I've added texlive-luatex to the suggests, even a recommends would be to
strong. People have the chance to use apt-file to search for missing files.

Fix is on git, bug will be closed on next upload.

Yes, but if you use xetex it does not need it.
If you want to use luatex, then yes, texlive-***luatex*** is somehow 
required.

I will not add a dep from texlive-latex-recommended onto tl-luatex,
just for the *very* few cases of people using luatex without
installing texlive-luatex.
