Normal.
According to /usr/share/doc/cups-pdf/README.Debian (The place you
should be checking first.), I see:
| This Debian package of CUPS-PDF is configured as follow:

| * Anonymous Samba output to directory.
| * Standard user output to <${HOME}/PDF/> directory.
"drwxrwxrwt" is explained in "man ls". Basically, it is a directory
anyone can read/modify/write/...
