If it installed correctly it will.  It may be putting it in a different 
directory, in which case it is probably using the wrong configs as well.

Have you actually opened the file and verified that it says the new version 
in the file?  I have seen this same behavior on several servers.

That seems strange Darrell, I am not seeing that behavior described with
this version.  I have just verified this on two servers.  I would ask if you
are positive that it is installed in the correct directory but you have been
using Declude much longer than myself and I am sure you have checked this ;)

Running Imail 8.22, was running the last of the 3.x series of Declude.
Took the promotional offer to the latest version of the Security Suite for
$199 as my old contract expired.  Attempted upgrade - no luck.  Attempted

 they can reasonably pull any data required of them as a result of an

Your  insistence  that  the  size  (in  personnel?)  of  a company has
anything to do with their compliance burden is a fantasia.

Call  Global Relay and they will tell you that companies as small as 2
employees use their service to ensure proper oversight!

To  insist  otherwise  is  to  be  blind  to  the  capacity for abuse,
collusion,  and  fraud -- yes, alongside the capacity for imagination,
honesty  and  great  mutual  profit  -- that is inherent in any single
entity managing billions of other people's money.
