Start FTP and fetch those files: /debian/bo/source/base/shadow_* If you cannot find its binaries, then recompile it. The installation routine will convert your old passwords. The next Debian release (1.3) will include shadow. You can download the needed packages from that distribution (frozen). Those packages are login and passwd. You will also need libc5 (>= 5.4.0). I know that /etc/passwd must be readable by world but if shadow passwording is used can /etc/shadow be set to only read/write by root.
