Ok, I did what Daniel van Vugt (vanvugt) suggested above:

edit /etc/gdm3/custom.conf and uncomment the line:

   #WaylandEnable=false


Then I took the two package upgrades for gnome-shell-common and gnome-shell and 
the system booted successfully this time.

Not possible.

This is the boot process:
1. push power button
2. type in decryption password
3. hit enter
4. you immediately receive the Ubuntu splash screen
5. more and more (but not all) red dots appear
6. system hangs at 3 or 4 red dots

It is not possible to act between steps 3 and 4.

I have a fully duplicate backup test machine that manually mirrors my
main machine.

After the very first boot failure, I ported ALL the backup data to the
test machine from which all these notes are coming.

To reproduce all of the prior stated issues, I had to reinstall a new
19.04 from USB key.

There is nothing to recover, for me at least.

You are welcome to propose various tests on the failed machine.

and started in disco so maybe a rebasing issue

right, but the grub menu should be displayed before the splash. Try to
force reboot/power down earlier during the boot maybe if holding shift
doesn't work?

I tried to enable shortcut for "Open in terminal" that is used to open
terminal in a particular folder that I am currently in. Although the
option appears on right click, however I could not configure a keyboard
shortcut for the same.

1. I have tried installing nautilus-open-terminal package and it says package 
not found.
2. I have tried installing nautilus-extension-gnome-terminal and it says:
"nautilus-extension-gnome-terminal is already the newest version 
(3.28.2-1ubuntu1~18.04.1).
0 upgraded, 0 newly installed, 0 to remove and 41 not upgraded."

None of the methods work!

It's fine to report to the distribution/Ubuntu first in that case. The
behaviour you describe doesn't seem like something that is due to an
Ubuntu change or specific to Ubuntu so after looking at it we are
suggesting it gets reported upstream. If you can do it that would be
best since you can reproduce the problem and are able to provide
details, if you prefer us to do it and act as relay for questions we can
also do that. (also, do you call 'nautilus' the save dialog that let you
pick a folder and filename? if so that's not part of nautilus but the
standard gtk fileselector widget)

If you have a failed boot then the next start should automatically open
the grub menu, so if you power down the machine on the stuck logo and
turn the machine again it should open it?

I tried to boot holding the left shift key but I did not get grub2.  I did get 
4 red dots instead of 3 on the Ubuntu splash screen.  Do you have another 
procedure to suggest?

The system is unusable.

When doing a fresh install from a USB key to reproduce this bug, you
should be offered to erase or install alongside the existing OS.  In
this case, you are ONLY offered to erase.  Curious.

Sorry, but Ubuntu as other Linux distributions is compilation of different
developments. For example, if Ubuntu Desktop freezes, will I write to GNOME
Project? My laptop really can't install system to UEFI because
/dev/sda/grub-install ends with error. Only legacy installation complete
successful. Should I write to GRUB or Linux kernel developers? For example,
if I have error with Ubuntu OS, may be I should write to Debian developers
(because Ubuntu is Debian-based system)?
If you buy a salad in restaurant and it tastes bad, will you complain for
people that grown vegetables or for restaurant that prepared this salad
from vegetables?

Nautilus saves photo from Evince. But this process is some long.
I have one question. Should I report about this bug to GNOME project or you
will do it yourself? I understand that Evince is part of GNOME Project, but
it is part of Ubuntu too. So Ubuntu team can modify source code of Evince
and solve this bug without approve of GNOME Team. It's completely
open-source...

Try this as a workaround: edit /etc/gdm3/custom.conf and uncomment the
line:

   #WaylandEnable=false

Then reboot. If that works then this would be a duplicate of bug
1798790.

Thank you for your bug report.  Do you mean that after applying those updates 
you don't get to the login screen anymore?
Can you reproduce after a new install and upgrading again?

Can you boot to a command line using the recovery option and get a
"journalctl -b 1" log (assuming the previous boot was one that hit the
problem) and add it to the bug?

wayland, you can rotate the screen from the settings

Completely removedd all extensions include those shipped with Ubuntu
19.04. Issue still occurs. Also tested with a clean install in VM.
