims has a logo consisting of "three interwined sixes." And then there are Rosicrucians. Is this all a jumble of names or an actual cabal? "Some people believe the Rosicrucians are the primary force behind world events," argues Monteith. "The Order of the Knights of the Rose-Croix is an ancient secret society. It originated with Christian Rosenkreutz, a German knight who traveled to the Near East to study oriental magic. When he died in 1484, he transmitted his arcane knowledge to eight disciples who swore they would never reveal his secrets outside their order." This is not to say that everyone involved or influenced by such organizations is evil or conspires intentionally. Many believe what they are doing is for the good. It is a large and deceptive mosaic that touches many systems and groups and is not so much human as supernatural. But it has the potential for devastating effects and Monteith says that another aspect was the "Illuminati," founded by Adam Weishaupt, a former Jesuit, in 1776. Its membership is thought to have been less than 2,000. "Although the Illuminati was officially disbanded in 1785, it continued to exist within Freemasonry and was the force behind the Jacobins and the French Revolution," says Monteith -- citing the concern George Washington had for their influence. Let us hasten to add that many of those affiliated with such organizations are Christians and unaware of the occult origins. "One example is the Bush family," writes Monteith. "Prescott Bush joined Skull and Bones in 1917; his son, President George H. Bush, was selected a generation later; his grandson, Governor George W. Bush, was inducted two generations later." Beneath the demonic mask, however, was the Beast just a bored and boring dilettante? By Robert Irwin 19 August 2000 A Magick Life: a biography of Aleister Crowley by Martin Booth (Hodder Stoughton, £20, 508pp Young Wife's Story of Crowley's Abbey. Scenes of Horror. Drugs, Magic, and Vile Practices. Girl's Ordeal. Saved by the Consul." So ran a headline in the Sunday Express in 1923, as it denounced the occultist Aleister Crowley's experimental Thelemic community near Cefalu in Sicily. The community's watchword was "Do what thou wilt shall be the whole of the Law". Although Crowley courted publicity, he always seems to have been surprised how bad it was when he got it. With his sinister reputation and open contempt for conventional morality, he fulfilled a need in the popular press for a really excellent villain to hound. Also, Crowley was ever so good at getting himself into other people's novels and stories. He appears under various names in Somerset Maugham's The Magician, M R James's Casting the Runes, Dion Fortune's The Winged Bull, Dennis Wheatley's The Devil Rides Out, Christopher Isherwood's A Visit to Anselm Oakes, Ian Fleming's Casino Royale, Anthony Powell's A Dance to the Music of Time, Colin Wilson's Adrift in Soho and, most recently, in my own novel, Satan Wants Me. He also featured on the sleeve of Sergeant Pepper's Lonely Heart's Club Band. A spectacularly evil man who possessed genuine occult powers is a gift to any novelist, but was Crowley really that? Did he really conjure up demons, and did they come when he called them? Martin Booth, a novelist and biographer, makes a good case for Crowley as a first-rate mountaineer, chess-player and conversationalist. He also argues that on such matters as sex and drugs, he was a thinker ahead of his times, and hence his revived popularity in the 1960s. Booth has made use of the Crowley papers in the Warburg Institute and his book, which reads easily, is longer and more thorough than the other most recent life, Roger Hutchinson's Aleister Crowley: the Beast demystified. However, though Booth's book is better than most of the 30 or 40 lives of Crowley that have so far appeared, he is not on very sure ground when he discusses occult matters. Booth's notion of what is magic is wishy-washy. According to Booth, what Crowley "classed as magic would today be considered an amalgam of the subconscious, the imagination and the techniques of reaching through to control or communicate with them often to be found in a psychiatrist's office". Not magic at all, then. At another point, Booth refers to the occultist MacGregor Mathers working in Paris on one of the most famous works of magic, The Key of Solomon, "which consisted of an ancient ritual of initiation and the true attribution of trump cards in the tarot pack". No, it did not. The manuscripts of The Key that Mathers worked on were in the British Museum and, though there are interesting spells for things like making magic carpets and exorcising bats, there is no initiation ritual nor any overt reference to tarot cards. Booth is also unreasonably credulous about the occult propensities of the Nazis. It is true that Himmler had serious occult interests, but Hitler and Goebbels had no time for such stuff. In general, the Nazis preferred torturing occultists to listening to them. As for Crowley's alleged part in Hitler's downfall, his contribution seems to have been somewhat less than that of Spike Milligan. Crowley sent a copy of his Magick in Theory and Practice to Dennis Wheatley, when the latter was still only an apprentice novelist. Wheatley was provoked to write The Devil Rides Out. People who know of black magic and black masses from stuff like Wheatley's novel may think of these things as glamorous and exciting. Either the Goat of Mendes will make itself manifest, or the Duc de Richelieu will turn up to rescue some virgin from being ravished by Satanists. The truth is that the only black mass I ever