Try this line in you .fvwm2rc Put in the FvwmButtons section. Also look at the FvwmButtons man page. If you have the default system.fvwm2rc file active, it also starts the pager at the end. To get the pager on all desktops, you have to put Style FvwmPager Sticky somewhere in the initializaion.
