Bug description:
  System Ubuntu 23.04

  
  For weeks I've had the problem that after the first login, the notification 
shows an update of the system software by Gnome Software.

   The system is otherwise up-to-date and all updates and upgrades are
  imported correctly

   Unfortunately, I can't find a solution for this recurring notification

  This might be a duplicate or similar to bug 2020274. Anyways...
  
  For a while, when I turn on the computer and log in, I get a notification in 
the top of the screen saying "Important OS updates have been installed". 
(Apologies for Norwegian screenshots, should be easy to follow.)
  If I click on this, I open the updates tab in gnome-software. It has a dialog 
to review the changes.
  However, the changes listed are downgrades (??). It also doesn't seem like 
this is registered so the next time I log in, the notification pops up again.
  
  I am not sure how it evaluates the changes, but it is not affected by
- installing other upgrades.
