Bug#712747: dnsutils: dig +trace makes norecursive NS root query

This query has the Recursion Desired bit set to 0 as all the iterative query after. Some ISP recursive server refuses query with RD flag sets to 0 and dig +trace cannot be used in such situations. dig needs an option to change the RD flag on this first query or another way to retrieve NS server list (like allowing a db.root file).
