Yeaahhh... er... was that in question?

The  point  of  the e-mail you just responded to was you *do not* need
more  than  one licensed copy of SQL Server to use database mirroring.
The  passive  server  does not need to be licensed; the witness server
can use Express. Q.E.D.

Plus, this is all irrelevant to the OP.
