Non Qt apps, eg geany or gnome-terminal, show the cheese successfully. If Noto fonts are manually uninstalled, then the problem is fixed; Featherpad does display the cheese correctly. This does not affect a base install of Xubuntu, but one that is shared with other installed sessions that pull in the GNOME Control Center and the Date Time Indicator. The GNOME Control Center only displays it's configuration tools inside of a GNOME or GNOME-like environment, and will just show up blank anywhere else. I then closed Gnome Software, and reopened the application. Public bug reported: When attempting to scroll in gnome-terminal with the mousewheel, nothing happens. Clicking the scroll up button on the overlay scrollbar does work as expected.
