What happens: When my mouse cursor changes in a full screen application
(while hovering over something) (like the root prompt or the search bar
in the application menu) it repeats the action over and over til I crash
my computer. (This problem does not seem to occur when I play a video in
full screen.)

Expected behavior: The cursor should change to the new one and stay like
this until a new cursor change is required.

I've attached a video for better understanding of the problem.
(I can't record my screen when this happens because the file won't save, so I 
had to record it via my phone, sorry for that)

3. WHAT I EXPECTED TO HAPPEN

When dragging a window, the window follows the mouse cursor smoothly.


4. WHAT ACTUALLY HAPPENS

Dragging windows is extremely slow and choppy.  You grab a window and
start to drag it.  For a very brief moment, around .5s, the window moves
smoothly.  Then it stops being re-drawn for around 3s.  Then there's
another brief .5s of smoothness, and the cycle repeats.

This occurs with all windows.

- I was previously on Ubuntu 18.04 and have just upgraded to 22.04.
- I am using the nVidia proprietary driver:

When i try to open the settings, i see the loading cursor but noting
opens, in the system monitor gnome control center appears briefly but
quickly disappears. When i try to run it in the terminal using `gnome-
control-center` it returns "Segmentation fault (core dumped)", same with
`gnome-control-center display` or `gnome-control-center --version` which
is why i could only specify the gnome-shell version.

I have tried:
`sudo apt update; sudo apt dist-upgrade`,
`sudo apt install --reinstall gnome-control-center`,
`gsettings reset-recursively org.gnome.desktop.wm.keybindings` and system 
restart (this worked temporarily like 3 times but is no longer effective),
`gsettings reset org.gnome.ControlCenter last-panel`
`dconf reset -f /org/gnome/control-center/`

When i run `sudo gnome-control-center` i can briefly see the settings window 
and get this warning after it crashes almost immediately:
