Regading the binNMU: please note that (almost) all packages have the same source version in stable as in unstable/testing and their binary version (in testing) is +b1. When you say you've rebuilt the packages, I assume that this means that no source changes were needed? Have you performed any testing (either installation/upgrade or functional) testing on the resulting packages? libclamunrar needs a source upload to change the manual dependency (and upload library version).
