dvd. It is really worth reading before proceeding.

Indeed, it is just a command. Would you rather read the manpage?

mencoder takes an input audio/video combination and transforms it to a 
different audio/video combination. Without telling anything about the 
source video and the desired target format, how do you expect anyone to 
provide the command to encode it?

If I give enough details, can you help me out?

If my memory doesn't fail, there are only 2 directories in DVD, I copy them to
/mnt/dos4/1415

And I can use vlc to play by just specifying directory.

After conversion, I wish frame size is about 384x288. The film is 90 minute 
long, I wish the file size is about 500 megabytes. As to format I wish it can 
be played in Windows and Linux.

Encoding DVD to a file is a complex subject. 

The code below will do a two pass encode from your file to a 263 avi file. 
When done it will play the file.  You can ctrl-c to stop the encode at any
time. 


mencoder /mnt/dos4/1415 -oac mp3lame -ovc lavc -lavcopts
vcodec=h263p:vhq:vbitrate=629:vpass=1 -vf scale=854:480,pullup -sid 0 -o
/output.avi

mencoder /mnt/dos4/1415 -oac mp3lame -ovc lavc -lavcopts
vcodec=h263p:vhq:vbitrate=629:vpass=2 -vf scale=854:480,pullup -sid 0 -o
/output.avi

mplayer /output.avi

You were specifying what size the output file should be, but you didn't
specify the size of the input file yet. Thus he was asking you for the
size of the input file and other things because without knowing that, it
is not possible to answer your question.

Since you suggest to someone trying to help you to read other peoples
replies, why don't you read the documentation other peoples' replies
have suggested you to read? That documentation is probably the most
helpful lecture for finding out what you want to know.