attended was a rather dreary affair. Most of the magical texts I have read, including Crowley's, have been similarly boring. There is a dated Edwardian feel to much of Crowley's writing and, though he certainly read widely in occult and oriental mystical texts, I have the feeling that his self-presentation as a magus owed more to a reading of such Edwardian peddlers of fictional occultism as Arthur Machen, Algernon Blackwood, Marie Corelli and Bram Stoker. In Edwardian parlance, there was something "not quite sixteen annas to the rupee" to Crowley. Isherwood hit the mark when he observed that the "truly awful thing about Crowley is that one suspects he didn't really believe in anything. Even his wickedness. But it may be much more than that -- perhaps a prescient warning of a most unpleasant but still preventable future. If Bell and Strieber are right, that dark future could see the sudden death of well over a billion people, the decimation of the environment and the virtual destruction of contemporary human culture in a catastrophic global storm that ushers in a new ice age. What has this kind of gloom-and-doom to do with the subject matter of CNI News? Simply put, the inspiration for this book -- the warning itself -- came during a bizarre encounter in a Toronto hotel room between Whitley Strieber and a strange little man on the night of June 6, 1998. This encounter was previously reported in CNI News (Aug 16, 1998). Strieber said then that he was awakened in the middle of the night by a knock on the door. Thinking he had fallen asleep while waiting for room service, he answered, only to have the strange man walk in uninvited and begin a virtual monologue that lasted 30 minutes. Recovering from his initial shock, Strieber says, he began furiously taking notes. When the man was finished speaking, he simply left. Strieber awoke the next morning unsure whether he had dreamed the whole thing -- but on his nightstand, he found a legal pad with pages and pages of notes. "He was as real as you or me. He was a man with an enormous amount of insight on a lot of things," Strieber says. He has no idea who the man was, and has never met such a person before or since. But among the notes Strieber took that night was the following: "As the temperature of the troposphere rises, that of the stratosphere is falling due to changes in air chemistry. At the same time, the north polar ice is melting, reducing the salinity of the Laurentian sea. At some point, winds crossing this sea due to the increasing difference between lower and higher atmospheric pressures will cause the North Atlantic Current to cease to flow so far north. The result will be a sudden expansion of polar air southward and a massive storm that will sheet the northern half of the Northern Hemisphere with ice. This same mechanism always triggers ice ages, and would happen within a few thousand years no matter what. Human activity has sped up the process. The result of this will be that the greater part of human industry and culture, along with its most educated population, will be destroyed in a single season. This will happen suddenly and without warning, within a hundred years, probably much less." That scenario set Strieber on a quest for more information. He decided to team with radio host Art Bell, whose recently published book "The Quickening" addressed many environmental issues. Together, Bell and Strieber began to piece together a picture of a possible catastrophe in the making. "The Coming Global Superstorm" is the result. Strieber provided CNI News with an advance copy. The book is beautifully written -- sometimes quite breathtaking in its passion and audacity -- and though admittedly speculative, it makes an argument that must be taken seriously. Strieber and Bell say that "superstorms" have very likely happened in Earth's past and may well be the best explanation for a number of weird and unanswered anomalies. For example, why are thousands of mammoths and other large animals found buried in Arctic ice, still so fresh after 10,000 years that natives have eaten the flesh? When found, it appears that these creatures were flash-frozen as they grazed. Flowering plants are found in their mouths and stomachs. What could cause such a thing? Science has no answer. Strieber and Bell say a superstorm could do it. The book is loaded with theoretical models of ocean and air currents, storm dynamics, and possible consequences of the global warming now underway. It revisits Earth's antiquity, seeking answers to what brought on the succession of ice ages that began about 2.8 million years ago. It argues that another ice age is a virtual certainty with or without human intervention -- but that the human component in contemporary climate change could bring on a new ice age much sooner than expected. And the trigger, Strieber and Bell say, would likely be a superstorm -- actually a system of colossal hurricane-like storms that engulfs the entire northern hemisphere down to about 35 degrees north latitude, dropping temperatures over 100 degrees in hours and dumping tons of snow and ice over everything in the storm's path. ALTMAN, M.D. Is AIDS a disaster inadvertently brought on by humans that arose from early testing of a polio vaccine in Africa in the 1950's? In ``The River,'' Edward Hooper finds disturbing links between an experimental oral polio vaccine _ being given here in L eopoldville (now Kinshasa, Congo) in 1959 _ and the beginnings of the AIDS virus. The virus, he says, could have originated in chimpanzee tissues that he suggests were used to make the vaccine. This provocative theory seemed