You should be able to use chmod a+x filename. But please be aware of the security implications of doing this before taking this step (is the application meant to be run only as root?). I think you should give up.
Mandrake 10 was released in 2004, so it's now 7 years old, and full of
security holes. Running mozilla as root is an invitation to all sorts of
nasties.
Finally, if you need help with mandr{ake|iva} you should be asking on
their forums, who will have a much better knowlege than us on this
DEBIAN group.
