Right, I always forget that. z-Order is/will have been only a topic for special 
layers and form control.
 (Everything else should be handled in the other message)

It is not about your own defined layers. It is about the default ones. 
Currently we have three default layers and you cannot remove "Controls" 
and "Dimension lines".

Yes. Reading current documents will not be affected at all.
