After submiting the previous information I realized that the icons for selecting the workspace only show color on half of the selected icon when the problem occurs. If you select the configure display icon and select the one of the two displayed monitor and move it to the other side of the other monitor select apply and then move it back to the original location and select apply it fixes the problem but both bottom and top panels are displayed on one screen. In trying to discover what causes the problem I discovered that when the application is pulled 2/3 the way onto the right panel (panel0) the window list will display the icon for the open application (firefox or whatever application is open) if I move it to the left screen it display in the left screen window list. If I move it all the way into the right screen it will no longer display on the right screen window list.
