One way to fix this is to open a terminal and run:

timedatectl set-local-rtc 1

(no "sudo" needed)

Previously, the Ubuntu installer would automatically configure itself to 
read/write the clock in local time if Windows was detected (dual-boot) by using 
that "UTC=no" in '/etc/default/rcS' method.
That doesn't seem to work any more with systemd.

I think the installer should be fixed to do the same thing it did in
14.04, but with systemd.

Previously, (e.g. 14.04) this could be fixed by adding "UTC=no" to the
'/etc/default/rcS' file. This does not appear to work in 16.04 with the
4.4.0-18-generic kernel.

Sadly, the time and date settings used to at least have a check box you
could tick to tell the system that the RTC should use local time, but
along with many other useful options, this appears to have been removed
from gnome-settings-daemon.  Ubiquity should also set this option by
default when doing a side-by-side install.
