I do not have such a default install.

Honestly written, I am not really interested to even check at the 
moment. I do not have a default install meanwhile anyway (runit + 
elogind instead of systemd).

Maybe the original reporter likes to test or maybe some of the other 
ones who posted.

From my side I do not even care about this bug anymore, as I use FAT 32 
quite rarely these days. And when I do I do not care about the two hour 
difference. I am okay with closing the bug. But I don't know about the 
original reporter or the other ones who commented.

Please let me know if this is still a problem on a default install
of bullseye:

- with the Debian-built 5.9.x kernel
- with systemd
- as installed by the Debian Installer

If this happens only on non-default installs, please let me know the
differences from a default install. 

Also, please provide the kernel boot log - especially the rtc/clock
bits -, and output of
   stat /run/udev/hwclock-set
and output of
   timedatectl status
and output of 
   adjtime --print
.

This issue still happens with util-linux 2.32-0.1 and on self compiled 
Linux 4.17-rc7 with Debian Sid.

The work-around

hwclock --systohc --utc
hwclock --hctosys --utc

mentioned by Michael still works.
