Thank you for your reply.  I think I should have just asked the release
team whether this would violate the freeze or not.  I've e-mailed them.

I have another question that is appropriate for -mentors, though: do I
need to patch in a SONAME bump?

I have now confirmed that libghc-zxcvbn-c-dev, the only package in
unstable that depends on libzxcvbn, does not require a binNMU to work
with the new version of libzxcvbn.  And there has been no stable release
containing libzxcvbn, so there are almost certainly no compiled binaries
out there which will break.  I don't want a delta from upstream if I can
avoid it.  Is a SONAME bump needed?

Bug#832941: RFS: 4pane (debian: to exclusive)

1. Why do you have a folder full of patches, when you are the upstream
author of 4Pane?  Have they been applied upstream, but there hasn't been
a release of 4Pane recently?  DEP-3 has a patch header to indicate that
they have been merged upstream, if this is indeed the case.

2. I see that w.r.t. 4pane/4Pane, you're using 4Pane wherever Debian
policy permits you too.  Good idea.  The only thing I'm not sure about
is the symlink from /usr/share/doc/4Pane to /usr/share/doc/4pane/html.
It could be misleading, since Debian users expect /usr/share/doc/foo to
give them a folder containing a changelog, a Debian changelog etc.  Why
not link to /usr/share/doc/4pane?

I've split it into two sections: things that I would consider must-fixes
before an upload to Debian, and suggested improvements.  The latter
aren't strictly necessary, but they would help demonstrate to a
potential sponsor that you are committed to maintaining this package in
Debian.

Must fixes
==

1. The line "Only support emacs and xemacs" doesn't make sense (what
else would you be supporting?).  What were you trying to say?

2. There is a Lintian error:

E: verilog-mode: info-document-missing-dir-section 
usr/share/info/verilog.info.gz

3. Some files are not GPL-3+.  For example,
tests/auto_delete_whitespace.v.  Please check every file's copyright
status and detail in d/copyright.

4. The README is useless to an end user who has already installed the
package, so you shouldn't be installing it -- it could be confusing.

5. You've missed some steps of the Emacs policy.[1]  For example, you
are missing a emacsen compat level.  Please check the policy carefully.

Suggestions
===

1. It would be best to build-depend on emacs25, not emacs24.  emacs24
might be removed from stretch.

2. At debhelper compat 10, you can probably delete
debian/verilog-mode.dirs.

3. You are generating ChangeLog.txt but not installing it.  You can use
dh_installchangelogs(1).

4. How about installing verilog-lex.el as an example?  See
dh_installexamples(1).  Or possibly somewhere else.

I may have misread the errors returned by dput when I tried to upload to
mentors... I thought having uploaded to ftp-master prevented uploading to
mentors.

I've just reinstalled my development machine for debian packaging and  
wanted to upload some packages to mentors which doesn't work as
expected. In the past I had a complete path set for "incoming" in 
the ~/.dput.cf exemplary like follows

incoming = /upload/u...@example.org/whatevermd5string

I've switched my settings for the incoming-path (as suggestet in [1]). 

During Upload with dput I receive an error: "Upload failed: 403 Forbidden"
And Package is directly visible via ftp://mentors.debian.net but not 
processed and attached to my account on mentors? 

It's been a while since I've uploaded the last time to mentors maybe 
anyone else ran into the same issue and has an advice.

You need to make a migration for people having a -dbg. This is done with
--dbgsym-migration argument of dh_strip.

I suppose this was in the original packaging, but this is better to use
adduser/addgroup unconditionally. Both commands will check if the
user/group already exists with the appropriate parameters. Notably, if
the user/group is not a system one, it will trigger an error.

I am quite OK with that. You don't have time to sort out those
problems. However, this is somewhat controversial.

People upgrading will suddenly have all the daemons missing. You could
introduce a "base" or "minimal" package that wouldn't depend on the
daemons (and the daemons would depend on them). The "quagga" package
would still depend on all the daemons. However, the NEWS entry could be
sufficient too.


Also :

 - the -dev package should be libquagga-dev

 - default/quagga could be called "quagga.default" and would be
   installed automatically as /etc/default/quagga.

 - the service files seem to use wrong paths. In Debian, chown is in
   /bin, not /usr/bin.

 - if you think that maintaining all those lintian overrides is too much
   effort, I think that people usually don't override "informational"
   messages.

 - in maintainers script, I would drop the non-standard debug stuff at
   the top of each of them

 - in postinst, changing permissions in /etc is frowned upon since it
   could undo what a user has done. You should use dpkg-statoverride
   which gives the user a chance to implement its own policy.
