Hello,

I just noticed that, when a new project is created, the 'manage.py' file
created is not executable, and it has no shebang.

The diff file of python-django's package seems to remove the shebang, I
don't know for the executable flag.

Why this behavior ?

Hadn't noticed this behaviour, will try to fix in svn tomorrow and get a
new upload ASAP.
