How does one score a message as spam if there is HTML encoding in the

Mail readers won't parse HTML encoded subjects. The only encoding allowed in a subject is base64.

A lot of these things have been discussed before, and I've shared many filters with the Declude community that do just this sort of thing. For the most recent versions of my filters, the ones that are only compatible with Declude JunkMail Pro v1.78+ (the most recent beta), you should visit the following:

http://www.mailpure.com/software/decludefilters/beta/

There are filters in there such as OBFUSCATION which deals with HTML and URL encoded links in the bodies of messages, BASE64SUB which covers unnecessary usage of base64 encoding for subjects, IPLINKED which handles links with IP's in them, and many more. These filters are also carefully documented in comment blocks at the top of each filter.

If you are using an older version of Declude JunkMail Pro, compatible filters can be found by following the link in my signature. There have been many improvements since v1.75 though, and almost everyone is now using an interim release of 1.78 due to new challenges with recent virus outbreaks.

I also need to clarify for the sake of clearing up confusion, that these filters only work with the Pro versions of JunkMail.
