It might be better to do as you suggest. But a bug can be unarchived.

Nobody is disallowed from writing to any bug report or manipulating
it. That is one of the strengths of Debian.

This can be revoked. See
  https://www.debian.org/Bugs/server-control#unarchive

It already happened once to that bug:
  Bug unarchived. Request was from Ben Hutchings 
  to cont...@bugs.debian.org. (Sat, 28 Jul 2018 02:36:03 GMT)
but then again:
  Bug archived. Request was from Debbugs Internal Request
   to internal_cont...@bugs.debian.org. 

So if you do not feel entitled (or are not allowed) to send the
"unarchive" command, then consider to contact Ben Hutchings and to ask
about the forth-and-back in that bug.
