please update web page www.d.o/ports/ia64/

Hi folks,

it would be nice if you could update the ports web page for ia64.

https://www.debian.org/ports/ia64/
links to two HP url which do not provide any useful information.
There's no link to the installer ISO which may be usefull for our
users.
The web page https://www.debian.org/ports/ia64/news is very old and
outdated and all links to gluck.debian.org do not work any more. Maybe
just remove this "News" from 2001-2003.

If there's a more up-to-date wiki page for this port, we should just
link to this page.

AFAIK for all ports architectures except Hurd and hppa the other Adrian
is a porter, so should be able to ACK it.

As I already wrote in [1] there is architecture other than alpha/ia64/x32
where the pie specs did actually enable PIE.

On m68k and sh4 the specs might still be passed and cause FTBFS in 
packages like gluegen2 that pass LDFLAGS to ld, but there is no
PIE enabling effect.
