Only you can decide how to allocate your resources -- knowledge, skills, 
spare parts, spare computers, tools, equipment, time, money, etc..



Trouble-shooting is both an art and a science.  Given some undesirable 
issue (CD drive does not work), one approach is to start at the top 
(system of hardware and software), and work towards the bottom 
(transistors, plastic, steel, machine code, etc.); testing each level as 
you go.  Hopefully, at some point you find one or more components with 
defects (to whatever degree of certainty you find acceptable).  When you 
repair or replace the components, the system works correctly.

HP Deskjet is an inkjet printer.  What is the make and model of your
computer?


Reboot the computer and press the appropriate key to enter the computer
motherboard firmware (BIOS/UEFI) CMOS Setup program.  Navigate the user
interface to find a screen that lists installed drives.  Type the exact
contents of that screen into a reply.

Re-seat the CD drive power cable, data cable, and motherboard end of 
data cable.  Swap the CD drive data cable with a known good cable. 
Remove the CD drive and test with known good computer.

Is the external USB drive the drive you are having trouble with?  If so, it
sounds like you have a media problem -- the media you are using is not
suitable for the drive.  (Or, you could call that a hardware problem.)

I'll just add (or amplify?) one point -- have you tried a variety of CDs?
Sometimes "burned" CDs, or rewritable CDs (in either case, from some media
manufacturers will not work, yet a "printed" (that is a CD created in a
"factory" by "industrial" methods (i.e., not with CD burning software) will
work.

It would be helpful to know if some CD works va. no CD works -- if some CD
works, then it is presumably not a software / configuration problem -- if no CD
works, it could be the hardware (or hardware related -- e.g., is one of the
cables loose?) to the CD drive.
