I think it is a policy issue.  Qmail is non-free in Debian's eyes(only
source of qmail can be distributed) and I believe they are trying to not
be hypocritical.

Primarily because qmail is not free software. But in the longer term Exim
is more appealing because it has integreated LDAP support, I'd rather not
graft that onto qmail myself :>

When comparing the two there isn't really much difference until you get
into really high mail volumes.
