[Bug 1704162] [NEW] Add on/off switch for network connectivity check

For Ubuntu 17.10, the Desktop Team would like to enable NetworkManager's
connectivity check (LP: #997200) to detect captive portals. This has
been supported by other GNOME distros for a couple years. Fedora in
particular makes it opt out which we plan to do also in Ubuntu.

This bug is a feature request to add an on/off switch for this
connectivity check to gnome-control-center. I suggest that it be added
to the Privacy panel although it might also work in the Network panel.

I think there are two ways the switch could work. It could either write
directly to a config file or it could use PackageKit to install or
uninstall the distro-specific package that contains the connectivity
config file. The advantage of the separate binary package is that it's
easy to install or uninstall it for people that don't use gnome-control-
center.

Just to clarify current behavior with recent gdm updates
If nvidia drivers are installed but not in use (intel prime profile) then the 
wayland on ubuntu option is present & usable.
If the nvidia drivers are in use (nvidia prime profile) then the wayland on 
ubuntu option is no longer available

(- can think of at least 2 other bugs though maybe premature to file?
switching prime profiles with gdm always requires a restart, log out/in doesn't 
work
nvidia-settings can't be opened in a wayland session similar to other apps like 
synaptic, gparted, ect.

I don't believe this should of been unknown behavior as, for example, 
all Ubuntu-Gnome installs from 17.04 > 17.10 actually failed to even 
offer a wayland login option once nvidia drivers were installed. (- even 
if Intel was the prime profile in use.

On Ubuntu image installs the ubuntu-wayland option is always present but 
not usable when the nvidia prime profile is in use.

duflu confirmed as well that he's getting this on upgrade (upstream icon 
instead of ubuntu one). New installs are fine.
And indeed, we should so the same for ubuntu on wayland session.
