It's taken me a while to get back to this but returned I have.
Ok, I'm not really understanding this.
for example:
I have 3 domains on my Imail server, which resides in Chicago.
abc.com, 123.com, and video.com
the abc 123 domains are in the US, but the video domain is in Africa.
I want to apply the Country tests the to two US domains, but I don't want
it for the domain in Africa.
what you told me to do was this:
Create a new filter
in this filter add lines:
ALLRECIPS END NOTCONAINS @video.com
TESTSFAILED 5 CONTAINS Country

is this correct?
if so, the filter should just reside in my declude folder,
and the country test should be placed in my $default$.junkmail file, with no
weight?

Not quite.
The filter file (the one with the above lines) needs to go in the 
\IMail\Declude directory.

You also need to define the test in the \IMail\Declude\global.cfg file 
(MYFILTER filter C:\IMail\Declude\myfilter.txt x 0 0).

It is also recommended that you have the test appear in the 
\IMail\Declude\$default$.JunkMail file (as MYFILTER WARN or MYFILTER 
IGNORE), for consistency.

Thanks Scott,
  I understood the last part, of putting the test in the global.cfg file and
creating the file,
I'm still lost on the creating the actual test skipping rule.

Isn't there a way where in my per domain configuration, I can have a set
list of tests
to run for the one domain, but still have all my other domains have every
test run?

[Declude.JunkMail] Per Domain Configuration

I sent this request to Declude support
earlier today but haven't received a response 
yet so I thought I would try it here.I am
evaluating JMPro and had a question about the per domain 
configuration. If I set the directory name up with the official domain
name (mail.domain.com) will it apply to email sent to 
[EMAIL PROTECTED] or do I need to create two separate directories
(mail.domain.com  domain.com)? 
It seems like a PITA to maintain two separate configurations for each
domain. So far I am 
really pleased by the way the tests have gone and should be making the
purchase in the next week as soon 
as I decide if I want the STD or PRO version (I might even upgrade my
Declude Virus (great 
product :) from STD to PRO at the same time).

If it's locally hosted on the same box, Declude will resolve the
incoming address to the primary domain. So if your primary domain is
abc.com and your alias is mail.abc.com, you would set up your
per-domain config under abc.com.

Scenario: One Imail server with multiple domains. I only want to JM filter 
one domain, FilteredDomain.com. My current settings in 
E:\Imail\Declude\$default$.junkmail are:

WEIGHT10 WARN
WEIGHT20 WARN
E:\Imail\Declude\FilteredDomain.com\$default$.junkmail are:
WEIGHT10 HOLD
WEIGHT20 HOLD
Which $default$.junkmail file will take precedence?
Here is the rule:

If a per-user config file exists, it will be used.

Otherwise, if a per-domain configuration file exists, it will be used.

If no per-user or per-domain config file exists, then the 
\IMail\Declude\$default$.JunkMail file will be used if the E-mail is 
incoming, or the \IMail\Declude\global.cfg file will be used if the E-mail 
is outgoing.

Would this be considered a proper method to only filter a specific domain?
Yes.  That is the recommended method.

Are the default settings ignored if a specific domain's 
$default$.junkmail file exists (as in my FilteredDomain.com example above).
Yes.
