[Declude.JunkMail] Per User defaults

Hello Scott,

We have been using Declude Junk Mail for almost one 
year and have about 5% of our users that have opted out of the program for one 
reason or another.

I have a question about the per user default file. 
I have set all the tests to IGNORE or WARN. But my question is, can I just have 
an empty file (no tests)with their user name or maybe just one test. Maybe 
this would speed things just a little bit. I don't really need the speed or 
performance that bad, but why check for no reason.

You can do that, but the tests may still get run (just no actions performed 
on them).
