It is using http, therefore it is not the same as #480041,

But I wonder why I issue the command manually, It's work.
Just
  svn checkout http://svn.gnome.org/svn/gnome-common/trunk gnome-common
or
  svn ls http://svn.gnome.org/svn/gnome-common/

Maybe the jhbuild issue some options to svn that extra than svn
checkout,
I will try to find it if I can. (I'm not be expert in python :P).

configure the target build for GNOME 2.24 fail to update svn source.
When issue the command

$ jhbuild update

...
Checking out gnome-common *** [5/192]
svn update .
svn: Network socket initialization failed
...

Try to downgrade to 1.4.6dfsg1-3, the jhbuild work fine.

Can you figure out what repository it is trying to check out, or what
command it is running?  Is it using http or https?  I tried:

  svn ls https://svn.gnome.org/svn/gnome-common/

which works fine.  I suspect this bug is the same as #480041, caused by
the change from libneon27 to libneon27-gnutls (which I did in order to
fix a somewhat similar bug reported by someone else).
