Sarge, hence gs-esp version 7.07 I guess. Or have you backported GS?

In unstable, gs-esp is version 8.15 or so. The step from v7 to v8 was
very important for the quality of PDF. I get here (with gs pointing to
gs-gpl version 8.01) identical results from pdflatex and from latex+
dvips+ps2pdf. The only error in the bookmarks that I can see is 'N' and
'n' instead of the proper 'Eng' and 'eng' (or 'Ng' and 'ng') glyphs.
But that happens with both routes and may well be a font issue.

How about forwarding this patch upstream? I think Heiko is better equiped
than we to judge all the fine details here.

I cannot reproduce the bug with that .pdf-file. I tried with Adobe Reader 7.0
and evince on Linux. See screenshots at
http://www.cluster.kiev.ua/eugen/tetex/ . The .out file also looks
correct.

BTW do you have the same bug in Linux like in Windows, or maybe you have
boxes with some numbers displayed instead on needed symbols (it may
indicate that you do not have needed fonts installed)?

With the pdf file in Hilmar's tar.gz, I see correct bookmarks for °C and

sarge.  With xpdf, the oe ligatures are displayed as separate letters,
and no °C or NG is displayed, just the ascii names.  

Recreating the pdf with pdflatex gives identical output (dvipdfm doesn't
produce bookmarks at all, and dvips/ps2pdf has ASCII for °C and NG, and
a no font for this sign for all others.

I did not know that ps files can store bookmarks, so not tested this.