far-fetched when it first came to public attention in an article in Rolling Stone in 1992. Most AIDS experts dismissed it after a scientific committee reviewed the theory and deemed the probability very low. But that panel based its conclusion in part on a published finding that was later shown to be in error. And now a remarkable new book by a British journalist offers tantalizing clues to revive and expand the polio vaccine theory. In "The River" (Little, Brown, $35), Edward Hooper suggests that an experimental oral polio vaccine might have been made with chimpanzee tissue contaminated with an ancestor of the virus that was to cause AIDS. Although he has no medical expertise, Hooper, 48, has done a prodigious amount of research since 1990. In 1,070 pages, including extensive footnotes, he builds a case based entirely on circumstantial evidence that he accumulated in hundreds of interviews and exhaustive library research. He finds close coincidence in both time and place between the earliest cases of AIDS and the testing of an oral vaccine developed at the Wistar Institute in Philadelphia and, later, in two laboratories in Belgium. From 1957 to 1960, the vaccine was given to a million people in what are now Rwanda, Burundi and Congo. If the experimental vaccine was contaminated, nothing could have been done about it because tests for the ancestor virus did not exist then. And it would have been a one-time event because standard polio vaccines were not made from chimpanzee tissues. Of 28 cases of AIDS acquired in specified towns in Africa through 1980, 23 were from the same towns where the experimental vaccine was given or within 175 miles of them. The area is the epicenter of the African epidemic, which is the worst in the world. And there is precedent for a simian virus's lurking in polio vaccine: millions of Americans were inadvertently infected with such a virus, SV-40, in the 1950's and early 1960's. (Fortunately, it was not harmful.) But in 1967, several laboratory workers in Germany died from the newly discovered Marburg virus after it had been imported in African green monkeys. The virus is harmless for the monkeys but lethal for humans. The similarities Hooper describes could be coincidence. "The River" does not prove his extraordinary theory, nor does it claim to. But it builds a sufficiently detailed case to require serious examination of his theory. Attempts to find answers require extensive research, and in the book and in subsequent interviews Hooper has offered a long list of suggestions, including laboratory testing of the small amounts of vaccine that still exist after having been stored for more than 40 years. Because the vaccine may have degraded over the decades, performing all the proposed research might still not determine whether it accidentally touched off the AIDS epidemic. And even if a simian virus turned up in the stored samples, it would not prove that it started the epidemic. Still, even if the vaccine thesis is disproved, Hooper's research has embarrassed scientists. He has found that leading researchers kept sloppy records and that prestigious peer-reviewed medical journals published reports that omitted crucial details. Despite a diligent search, Hooper could turn up no records of what primate tissues were used to prepare the first experimental polio vaccines, which were tested mostly in Africa but also in the United States and Europe. Though the government requires more record keeping today, scientists say there is ample room for improvement. With the exception of a negative review in the journal Nature, experts writing in scientific journals have praised Hooper's diligence and scholarship and the plausibility of the thesis, even if they are skeptical of it. In the journal Science, Dr. Robin A. Weiss, a leading virologist in London, wrote that Hooper had written the most exhaustive history of polio vaccine trials and early AIDS cases. The Wistar Institute, the first independent medical research center in the United States, appointed the 1992 panel to examine the theory that its vaccine might have touched off the AIDS epidemic. In his new book, Undue Risk: Secret State Experiments on Humans (W.H. Freeman and Company, 1999), Jonathan D. Moreno who directs the University of Virginia's Center for Biomedical Ethics penetrates classified documents and well-tended state secrets to uncover some of the most horrifying experiments ever conducted in the name of science. The experiments perpetrated on concentration-camp victims during World War II, though hardly a secret anymore, are of course mentioned, along with startling revelations from the trials of the sadistic Nazi "doctors": Moreno recounts defense lawyer Robert Servatius' attempt to use an experiment the United States had conducted on its own prisoners (injecting 800 of them with malaria) to weaken the prosecution's case, though ultimately that incident could not compare with the Nazi atrocities inflicted on millions. But many more examples of American shame lurk between the covers of Moreno's book, including: The irradiation of prisoners' testicles in Oregon and Washington state penitentiaries, from 1963 to 1973; the irradiation of oatmeal at Fernald School, a home for mentally retarded children in Massachusetts, in the '40s and '50s (which resulted in a $1.85 million lawsuit after the disgrace came to national attention in the mid-'90s); the injection of plutonium into low-income hospital patients in the '40s, to determine how close association with the element would affect those working on developing atomic bombs; the Army's intentional unleashing of Bacillus