Well, it's a bug, but in gcc-doc. It currently fails to build
from source, and the maintainer hasn't fixed it yet, so it
was autoremoved from testing a month or so ago:

Once that bug is fixed, it can reenter testing. (Assuming no
other RC bug is filed in the mean time.)
