This bug is still affecting Ubuntu Precise (only version I've tested).

Also, I think it should (and maybe would) remove the user from
nopasswdlogin group, because otherwise user can still login without
password (the behaviour Sergio Barjola noticed). passwd command doesn't
(obviously) do that.

I have tested and the same bug, but I found something interesting:
I leave empty password but change it with the command passwd, and can 
continue login without the password, after reboot too.
(The /etc/shadow has a hash entry but gdm ingnore it).