globigii bacteria into New York City subway tunnels in 1966, in order to study the potential biological weapon's dispersal patterns. And there are countless other examples. Due in part to a wholesale cynicism regarding government conduct that peaked during the Vietnam War era, great strides have been made in protecting citizens (especially those in the military) from such experiments, according to Moreno. But he is careful to say that some controlled human experimentation on willing volunteers is still necessary especially in the military given the threat of biological and chemical warfare from foreign terrorists. "[Experimentation] has to be done with a minimum of risk, and there has to be [public] trust. Someday, we may have that. ... But there is a tragic element in this, in that there will never be a set of rules that can [satisfy] everybody," Moreno noted in a recent telephone interview. What follows is more of that conversation: Mountain Xpress: Did you encounter much government resistance in researching Undue Risk? Jonathan Moreno: No. ... You have to understand the context through which I got into [the research]. I was staffed with the President's Advisory Committee on Human Radiation Experiments, and along with the executive order the president signed establishing the Advisory Committee, he also ordered the declassification of all relevant documents. The whole federal bureaucracy was under orders, [including] the six agencies that were particularly implicated: the Department of Defense, the Department of Energy, the CIA, NASA, the Department of Health and Human Services and the Veterans' Administration. So there was no resistance at all. Quite the contrary. The people I dealt with, especially in the Pentagon, were falling over themselves [to be helpful]. Of course, they were under orders but also, they were generally interested, and offended at the thought that their forebears might have been abused [in human experiments]. Also, there was concern about inaccurate information getting in the press, and [the book] giving the impression that the armed forces had deliberately abused its members in the past had used them as guinea pigs. So there was certainly concern about misrepresentation, and I tried to be very careful. [But] the reality was that some of what was done was harmful, was wrong, and involved people in the armed forces. But each of the cases has a somewhat different flavor to it. -Caveat Lector- Posted at 9:17 p.m. PST Sunday, February 28, 1999 Kaczynski expresses his anger in book New York Times From prison, Theodore Kaczynski, who pleaded guilty to the Unabomb killings, has a message for his brother, who turned him in to the government. In a book to be published this spring, Kaczynski says he could forgive what he calls his brother's treason. But forgiveness will come only if the brother, David Kaczynski, leaves his wife and joins with groups fighting modern society or, as Theodore himself did, lives in rural isolation. ``In this way he would not only earn my personal forgiveness; what is more important, he would be cleansed and redeemed of his treason against the values that he once held in common with me and many other people,'' Kaczynski writes. ``I know how to put him in touch with environmental radicals, and I believe they would accept him if he came to them repentant,'' Kaczynski adds in his manuscript, a copy of which the book's publisher provided to The New York Times. The book, an argumentative memoir titled ``Truth Versus Lies,'' does not acknowledge that Kaczynski was the bomber who conducted an anti-technology campaign that killed three people, injured at least 22 and lasted from 1978 until his arrest in 1996. As the Unabomber, Kaczynski wrote prolifically, most notably in a long manifesto of his ideas for which he won publication in exchange for his promise of a moratorium on killing and maiming. But the book offers his first extensive public comments since his arrest. The 548-page manuscript includes angry assertions about the media, women he knew, neighbors, teachers and acquaintances. One promiscuous woman, he says, was a ``damned animal.'' A school official was ``prissy.'' As a youth, he remembers, he called his mother a ``fat pig.'' The theme, however, is that contrary to what his lawyers contended, the author is not mentally ill. Kaczynski was sentenced last year to life in prison without possibility of parole, after pleading guilty so as to avoid a trial in which his lawyers intended to argue that he was acutely schizophrenic. His family had been complicit in the idea of a mental illness defense, he says, lying about him not only to avert a trial that might have led to a death sentence but also to skirt embarrassment over abuse that his book says had been inflicted on him since childhood. It was this abuse that led to social difficulties for him, he says, but it was more convenient for his family to maintain that he was sick. David Kaczynski ``knows very well,'' the book says, ``that imprisonment is to me an unspeakable humiliation and that I would unhesitatingly choose death over incarceration.'' But David also knew, his brother writes, that a trial in which an insanity defense was offered would be too agonizing for Theodore to bear. Anthony P. Bisceglie, a lawyer for David Kaczynski and the brothers' mother, Wanda, said that during Theodore's prosecution, investigators looked closely at his story and concluded that he had not been abused. ``This is symptomatic of Ted's illness,'' Bisceglie said, ``and it is not uncommon in schizophrenia for this kind of nasty, angry, unpleasant striking out to occur.''
