After pulling down the Bash tarball, I can see the section doesn't exist in the upstream sources. There is simply an include that looks for a file called rluser.texi which seems to provide the entirety of chapter 8. This document seems to be provided by the Readline project http://cnswww.cns.cwru.edu/~chet/readline/readline.html#SEC19. I'll report this upstream.
