I've never seen this behaviour before so wonder if it's caused by any of
the modifications you've made to this system.
Please start by uninstalling all of these extensions:

and then reboot.
We need to look at extensions first because so many bugs are caused by
extensions. And we require that you uninstall extensions and not just
disable them because buggy extensions can still interfere with the
system.
